From the Director

Dear Colleagues, This week will always be remembered by the horrific attack on children and families in Manchester. Writing as a parent myself, it is your worst nightmare realised and I cannot imagine what it is like to lose your child or for them to suffer serious injuries as a result of someone’s deliberate actions. We sent a Red Noticeboard to you on Tuesday which we hope provided helpful messages and resources for schools. I attended the vigil in Victoria Square which went off well with good speeches from religious leaders and politicians stressing the need for us to be strong as a united community. Razia Butt has provided guidance below for schools who have planned visits to Parliament or other places of interest and we have also included the latest Police briefing issued yesterday evening. On the same day we sent another urgent message informing you that the man who had worked in our schools and a nursery and been found guilty of the most serious sexual offences against boys had been sentenced to 22 years in jail. I have no doubt that the damage he has caused to boys will continue to surface for years ahead. We know from similar episodes in other parts of the country that it takes a long time before the victims come forward and feel able to share things safely. We are ready for that and we provided Jon Needham’s contact details in the urgent message ([email protected]). I had intended to write a very upbeat account of the wonderful Monday morning at Ss John and Monica which was a celebration of European collaboration between schools in Sweden, Spain, Czech Republic and Turkey. Funded via the Erasmus Project, you could see the clear benefits and learning of such cross European work. As the Lord Mayor said, Brexit notwithstanding, this work must continue so that our young people are true Europeans and understand each other’s cultures and faiths. Manchester makes that all the more important. Only education can produce real, long-term community cohesion. Acting Headteacher Melanie Elliott has written a great account below. This is a good time to thank Cllr Carl Rice for his support to education during his year as Lord Mayor. He has been a brilliant ambassador as Birmingham’s first citizen and visited so many schools. Last time we met was on the touchline at the Junior School Football Finals – he was truly ubiquitous. Now we welcome new Lord Mayor Cllr Anne Underwood (only the 8th woman to hold the honour in over 100 years….now that can’t be right). At Baverstock, our teams have worked tirelessly with you to ensure that all of the nearly 200 pupils have school places for next year. A huge task and big thanks for a Herculean effort. Emma Leaman has provided an update below. Last week I visited CHOOS (children out of school) provision on Warwick Road for primary age pupils on the autistic spectrum. The team works very successfully with pupils who are on their way to, normally, a special school placement. Some fantastic work to see, often with pupils who had struggled in a more mainstream placement. The pupils were learning in a calm atmosphere preparing salsa (yes, with sharp knives etc.) and clearly making big strides as communication and trust grew before your eyes. Two very significant OfSTED reports are about to be published. Ark Boulton and Ladypool are now judged “good”. Three years ago, the former Golden Hillock school, now Ark Boulton, was in turmoil. Now it is transformed under the strong leadership of Herminder Channa and her team. And Ladypool has a long, difficult history that has now been overcome by the equally strong leadership of Huda Aslam and her team. Congratulations to both schools. Good to call in to Hamstead Hall for a discussion about the future direction of the MAT. The sun was shining brightly because it’s GCSE season, and those students were working with such concentration on a hot afternoon. Ramadan starts tomorrow so Ramadan Mubarak to all our Muslim students, colleagues and families. Finally, it is half-term next week. Have a good break. It was a YNWA end of the football season so I’m smiling about that. Best wishes

