Early in his research into the

human mind and spirit, author,

humanitarian and Scientology Founder

L. Ron Hubbard emphasized that

spiritual freedom and enlightenment

were all but unattainable goals

to individuals denied their most

fundamental human rights.

 Accordingly, he wrote the Code of aScientologist, calling on all members of 

the religion to dedicate themselves “to

support true humanitarian endeavors

in the fields of human rights.” In doing

so, he laid the groundwork for what

has become a global movement of 

advocates for the human rights of all people, regardless of their social

condition, ethnicity or religious affiliation.

 Today, Scientologists on five

continents engage in collaborative

efforts with government agencies and

nongovernmental organizations to

bring about broad-scale awareness

and implementation of the 1948

United Nations Universal Declaration

of Human Rights, the world’s

premier human rights document.

 The information in this publication gives

an overview of the efforts of the Church

and its members to bring about global

awareness of and respect for humanrights. We welcome the participation

and collaboration of all who share

the goal of a world where human

rights are an everyday reality for all.

We are conronted daily with news o ethnic conlicts, inhuane practices,

civil unrest and war. The media is filled with stories of human

rights violations—from domestic violence

and school bullying to corruption and

poverty and government-sanctioned

discrimination. All the while, a majority

of the world’s population does not even

know what human rights are and that

they are entitled to them.

 Amnesty International reports human

rights violations in some 160 countries—

and not only developing countries. Some

18,000 individuals are trafficked into the

United States each year, many of them

forced into sexual and labor exploitation.

 An estimated 1.5 million primary school

children are trafficked around the world

annually. Another 171 million, most under

age 15, work in hazardous conditions.

For more than 40 years Scientologists

have championed the United Nations

Universal Declaration of Human Rights

(UDHR). In 1969, L. Ron Hubbard

reprinted the UDHR in the Church’s

Freedom Magazine and wrote:

“The United Nations came up with the

answer. An absence of human rights

stained the hands of governments

and threatened their rules. Very few

governments have implemented any part

of the Universal Declaration of Human

Rights. These governments have not

grasped that their very survival depends

utterly upon adopting such reforms andthus giving their peoples a cause, a

civilization worth supporting, worth their

patriotism.”

Inspired by Mr. Hubbard’s words that

“Human rights must be made a fact,

not an idealistic dream,” Scientologists

support what has become the world’s

largest nongovernmental human

rights education initiative. In 1998,

the Church launched the European

Journey for Religious Freedom, an

eight-country marathon that took the

human rights message to millions. The

annual marathon expanded to a 4000-

km “multathlon” across Europe and

subsequently in the United States.

 The Church and its members now

support the secular grass-roots

educational programs of Youth for

Human Rights International (YHRI) and

United for Human Rights (UHR). YHRI,

founded in 2001, teaches youth about

human rights and inspires them to

become advocates for tolerance and

peace. Founded in 2008, on the 60th

anniversary of the Universal Declaration,

UHR unites individuals, organizations

and governments in raising awareness of 

and respect for human rights at all

levels of society.

MULTIMEDIA EDUCATIONAL MATERIALS

With the support o the Church o Scientology, ultiedia huan

rights aterials educate and raiseawareness, reaching ore than100 illion individuals worldwideeach year.

 The United Nations’ Universal

Declaration of Human Rights became

the specific educational focus of the

program after surveys showed that less

than 10 percent of the population knew

of the existence of the Declaration and

even fewer could name more than one

or two of the 30 basic rights articulated

in the document.

 An array of multimedia educational

materials was created to rectify this

situation. What are Human Rights? 

—a booklet created by Youth for Human

Rights International in 2001—contains a

fully illustrated version of the Declaration

that makes human rights understandable

for young people. As many as 300,000

copies of the booklet are distributed

each year in 17 languages through 310

 YHRI chapters across 70 countries.

United for Human Rights distributes

a version of the booklet tailored for

adults, which includes the full text of the

Universal Declaration and its historical

background.

 To make the 30 rights of the Declaration

universally accessible, the Church

also sponsored the production of 

30 public service announcements.

 These PSAs are broadcast to tens of 

millions of viewers around the world in

17 languages.

 As a further educational tool, The

Story of Human Rights documentary

was created to pictorially chronicle the

history of human rights from ancient

times to the present. The film conveys

the importance of human rights to

all ages. Pointing to the widespread

abuses today, it invites participation to

implement the UDHR’s provisions.

Human rights information and action

kits are another component of the

educational resources available. With

Church of Scientology support, Youth

for Human Rights International and

United for Human Rights have provided

over 137,000 such kits to human rights

groups, educators and government

agencies.

