From the Director Dear Colleagues, First, good luck to all students taking GCSEs. We hope that all the hard work will pay off.

Our Muslim colleagues, children and young people are looking forward to the month of Ramadan which starts next Friday and marks a period of fasting and religious focus so we would like to wish everyone Ramadan Mubarak. Last week Razia Butt issued advice about health and proper hydration to support young people who are fasting, particularly during the exam periods. This guidance is repeated below with an update from BEP. We are also in the middle of the elections season and that means that BCC, like all local authorities, must abide by the purdah rules. They were sent out to schools on Friday following a number of queries. We have to be really careful here and there is a specific set of rules that apply to senior council employees so I have to be as neutral as Switzerland in the run up to the GE. The rules don’t restrict individual school employees’ activities outside school, as some inferred. Rather it is schools that cannot become involved in activities that could be seen as having political influence. Earlier this week north Birmingham was in gridlock following the discovery of an unexploded bomb in Aston. This caused huge dislocation in the city. I would like to thank everyone involved in school transport (all at Travel Assist and our contractors) for working so diligently to make sure our most vulnerable pupils got home safe and sound. Thanks also to Cityserve for providing food at the refuge shelter and to the emergency services. My own journey to Sundridge Primary got no further than Dartmouth Middleway – sorry, we will re-arrange. Last week I attended The Access Project West Midlands 3rd Birthday celebration. They do great work across the Black Country and with Holte, Waverley and Moseley supporting students from disadvantaged backgrounds to gain university entrance. It was reported, based on HEFC figures that 64% of students from Edgbaston are likely to go to uni compared with 11% from Shard End. Truly shocking inequality in the city here and these figures reveal our biggest education and community cohesion challenges in a nutshell. We will do more research into the figures and trends here and Anne Ainsworth will write more soon. The link to the Access Project is http://www.theaccessproject.org.uk/ Meanwhile, Birmingham’s work on Prevent and community cohesion, as shared by Razia Butt and reported by Schools Week is attracting national attention because of all the things we are doing right in Birmingham. We have unprecedented numbers of schools, right through from nurseries, primary, secondary and special doing the UNICEF Rights Respecting Award and you can see the benefits across the city. You can also read a piece in Schools Week this week about the career of Sue Bailey from Arthur Terry, including last summer’s journey to South Africa when Sue and pupils spent 27 hours in Istanbul airport as a result of the attempted military coup. A great account of Sue’s huge contribution to education in her 41-year career at Arthur Terry. Best wishes Colin

Fasting during the month of Ramadan The month of Ramadan is fast approaching, so this advice from the Association of School and College Leaders, ASCL, is shared to support schools with responses to pupils who are fasting. It offers practical advice on fasting during exams, health, performance and practical advice. The guidance is available at https://www.ascl.org.uk/utilities/document-summary.html?id=B28773D7-A5D7-4B07-99E67827D2850F79 This year Ramadan will be celebrated around 27 May, following the Lunar calendar, and will last until the last week of June. Last year, we issued similar advice to schools and a model letter for schools to issue to parents which is attached below and available in Word format on request from [email protected] Tim Boyes, BEP’s CEO, has written to the National Schools Commissioner, HMCI and Ofqual in relation to a range of concerns about the pressure on individual children and schools as Ramadan and exams coincide in this and coming years. Global Cyber-Attacks: Advice for schools Following the recent news on the global cyber-attacks that have taken place over the weekend, Link2ICT would like to remind schools of some crucial guidance to keep your IT systems safe and secure. Quick tips:

• Do not open emails from senders you do not recognise. Where the sender is recognised, please be mindful if content appears suspicious. Criminals are often using guises such as the Royal Mail and banking establishments to deliver their attacks.

• Only click on links where you are absolutely certain that it is safe

• Do not open suspicious attachments

• If you are unsure, delete the email immediately

• In the event of an attack; schools should isolate the infected computer immediately. Infected systems should be physically removed (disconnected) from the network as soon as possible to prevent cyber-attacks on your network or shared drives.

