overcoming obstacles
Each of us has different obstacles that we are faced with as we go about our daily life. Some obstacles are given to us from others, some are environmental, or possibly even obstacles that are personal that we must overcome. Christian Matcovich, a Cradle of Liberty Council Scout who earned the rank of Eagle Scout this year, has faced extra obstacles but he has never let that get in his way. Christian, a member of Troop 481 in the Lafayette District, contends with spastic quadriplegic cerebral palsy. This condition includes low muscle tone through his torso (he cannot support himself without aid) and the inability to control muscle spasms in his arms and legs. In addition, he is non-verbal but sharp as a tack. These medical conditions confine him to a wheelchair with many supports, as well as a Dynavox that he uses to communicate. Despite these conditions, Christian has a way of looking at life that is very unique: always with a smile and a positive attitude!
Christian has been a Scout starting as a young Cub Scout and working his way through Arrow of Light and into Boy Scouts. He has always enjoyed camping and attending as many Scouting activities as possible, and his mom Mary has made sure that he doesn’t miss an event. Even when Christian was elected to become a member of the Order of the Arrow, he and his family greeted the Ordeal with excitement and optimism. No challenge has ever been too big for Christian to overcome, and he is a proud member of Unami Lodge, One. After his ceremony, he was all smiles and very proud to show-off his sash!
As Christian worked on his progress towards Eagle, he maintained his positive attitude and cheerful smile. His Eagle project was assembling many aid boxes for needy children, and he surpassed his goal on the number of boxes to ship! When it came time for his Eagle Board of Review, Christian worked with his teacher and Dynavox to record answers to possible questions that are asked at typical boards of review.

Even when he got nervous during his board of review and struggled to recall his answers, Christian was able to regain his composure and persevered to answer all the questions asked of him.
Christian is an example to us all of what is possible when you don’t let any obstacle get in the way of achieving your goals. If we all approach challenges the way Christian does, with a big smile and a positive attitude, we can accomplish anything we set our minds to.

The Boy Scouts of America places the greatest importance on creating the most secure environment possible for our youth members. To maintain such an environment, the BSA has developed numerous procedural and leadership selection policies and provides parents and leaders with resources for all levels of the program.
Being a leader in the BSA is a privilege, not a right. The quality of the program and the safety of our youth members call for high-quality adult leaders. The adult application requests background information that should be checked by the unit committee or the chartered organization before accepting an applicant for unit leadership. Additionally, national criminal background checks are conducted on all adult leaders through the council.
Youth Protection Training is required for all registered volunteers in the Boy Scouts of America and must be taken every two years. New adult leaders cannot register unless they submit proof with their application that they have completed Youth Protection Training, which is available online at MyScouting.org.
Steps to Reporting Child Abuse:1. Ensure the child is in a safe environment. Call 911 in cases of medical
emergencies.2. Immediately report suspected child abuse to Pennsylvania ChildLine by
calling 1-800-932-0313 or go to www.compass.state.pa.us/cwis.3. Notify the Scout executive or his/her designee.

Every Youth Deserves a Trained Leader!
Common sense tells us training is important, and research shows the importance of trained leaders. A trained leader is knowledgeable and more confident in the role being performed. Trained leaders exhibit a knowledge and confidence that is picked up by people around them. Trained leaders impact the quality of programs, leader tenure, youth tenure, safety, and a whole lot more. A trained leader is better prepared to make the Scouting program all it can be!
All adult leaders in Cradle of Liberty Council units must be position-specific trained, along with having current Youth Protection Training. This includes all Scoutmasters and assistant Scoutmasters, Cubmasters and assistant Cubmasters, den leaders and assistant den leaders, Venturing crew advisors and assistant advisors, Varsity coaches and assistant coaches, Sea Scouting mates and skippers, committee chairs, and committee members.
Many training sessions are available to complete online at MyScouting.org. In-person training sessions are also available for position-specific courses, specialty courses and for more advanced training courses like Wood Badge. Check out the online training calendar for a course near you.

