Eastern York School District School Board Meeting August 18, 2011, 7:00 P.M. District Administration Offices Wrightsville, PA 17368 The meeting was called to order by D. Caldwell, President. The following members were present and they were: D. Caldwell, K. Clark, R. Flaharty, Jr., J. Higgins, M. Keller, D. Shelley, R. Zepp. Absent were: R. Abel, K. Graby. Others in attendance were: Dr. D. Pianowski, Superintendent; Dr. R. Becker, Assistant Superintendent; T. Weaver, Secretary; S. Heist, Attendance Officer/Transportation Coordinator; Todd Hoover, Director of Plant/Facilities; and one reporter from the York Dispatch. There were three patrons present. President Caldwell stated that the Board held an Executive Session prior to tonight’s meeting for Legal and Personnel issues. ADOPTION OF MINUTES OF THE PREVIOUS MEETING On a motion by J. Higgins, seconded by R. Zepp, the Board approved the minutes from the July 21, 2011 School Board Meeting, as previously distributed. The motion passed: 7 - Yes, 0 - No. D. Shelley stated that the minutes from July 21, 2011 referring to the committee established to work on developing a plan to replace the press box at the High School is inaccurate. He believed the committee was established to develop a plan to repair the press box, not to construct a new press box. She shared that the 2011-12 Profes- sional Development Time Line was developed over the summer. Dr. Becker invited all Board Members to the 2011-12 Eastern York School District Welcome Back Presentation and professional development opportunity on August 24, 2011. On a motion by J. Higgins, seconded by R. Zepp, the Board approved the minutes from the July 21, 2011 School Board Meeting, as previously distributed. The motion passed: 7 - Yes, 0 - No.

D. Shelley stated that the minutes from July 21, 2011 referring to the committee established towork on developing a plan to replace the press box at the High School is inaccurate. He believedthe committee was established to develop a plan to repair the press box, not to construct a newpress box. Mrs. Weaver was asked to research the previous minutes to determine the purpose ofthe committee.

TREASURER’S REPORT - Mr. Keller

On a motion by J. Higgins, seconded by R. Zepp, the Board approved the Treasurer’s Reportdated July 31, 2011, as presented. The motion passed: 7 - Yes, 0 - No.

EDUCATIONAL PRESENTATION - Dr. Becker

Dr. Becker shared a summary of the Professional Development and Curriculum Workshops fromAugust 2010 to June 2011. She shared that 100 percent of the District’s instructional staff par-ticipated in professional development during that time frame. Dr. Becker stated that curriculumfor every course was revised in the 2010-11 school year. She thanked the professional staff forall of their hard work and effort in accomplishing this goal. She shared that the 2011-12 Profes-sional Development Time Line was developed over the summer. Dr. Becker invited all BoardMembers to the 2011-12 Eastern York School District Welcome Back Presentation andprofessional development opportunity on August 24, 2011.

A. DISCUSSION ITEMS

1. Eastern York High School Trench Drain

Mrs. Weaver shared that C. S. Davidson completed the drawings for the High Schooltrench drain. The drawings were sent to six vendors. Of those six vendors, four sub-mitted quotes to install the trench drain. The quotes ranged in price from $6,450 to$9,511. The original estimate provided by C. S. Davidson ranged from $3,750 to $4,500. Since the estimates were higher than originally discussed, the Administration wanted theBoard to discuss them prior to voting on this item. R. Flaharty, Jr. expressed concernsover the engineering services provided by C. S. Davidson since the quotes exceeded theoriginal estimated costs. Discussion ensued among the members regarding the need forthe trench and the cost. Mrs. Weaver shared the vendors and the quote amounts. Theywere as follows: Fitz & Smith, Inc. - $6,450, Restuccia Excavating - $6,800, D. JosephDeller & Sons, Inc. - $6,850, and York Excavating Company, LLC - $9,511.

R. Flaharty, Jr. made a motion to proceed with installing a trench drain at the EasternYork High School, to accept the lowest responsible quote from Fitz & Smith in theamount of $6,450, and to pay for this item from the remaining High School ConstructionFund proceeds. The motion was seconded by J. Higgins. The motion passed: 7 - Yes, 0 - No.

R. Flaharty, Jr. stated that the Board should be pleased with the changes Mr. Heist did to thestops and routes this year.

5. Exemption of York County Elementary Chorus from Rental Fee

Approved exemption of the York County Elementary Chorus from the rental fee whenusing the Performing Arts Center for the York County Choral Festival on March 24, 2012or the alternate date of March 31, 2012.