Advice regarding school census Schools may have had some correspondence from national interest groups in recent weeks about the new data items within the census – in particular around ethnicity, nationality, country of birth and proficiency in English. In January the Department sent a letter to all Head Teachers to highlight the key points within the official guidance above around parents’ rights, and request their support locally in helping to improve the collection of sensitive data about pupils in the school census. The Department has also re-confirmed that the data on nationality, country of birth, and proficiency in English has not, and will not, be passed to the Home Office or anyone else. Where the police or Home Office have clear evidence that a child may be at risk or there is evidence of criminal activity, including illegal immigration, limited data including a pupil’s address and school details may be requested from the National Pupil Database. This does not, and will not, include the new data on nationality, country of birth and proficiency in English.

When to initiate an Early Help Assessment within school The question posed to DSLs at the Springtime District Safeguarding Meetings was when should an Early Help Assessment and Plan be initiated within a school? Obviously it is impossible to write a definitive list but is was strongly thought that a school or setting should initiate an Early Help Assessment when the DSL and the parents/carer agree that;

• Barriers to the child/young person engaging fully in the educational setting require a family approach and

• Solutions require wider community involvement and a range of professional agencies. And that this may be evident for a pupil when: (not a definitive list)

• Either the child and/or parent are working towards change where education has been identified as the predominant area of need within a multi-agency approach.

• Families are already working towards change with a range of professional agencies and school can offer additional support.

• Targeted ‘goals’ to work towards have been identified to support full engagement with school that would benefit from regularly reviewed plan and a lead professional.

• Their mental/physical health needs cause a barrier to attendance and or engagement with learning.

• There is a risk of exclusion.

• There are additional learning needs that are not met through an Education, Health and Care Plan

• A pupil is pregnant or will be a teenage father Support offered to a pupil or family needs to be seen as a continuum, and much of the initial work undertaken within a school being recognized and recorded within an Early Help definition. There are a variety of tools available to help document the support offered including the Early Help Assessment and the Signs of Safety and Wellbeing framework. Additional help should be sought when the range of services delivered by the school are insufficient to enable the family to make sustainable changes to support the children to fully engage with education. All staff should be aware of and understand their role in early help; the early identification, assessment and implementation of support to meet a child’s need as soon as a problem emerges in a child’s life. National Clean Air Day: help create a cleaner future The UK’s first National Clean Air Day takes place on 15 June and teachers, schools staff and students can all help spread the message that Birmingham is serious about cutting air pollution – a factor in up to 900 deaths a year in our city. The National Clean Air Day campaign website features loads of great resources and ideas to use in the classroom, including lesson plans for Key Stages 1, 2 and 3, stickers, posters and flyers – plus take-home messages to arm students with facts with which to persuade their friends and family that we all have a responsibility for improving air quality. Five ways in which air pollution affects children’s health

• There is a strong link between air pollution and the worsening of asthma symptoms – it may also play a part in causing asthma in some people.

• The more children with asthma are exposed to air pollution, the more they suffer with long-term respiratory symptoms.

• Exposure to air pollution is also linked to more coughs and bronchitis.

• Air pollution can increase the risk of getting bacterial pneumonia.

• Studies are beginning to show that air pollution affects intelligence, brain development and coordination – although more research is needed.

How can my school get involved?

• Hold a one-day challenge to encourage parents and students to cut the number of cars arriving at school

• Run an event at the school gate to raise awareness of engine idling on the school run

• Follow a lesson plan on air pollution

• Encourage family members to sign up to one of four pledges and share their pledge on social media (see attachments) with the hashtags #nationalcleanairday and #brumbreathes

Capital Maintenance Dual Funding Initiative for 2017-18 – REMINDER We have launched the 2017-18 Dual Funding initiative. The application is available to Community, Voluntary Controlled and Foundation schools. This is an opportunity for you to apply to the Local Authority for funding to assist with addressing key building condition priorities. Applications will be assessed against the criteria and conditions set out in the application documents. Completed applications must be received by 25 May 2017. Pupil Attendance update: Leave in Term Time/Spotlight and Training Leave in Term Time (Penalty Notice) Process/Spotlight We are experiencing a substantial increase in applications for Leave in Term Time penalty notices. Colleagues will be aware we have to prioritise Spotlight cases so that the most vulnerable children can be assisted first. In the short term this means that school staff sending in Leave in