 These award-winning educational

materials have catalyzed a grass-rootsmovement of human rights advocates

whose influence is now felt in nearly

every corner of the world. One legislator

expressed the view of thousands of 

government officials and educators

when he described the materials as “the

most effective tool for the promotion of 

human rights that I have seen.”

Human Rights? booklet led to thecreation o 30 educational publicservice announceents (PSAs), eachdepicting one o the huan rightslaid out in the Universal Declaration.

 The award-winning “30 Rights, 30

 Ads” PSAs, available in 17 languages,

have aired in more than 100 countries

on CNN International, Sky News and

National Geographic Channel. They

are screened on buses, in malls,

theaters, sports stadiums, train

stations and airports, and are used to

introduce human rights lessons and

lectures in schools, community centers

and other educational settings.

Because “30 Rights, 30 Ads” provides

a meaningful and readily available

presentation that raises awareness,

the PSAs are used in a variety of 

settings in many countries.

In South Africa, they air on national

television. Youth for Human Rights

volunteers screen them to thousands

of students in workshops. The city of 

Johannesburg partners with Youth for

Human Rights to further utilize these

and other materials to raise human

rights awareness among youth.

In Ecuador, the Youth for Human

Rights chapter aired the public service

messages to 4.5 million television

viewers, while concurrently delivering

seminars to thousands of teachers

and students. So effective was this

nationwide campaign in raising

awareness that the Ecuador Ministry of 

Heritage officially adopted the Youth for

Human Rights program.

In Russia, “30 Rights, 30 Ads”

has played to 10 million viewers inmegamalls, Moscow airports, St.

Petersburg trade centers, cineplexes

and train stations. The president of 

Russia’s Interregional Association of 

Ombudsmen, responsible for defending

citizens against government abuse,

likewise formally adopted the program

to train human rights commissioners.

Encircling the GlobehUMAN RIGhTS EDUCATION

 To inspire individuals to stand up

for human rights, and to ensure

this message is heard in today’s

world of turmoil and conflict, the

Church-sponsored program takes

a unique approach reaching peoplethrough awareness events that engage

them in personal participation.

International Summits

Each year the Church’s Human Rights

department and Youth for Human

Rights International co-sponsor an

International Human Rights Summit.

 Young delegates from around the world

are selected to represent their nation.

 At the summit, advocates profi lehuman rights issues in their countries

and discuss with other delegates how

to bring about widespread education

in the field. Delegates then return

home and expand their activities to

further promote human rights in their

own areas.

 At the 2009 summit in Geneva,

Switzerland, the seat of United Nations

human rights institutions, youth

delegates conceived an “International

Walk for Human Rights” that resulted

in Youth for Human Rights walks in

Denmark, France, Germany, Holland,

Russia, Canada, the United States

and elsewhere.

Each year, the summit inspires more

walks and now counts over 10,000

participants annually across more than

80 nations.

In such ways, the annual humanrights summit both galvanizes actions

promoting human rights and raises

public awareness of their importance.

 Youth for Human Rights International

World Educational Tours

Since 2004, Youth for Human Rights

International has conducted an annual

World Tour, presenting the program

to national leaders and encouraging

governments and nongovernmentalorganizations to partner in projects.

In total, the World Tour has traveled

over 385,000 miles across 70 nations,

reaching over 10 million people. In the

process, YHRI has formed alliances,

created new chapters and appointed

 Ambassadors of Human Rights who in

turn disseminate the message further.

Churches of Scientology around

the world often assist in hosting

the tour and supporting its actions

to inspire leaders in their areas.

 The 2011 World Tour crossed 25,000

miles through Bangladesh, Belgium,

Cambodia, Costa Rica, Honduras,

 Thailand and United Nations

headquarters in New York, bringingword of human rights to more than

350,000 individuals.

 The 2012 World Tour traveled 28,000

miles through Cameroon, Ethiopia,

Japan, Liberia, Mexico, Taiwan, Togo

and the United States in honor of the

United Nations literacy decade.

Each year the World Tour adds new

nations to its itinerary, thereby educating

still more to their inalienable birthright.

Marathons, dances,mural-paintings andpetition-signings area few of the manyactivities that can raisepublic awareness ofhuman rights.

Human Rights in MexicoPAVING ThE WAy FOR RESPECT OF

mexicoʼs Youth or Huan Rightschapter was ored when YHRIʼsWorld Educational Tour visited the

country in 2004 to eet with oicialso the United Nations, governentagencies, educational institutionsand orphanages.

 To address severe human rights

violations during an all-out drug war

between security forces and drug

cartels, YHR Mexico has continually

widened its scope. It has par ticipated

in rock concerts to increase

awareness, aired public service

messages on state televisionand produced a special

edition of the What are Human 

Rights? booklet featuring

Mexican celebrities promoting

the human rights message.

