If a student is absent: Parent/guardian please call 455-3305 between the hours of 7:00 am and 4:00

pm on each day the student is absent. We do have bilingual staff to assist those parents who do not speak

English. If you are unable to call, please send a note with your student upon return to school to verify the

absence. (Please see Policy #3050) If a student needs to leave school during the day: Parent/guardian please call (or send a signed

& dated note) prior to the time a student needs to leave. Parent/guardian or authorized adult over 18 years

of age must sign the student out at the office. No student will be released to leave with any other student

at any time. No student will be allowed to leave with anyone other than the person(s) listed in our

student database. Students will not be allowed to sign themselves out for the day. Students must sign in

if they return during the school day.

SCHOOL DAY Syringa Middle School will open its doors to students at 7:30 a.m. each day, and no earlier. Students are NOT

to be on campus before 7:30 a.m. School starts promptly at 7:44 a.m. Students who arrive after this time will be

marked tardy.

School ends at 2:50 p.m. When dismissed, students are to start home immediately, go to their buses, or go

directly to their after school activities. Loitering is prohibited. All “Early Release” days will end at 1:15PM.

Please note: The front of the school has a designated area for car pick-up and drop-off, walkers and bicycle

riders. Please be courteous to other drivers/students when waiting for your child. The rear of the school is

for bus drop-off and pick-up ONLY. We need to follow these procedures for the safety of all of us, especially

your children.

Dear Syringa Cougars,

This Student Handbook is intended to serve as a resource for your success at Syringa Middle School. In it are

our rules, a calendar for daily assignments, and a section for long-term goals. Using your planner every day in

every class will help you become effective and efficient with your schoolwork. Organized, goal-oriented people

are productive and successful people.

Education is as good as you want it to be. The more you want to learn, the more you will learn. Come to

school regularly, on time, and prepared, and you will thrive within our school. We will do everything we can to

help you master the necessary skills while discovering success at Syringa Middle School.

At Syringa Middle School, we believe that all students should have the opportunity to succeed. This can only

SYRINGA STUDENTS YEAR-END CREDITS AND EVENTS

As a school, we feel that it is very important that our students develop a sense of accountability with their

school work. We also feel that it is our obligation to give students different opportunities to obtain the mastery of

the content we teach. If students can develop self-accountability while succeeding within these important subject

areas, it will pay dividends as they progress throughout their education. Listed below are different avenues that

will support students as they earn content mastery at Syringa Middle School.

The State of Idaho has legislation governing middle school credit and promotion requirements. Our

district Policy 2605, Advancement Requirements, as supported by Idaho Code, requires that students earn credits

to be eligible for promotion to the next grade level.

Summer School:

Students that fail a core class in the 1st or 2nd semester will be enrolled into Caldwell School District’s summer

school program. Students will receive instruction directed to their individual student needs. Prior to enrollment all

parents will receive notification from an administrator at Syringa Middle School.

8Th Grade Promotion Ceremony (8th Grade Only):

If your child receives a failing grade in each semester of their 8th grade year, they will not be allowed to

participate in the 8th grade promotion ceremony. Both parents and students will be notified informing them of this

action. Throughout the process, we will discuss the attainment of credits and how important it is for their

academic success going into high school.

Indian Creek Academy:

Syringa Middle School will consider placing students that qualify as “at risk” at Indian Creek Academy. ICA is

designed to cater to the needs of a select group of students. Referrals to Indian Creek Academy will be based on

failing semester grades, poor attendance, and behavioral/social and emotional needs. If your child meets one or

more of these “at risk” criteria, their placement will be reviewed by the Syringa Middle School Administrative

Team and a placement will be determined.

Canyon Springs High School Referrals (8th Grade Only):

Upon completion of the 8th grade, Syringa Middle School will place students at Caldwell High School or Canyon

Springs High School. Both schools are designed to cater to different academic student needs. Referrals to Canyon

Springs High School will be based on failing semester grades and absences exceeding 9 days per semester. If your

child meets one or both of these “at risk” criteria, their placement will be reviewed by our 8th grade Response to

Intervention team and a placement will be determined.