Term Time cases may be emailed back and asked to place the details of the cases onto a simple spreadsheet - this will enable us to process and issue penalty notices more efficiently. Our apologies for any inconvenience this may cause and hopefully this will be a short term fix for this term only. We are hoping to move to a web based process sometime next year which will assist greatly. Annual Subscription to Basic Health and Safety Packages and Educational Visits Basic Package. Schools that were subscribed to either the Basic Health and Safety Package, Educational Visits Package or both during 2016-17 – your subscription is up for renewal. Communication was made to Community, Voluntary Aided and Voluntary Controlled Schools during February 2016 advising that as the city council is the employer in Community, Voluntary Aided and Voluntary Controlled Schools it is required to ensure that all such schools have continued access to competent advice. All Community, Voluntary Aided and Voluntary Controlled Schools will now therefore be charged for the basic health and safety and educational visits services unless schools can demonstrate access to alternative sources of competent advice for these subjects. If you haven’t advised us that you access alternative sources of competent advice for health and safety and / or educational visits, you don’t need to take any further action, we will automatically renew / subscribe you via Birmingham Education Support Services website (link below) and will invoice you at the end of June 2017. Renewal of your subscription will ensure you have continued access to competent advice and support in health and safety including educational visits in addition to affording you 10% discount

Key Stage 1 and 2 Exemplification materials for 2017 Local Authorities can now share materials from the 2017 standardisation activities undertaken by KS1 and KS2 moderation teams. The exemplification materials that STA published last year to support teacher assessment at the end of key stage 1 (KS1) and KS2, also apply to the 2017 interim TA frameworks. They show examples of pupils' work at the standards set out in the interim 2017 TA frameworks for KS1 and KS2 respectively. If teachers are confident in their judgements, they don't need to refer to the exemplification materials. They are intended to help teachers make their judgements where they need additional guidance. We hope you have found that providing your employees with access to the wide range of support interventions has assisted them in effectively managing their mental health and wellbeing. The cost per employee per annum remains unchanged at £9.90. If you wish to renew your subscription, you do not need to take any further action; we will assume that you wish to continue procuring this service and will invoice you at the end of June 2017. We will assume the same number of staff unless you advise us otherwise. Modern Foreign Languages Hub Meeting Bordesley Green Girls School runs a primary and secondary language hub affiliated to the Association for Language Learning and we meet every half term. As well as looking at primary languages, transition issues and swapping resources we also focus on CLIL: Content and Language Integrated Learning. For those who are unfamiliar with this: it is the teaching of subjects using a foreign language We are looking for 10 schools from both phases to be part of a pilot project between ourselves and Aston University. We are aiming to set up a National Centre for CLIL in Birmingham and are keen to support and resources schools to have a go at introducing this method of teaching. Already we have some secondary and primary schools who are trying out this method and we all enjoy sharing our experiences. We have much support from the key national embassies and the city council for this exciting project. Please join us on Wednesday 24th May from 3.35pm until 4.35pm. Birmingham Kids Wrapped Bus Competition Exterion Media is inviting children (in school years 3-6) to create a colourful and striking design for an iconic wrapped bus. The winning design will be printed and displayed on a real bus on the streets of Birmingham and the school will receive a special think tank outreach visit. Why not encourage pupils at your school to take part and help promote public transport, walking or cycling as a favourite way to travel in Birmingham? More information about the competition is attached at the end of this Noticeboard. The deadline for entries is 19 June 2017. Please find the terms and conditions of the competition at the end of this Noticeboard, and the templates that the children need to pop their designs on and return back to Exterion Media by the 19th June. You may wish to pass this to your art teacher and see if this could be incorporated in any lessons work or could be an extra curriculum activity (e.g. homework for over the half term break) or you could provide a copy to your before or after school co-ordinator as this may be a competition they may be interested in. Duty Holder and Asbestos Management Training: June 2017 DUTY HOLDER TRAINING is designed to assist you with your building- and compliance-related responsibilities covering Health & Safety, Asbestos Management, Legionella, Statutory Testing, Property Logbook and Landlord Approval. Please note that attendance by an appropriate representative from all LA schools is mandatory, and is strongly recommended for others. The training is aimed at Head Teachers, Business Managers/ Bursars, Site Managers and Chair of Governing Bodies. Sustainable Schools Training Programme and Energy Assessment The Sustainable Schools CPD Training Programme will be five years old this year. This programme aims to support schools in reducing their energy bill managing their waste and other sustainability areas of the school and is certified by Birmingham City Council. Primary Family Support and Mentoring Through our safeguarding and emotional health training and support over the years, the Health Education Service advisers have had many conversations with leaders in schools about the need for face-to-face support for children and young people who require a level of mentoring beyond what the school feels comfortable providing in-house. Children's emotional health can be a significant barrier to learning, and resulting behaviours can have a significant impact across the school. A specialist mentor can achieve much and often reduce the need for more complex and specialist referrals and services.

