1 Stage I Inspection

(a) Job Description. Dismantling, Removing and Degutting of Old Cables and Cable Trays

(b) Activity Description & Inspection QC Check Points.

(i) Check, confirm and distinctly mark the cables and cable trays that need to be degutted. (ii) Check and confirm isolation of cables from main supply. (iii) Remove / unclip cable channel plates/cable trays and fittings. (iv) Wrap unclipped cables properly with fire resistant cloth. (v) Ensure safety against fire and fire hazards during degutting of cables, cable trays, brackets, channel trays, hangers, glands, tubes & conduits pipes etc. Keep at a safe distance between the cables or provided additional protection to the cables from hot work flame. (vi) Grind and polish any sharp edges, left after degutting of brackets/welded parts from bulkhead / deckhead. (vii) Check and note specification and quantity of cables removed. (viii) Check and note specification and quantity of channel trays/conduit pipes / hangers / deck-tubes / cable-glands removed and need to be repaired / refurbished / renewed. (ix) Remove and store degutted cables and associated material separately as waste for disposal.

Stage II Inspection

(a) Job Description. Laying of Cables.

(b) Activity Description & Inspection QC check points

(i) Check cable make & specification complies with IS standard 694 / 1554 / latest IS standards or as provided by the designer/OEM. Sample of the cable to be landed for testing three working days prior to commencement of work. (ii) The cable route and layout will be in accordance with the approved Board Proceedings and WLDs. Prior to commencing work, the cable route along with location of hangers and appendages will be clearly marked to ensure there are no interferences. (iii) The cable route should be such that:-

(aa) Cables of different working-voltages i.e. cables carrying Control/ RF/ Power signals or voltages are to be laid separately. If unavoidable, insulated barriers are to be provided between them. (ab) The cables shall be laid in such a way that bends in cables shall not have radius less than twelve times the overall diameter of the cables. Sharp bends and walkway crossings must be avoided. (ac) The clamps to secure the cable trays are located at a distance not more than two feet. (ad) As far as practicable, cables shall be laid in trough without overlapping and crossing. If it is unavoidable, sufficient additional insulation is introduced between the crossing layers of cables to prevent short circuit. (ae) All cables are to be routed through cable glands. (af) Only Silicon rubber cables / fire & flame proof cables to be used in all magazine compartments. The cables inside magazine compartments should be run in metal conduit pipes only in accordance with existing regulations on wiring/ light fittings inside magazine spaces.

(ag) RF/ video/control cables routed in the weather deck area are to be sheathed and run through conduits as per specifications laid down/ guidelines issued by the OEM. Cables for all weather deck area light fittings with equipment should be run through conduits and weather proofed. (ah) Cables are laid uniformly, straight, without twist and overlap. The cables should not be too tight / loose on the cable tray.

(iv) Check on shop floor that:-

(aa) Cable securing clamps are manufactured of Brass/Aluminum as per sample / size / material. (ab) Cable trays are manufactured using GI material / heavy coated GI (as per requirement) of thickness not less than 2mm. (ac) Cable conduits and conduit fittings are of standard design and conform to either IS 2667:1988 `Fittings for rigid steel conduits for electrical wiring (first revision)/ IS 3837:1976 `Accessories for rigid steel conduits for electrical wiring/ IS 3480:1966 Flexible steel conduits for electrical wiring (amendment 1)/ IS 9537(Part 1):1980 Conduits for electrical installations (Part 1) General requirement (amendment 1) and (Part 2):1981 Rigid steel conduits (amendments 2) as applicable. (ad) Cable glands are of good quality finish without any jagged/ sharp edges.

(v) During installation inspect laying cable as per NECP530 standard and cable schedule to ensure that:-

(aa) All cable tray hangers, appendages and cable trays are properly welded / assembled. (ab) Adequate length of cable as per design specification has been prepared for routing.

