officer of consuming department in Head Quarters. Certification of essentiality at field level is not required for purchases to be made at HQs level.

iii. Non stock Requisitions are pre-formatted proposals. The signature of sanctioning authority & vetting should be obtained on the

same.

iv Vetting of NS demands-

a. For safety items – vetting of demands/requisitions by associated finance will be required to be done above Rs 2 lakh (Safety items as defined in Board’s letter no

99/RS(IC)/165/SRC dt 19.04.2000) subject to 10% test check by accounts.

For items other than safety items - vetting of demands/requisitions by associated finance will be required to be done above Rs 1 lakh. Essentiality certification for requisitions

NOTE:

v. Attention is also invited to the existing Board’s instructions according to which if only a single offer is received against the limited tender, the tender should

normally be re-invited except in case of urgency where also the urgency has to be certified by an officer not less than a JAG Officer for all purchases upto

Rs.50,000/-, and by SAG officer for purchase above Rs.50,000/- and prices are found to be reasonable. (RB letter No. 2001/FS-1/PW-7/2 Dt. 5/9/03).

vi. When in response to the re-tender, a single offer is again received the same may be considered for acceptance as per normal purchase powers after ensuring

that tender notice in re-tender case were dispatched to last supplier and other likely sources under registered A/D cover and provided that rates received are

reasonable.

This power is to be exercised with personal concurrence of FA&CAO (Ref: Railway Board’s letter no. 98/F(FEX)17/1/Airlifting dt 26.03.08).

v. For imported stores procurement can be initiated only after finance concurrence and AGM’s approval.

vi. Finance vetting is not necessary for issuing purchase order and connected post contractual modification valued upto Rs. 4 Lakh for non-safety item and upto Rs. 8 Lakh for safety items, except for 100% payment against proforma invoice. vii. All safety items should be procured only from approved sources. List of safety items and current approved sources therefore may be obtained from the

PHOD of the concerned department.

viii. Materials to be purchased should be directly connected with train operation and maintenance of rolling stock.

ix. Indenting Officers should clearly certify that the quantity is not deliberately reduced with a view to bring the purchase within the scope of this

provision.

x. The Divisions / Depots / Sheds Officer will ensure that before making purchase, the fund is available.

xi. The monthly ceiling limit of local purchase power for Non-stock & Stock Items of Divisional / Depot Officers are as per table 5 below :-