Briefing to schools We know that young people in particular have been greatly affected by the terrorist incident in Manchester and we hope that the high profile policing operation we have put in place in the West Midlands in response to the threat will offer them some important and timely reassurance. Our Neighbourhood officers are here to help and we would encourage pupils to speak to them if they have any concerns. Alternatively, if you wish to speak to an officer directly, email or contact your local Neighbourhood team. The current threat level As you may have seen in the news, the UK threat level from International Terrorism has been raised to CRITICAL. This means an attack is imminent. It is the first time in 10 years the threat level has been raised from severe in the UK. The Prime Minister has authorised support from the military alongside the police, following specialist advice from the security services in the wake of the Manchester terror attack. As a result we will see the military being used to protect some key sites across London. The West Midlands will not deploy the military but we will see additional armed police officers from other forces supporting us. This is part of an agreed and well-rehearsed national plan – known as Operation Temperer. What does this mean for the West Midlands? Here in the West Midlands, our focus is on providing an appropriate policing response over the coming days. We have a variety of tactics available to us on a 24/7 basis – we have teams of local neighbourhood officers, response officers, specialist firearms officers and traffic officers on duty around the clock. Everyone needs to be vigilant – but be alert and not alarmed. As ever, we ask the public to be our eyes and ears. If something doesn’t feel right, call us. We act on every piece of information, no click or call will be ignored, we will only take action after appropriate checks have been carried out. Terrorists wait for those moments when we’re not looking – that’s why vigilance and awareness of everyone is key to combating terrorism. Remember – if you see anything suspicious call 999 or the Anti Terrorist Hotline on 0800 789 321.

Planned Education Visits Some schools have asked for advice about planned trips to Parliament and other places of interest. As with any school trip there should be a risk assessment, taking into account any new

information leading up to the trip. The move to a CRITICAL national threat level does not necessarily mean a trip must be cancelled but a review of the risks must be undertaken and a decision made by the trip organisers as to whether the risks are great enough to cancel the trip. The assessment should take into account place, people, security and the type of event or activity planned. It is down to each individual school and responsible officer to decide whether they think a trip should be cancelled following the events in Manchester and the increase in threat level. Baverstock Academy: Update from Emma Leaman After an extremely intensive two weeks, with tremendous support across the Birmingham family of schools and tireless assistance from staff at the Academy, we have issued offer letters to the vast majority of Baverstock students. This has been a mammoth task and we are truly grateful to all schools who have attended extra panel meetings, responded to emails and calls and worked with us to co-ordinate and finalise over 200 offers of school places. As things stand, we have managed to offer the majority of parents one of their preferred schools. We will be holding a surgery at the Academy on Thursday afternoon to offer support to any parents who are unhappy with their offer. All parents retain the right to appeal for places at a preferred school, however given the additional

pressure for places and the numbers of additional students being admitted to schools, we are strongly advising all parents to accept the offer that has been made. In the next two weeks we will work with a small group of Heads to finalise funding arrangements and will update in due course on exact funding allocations. Many schools are keen to admit students as swiftly as possible this side of the Summer break which we agree will aid a smooth transition. Tremendous thanks go to all schools who have been so willing to offer assistance and equally to the staff at the Academy who continue to show such commitment and dedication to supporting their students. You will be aware that a number of members of staff at Baverstock will be made redundant when the Academy closes. Fuelling the Future project at SS John and Monica Catholic Primary Teaching School Ss. John & Monica Catholic Primary Teaching School were very privileged to welcome the Lord Mayor and Lady Mayoress, Councillor Carl Rice and Mrs Deed Curry, Colin Diamond CBE Interim Corporate Director of Children & Young People and our international strategic partners to celebrate the end of a three year European funded Erasmus project. The project was entitled ‘Fuelling the Future’ and focused on promoting the positive message of renewable energy. The broad aim of the three year project was to encourage and inspire each of the school communities to become more environmentally responsible and recognise alternative energy sources for the future. The school were fortunate to receive a substantial grant from the British Council to enable the project to take place. The programme of visits gave staff an opportunity to visit partner countries and observe how each was developing the theme of renewable energy in their own settings. Staff from Ss John and Monica Catholic Primary Teaching went prepared to teach lessons with a focus on renewable energy to the children from the strategic partnership schools in Turkey, Sweden, Menorca and the Czech Republic. Staff also prepared and delivered a scheme of work at Ss John and Monica to ensure that all our children had a greater understanding of how we can safeguard our planet in the future. We greatly benefitted from being involved in the project and feel that the children and school community have learned a great deal over the three years and made some firm friendships in the process. Submission of statutory assessments to the LA: EYFSP, KS1 and Phonics Information about the submission of end of key stage assessments is being posted to www.birmingham.gov.uk/primarydata Schools should ensure that staff involved in the recording and submission of assessments are aware of this page. Travel Assist: September 2017 Travel Assistance Schools should hopefully have received a list of your students that are currently provided with some form of travel assistance. We have requested that you update the spreadsheet with the following and return to Travel Assist as soon as possible:

• List of new starters

• Identify pupils that are staying at school

• Identify pupils that are leaving school (and identify which school or college they are transferring to if known)

• Identify pupils moving to Post 16 provision (and identify which school/college/centre if known)

• Identify pupils transferring from YR6 to YR7 (and note which school they are transferring to) All YR6 to YR7 pupils that are within the same school provision will not be required to complete a new application form. Transport assistance will be reviewed with schools and SENAR and confirmation will be sent to schools so that they can confirm with parents and carers. YR6 pupils that are transferring to a new secondary may not be required to complete a new application form if they are already receiving travel assistance. Travel Assist will identify these pupils from the primary school lists received from schools and review each child’s needs. If a decision is made not to award transport, parent/carer and schools will be notified so that parent/carer can complete a new application form if required. All Post 16 provision will be reviewed as it is a discretionary policy. We would encourage you to return the information requested as soon as possible so that we are able to review all travel assistance prior to schools and colleges closing for the summer holidays. We will endeavour to meet with all schools to review new routes prior to schools closing for the summer holidays. EYSFF Summer Term 2017 Data Collection In order to calculate Actual Allocations for the Summer Term 2017 and determine funding allocations for the Early Years Pupil Premium the LA needs to collect data from schools based on the May 2017 CENSUS. Schools are requested to complete a data collection template in order to supply this data for the Summer Term. Any failure to supply this data may have a detrimental impact upon a school’s funding. The deadline for completion is Friday 16th June 2017 and again without the data the LA will not be in a position to accurately determine a school’s funding. Non Cheque Book Schools Petty Cash Year End Reconcilation 2016-17 It is an audit requirement that a reconciliation of petty cash accounts is completed by all establishments as at 31st March 2017. The original deadline of Friday 28th April 2017 has passed and there are a significant number of reconciliation returns outstanding. To allow schools further time to complete the reconciliations the deadline has been extended to Friday 16th June 2017. Any schools who have not returned the reconciliation after this date will be subject to the petty cash account facility being withdrawn. Please ensure that the Petty Cash Reconciliation form PC21A is completed and submitted by Friday 16th June 2017, including a copy of the bank statement as at 31st March 2017. Birmingham Audit School Awareness Birmingham Audit is aware that a number of schools have been contacted by a company called the Pervasive Group Ltd [20-22 Wenlock Road, London, N1 7GU Company Registration 9971728]. Contact is usually made through an unsolicited phone call, with an offer to supply a free sample of sanitising wipes or other products. The company then despatch a consignment of goods to the school and follow it up with an invoice demanding payment. The price demanded for the goods supplied is extortionate. When schools try to challenge these invoices, they are told that the items were ordered and the school is duty bound to pay for them. This company then chase up the payment of their invoice, often in a threatening and aggressive manner. Legal Services have previously written to the company refuting their demands for payment and will now warn them to desist from making further approaches to Birmingham schools. Should you be contacted by this company with an offer to supply free samples please do not engage with them. If you have had any contact from them already, or are aware of any other company using similar methods, please contact Birmingham Audit. Referring 2017 leavers at risk of becoming NEET to Birmingham Careers Service From 1 May 2017 Birmingham Careers Service began to take year 11 referrals of young people who:

• are identified on their school’s Risk of NEET Indicator Register (RONI) – or the school’s equivalent indicator

• have no employment, education or training (EET) offer or their school has identified them as at risk of not taking up their EET offer.

To make a referral schools will need to provide us with the following information:

• A named school contact

• Names of the young people, with full contact details (including address, landline, mobile and if possible email) and a summary of what CIAG work has already taken place with the young person – including any offers of EET already made

We will:

• Allocate a named Personal Adviser to each referred young person who will contact them at the end of their exams

• Work with them at their nearest Outreach Centre throughout the school summer holidays to support their successful progression into sustained EET. Find your nearest outreach centre via the following link here: www.birminghamcareersservice.co.uk/visit-us/

• Record their EET progression directly onto the local authority database which will help you to complete your Annual Activity returns

• Provide a brief update to the named school contact in September of work undertaken with each referred young person and their progression into EET.