In Ecatepec, an area with

one of Mexico’s highest

crime rates, YHR’s volunteer

instructors conducted

seminars for 50 school

principals who, in turn,implemented the curriculum in

their districts.

 The National Commission of Human

Rights partners with Youth for Human

Rights and has used YHRI materials in

more than 300 seminars attended by

15,000 teenagers.

 The Mexican Ministry of Environment

likewise adopted the Youth for Human

Rights campaign materials to supplement

their own education program.

 YHR Mexico’s advocacy majorlycontributed to the incorporation of the

full text of the Universal Declaration of 

Human Rights into the Chiapas State

Constitution, making human rights

education mandatory in that state.

 YHR Mexico also provided briefings and

materials to members of the Chiapas

legislature and trained 1,000 students

and educators for the Agency of Family

Development, headed by the wife of 

the governor.

With grass-roots awareness helping

to give the issue greater prominence,

the National Congress passed a

constitutional amendment, ratified by

the states and signed by the President

of Mexico on June 9, 2011, officially

incorporating the Universal Declaration

of Human Rights into the Mexican

Constitution.

 This unprecedented event signals a

renaissance of human rights for theMexican people.

Human Rights in Taiwan yOUTh LEARNING ThEIR 

With 10 percent o Taiwanese studentsreportedly victiized by bullying inschools every day, Youth or Huan

Rights Taiwan actively works to raiseawareness aong youth.

Since YHR Taiwan’s formation in

2004, its objective has been to reach

schools with human rights education,

empowering youth to protect their own

rights and the rights of others. To carry

out this objective, the YHR Taiwan team

has aligned its activities with human

rights events commonly observed

throughout the world.

On the International Day of Tolerance,

celebrated annually on November 16,

 YHR organizes such

events as a human

rights lecture tour

that visits remote

elementary schools

in the Pingtung

County in southwest

 Taiwan.

 YHR also holds

public events andschool presentations

in Kaohsiung each

December 10,

International Human Rights Day.

Hundreds of students gather

for impromptu performances

demonstrating articles of the Universal

Declaration of Human Rights. One

such performance was a play staged

by young advocates at a Kaohsiung

elementary school, enacting the human

right “Don’t Discriminate.”

 Throughout the year, YHR conducts

seminars and presentations in

elementary and middle schools,

lectures in universities and petition

drives across the country. To date,

these presentations have reached59,000 students in 435 schools. The

message has been further disseminated

with thousands of news articles, TV and

radio appearances, and through human

rights public service messages aired on

50 stations to 6 million viewers.

 The positive response and

demonstrable change among school

students are a testimony to the

program’s effectiveness and led the

Minister of Education to officiallyappoint Youth for Human Rights as

a member of Taiwan’s Human Rights

Education Council.

India is a nation struggling with abroad range o huan rights issues.

Some 30 percent of the population livesbelow the international poverty line.

Institutionalized discrimination still exists

in the specter of the caste system,

and is also leveled against women and

religious minorities.

 At the heart of the Church-sponsored

social betterment initiatives is the

conviction that what begins with one

voice can spread across a whole

population through a grass-roots

campaign, and nowhere is this more

true than in India. Since 2009, Youth for

Human Rights India has expanded to

112 chapters and

affiliated groups,

and YHR’s social

networking site

has thousands of 

members of all

ages from across

the country.

Partnering with

organizations suchas the nonprofit

Jyoti Foundation,

 YHR India has

sponsored

human rights education to thousands

of students and police cadets and

generated more than 10,000 online

requests for materials. Ten thousand

police cadets have been trained in

 YHRI’s materials, and the military has

used them to teach human rights.

With Youth for Human Rights materialsdistributed across the nation, YHR India

and its partners delivered seminars

to 20,000 people in two years. This

resulted in “Walks for Human Rights” in

 Achieving global implementation of human rights requires

widespread human rights education.

To bring it about, for more than 40 years Churches of Scientology

and their members have initiated and supported programs that

effectively raise popular awareness of human rights and teach

them to youth and adults.

To that end, the Youth for Human Rights PSAs and The Story of 

 Human Rights educational film air on several hundred television

stations in dozens of countries in a typical year, while partnerships to

foster human rights have been formed with nearly 1,000 organizationsand government agencies across 80 countries.

Through these partnerships, human rights organizations and

government bodies have been supported in their mission to uplift

communities and entire regions.

Further, more than 500,000 students have been empowered with

human rights education, and over 12,000 schools worldwide have

implemented the Youth for Human Rights and Bringing Human

Rights to Life curriculums, all made available to educators free of

charge through the support of the Church of Scientology.