#3255 – Student Dress Students are reminded that their appearance, clothing, and grooming, significantly affect the way others respond to them. It is

the duty of the Caldwell School District Board of Trustees to provide an educational atmosphere conducive to learning;

minimizing disruptions or distractions; and to protect the health, safety, and morals of students, therefore all students will

adhere to the following certain minimum standards of dress when the student is on any school premises or at any school

sponsored activity, regardless of location.

SECTION 1. EXPECTATIONS

Caldwell School District strives to maintain an education environment that is well functioning and free from unnecessary

distractions and annoyances. As part of that effort, the District requires students to maintain a neat and clean appearance that

is appropriate for the school setting and for the tasks being performed and to encourage the professional dress that will be

expected in the workplace as adults.

1.1 Students will be given the opportunity to make respectful choices with regard to collars, sleeves, patterns, designs,

and logos on upper and lower body clothing as well as outerwear, within the Board of Trustees’ expectations.

1.2 The following expectations will be enforced when the student is on school premises or any

school sponsored event, regardless of location.

1.2.1 Students are not to wear or carry items of apparel, clothing, accessories, cosmetics,

tattoos – temporary and/or permanent, body markings, jewelry – including body piercings, which depict or allude to,

by picture, symbol, or word:

• drugs – including alcohol and tobacco; controlled substances; drug paraphernalia; gangs; violence; sexually

explicit, lewd, indecent content; promoting or encouraging bullying; denigrating to an individual’s race,

ethnicity, gender, and/or religious affiliation; illegal acts; identified as derogatory, offensive, oppressive in

nature, or abusive.

1.2.2 The wearing, using, carrying, or displaying any other gang clothing or attire, or style, jewelry, emblem,

badge, symbol, sign, codes, tattoos, or other things or items which evidence membership or affiliation in any gang is

prohibited on any school premises or at any school sponsored activity at any time.

1.2.3 The wearing, using, carrying or display of any professional sport league including the

NFL, NBA, MLB, MLS, and NHL, or other professional sport league clothing or attire, jewelry, emblem, badge,

symbol, sign, codes, tattoos, or other things or items is prohibited on any school premises or at any school sponsored

activity at any time.

1.2.4 Head coverings are inappropriate in the school building during regular school hours, unless specifically

authorized by the building administrator/designee.

1.2.5/6 Clothing for the upper body shall have a modest neckline, cover the chest, midriff, and back, with no

undergarments showing.

Upper Body Clothing Expectations:

All items must fit properly. School spirit shirts or college/university clothing are permitted. Muscle shirts,

tank tops, spaghetti straps, or strapless tops are not permitted.

Clothing for the lower body shall not reveal buttocks or undergarments, or have rips or tears above the knee.

Lower Body Clothing Expectations:

All items must fit properly. Includes: jeans, pants, capris, skirts, shorts, skorts, and culottes. Leggings or

yoga style workout attire may not be worn as pants. All items shall not be shorter than three (3) inches

above the knees.

(The student ID card can be used to measure this length.)

1.2.7 Outerwear - Sweatshirts and sweaters are permitted indoors.

Administrator discretion reserved in all questions or concerns regarding outerwear.

1.2.8 Students are required to wear shoes or other appropriate footwear in school buildings at all times, unless

authorized by the building administrator/designee.

SECTION 2. INTERPRETATION AND IMPLEMENTATION OF POLICY

2.1 The building administrator/designee shall use reasonable discretion in interpreting and implementing the provisions of

this policy. The building administrator/designee may identify additional dress code requirements to address specific needs

within a building or for a specific activity. Principals, administrators, and teachers shall use reasonable discretion in enforcing

this policy. If a conflict arises in the interpretation of this policy, the interpretation of the building administrator/designee

shall be final.

