I. EXECUTIVESUMMARY

The Palau Public Utilities Corporation (PPUC) is soliciting Technical Expertise for the feasibilitystudy of PPUC’s SCADA System. Interested contractors can submit sealed proposals beginningOctober 18, 2013 and no later than November 18, 2013 4:00pm Palau time. Sealed proposals will beaccepted at address [P.O. Box 1372, PPUC Main Office, 1st Floor--Oldiais Building--Koror, Palau96940]. A pre-bid conference shall be conducted at the PPUC PDD conference Room on October31, 2013 at 10:00AM. If you have any inquiries please contact Sofronio “Pons” Mahor at (680) 488-5320/3870 or e-mail at [email protected]. Further details and information such as the scope of work,work duration, payment terms, contract clauses, and other relevant details relating to the RFP areprovided below and in the following pages.

II. PURPOSE

PPUC is upgrading as well as updating its SCADA System. PPUC seeks through this RFP acomprehensive feasibility study that will help support PPUC in the upgrading, updating and expansionof its SCADA System.

Through this comprehensive study from the engineering firm, PPUC will develop proposals for theupgrade, update and expand the existing SCADA System.

The Consultant shall respond with a proposal including a budget for services, project schedule, and alist of Consultant’s personnel and sub consultants who are available for the project. The budget forservices will be an estimate of Consultant’s man-hours and personnel rates.

III. BACKGROUND

A. Palau

The Republic of Palau comprises of 350 tropical islands and islets located in thewesternmost part of Micronesia about 600 miles (960 kilometers) East of Mindanao,Philippines and some 800 miles (1,280 kilometers) southwest of Guam. Palau lies between

8°10’N/3°N Latitude and 132°45’/134°25’E Longitude. The main group of Palau Islands isdominated by the 150 square mile (390 square kilometers) island of Babeldaob—Palau’slargest land mass.

B. Palau Public Utilities Corporation

PPUC was created in 1994, the same year Palau gained independence as a sovereign nation.Since then, PPUC has been operating the national electric utility and the distribution facilities, whichnow cover about 47 linear miles of 34.5KV transmission and 114 linear miles of 13.8KV distributionlines. Palau has an installed rated capacity of slightly over 30.32MW with power plants located atMalakal, Aimeliik, Peleliu, Angaur and Kayangel. Malakal and Aimeliik provide power to the centralgrid supplying Koror and Babeldaob.

C. BRIEF HISTORY

PRESENT SET UP OF PPUC SCADA SYSTEM

Background:

Scada system of PPUC was installed in 2006. This software is very helpful andessential in the power system. Several functions can be performed. Monitoring of powersystem and generation parameters, as well as the feeder parameters. Operating thevarious equipments/controllers like opening and closing of breakers on remote areas.For PPUC we have the unmanned substation in Airai where the remote opening andclosing is with the aid of the SCADA system.

4. PROBLEMS WITH THE PRESENT SET UP

a. Malakal Power stationa.1 Several units were installed but not monitored in the Scada.a.2 Some equipment are defective.a.3 The one line diagram is not updated without displaying the present generating units installed.

b. Aimeliik Power stationb.1 The one line diagram is not updated without displaying the present generating units installed.b.2 Two Mitsubishi units will be operational by May 2014.

c. Airai substationc.1 The 34.5 kv breaker is not controlled by the existing Scada system.

d. Solar Paneld.1 Airport – No modem for its monitoring.d.2 Capitol – No modem for its monitoring.d.3 Hospital – No modem for its monitoring.d.4 MOE – No modem for its monitoring.d.5 Track and Field – No modem for its monitoring.

e. Transmission lines – Several relays and controls are not functioning

f. Current Conditions

1. Aimeliik SCADA can only monitor Aimeliik equipments.2. Malakal SCADA can only monitor equipments in Malakal that are

connected to the system.3. Repeater antenna in Ngerchelchuus fell down during the typhoon and

the enclosure leaked and all the equipments got wet.

a. As a result of no repeater, all Babeldaup substations have nocommunications.