PSHE Subject Leader Network Meeting - Primary As a non-statutory subject schools have a lot of creative freedom in what they teach, and when. Such flexibility is important, but can leave staff feeling they are working alone, sometimes without investment in training and resources comparative to their colleagues leading on core statutory subjects. UnLocke - An innovative maths and science learning project UnLocke is a maths and science computer-based learning activity for school children in Years 3 and 5. Experts from the Centre for Educational Neuroscience in London have been using evidence from neuroscience research to design a computerised learning activity. As part of an Education Endowment Foundation (EEF) and Wellcome Trust funded research project, we are developing this activity for schools to use as part of their science and maths lessons. Our aim is to find out how much of an impact it has on the academic attainment of pupils. This research project has full ethical approval from our local ethics committee, following the guidelines of the British Psychological Society. Who can take part? We are looking for 100 primary schools in England especially in the North-west, Midlands and Southwest, to participate in this stage of our project. How do I get involved? If you think your school would like to take part in this project, or if you have any questions, please register your interest on our website, or contact us via email or telephone. Once you have agreed to take part, we will arrange a training session for teachers, to help introduce the UnLocke programme into the classroom. UnLocke will run for 10 weeks during the second half of autumn term 2017, and the first half of the spring term 2018. Pupils will use UnLocke, which involves age appropriate maths and science material from the national curriculum, 3times a week, for 15 minutes at the start of maths/science lessons. They will complete this either individually on school computers/tablets, or through teacher-led interactive whiteboard sessions. We will then report back on what we have found.

Physical Restraint Training Waverley TSA is offering a one day training course for teachers and support staff in schools to support them in safe physical restraint techniques. The course will be delivered by certified trainer, Steve Neal. The course will cover:

• Understanding physical interventions, the legal and professional implications of their use

• How to reduce the risk of harm when physical intervention skills are used

• Personal safety and conflict resolution

• Use of non-aggressive physical skills to protect yourself and others from assault

• Use of non-pain related standing holding and escorting techniques, including non-restrictive and restrictive

Briefing note for Exceptional Sharing Panel Meetings: Baverstock Academy Closure Background We are extremely grateful for the high level of support from schools to work together and ensure that the current Baverstock pupils are welcomed and offered maximum support for a smooth transition into new school places. Birmingham City Council officers will be attending sharing panel meetings on Thursday 18 and Friday 19 May to discuss the indicative allocations of Baverstock Academy students who require a school place when the Academy closes in September. Please note that this is an exceptional sharing panel meeting, the process to be followed is not the usual Fair Access process and this briefing note is to set out how BCC is working in partnership with parents, the Academy and Birmingham schools to ensure a secure transition for pupils. The majority of secondary area networks have an identified Head Teacher lead supporting this process on behalf of the network panel. Two networks panels are unable to meet this week so the process for reviewing allocations will be done virtually through circulation of information and gathering of responses rather than a panel meeting. Indicative allocations are based on parental preference in the first instance but allocations have been kept to a maximum fair share allocation unless schools have indicated they have capacity to admit more Baverstock pupils. The large majority of pupils can be offered one of their first three preferences without exceeding a fair share limit of 2 or 3 pupils per school per year group. Where schools have indicated they have capacity to admit more than fair share, we have made use of this capacity to meet parental preference. All pupils admitted through this exceptional school closure process will be considered in subsequent Fair Access allocations for the 17/18 admissions year.

