A Challenging Proposition
How might we lessen the administrative duties performed by border service
officers so that they can focus on more compliance verification and enforcement
Ultimate/Desired Result
Zero wait time for admissible people and goods crossing our border
A more dynamic and responsive compliance verification and enforcement capability
Technical Challenge
How might we integrate various devices to manage administrative tasks while
integrating with officers-in-the-loop for complex judgment tasks
Pressures to respond to operational challenges without
significantly increasing the workforce or operational footprint

Collaborative Partnership Team - Project Scope
Project Objectives: Facilitate the clearance of low-risk travellers, while helping to
detect/deter potential terrorists/criminals before migration approval or entry.
• Identify requirements, target the technology ready for pilot.
• Demonstration in a representative operational environment.
• Enhance targeting solutions to use available data, including electronic traveller
data and biometrics, continuously through the travel continuum.
• Demo an end-to-end solution to verify ID and analyze the traveller risk from
eTA application to arrival and clearance at Port of Entry.

Collaborative Partnership Team - Challenges
Challenges:
• Facilitate the seamless flow of travellers assessed as low risk using remotely
verified ID
• Understand and test the information flow/sharing
• Integration of key component technologies
• Predictive analytics model creation – risk detection
• Risk assessment engine – driving workflows of people and mobile officer alerts
• Test mobile officer model and supporting technologies

Starts with Known Traveller Identity
Are you who you say you are?
How can we:
• Better screen an individual/traveller in lower risk categories
• Facilitate the trustworthy majority
• Flag a person of interest or possible criminal/terrorist?

Earlier Known Traveller Identity Verification:
Know Your Traveller at the Application Stage
• Biometric Identification (facial image)
• Biographical Information (accurate capture)
• Authentication using Secure Sources (trusted ePassport)
Done Remotely
• without going to an Embassy or Visa Application Centre
Apply to Lower Risk/High Volume Categories
• Visa Waiver – Electronic Travel Authorization ETA/ETIAS/ESTA
• eVisa – for lower risk individuals who do need a visa

Can Integrating Connected Devices Help?
• Can smartphones, smart watches and cameras sense/collect required
information?
9
• Can predictive analytics and a policy rules engine work together to analyse
the level of compliance of each traveller?
• Can face recognition control the flow of travellers while officers-in-the-loop
use complex judgment to resolve anomalies/concerns?

Technology Demo – requirements & design/test approaches
Technology Demo Scope• Know Your Traveller - facial image using smartphone, authenticate the selfie to ePassport chip including
spoofing detection, ePassport signatures authenticated using PKD.
• Use Biographic data from ePassport chip entered in the ETA application
• Biometrics Token creation and subsequent verification via live captured facial images
• Prototyping/Integration of the ‘Traveller’ app with the eDeclaration Form.
• Traveller Risk Profile - establish/maintain a transient and dynamic record for each traveller.
• Checks performed on a simulated connection to watch lists e.g. Interpol SLTD
• Online/smartphone renewal process for Canadian ePassports prototyped
• Collaborative predictive analytics - IRCC and CBSA models to assess individual traveller risk level.
• Risk assessments updated as traveller moves through stages of travel
• Faces on the Move integration - proven kiosk and/or “biometrics on the move” techniques, flow control
• Cloud based & physical demonstration facility - exercises to simulate the zones of the air travel
continuum and border processes redesign

Findings - Biometric Corridor & Flow Control (Face 4 Systems)
• It works well. We need to do more extensive testing to provide more
meaningful statistical results.
• With 30 people each making 30 passes through the lanes, 100% of the people
were correctly identified. The people were walking or running through the lane
looking either in the direction of the camera or straight ahead.
• It works quickly and the passage times can be further shortened. At normal
walking speed the passage time was ~3.5 seconds and at a run was ~2
seconds. We expect that a less than 3 second normal passage time is
achievable.

Enabling the operational vision of Air Border of the Future 2020
Trusted Identity - Key enabler of Integrated Border Management Transformation
• Trusted biometrics and biographical information collected remotely earlier to:
• know the Visa Waiver/ESTA or eVisa traveller is the person they claim to be
• feed into pre-travel watch list checks and risk analytics to get better results
• enhance facilitation for lower risk travellers at the border
• helping to screen for persons of interest and prevent terrorist travel
• Demonstrates that the Secure ETA™ technology and Know Your Traveler™
can be applied to a significant volume of travellers – Ready for pilots

Enabling the operational vision of Air Border of the Future 2020
Canada’s Chain of Trust Project:
• Demonstrates that Collaborative Risk Assessment using predictive analytics
inputs and trusted early identification of travellers can guide workflows.
• Provided a demonstration workbench for operational process design for
shifting to mobile enforcement officers as part of general passenger flow.
• Demonstrates that biometric corridor can work well in a few seconds to allow
non-stop passenger flow using facial recognition and ‘faces on the move’

Enabling the Border of the Future – Next Steps
• Demo Facility to inform and allow people in Immigration and Customs and interested
Government Departments to see the vision come to life.
• Planning now for pilots – How can Chain of Trust be used in Canada’s commitment to
a pilot with The Netherlands of the World Economic Forum roadmap?
• Immigration Visa modernization – potential to apply use of mobile platform, KYT and
predictive analytics. Next generation Secure ETA Program?