(ac) No overlapping & walkway crossings exit. If it is absolutely necessary, and inescapable, adequate insulation / metal cover is to be provided. (ad) Cables are uniformly secured on cable trays. To prevent their relative displacement due to shock and vibration. (ae) Cables are not routed over sharp edges. If it is unavoidable, insulating boards are to be used for providing protection. (af) Cables are routed through cable glands in either deck/deck-head or bulkhead and sealed post completion of cable laying. Gland packing should have asbestos threads with araldite / yellow compound / plastic compound as sealant as specified and APT test is carried out onboard to prove air tightness of the glands. (ag) Cable has no visual damage, insulation rupture / wear and tear. (ah) Check the insulation of cable/cable core with earth and between each core. It should be above 01 M Ohms. (aj) Check continuity of the cable/cable core.

Stage III Inspection

(a) Job Description. Cable end / Termination

(i) Check size and rating of Copper lugs & ferrules being used to prepare end connections is as specified are.

(ii) Check screen or shield of the cables is earthed.

(iii) Check lugs are properly clamped on cable ends.

(iv) Check the cables are properly terminated using fasteners of proper size, material and rating as specified.

(b) Activity Description & Inspection QC check points. No cable is to have any intermediate joint. Any unavoidable joint will be made using intermediate junction boxes after due approval of the design authority.

Stage V Inspection

(a) Job Description. Junction Boxes

(b) Activity Description & Inspection QC check points. Junction boxes will have covers that are bolted and easily removable. Cables inside junction boxes will terminate on copper brass studs of adequate size and rating mounted on rigidly supported insulated bars and marked according to circuit diagrams. Minimum clearance in air between two terminals and any live terminal and earth will be be 20 mm or as specified in the design.

Stage VI Inspection (a) Job Description. Cable Identification

(b) Activity Description & Inspection QC check points.

All cables will be provided with permanently identifiable metallic tags at both ends as per cable schedule. The identification tags consisting of 1.5mm thick aluminum strips of size 30x60mm on which cable numbers shall be die-punched. The tags shall be tied to the cables with non-corrosive wire. If plastic ferrules are used, they will be slipped over the cable and netted to it. For single core AC cables, the tags will be of non-metallic type and the wire used will be non-ferrous. The individual cores of each cable will be tagged with preformed printed sleeve type PVC tag or interlock type numbering ferrules in case PVC tags are not available.

7 Stage VII Inspection

(a) Job Description. Cable Troughs/Trays

(b) Activity Description & Inspection QC check points. (i) The galvanized perforated cable trays od appropriate size and their fittings will be manufactured in accordance with the design specified. (ii) The cable trays will be manufactured from good commercial, high grade strength sheet steel having minimum thickness of 2mm, which has been hot dip galvanized according to BS-729-1971 or equivalent standard suitable for indoor/outdoor use having moderate humidity and air pollution. All manufacturing process including punching, cutting, bending and welding of perforated cable trays shall be completed and burrs removed before galvanization. Zinc conforming to at least Grade Zn 98 as specified in IS-209-1966 or amended standards as per IS specifications will be used for galvanizing cable trays. (iii) The perforated cable trays will be supported with supporting bars/ angle bars / brackets welded either from bulkhead or deckhead. (iv) The perforated trays will be free from sharp edges and burrs so that joint between two trays is without any clearance and matched in proper shape. (v) Each tray/flat system will be earthed separately at least at two places. (vi) The cable trays will be clamped at regular intervals of 02 feet. (vii) The cables will be clamped using hoop iron clamps or adequately strong aluminum saddles at intervals of 1.5 mtrs in horizontal lay and 0.75 m in vertical stack. PVC insulation packing of minimum thickness 1 mm will be using under hoop iron clamps or aluminum saddles.

Stage VIII Inspection

(a) Job Description. Testing

(b) Activity Description & Inspection QC check points.

(i) Testing and electric measurement of cable installations will be undertaken in accordance with IS:1255.

(ii) The contractor will submit the test certificates pertaining to material testing from NABL accredited laboratory for manufactured materials, bearings, cable, cable trays etc.

(iii) Prior to installation, the cables will be tested for :-

(aa) Continuity of conductors.

(ab) Insulation resistance between conductor core and earth.

(ac) Insulation resistance between the conductor cores.

(iv) After installation each cable will be tested for :-

(aa) Continuity of conductors.