SECTION 3. ENFORCEMENT

3.1 Administrators may provide consequences at their discretion for dress code violations and parents will be notified.

Students who are insubordinate or refuse to change the improper attire, or who repeat dress code violations shall be subject to

disciplinary action up to and including suspension or expulsion, depending on all the facts and circumstances, for violating

the standards of student conduct.

SECTION 4. TEMPORARY EXCEPTIONS

4.1 In order to allow appropriate attire for a particular educational or school activity, the building administrator/designee

has the authority to grant temporary exceptions to specific provisions of this policy and related regulations.

#549 – Prohibition of Gang Activity Policy Against Gang Membership, Activities or Affiliation – (2.1) Caldwell School District recognizes that

Gangs and Gang Activities are detrimental to the educational process in our schools. All Gang and Gang Activities,

including, but not limited to, wearing, possessing, using, distributing, displaying or selling any clothing, jewelry, emblem,

badge, symbol, sign, gestures, codes, or other things which evidence Membership or affiliation in any Gang is prohibited and

will not be tolerated in any of the public schools in this District and at all school functions.

(2.2) It is against District Policy for any person, group or organization to establish a fraternity, sorority or other

secret society whose Membership is comprised in whole or in part of students enrolled in this District’s public schools, or to

solicit a student in any of this District’s schools to become a Member of such organization; and no student enrolled in this

school District will be or become a Member, or pledge him/herself to become a member of any such organization.

(2.2.1) Guidelines (a.) This policy will be addressed in all school handbooks. At the beginning of the school year,

the policy will be discussed with the student body. (b.) Disciplinary action for violation of this policy is as follows: (i.) First

offense – Student given detention. Parents will be notified of the infraction of this policy by school administration. Parent

meeting will be documented. (ii.) Second offense – Student and parent appear before a Board of Review. (iii.) Third offense –

Student and parent appear before the Board of Trustees for an expulsion hearing. (iv.) The student may go directly to a Board

of Review or an expulsion hearing if the Superintendent and principal deems deem the incident is so severe as to warrant

their actions immediately.

(c.) Administrators will seek ongoing assistance from the Caldwell Police Department and the Canyon County

Sheriff’s Department in identifying Gangs, their members and activities.

(d.) For the protection of the student and to avoid disruption in the educational process, a student demonstrating

evidence of being a Gang Member or Affiliate will be required to not display such evidence. Administrators may require, a

student to change clothing, cover tattoos with band-aides or make-up, fill in eyebrow shaved slashes with make-up, or take

other such measures as deemed appropriate to conceal or remove such evidence of Gang Membership or Affiliation.

(e.) Students will be disciplined according to the school handbook guidelines.

#3330 Student Discipline & Possession of Weapon on School Property Discipline is the process of working with a student so that the desired character traits and habits can be developed. The

Caldwell School District is organized and administered for the purpose of helping each individual reach their maximum

potential. By having a consistent discipline policy, the goal of educating children can be most efficiently reached.

In short, no student shall interfere in the instructional process either by interfering with another student’s right to

learn or by preventing a teacher from doing his/her job. (Please see Policy #3330)

(8.1) No person shall possess a firearm or other deadly or dangerous weapon while on school property or in those portions

of any building, stadium, or other structure on school grounds which, at the time of the violation, are being used for an activity

sponsored by or through a school in this State or while riding school provided transportation. This also applies to students of

schools while attending or participating in any school sponsored activity, program, or event regardless of location.

#950 Student Tobacco Use, E-Cigarette Use Prohibition (1.1) The Board of Trustees of this school district finds use of tobacco products, whether smoking and/or chewing and/or the

use of electronic cigarettes (e-cig or e-cigarette) and/or the use of personal vaporizers (PV) and/or the use of electronic nicotine

delivery systems, poses health risks to students. Further, research confirms that a direct correlation between early use of tobacco

and experimentation with alcohol and/or other controlled substances at an earlier age exists. Therefore, we are committed to

helping students (with the cooperation of parents and the community) understand the health risks and legal consequences of

tobacco use, or electronic cigarettes use, of personal vaporizer use or the use of an electronic nicotine delivery system.