100TH ANNIVERSARY OF THE
ORDER OF THE ARROW
In April 1915, unbeknownst to all involved, the Philadelphia Council set a process in motion by hiring E. Urner Goodman to run the council’s summer camp on the Delaware River. On July 16, 1915, Goodman and his assistant camp director at Treasure Island, Carroll A. Edson, completed the first ceremony of many to induct members into an honor society of sorts. The idea was such a success that it continued on and other camps began to adopt the idea.
This society later became known as the Order of the Arrow and was integrated into the Boy Scouts of America as its National Honor Society in 1948. Since that fateful day in 1915, Unami Lodge, One served the Philadelphia area until the council merged. When the Philadelphia and Valley Forge Councils merged in 1996, the lodge continued its service to the newly formed Cradle of Liberty Council where it still exists today in its 100th year of service.
In celebration of serving for 100 years, Unami Lodge will be hosting an event at Resica Falls Scout Reservation for all Arrowmen. This event will take place on Sunday, May 31, 2015 at 12 PM. It will involve many once in a lifetime events such as the unveiling of ArrowTour (a traveling national museum), gathering of former lodge chiefs, meet the man with national representatives, re-enactments of
the original ceremony, and much more. The celebration will also include the creation and burial of a time capsule of centennial items and other treasures, with the goal of exhuming and opening the capsule for the Order and Unami Lodge, One’s sesquicentennial anniversary on July 16, 2065. Both events will also feature a museum filled with artifacts related to both the history of our Order as a whole and of Unami Lodge, One. Docents will provide an interactive experience to museum visitors as well. This event will be attended by hundreds of Arrowmen from around the country and you won’t want to miss out. The 2015 Section NE-5B Conclave will take place at Resica Falls Scout Reservation on May 29 to 31, 2015. In terms of venue, Resica Falls has a lot of great things to offer. The reservation itself comprises 4,200+ acres including two camps, Camp Big Springs and Camp Firestone. It includes two lakes as well as a large stretch of the Bushkill Creek, a popular destination for world-class fly fishing, and an extensive system of hiking trails. The Richards Arena will be the location of the theme shows for both conclave and the centennial celebration, with professional quality lighting and sound in a unique outdoor atmosphere, and seating for 800. A recently remodeled dining
hall allows 600 campers to eat in comfort in a single sitting. The Native American village will be a fully functioning, pre-European contact Lenni Lenape village staffed by knowledgeable Arrowmen with a passion for American Indian Affairs and by visiting experts from the local area. Trainings at the conclave will be staffed by notable Arrowmen and familiar faces, including national chief Alex Call and Northeast Region chief Matt Bell, as well as past national officers. To allow as many Arrowmen as possible to visit and celebrate the centennial of our Order and Unami Lodge, One, the opportunity to attend both the Section NE-5B Conclave and the Centennial Celebration have been opened to all Arrowmen across the country.