(ab) Insulation resistance between conductor cores and earth

(ac) Insulation resistance between the conductors cores. And hence ensure there is no cross phasing.

(ad) Continuity between cables sheath and earth.

(ae) Firmness of terminations.

(v) In case of RF/ control cables, signal generator is to be used to inject signals to check if the amplitude/ signal strength loss is within permissible range specified by the equipment OEM or system design.

Stage IX Documentation

All the checks / inspections being performed will be documented with their results duly recorded in proper format prepared the party presenting the item for inspection and duly approved by the inspecting agency.

(d) Following IS Standards and Naval Standards specification may be considered for cables selection and laying of cables : IS-694, IS-1554 (part-I), IS-1554 (part-II), IS-3961, IS8130, IS5831, IS-6380, IS-7098 (part-I&II), IS-3975, IS-1753, IS-1255, IS-12943, IS- 10418,IS-10810(part 0 to63), IS-6474, IS-5819, IEC-60502, IEC-540 &540A, IEC-60332, IEC-60754, ICE Hand book for temperature index, IEC-10333, NECP-530. (g) Requisition call with Telephonic co-ordination for QC checks/Inspection to be given by the firm/user dept well in advance for all stages / In process inspections.

(h) The Firm/Dept. is required to undertake inspections and test. Satisfy themselves regarding the quality and test report of the items and submit to QC department. (j) Environmental and Safety Standards. The Dept. / Firm shall follow all safety norms and IMS Standards of ND (MB).

Note : 1. "All material and services are to be supplied by the contractor unless specifically mentioned in the SOW." (All requirements of Welding and Brazing will be in scope of supplier) 2. The bidder, while preparing Q-bid, is to strictly adhere to Mode of Quotation (MOQ) format. No deviation from the MOQ format is expected. The Bidder is to avoid making any changes to the MOQ format and in case of any discrepancy, seek clarification during the pre-bid meeting. A soft copy of Quote/MoQ in excel format on a CD is to be submitted in sealed manner along with the ‘Q’Bid. Non adherence to this may render the bid invalid.

3. Bidders must indicate separately the relevant Taxes/Duties likely to be paid in connection with delivery of completed goods specified in RFP. In absence of this, the total cost quoted by them in their bids will be taken into account in the ranking of bids.

4. The evaluation and comparison of responsive bids and finalisation of L-1 Firm shall he done on the prices of the goods offered and other charges such as Packing & Forwarding, Freight and Insurance, AMC, etc, as indicated in the price schedule of the Bid Document but excluding levies, taxes and duties such as excise duty, VAT, Service tax, Octroi/entry tax, etc on final product, which are to be paid extra as per actuals, wherever applicable.

5. In case the Quote runs into more than one page subtotal on each page to be indicated. 6. Bids should be forwarded by Bidders under their original memo / letter pad inter alia furnishing details like TIN number, VAT/CST number, Bank address with EFT Account if applicable, etc and complete postal and e-mail address of their office. 7. Total Number of pages in the Q-bid are to be mentioned on the first page of the Q-bid. Further each page is to be numbered. For example if there are 20 pages in Q bid, first page to be numbered as 1/20 and last page to be numbered as 20/20. 8. Staging, if required, is to be undertaken in accordance with IS 4014 Part I & II (Code of practice for steel tubular scaffolding). 9. Foreign Exchange Content. Foreign Exchange content, if any, is to be clearly specified along with the specific items on which customs duty would be applicable clearly indicating the rates of customs duty applicable. In the absence of complete unambiguous details, following actions will be taken:-

(i) Loading custom duty at the rate of 25% on entire material cost, when ‘Foreign Exchange’ content is not specified in the Q bid. (ii) Loading custom duty at the rate of 25% when applicable rate of customs duty is not specified in Q bid. (iii) Further, customs duty exemption certificate will be issued only if the above mentioned particulars are provided unambiguously.

10. Service Tax. Government of India, Ministry of Finance (Department of Revenue) Notification No. 12/2012 – ‘Service Tax’, dated 17 Mar 2012 exempts ‘Service tax’ for repair of ships or boats or vessels belonging to the Government of India. Therefore the firms are requested not to quote for service tax.