(1.2) It is the intent of this policy to be consistent with all federal, state, and municipal statues and ordinances related to the

prohibition of the use of the items listed above. (1.3) – In those circumstances where district employees have probable cause

to believe that a violation of this policy has occurred, school administration is to be notified and involved in consultative and

investigative roles.

(3.1) It is a violation of this policy for any students to use, possess, procure or attempt to procure or dispense or distribute any

tobacco while on school property or while attending a school activity or event or while being transported to or from school or

school-sponsored events in school owned and/or contracted for vehicles of any kind or at any location, public or private, where

students are attending as representatives of this district. (3.2) Possession includes on the person, locker, vehicle and/or any

other location over which the student is exercising some control by the placement of any tobacco.

First & Second Offenses: Parent/guardian will be contacted. School Resource Officer will be notified. Student may be

suspended up to 3 days. Parent will receive a list of resources.

Third Offense: Parent/guardian will be contacted. School Resource Officer will be notified. The student will be suspended

pending a hearing with the Board of Review.

#551 Student Drug and Alcohol Use It is the Idaho Legislature’s intent that parental involvement in all aspects of a child’s education in Idaho public schools

be part of each school district’s policy. Drug prevention programs and counseling for students, including those over the age

of eighteen (18) who continue to be enrolled under the custody and care of the public schools, are included in this intent.

The Board of Trustees recognizes that student use of Controlled Substances, including alcohol, is a serious problem of

utmost concern in our society. Drug and alcohol use, sale or distribution is detrimental to a state of well-being and undermines

the aim of education, which is to enable individuals to develop to their full potential. The District seeks to ensure the highest

standards of learning in the classroom and recognizes that use of chemical substances – including alcohol and controlled

substances – creates educational, economic and legal problems. The Board of Trustees will not tolerate the sale or distribution

of drugs and/or alcohol on school property or school sponsored events.

Students attending school in this district will not use, possess, sell, buy, or distribute drugs, including alcohol, controlled

substances, or related paraphernalia, on school premises. Please read this policy in its entirety for more information.

#3355 Board of Review In the event that a student has repeated disciplinary offenses or has committed a criminal act, s/he will be brought before

a Board of Review. The Board will conduct a hearing. This hearing has the authority to place added disciplinary actions, provide

an alternative placement or recommend a hearing before the Board of Trustees. (Please see Policy #3340 / 3340P)

#361 Closed Campus & Student Check-Out Once a student is on our campus he/she will stay until the end of the school day. If a student must leave during the school

day, only a parent/guardian or someone over the age of 18 who has prior written consent from the parent/guardian and is listed

with the school office as an emergency contact person may check the student out through the school office. The student may

not check themselves out of school. For students’ safety, this procedure cannot be altered without prior WRITTEN notice from

a parent/guardian.

Visitors: Parents and visitors coming into our school must stop at the front office, sign in and receive a visitor’s pass.

These passes must be worn in a visible location on your person at all times while on our school campus. This helps ensure the

safety of all of our students and staff. Please remember – even if you are well known by our office and your child’s teacher,

others in the building may not know you. So please be courteous and sign in for a pass. Thank you

#3050 - Attendance Regular attendance is a vital part of a student’s educational preparation because student learning is enhanced by teacher

student contact time. Therefore, every effort should be made by students, parents and administration to ensure that students are

in attendance and punctual every day.

It will be the policy of this district to maintain a system of student attendance accounting which will show the number of

days present and absent for each enrolled student. The record of attendance for each student will be entered upon his or her

permanent student record. The Caldwell School District requires a minimum of 90% attendance per semester to receive academic credit and progress

in grade level. Should you child miss more than nine (9) allowable days in any class, they may be in danger of losing

credit for those classes. If you have any questions, please contact the Attendance Office during our regular school hours.

#710 Student Transportation The Caldwell School District provides bus transportation to and from school for most students living more than 1½ miles

from the school. Additionally many students living closer are provided bus service due to hazardous roads and other crossings.