Important Information about Asbestos As a reminder please ensure that you keep you Asbestos Management Plan up to date. It is critical that you implement the actions within your Asbestos Management Survey and Plan, in this order of priority:

• Where removal of Asbestos Containing Material (ACM) has been recommended, then this needs to be actioned as a matter of priority.

• Where encapsulation has been recommended, then this needs to be prioritised and actioned accordingly.

• Where identified ACMs are to be managed, then an inspection regime must be in place to monitor condition and take appropriate actions as may be necessary

The heat is on for Birmingham’s Next Young Culinary Star Whether it’s tasty Italian pasta or even a delectable lentil stew, students from across Birmingham who have a passion for cooking will be delighted to learn that they can now enter the Busy Bees Training Academy’s Greens to Gourmet Cookery Challenge 2017. Held in association with Luke Tipping, chef director at Michelin-star Simpsons restaurant in Birmingham, secondary school students in years 9 and 10 are now invited to brush off their chef whites and enter this Master Chef-inspired challenge. The annual competition, which is now in its third year, challenges students to use their creative skills and think about what makes a healthy meal. It aims to inspire young people in the West Midlands that have a passion for cooking and realise their potential. This year’s theme is vegetarian and those taking part are being asked to create a healthy vegetarian dish from scratch by selecting one of two mystery bags of fresh produce during the internal heats at their respective schools. Deadline for entries this year is Friday 7th July and the finalists will be announced on Monday 18th September. Those who are successful will then be invited to step into the culinary limelight at the live final to recreate their delicious dish of choice at Harborne Food School on Wednesday 18th October. Disability Access Fund The Government is committed to promoting equality and inclusion for children with Special Educational Needs and Disabilities (SEND) by removing barriers which prevent children from accessing their Early Education Entitlement (EEE) and working with parents to give each child support to fulfil their potential. To ensure that children are able to access and get the best from their EEE, from April 2017 the government introduced a new funding measure for early year’s providers, the Disability Access Fund (DAF), to support children with disabilities or SEN for three and four year olds before reception class. All early education providers will be informed of the claim procedure for this term shortly. The eligibility criteria is children in receipt of Disability Living Allowance (DLA).Parents/carers of children qualifying for DLA will be required to provide documented evidence of this entitlement. The consultation regarding the proposed changes to cease the provision of BCC funded full time Early Education places for eligible 3 and 4 year olds from September 2017 closed on Friday 28 April 2017. This change will be effective from September 17 and should not be confused with the introduction of the 30 hour offer for working parents. It is likely that it will impact on different children as the local offer is aimed at vulnerable children. Although it was intended to report the outcome to Cabinet for a decision in May, this has not been possible and will instead be reported to Cabinet on the 27th June. We will therefore be able to confirm arrangements to schools week commencing 3rd July. I recognise that this is late in the school term, but the current unforeseen Purdah period has impacted on the ability to progress this area of work. I would like to stress again to all schools and settings that whilst we are going through the governance process following consultation on the withdrawal of the local offer of full-time early education places for vulnerable 3 year olds, places should not be offered to children on a full-time basis using the local BCC criteria from September. Any children that are already accessing a full-time place that will not transition into Reception class in September will also be impacted as the place will reduce to a 15 hour place from the autumn term. Schools and setting should begin to make parents aware where this situation exists, and plan your provision appropriately in order to prepare for the withdrawal of the full-time places if that is confirmed following the consultation and Cabinet decision. 5. Contact list for Early Years Locality Networks Did you know that in each area of the city there is a network specifically focussed on Early Years? The purpose of the networks is to bring together all early years providers (schools and settings) in a local area with the aim of providing mutual support, ensuring high quality integration of services and to support information sharing. There is a network led and run in each of the 16 children’s centres localities and they are a really useful mechanism for getting to grips with the latest key information and changes that are happening currently.