All schools have been asked to send a representative to the scheduled panel meetings who will be able to review and agree to allocations during the meeting. We are asking all Own Admissions Authorities to agree for BCC to send offers of places directly to parents on behalf of the Admission Authority; this will ensure that all parents receive their offer at the same time. Once offers have been made schools are asked to liaise directly with Baverstock Academy to arrange for transfer of pupil files and key information. Schools are also asked to consider whether they will be will be able to admit pupils before the end of the Summer term to aid transition. All schools are expected to take their fair share of pupils displaced from Baverstock unless they have made a case that there are exceptional reasons to be discounted; no school has yet approached BCC for exemption although a small number of schools within and beyond Birmingham have indicated they will refuse to admit and/or are unwilling to allow BCC to make offers of places on their behalf. We are working with respective accountable bodies to resolve these issues. Our approach has the full support of DFE and the Catholic Diocese, who understand that we will swiftly escalate to seek direction for Own Admissions Authorities reluctant to admit the children to the allocated places. Parents will be notified of confirmed and provisional offers of places w/c May 22nd. We are very hopeful that the transparency of information to be provided means that we can issue confirmed offers to all parents. However, in the event schools refuse to admit at this stage, those parents will be issued with a provisional offer in the first instance and we will escalate as necessary. The deadlines we are working to will enable BCC to escalate cases for direction to the Secretary of State where absolutely necessary in time for places to be confirmed for September 17. The timescales will also allow parents time to submit appeals for preferred schools as detailed below. Format for the Exceptional Sharing Panel meetings A BCC lead officer will provide all schools leads at the meeting with a core set of information:

• Indicative allocations by school by year group, with numbers of vulnerable pupils indicated

• Overview of allocations made across the City and area networks

• Original Preferences by school by year group The indicative school place allocations have been made based on a number of factors. Priority has been given to meeting parental preference which means that some schools will not be allocated any pupils. In addition to parental preference, we have considered the number of pupils residing in the area and the fair share allocation expected of all

schools within the network; the number of pupils schools have already taken through the Fair Access Protocol; any offers from schools indicating capacity to take more than a “fair share” allocation. At the meetings schools will be asked to review and carry out due diligence on the allocations. We will not allocate above the “fair share” allocation of pupils within a network unless schools have advised that they have capacity to take more placed children. In the event that colleagues identify specific concerns regarding how allocations have been made, we will work with the network to identify a solution within the group of schools. For the two virtual panel meetings, BCC will work alongside the lead Head Teacher to distribute information to the schools involved to confirm allocations either through email and telephone contact. Due to the importance of securing school places for this group of students, where own admissions authorities refuse to admit pupils allocated through this process, Birmingham City Council will escalate to the Secretary of State to seek approval to direct schools to admit pupils, if necessary. In these cases, provisional offers will be sent to parents pending confirmation of the school place. Please note; the allocations made this week and next week do not replace or supersede parents’ right to appeal: in the event parents wish to appeal for a place at a preferred school, they will be able to submit their appeal by June 16th to be heard by the end of July. The places already offered by the school to displaced Baverstock pupils will be key information to be considered by Appeals panels. Key Stage 4 Baverstock Academy, BCC and DfE have worked with Bournville College to secure a guaranteed offer of a place for all students currently in years 9 and 10, entering years 10 and 11 from September. A number of parents have still indicated they would prefer a school place for students in both year groups. We have therefore made an indicative allocation of schools for Year 10 students to a maximum of 2 students per school. For current year 10 students wishing to transfer school into Year 11, we will be advising parents to contact their first preference school to find out whether the school is in a position to admit them and continue their curriculum pathway. Parents will be advised that they have provisional offer of a place at Bournville College in the event that their preferred school does not feel able to offer a place. Please note, regardless of the offer of a place at Bournville College, parents have the right apply for a year 11 place in any school and have the right to appeal against a school’s decision to refuse a place. Please note that any decision to admit a pupil into Key Stage Four will count as a fair access allocation moving forwards.

All schools have been asked to indicate if they have capacity to accommodate more pupils than their fair share allocation. All pupils offered places will be done so on the basis of being LA placed; this mitigates the risk to schools of challenge from pupils on the school waiting list and reflects the exceptional circumstances under which places are required for these students. Pupils have been allocated to maximise the numbers receiving one of their first three preferences in the first instance; this has been balanced across the need to ensure schools are not requested to admit more than their fair share unless they have indicated they have capacity to do so. Pupils identified as particularly vulnerable have been distributed across schools. This includes children with identified behaviour, attendance, learning or emotional needs who we are aware will require additional support. Details of these individuals will not be available at panel meetings but will follow once admission has been agreed. A small number of students currently on managed moves from Baverstock are not included within the allocations being brought to the panel meetings this week. Colleagues are considering appropriate pathways for those students from September. There are 9 students with EHCPs who are being placed by SENAR and these placements will be taken into account as allocations are made for the remainder of the cohort. Funding BCC has had confirmation this week that the residual Academy budget from August ‘17 – April ’18 will be available to allocate to schools admitting pupils. BCC has agreement from Schools’ Forum to create a funding model that will enable maximum resource to go into per pupil funding while retaining any central elements that may be needed to support schools with the pupils transferring. A task and finish group will develop this funding model and networks are invited to send a school representative. If you are interested please let your network chair know and we will issue invitations in due course. We expect to have a funding model confirmed by June 15th. All schools can be assured that as a minimum they will receive AWPU plus pupil premium per pupil; it is our intention to supplement this in order to ensure schools have the resources to support families with additional costs such as uniform and transport, as well as any additional pastoral or learning support that may be required.