Bus information concerning routes and times may be obtained from the Caldwell Transportation Company at 459-6612.

A bus for students staying after school to complete homework is provided. An Activity Bus for students involved in after

school activities is also available.

Students and parents must remember that riding the bus is a privilege and failure to follow school bus rules will result in

disciplinary action, which may include the loss of bus privilege. If a student is removed from the bus, it becomes the parents’

responsibility to transport the student to and from school for the duration of the bus suspension.

The bus driver is in charge of the bus in the same manner the teacher is in charge of the classroom. Caldwell Transportation

Company’s goal is to provide every child with the safest, most efficient ride possible. To help us in this effort, each child’s

cooperation is required. (Please see Policy #710)

#2605 Advancement Requirements (Grade 6 through 9) The Caldwell School District has established a set of advancement requirements for 6th through 9th grade students

which will act as a guide in helping students move methodically and purposefully on a course that will eventually lead to

high school graduation. Therefore, the District sets the following advancement requirements:

1. Students must earn a passing grade in the core classes of English, Science, Mathematics, Social Studies.

2. To advance to the 7th grade, students must earn at least 80 percent (80%) of the credits attempted in 6th grade and be in

compliance with the District’s attendance policy;

3. To advance to the 8th grade, students must earn at least 80 percent (80%) of the credits attempted in 7th grade and be in

compliance with the District’s attendance policy.

4. To advance to the 9th grade, students must earn at least 80 percent (80%) of the credits attempted in 8th grade and be in

compliance with the District’s attendance policy; and

5. Students who have failed more than 20 percent (20%) of the courses attempted in the 6th, 7th, or 8th grade may make up

the credits needed to achieve the minimum portion of credits attempted by retaking the necessary course(s) during the

summer, online, or through correspondence.

ALTERNATE MECHANISM 1.1 A student who does not meet the minimum credit requirements, stated above, may be eligible for grade level promotion

if the student successfully completes three (3) out of the four (4) requirements for the alternate mechanism: Policy #2605 continued…

1.1.1 Meet all district attendance requirements (90% or better),

1.1.2 Pass approved End of Course Assessments (EOA’s) with a 70% or better,

1.1.3 Demonstrate growth on District and/or State summative assessments, (These assessments may include, but

are not limited to STAR reading/math, ISAT, CWA, MAP, ECA)

1.1.4 Complete summer school or approved, accredited online coursework with a grade of C or better.

GRADE OR LEVEL ADVANCEMENT 2.1 A seventh (7th) grade student not meeting either the minimum credit requirements or the alternate mechanism will be

assigned appropriate courses by the Response to Intervention (RTI) team for the next school year. The student remains in that

course work until the RTI team determines the student has met all of the requirements for promotion.

or accommodations to credit requirements as are deemed necessary for the student to become eligible for promotion to the

#542 – SEARCHES BY SCHOOL OFFICIALS / #551 – STUDENT DRUG AND

ALCOHOL USE - Lockers Student lockers are provided for the convenience of the student and to help protect school-issued and personal property.

Lockers and desks are school property and remain at all times under the control of the school; however, students are expected

to assume full responsibility for the security of their lockers and desks. Authorized school officials may open and inspect

lockers and desks when there is reasonable cause to believe that the locker or desk may contain items which may be a threat to

safety and security or illegal materials or materials in violation of school policy. Such a search may be conducted without a

search warrant, and without notice or consent. (Policy #551 – page 4) If a lock or locker does not function properly, a report

should be made to the school office. The school is not responsible for lost or stolen articles. Students will give their locker

combination to their homeroom teacher. Sexually explicit pictures and/or posters depicting illegal substances are not permitted

in lockers. No drugs (prescription/non-prescription) including aspirin, cold medicine, etc. are allowed in lockers. These should

be checked into the nurse’s office (see Policy on Medication at School). (Please see Policy #542)

After School Programs Syringa Middle School offers a variety of after school programs and options to assist students in meeting academic goals.