4. Malakal Repeater has no Power and cannot receive communicationsfrom Aimeliik, Ngerchelchuus, and Airai Substation.

a. As assessed during Allied Solution’s visit, PLC is missing fromMalakal mountain repeater and there is no power to the radio andnetwork equipments.

5. EXPANSIONa. Incorporation of the three (3) islands:

a.1 Angaur Power Station – 4 units in the systema.2 Kayangel power station – 3 units in the systema.3 Peleliu Power Station – 3 units in the system

b. Incorporation of all Solar facilities as mentioned on item 3d.

6. ASSESSMENT

1. To do a physical assessment on all existing SCADA equipments.( thisincludes equipments functionality testing)a. Assessment of all SCADA equipments in Substations, cut out switches,

existing production generators and other equipments monitored bySCADA.

b. Assessment of all existing network equipments on SCADA system .c. Assessment on all existing communication line of site, to see of they are

still OK.2. To do an assessment of a possible connection of systems and equipments

currently not connected to SCADA.(SCADA System Expansion)a. Assessment of SCADA equipments needed to connect Generators and other

Power production equipments not connected the current system.b. Assessment on possible Networking that will be needed to connect above

equipments.

IV. SCOPE OF WORK: TO CONDUCT FEASIBILITY STUDY WITHOPTIONAL IMPLEMENTATION SERVICES OF PPUC’S SCADASYSTEM.

Program Goal: PPUC will rely on the recommendations from the Engineering Firm

who can give a comprehensive technical study for the NEW SCADA System

j. Option to provide implementation-Approach Services. This approach

incorporates all components of managing a project, including, for example:

SOW conformance, deliverable quality, project management approach,

schedule predictability, percent complete calculations, etc.

Monitor overall vendor performance and review major

activities of the vendor and its subcontractors, alerting PPUC

of any concerns

Monitor compliance of the project Statement of Work

Evaluate key vendor deliverables to agreed upon terms,

provide quality control and report on non compliance.

Evaluate test planning, design thoroughness and compliance

to the project plan

Evaluate test execution for conformance to the plan and

specific scenarios

Confirm test execution and defect tracking processes are

being followed

Ensure that vendor project documentation is being captured in

an appropriate, agreed-upon format

Facilitate risk assessment and verify that mitigation tasks are

being carried out

Monitor and report on the register of issues and evaluation

findings and monitor their solution

n. Technical attachments

This request for technical expertise will include construction assistance as needed forprocurement, review technical submittals, respond to Requests for Information, and tovisit the site. Site visit will be to review progress and render an opinion onworkmanship. Assume one site visit during construction and one upon SubstantialCompletion. Consultant will serve as PPUC approved inspector during the constructionwork.

The Consultant shall prepare a proposal for conducting (as necessary) field inspections

and investigations, surveying, site control, and preparing an initial report for PPUC to

review and comment. Initial tasks will include:

PPUC policies, PPUC’s project checklist; project participants; Prior to the meeting,

PPUC will notify representatives that the project has begun, inform them of

B. Proposal Addendums

1. Capability and QualificationsProvide annual reports that contain performance data thatdemonstrate Offeror’s ability to fulfill the terms of the proposal.Provide Audited Financial Statements of the last three (3) years.Provide evidence of experience providing similar services in thearea or the Pacific Rim.Provide organizational chart, and qualification of key personnel.

2. Reference list and contact information (a minimum of Five References).

3. Credit history from a global credit agency.

C. Proposal Submission

The proposals shall be sealed in a package and should include:1. The Offeror’s information (i.e., Name, Address, and Contact) on the

outside package2. The RFP# on the outside of the package that should be submitted NO

LATER THAN 04:00 PM of the CLOSING DATE-Palau Time.a. [Note: The RFP # and Project Name should be in big fonts.]

b. The sealed package should include the original proposal(s) foreach or all packages plus six (6) copies.

