Our SSC group has quickly become the U.S. Navy’s source to support numerous deck system-related training initiatives. e LPD 17 Deck Self-Assessment Groom Training (D-SAGT) and the tailored deck operations Personnel Qualification Standard (PQS) have contributed signifi- cantly to addressing longstanding issues within the fleet. Our SMEs (subject matter experts) routinely produce deck and small craft training programs that assist program offices from PMS 317, 325, 378, and 339 while providing sound recommendations that ultimately serve our Navy ships and onboard personnel. Headquartered near the largest U.S. Navy base in the United States, the CHA SSC group has quick access to deck and small craft systems as well as consistent contact with deck leadership aboard numerous ship classes in the fleet. The Cape Henry Associates SSC Group: Developed 80 D-SAGT courses and completed 3,600+ hours of LPD 17 and LHD 1-8 D-SAGT training deliveries since inception in 2011 Developed and delivered 34 D-SAGT courses in support of CVN 78, LSD 41/49, DDG 51, and LPD 17 rigid inflatable boats (RIBs) Developed 13 FEAs (Front End Analyses) and 11 NTSPs (Navy Training Systems Plans) for critical deck and small craft systems in support of our Navy’s missions Produced the complete series of MPT-required documents, including CONOPS, Required Operational Capabilities/Projected Operational Environments (ROC/POE), PSMD (Preliminary Ship Manpower Document), Billet Training Profile (BTP), and NTSP, for the first hybrid- manned ship supporting PMS 385 for the U.S. Navy’s MLP/T-ESP class ship Conducted an assessment of the LCS 2 Class Welin Lambie Boat Handling System and submitted technically validated reports and recommen- dations to the Littoral Combat Ships (LCS) program office to support the system’s operator/maintainer training; SMEs compared the system’s technical manual with the currently available Planned Maintenance System (PMS) to ensure system operation as designed with regard to the system’s actual maintenance condition Initiation of the LPD 17 Class D-SAGT: In May of 2010, the PMS 317 PM from PEO Ships asked Cape Henry Associates’ SSC group to conduct an analysis of the LPD 17 Class available deck system. e SSC group not only conducted the analysis onboard one ship but also provided a comparative analysis of another ship of the same class. is allowed the crew to see how their ship performed compared to a similar ship and validate any differences between the two vessels. Due to the severe lack of adequate deck system training, the D-SAGT was initiated to provide onboard training for deck systems operators/maintainers of this class of ship’s new deck systems. As it progressed, the LPD 17 D-SAGT also provided a significant update to our Navy’s deck-related PQS. Every ship class of the fleet followed this lead by developing class-specific deck system PQS. As a result of the LPD 17 Class D-SAGT success, D-SAGT training will become a Program of Record for every ship in our Navy. e SSC group is routinely called upon by PMs to provide research and information in support of the various deck and small craſt systems in our fleet. At times, our Navy’s INSURV, ATG, CNBG, and RMC have also called to ask for recommendations and information on systems. Our SSC group is recognized as the “go-to folks” for the right answer, the best value, and the technical understanding of the current status, additions, deletions, and modifications to the systems in question.