AFTER SCHOOL TUTORING – Syringa Middle School is dedicated to making the educational experience of all

students a successful one. To that end, we provide several different types of after school tutoring. These programs are designed

to help students complete homework assignments, increase student achievement and improve student responsibility and

accountability. If you are interested in taking advantage of tutoring for your child, please call the school office.

LIBRARY MEDIA CENTER – Student hours: 8:00 a.m. to 4:15 p.m., Monday-Friday. After school, use the library

for homework, projects or pleasure reading.

Books: 1-2 library books may be checked out for two weeks. A fine of 5¢ per day is charged for overdue books, and

students are responsible for the cost of damaged or lost books. Charges are paid before checking out books. Students may work

off fines.

request passwords from library staff for home access to information databases. Find reading lists, periodicals, reference books,

etc.

#2620/2620P –GRADING AND PROGRESS REPORTS

Grading The letter system is used for grading at Syringa Middle School. Grades are assigned according to the following standards:

90-100% = A 80-89% = B

70-79% = C 60-69% = D

59 or below = F I = Incomplete

P = Pass (non-graded class) F = Fail (non-graded class)

To be on the Honor Roll, students must have a grade point average of 3.5 or above. The grade point average is gained by

assigning 4 points to every “A”, 3 points to every “B”, 2 points to every “C”, and 1 point to every “D” for all subjects. The sum

of these scores is then averaged. There is no honor roll figured on mid-term grades.

Students who are teacher’s aides will receive a P (pass) or F (no-pass) grade. These grades are not included in grade point

averaging. Those students who are new to the district and have not been in attendance long enough to receive a grade (less than

2 weeks of a grading period) will not receive grades until the next grading period.

The Syringa Middle Schools Science Department is currently piloting a standard based grading system. Throughout the

year, students and parents will receive both a standard based grade and a traditional grade for their progress in science class.

Report Cards Report cards will either be mailed home or sent home with students, except for those that are NOT picked up during

Parent/Teacher Conferences. Parents who need an additional copy of a report card need to contact the school office, IN

WRITING, with this information so a second copy can be printed. Final grades will be mailed within 10 days of school

ending.

Homework

Research indicates that homework can be an integral part of the educational experience. It also indicates that homework

can significantly improve academic achievement because it is one method of communication between home and school, and it

involves parents in the child’s learning. It also provides opportunities for students to practice their skills, learn time

management, develop good study habits and use resources outside of the school time. In addition, homework gives the teachers

an opportunity to better assess student performance and interests, to motivate students to excel and to teach cause and effect. It

is our feeling that with parents, teacher and students working together, homework will become a valuable, relevant and exciting

part of the instructional program.

Before any homework is assigned, expectations concerning the responsibilities of the teacher, student and parent(s) should

be understood:

Student

1. Complete homework assigned.

2. When absent, check to see if there has been homework assigned.

3. Ask teacher or parents for help.

4. Budget time to do homework.

5. Recognize homework as a legitimate portion of the course.

Teacher

1. Assign meaningful homework as needed.

2. Make expectations clear.

3. Promptly collect, correct and return all homework assignments.

4. Coordinate similar assignments between curriculum areas.

5. Do not use homework as punishment.

Parents 1. Provide an adequate study setting: a quiet, well-lit place, free of distractions.

2. Set aside designated study time.

3. Be familiar with the homework policy.

4. Provide encouragement and motivation.

5. Communicate with school and teacher.

6. If there is a question, contact the teacher for clarification.

Student Conduct Admittance to a public school is a privilege and carries with it the responsibility to follow state and local laws and rules.

Students in the Caldwell School District are to follow school policies at all District-sponsored events, whether at a school or at

another site such as attendance at an off campus athletic event.

Code of Behavior – In an effort to demonstrate their responsibilities as members of this learning community, the students

of Syringa Middle School have established standards of behavior. All students, whether or not involved in school activities,

represent their school both on and off the school campus. In order to represent their school in a positive manner, students

should observe the following suggested set of rules:

Respect authority of parents/guardians.