1. Donation from Knaper’s Stop & Go

M. Keller made a motion, seconded by J. Higgins, to accept a donation from Knaper’sStop & Go of a portable toilet for the practice field located at Cool Creek and Mt. PisgahRoads for the 2011 football season. The donation includes once a week cleaning andservicing of the unit, replenishing tank deodorizer, and restocking toilet paper. Themotion passed: 7 - Yes, 0 - No.

2. The York-Adams Academy has not changed their requirements for Board Membership at thistime.

3. Harrisburg Area Community College will be taking over the Advanced Skill Center effectivethe 2011-12 school year.

4. She is monitoring enrollment closely as the District has had 45 students register at theelementary level during the last two weeks. Enrollment has been changing daily, and theremay be a need for an additional teacher at the elementary level.

5. The Eastern York School District 2011-12 School Calendar was provided to Board Membersat their seats this evening.

6. Reminder of the building tours on August 23, 2011 at Canadochly Elementary at 5:15 p.m.,followed by a tour of the Middle School.

A. DISCUSSION/INFORMATIONAL ITEMS

Dr. Pianowski introduced Mr. Sean Heist to provide an update on Attendance, Truancy, andTransportation.

1. Attendance Report

Mr. Heist provided the current enrollment numbers at each District building. He statedthat enrollment has been changing daily with move-ins to the District.

Canadochly Elementary - 439 studentsKreutz Creek Elementary - 379 studentsWrightsville Elementary - 396 studentsEastern York Middle School - 633 studentsEastern York High School - 747 students

2. Truancy Report

In the 2010-2011 school year, we issued 120 citations District-wide, where the finesrange from $75 to $300 at the discretion of the District Justice. Truancy fines are issuedafter the family has received a written notice sent certified mail that their compulsory-aged student has missed three illegal days. Eastern York became the first school districtin the county to hold the truancy hearings at the Middle School and High School for not-guilty pleas. This idea was supported by District Justice Fishel and enables the student to

miss a minimal amount of classroom time to attend the hearing. Mr. Heist continues toserve on Judge Uhler’s Truancy Response Group and chairs the educational committee. As a result of the attention and detail that the District has put on targeting truant behavior,our district currently has a 95 percent attendance rate, which is well above the countyaverage.

3. Transportation Report

This summer, the District through cooperation with Krapf Bus Company, Mr. Heist didan efficiency study on how the District can better utilize our bus fleet for a moreeconomic and efficient bus service. This effort allowed the District to eliminate a thirdrun at the secondary level, which allows students to arrive home in a more timely manner. By elim- inating the third run, the District can bus our athletic teams off campus forpractice, in order to rehabilitate the current playing fields at the High School. In an effortto streamline the bus service and avoid confusion, students now ride the same numberedbus in the morning and afternoon. Parental feedback has been positive.

President Caldwell shared that the Board toured Kreutz Creek Elementary and WrightsvilleElementary prior to tonight’s meeting. Both buildings are ready for students for the first day.

FINAL BOARD COMMENTS

D. Shelley Asked how the District monitors taxpayers that are exonerated from thePer Capita Tax that move within the District’s six municipalities. Mrs.Weaver shared that the District does bill for taxpayers that move withinthe District’s municipalities, but the Board must first exonerate the billfrom the municipality from which the taxpayer is moving. Discussionensued among the members regarding centralization of the tax collectionprocess. Mrs. Weaver will provide information on tax collection costs at afuture budget and finance meeting.

President Caldwell Asked M. Keller, Board Treasurer, about the budget time line for the2012-13 fiscal year. M. Keller stated that he will work with Mrs. Weaverto establish a time line. We will continue to use a similar process as wasdone in the past.

D. Shelley Expressed a concern with the new traffic pattern at the Middle School. Lines have been painted to designate a non-public school drop-off and athru lane. He has a concern about the parking next to the thru lane. TheAdministration will review the traffic flow pattern at the Middle School.

R. Zepp Shared that he attended a meeting with Kathy Heiser, Director of Tech-nology, at the Higher Information Group, in reference to the technologyupgrades that were discussed at the July meeting. The Administrationstated that they will provide a follow up at the September discussionmeeting.

R. Flaharty, Jr. He contacted several representatives from Harrisburg in reference toParliamentary Procedure. He shared that the state legislators all use someform of Parliamentary Procedure. He asked for this item to be on a futurediscussion agenda.

Expressed concerns that vehicles are on the District’s fields. Dr.Pianowski will send a letter to staff regarding vehicles not being broughton the District’s fields. Also, Dr. Pianowski shared that the Administra-tion is currently working on a vehicles policy.

Stated that he has requested, several times, to know where the informationfrom a letter dated June 26 came from, and to date, has not received anth

answer.