POSITIVE YOUTH DEVELOPMENT
“It’s time to let you in on Scouting’s dirty secret: Scouting is not a camping program.” I braced myself and prepared to dodge tomatoes as I made that pronouncement to a room of volunteers and program staffers at Philmont last summer, but they never came. Instead, what followed was a discussion on the latest research in youth development programing and a conversation on the ways that we could all work together to be even more effective in our shared mission: to promote positive youth development. If you haven’t ripped this page out to use as a fire starter yet, then I promise what I’m about to tell you will make you a more confident leader, and a more well-informed parent, and a better prepared Scouter, so keep an open mind and let’s get started!
The official mission of Scouting is, “to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the
Scout Oath and Law.” Nothing in there about camping, knots, first aid, or even snipe hunting. Scouting is at its core, a character development program and a leadership development program. It’s what we at our research lab call: a positive youth development program.
The study of adolescence began at about the same time as the founding of Scouting, and it’s incredible that after these one-hundred-plus years, Baden-Powell’s wisdom continues to bear out as we better understand what it takes to produce physically strong, mentally awake, and morally straight young people. One of the most marked changes in the perception of young people over the last few decades has been to distance ourselves from the deficit model of adolescence, which has long viewed this developmental period as the ‘storm and stress years’. Adolescents had been viewed as successful if they avoided the pitfalls of depression, drug
use, and teen pregnancy. Instead, we have come to understand that realistically, there are no more challenges at this point in one’s life compared to any other. Research even bears out that teens value relationships with their parents, embrace core values regarding education and social justice, and gravitate to others who share these values. It’s time to give teens more credit, and to take a look at their lives from the positive youth development perspective. Baden-Powell knew this, and in one of my favorite quotes said, “The boy is not governed by don’t, but is led by do.”
At the core of the positive youth development perspective is the idea that all youth have strengths and the potential to change. That’s each and every single Scout in your unit. Yes, even him. B-P knew this too and even remarked, “The sport in Scouting is to find the good in every boy and develop it.”
Fortunately, there are also great strengths in the organizations that surround a Scout, and those too should be brought to bear in order to foster positive youth development. These are the families, schools, teams, and community organizations that surround a young person. Understanding the systems that surround a Scout is important to best help them grow, or as Baden-Powell said, “It is only when you know a boy’s environment that

you can know what influences to bring to bear.” Identifying and combining the individual strengths of a young person with those of their environment is the formula for positive, healthy development.
What then makes an effective youth development program? Or further, how can an organization like Scouting best impact the lives of the young people it serves? Again, research has identified three principles that effective youth development programs share in promoting the positive development of young people.
The first of these “Big Three” is positive and sustained adult-youth relations. Every Scout should have a connection with an adult in the program who they can count on to support them unconditionally. It doesn’t mean that you as the Scoutmaster need to be this in the life of every Scout, but as a leader, you should make sure that there is someone in the unit who fills this need. As Baden-Powell put it, “When a boy finds someone who takes an interest in him, he responds and follows.”
Second of the “Big Three,” the program needs to have life-skill building curricula. This is when the camping context of Scouting really shines. But, the lesson isn’t about knot-tying; it’s about problem-solving! The lesson isn’t a race to collect the most canned food; it’s about empathy! The lesson isn’t about making a pancake breakfast bereft of burned batter; it’s about perseverance! Please, never confuse the methods
of Scouting with the mission of Scouting. These skills are what young people will use throughout their lives and what will aid them in making those ethical and moral choices. Camping, advancement, and the uniform are incredibly effective methods, but they are there to serve a higher purpose and mission. A crooked gig line, an upside-down tent fly, or a burnt pancake are all teaching moments. Don’t forget to see the forest for the trees, or as B-P said, “Teach Scouts not how to get a living, but how to live.”
The last of the “Big Three,” is an opportunity for participation in and leadership of valued activities. The leadership requirement of Scouting is ever-present, but there are always smaller scale opportunities for even Tiger Scouts to be given an important role in the activities that they enjoy. Ahead of his time again, B-P described this well when he said, “The more responsibility the Scoutmaster gives his patrol leaders, the more they will respond.” Be sure that
each Scout has the opportunity to participate in activities and that they are given positions of responsibility and leadership when appropriate.
As our lab continues to research positive youth development, and how Scouting can be a contributing factor in promoting well-being in a young person, I hope that you can take the positive youth development perspective and bring these brief lessons back to your unit, school, or family.
Know that all youth can change for the better, be sure that each Scout has an adult in the unit that they can count on and with whom they connect, and be sure that everyone gets a chance to be a leader or take on responsibility. And please, use the methods of Scouting in service of the mission. The camping, advancements, uniform, and patrol system are tools that serve a higher purpose: a path towards positive youth development for which Baden-Powell charted a course over a century ago.