Respect authority of school faculty and officials.

Respect authority of civic officials and law enforcement officers.

Respect the rights, dignity, and privileges of all individuals.

Respect public and private property.

Follow the rules of courtesy and sportsmanship at all school events.

Recognize that the good name of the school is valuable both to the student and to the community.

Behave in such a manner as to bring credit to the school and to him/herself.

Encourage peers to follow this Code of Behavior.

Items Inappropriate for School – The following is a partial listing of items that are unacceptable to bring to school.

These items may be confiscated and the student may receive disciplinary action. This includes, but is not limited to:

Sunflower seeds, toothpicks, rubber bands, squirt guns, balloons, etc. – these items are not permitted because of the

problems caused by misuse.

Personal technology devices – cell phones, iPods, MP3 players, cameras, tape recorders, CD players, pagers, and

electronic games. These items disrupt the learning process and can easily be stolen or damaged, they are inappropriate

at school. Students who have cell phones with parent permission must turn them off immediately upon arriving on

school campus, they must be locked in their lockers throughout the school day. If students are found in possession of

a device throughout the day, the device will be confiscated and held in the front office. The first time a student has a

device confiscated, they will be able to retrieve it from the office after school. All other confiscated devices will be

required to be picked up by a parent in the front office.

Riding skateboards, bikes, roller skates, scooters, and roller blades on school property is prohibited.

Baseball cards (or any other trading cards) or other items of value.

Laser pens or pointers, and any other disruptive materials.

Markers of any kind.

The school is in no way responsible for lost, stolen, or broken personal items.

School Breakfast and Lunch Breakfast and lunch are served on all full school days. Breakfast is served from 7:30-7:45 each morning. Breakfast and Lunch

are free for all students. The lunch “card” is the same as the Student ID, and a $4.00 replacement fee will need to be paid if it

is lost.

School Resource Officer A full time School Resource Officer is assigned to Syringa Middle School. The SRO will work with the school

administration to deal with crime and crime prevention. This is a cooperative effort between the school district and the police

department, with an emphasis placed on helping students with problems at home or at school. Parents who wish to speak to the

School Resource Officer may call the school, or the Caldwell Police Department.

School Counselor Syringa Middle School has two full time school counselors. Mrs. Hardy and Mrs. Lloyd are here to work with students in

a variety of areas, such as choosing courses, helping solve personal problems, and discovering talents and abilities.

Periodically throughout the school year our counselors will offer small groups for students. These are select groups for

students to discuss friendship issues, anger issues, personal concerns, etc. and the students must have a signed permission slip

to participate. The choice of whether to join a group or not is the student’s. No student will be forced or coerced into joining a

group, and no student will be in a group without a parent’s permission.

School Nurse & Administering Medications Syringa has an excellent school nurse. We work closely with other schools within the district to cover all medical needs of

the children placed in our care. (Please see Policy #565)

ADMINISTERING MEDICATIONS – According to School Board Policy #3510, if a student requires medication during

the school day, the following guidelines must be followed:

Prescription Medications

1) Written consent from a parent/guardian is required.

2) Written consent from a physician is required.

3) Medication must be in its original container.

4) Medication must be stored in, and dispensed from, the school office.

Over the Counter Medications

1) Written consent from a parent/guardian is required.

2) Medication must be in its original container.

3) Medication must be stored in, and dispensed from, the school office.

Please contact the School Nurse if you have any questions regarding this policy.

PARENT NOTIFICATION OF HEALTH SCREENINGS – Hearing and vision screenings are conducted on students

upon teacher or parent request. If you would like your child excluded from these screenings, please contact the nurse in your

child’s school.

ID Card Procedures All students and staff at Syringa Middle School will be given and are required to wear their ID card at all times. This

includes while attending school-sponsored events. If a student forgets their ID card, they will be required to come to the office.