The PPUC shall have the full right and authority to use any and all informationcontained in the RFP submittals for any other purpose it deems appropriate in itssole discretion, unless the offeror clearly specifies the information in theofferor’s RFP which shall be used only for the limited purpose of evaluating the

RFP, and so specifies in writing such information with the following statement:“This particular data/information furnished in connection with our proposal shallnot be disclosed to any third party or for any pursuch data to the extent providedin the contract or as ordered by the Court.

All responses to the RFP will be held by PPUC in strict confidence until thecontract to the successful offeror has been executed, whereupon PPUCshall have ownership rights to all proposals received, as constrained..

VI. PAYMENT TERMS

A. Payment terms shall be determined as follows:1. After evaluation per proposal2. After negotiations with the winning offeror.3. All payments shall be made after receipt of original invoice from contractor

for each work phase, certified by a duly authorized PPUC representative.

VII. EVALUATION AND SELECTION PROCESS

A. CriteriaEach proposal will be evaluated initially by a specially convened committee in line withthe criterion set forth in this section. All proposals and their separate components willbe subjected to the same evaluation criteria and process.

The following criteria (NOT in any particular order) will be used to evaluate proposals:

1. Compliance with proposal requirements. All proposals will be reviewed for theircompliance with instructions set forth herein by PPUC and meets the requirementsof this RFP.

2. Offeror Qualifications. All proposals will be evaluated as to the quality of the"team" and the background and experience of the organization submittingproposals. Main focus of Offeror’s evaluation would be Offeror’s ability to deliverproducts and services in this RFP. Screening analysis to identify areas of eachproposal which needs clarifying will also be done.

3. Commercial Terms (Price). The evaluation of proposals will be heavily weightedtoward price. The easier this section is to understand and the more definitive the

offer is regarding assumptions and key financial factors, the better the chance ofreceiving a high score in this critical area of the RFP.

4. Payment Terms.5. Responsiveness in providing Value Added Services.

VIII. GENERAL CONDITIONS

A. Assignment of ContractThe contract shall not be assigned to any party without the prior written consent of PPUC.

B. RFP ModificationThis RFP does not commit PPUC to award a contract, to pay any costs incurred in thepreparation of the proposal under this request, or to procure or contract for services. PPUCalso reserves the right to accept or reject any or all proposals received under this request, tonegotiate with qualified offeror, or to cancel in whole or in part this RFP, if it is in the bestinterest of PPUC to do so. Offerors under this RFP may be required to participate innegotiations and to submit any price, or technical revisions to their proposals as may resultfrom the negotiation process.

C. No Liability: Neither PPUC nor any of its employees, agents or advisors will have anyliability whatsoever, in contract, tort, by statute, in equity or otherwise, for any cost, loss,liability, claim or expense suffered or incurred by any Offeror or any other person arisingdirectly or indirectly from or in relation to this RFP process and in particular in relation tothe preparation of a proposal.

Offerors must examine this RFP and make all investigations considered necessary(including information provided by PPUC in relation to this RFP) before submitting aproposal.

Neither PPUC nor any of its employees, agents or advisors makes any representationand will have any liability as to the accuracy or sufficiency of or for any errors ormisdescriptions in this RFP.

D. Proposal ErrorsAll information provided by an offeror in its proposal is warranted by the offeror to becomplete and accurate in all material respects. PPUC is under no obligation to checkany proposal for errors. Acceptance of a proposal that contains errors will notinvalidate any contract formed on the basis of that proposal.

E. Performance BondPerformance Bond is waived for this project.

E. Transfer of propertyAll proposals shall become PPUC property.

F. ConformityThe PPUC procurement regulations shall apply to all proposals and bids and allwinning Offerors and contractors shall be bound by them.