An amazing chance to design a double-decker bus, using your local area as inspiration – and see your design driving around Birmingham. Exterion Media is asking primary schools across Birmingham to participate in a Kids’ Wrapped Bus creative competition! We are inviting children (in school years 3-6) to create a colourful and striking design for one of Exterion Media’s iconic wrapped buses. We would like the design to reflect what they love about Birmingham, which could include their favourite local places and landmarks – using coloured pencils, felt tips, paint or collage. The winner will be announced in June and the design will be printed and displayed on a real bus on the streets of Birmingham. The winner will also receive a special thinktank outreach visit for their school. The 2nd and 3rd runners up will receive family tickets to thinktank museum.

Top tips for designing a bus wrap: • Remember the bus will be really big, so use lots of pictures rather than too many words• To put things into perspective, the bus sizes are - Length: 11.4m Height: 4.1m• Print the design sheets at least A3• Bright colours work best• For the front of the bus, please use a simple design (that’s not too distracting)• Do not cut out the A3

How to enter:

Competition Terms

1. Competition format

1.1. Subject to these Competition Terms, we invite you to submit a design for a Birmingham Vinyl bus.

1.2. Please ensure you read these Competition Terms carefully as your entry into the Competition is strictly

subject to these Competition Terms and they detail the circumstances under which we may be able to

withhold prizes and/or disqualify or refuse entry into the Competition.

2. Entry into the Competition

2.1. You may enter this Competition if you:

2.1.1. attend a school in a Birmingham Borough;

2.1.2. are enrolled in school year 3, 4, 5 or 6 on 5th December 2016;

2.1.3. are sending an application on behalf of someone who is enrolled in school year 3, 4, 5 or 6 on 5th

December 2016; and

2.1.4. are resident in England, Scotland or Wales.

2.2. You must not enter this Competition if:

2.2.1. you are an employee, agent or director of the Exterion Media; or

2.2.2. you are a family member of any of those persons referred to in paragraph 2.2.1.

2.3. The Competition commences on 1st May 2017 and entries will be accepted until the Closing Date. Exterion

Media reserves the right to extend the Competition deadline at its sole discretion. Notwithstanding the

above, any entries which are received outside of this time period shall be refused unless an official

extension has been offered by Exterion Media. Any entries which are received after the Closing Date shall

be refused.

2.4. You may enter the Competition as many times as you like.

4.1. The judges will take into consideration the following criteria in judging Wrapped Bus Design:

4.1.1. impact/memorability; and

4.1.2. creativity.

4.2. Judging will take place after the Closing Date by a panel made up of Exterion Media and/or other

representatives selected by Exterion Media

5. Prizes

5.1. The winning Wrapped Bus Design will be used to wrap a Birmingham Vinyl Bus which will be live on the

streets of Birmingham in July 2017. The winner will also receive, a family day trip to thinktank Birmingham

for up to 4 people, as well as a special thinktank outreach visit to their school.

5.2. Two runners up will receive one family day trip to thinktank Birmingham for up to 4 people

5.3. In order to be eligible to win the prizes listed above, we may ask that you grant us permission to take and

use your name, photograph(s), video and/or audio recording(s) of you for use by us on our social media

campaigns, promotional material, press release(s), website, or any other forms of print, digital or electric

media (together, the “Participation”) . We reserve the right in our sole discretion to withdraw any prize

to any person who does not wish to, or is unable to, agree to and take part in, the Participation (or if

such person is under the age of 18 years, their parent or guardian) on terms which we shall provide in

due course.”