They may forget their cards two times a year without consequences. Any time after the second forgotten day will result in a

day of lunch time study hall. If a student forgets their card two school days in a row, they are required to purchase a new card

at the price of $4.00. If they do not have $4.00, the cost will be charged to their school account. If a student is able to call home

and have their ID brought to them, it will still count as a forgotten day – since they did not remember to wear their ID to school.

Students may purchase replacement ID cards at any time. If students purchase an ID before 1st period it will NOT be counted

as a forgotten day, and will NOT be placed on lunch time study hall.

Parent Teacher Conferences The administration and faculty of Syringa Middle School welcome the opportunity to discuss the progress of students with

their parents. Parent/Teacher conferences are currently scheduled for October 25th for the first grading period. The conferences

for second semester are currently scheduled for February 15th. If these dates change, notes will be sent home with students.

Parents are encouraged to contact teachers if they feel there is a need at any time throughout the year.

Standardized Testing Information that will help students make decisions about educational and vocational planning is gathered through testing.

In all grades the ISATs (Idaho Standards Achievement Tests) are administered. These standardized tests give information about

the students’ level of achievement in the basic skills of math and language arts. Students who are below proficiency in reading

and/or math will be assigned to intervention classes in place of electives.

In addition to these standardized tests, other tests may be administered to determine the student’s strengths or weaknesses

in specific areas. (Please see Policy #624)

PAWS - Panthers Achieving With Support Syringa Middle School will start out the year with the Panthers Achieving With Support (PAWS) program. This will

supply students with additional time with their teachers in a small group setting to increase their academic achievements. As

students show mastery within their content areas they will receive an enrichment period. During enrichment, they will be able

to choose different enriching activities to attend on a daily basis. Enrichment activities allow students to explore areas of interest

and engage in education in a way that is not necessarily traditional, but may be more conducive to the learning style of many

middle school students. Ultimately, we are trying to supply students with the motivation and skills to develop into educated,

successful citizens.

PAWS time will occur every Monday, Tuesday, Thursday, and Friday from 10:24-10:54 am. Students will receive a

grade report on each one of these days. Students will become more accountable for daily grades. On Wednesdays, Syringa will

use the time set aside for PAWS to have teachers collaborate. Students will meet for a “mini” assembly in the gymnasium

during this time.

No Touch Policy Students are to keep their hands and feet to themselves at all times. This includes, but is not limited to, public displays of

affection, horseplay, pushing, shoving or bumping into each other. Dependent upon the severity, No Touch violations can be

minor or major violations of the school discipline policy.

Disruption & Loitering on School Grounds House Bill No. 192 Amending Section 33-512, Idaho Code states: “Relating to the Government of Schools, by providing

that a person who disrupts the educational process or whose presence is detrimental to the morals, health, safety, academic

learning or discipline of the pupils or who loiters in school houses or on school grounds is guilty of a misdemeanor.”

Enrollment Policy, Idaho Code 18-4511 Idaho Code 18-4511, specifies that a person enrolling a student for the first time in an elementary/secondary school in the

state must, within thirty (30) days of enrollment, provide a certified copy of the student’s birth certificate or other reliable proof

such as a passport or visa, to verify the student’s identity and birth date. A copy of the birth certificate will be placed in the

student’s permanent (cume) file.

In the event a certified birth certificate is not available, other reliable proof of the student’s identity and birth date may be

offered. A passport, visa, or other government documentation of the child’s identity may be substituted. This must be

accompanied by a signed, under oath, affidavit explaining the inability to provide a birth certificate.

If a hospital birth certificate is to be used the following is required:

a. Signed statement from a close relative that the mother or father are the real parents or guardians, and

b. Signed, under oath affidavit as to why the birth certificate could not be obtained.

Failure to comply with Idaho Code 18-4511, requires that the school immediately notify the local law enforcement. Schools

are also required to notify the law enforcement in instances where the document or affidavit presented at enrollment show

evidence of being inaccurate or suspicious in form or content. A letter will be sent warning the parent that they have ten (10)

days to comply with the code or the child cannot attend any school in the district.
