A.1 - GENERAL INTRODUCTION

South East Asia Telecom

Southeast Asia Telecom - SEATEL was established in 2014 as a comprehensive telecom-munication operator whose business includes mobile telecommunication and Internet services. It obtained the related operating licenses from the Royal government of Cam-bodia for mobile communications (including LTE), WLL (Wireless Local Loop), ISP, VoIP, and others.

Seatel has begun its nationwide 4G FDD LTE mobile telecommunication network construc-tion and planned to start the operation in the first half of 2015. Since then, we implement thoroughly the strategy of the mobile internet, and devote ourselves to mobile voice, data, IP telephony, broadband internet access, multimedia and other integrated services.

Seatel is today presenting to the market the most advanced technologies, a full range of applications, and the best-performed networks.

Furthermore, Seatel provides the people of Cambodia and its visitors with diversified, multi-level, and customized information services, 24/7, all year round.

A.2 - TECHNICAL INFORMATION

4G LTE stands for Mobile internet 4th Generation Long-term Evolution.

With a speed up to 15 times faster than 3G in terms of download and up to 3 times in terms of upload, but also a lower time delay for fast and real-time connection, and a seamless online streaming reducing buffering needs, 4G LTE gives a new dawn to the internet.

4G LTE is divided into two types of technologies: FDD and TDD

FDD stands for Frequency Division Duplex and TDD stands for Time Division Duplex.

Frequency Division Duplex technology uses two separate frequency bands (or channels). A sufficient amount of guard band separates the two bands so the transmitter (= upload) and receiver (= download) don’t interfere with one another. As a consequence, both chan-nels (download and upload) can operate simultaneously.

Time Division Duplex technology uses a single frequency band for both transmitter (up-load) and receiver (download), sharing that band by assigning alternating time slots to transmit and receive operations.

This has an important impact on the quality of the calls performed. Indeed, the calls performed with FDD are way more sustainable and adapted to the customers’ expectations than with TDD, which is why Seatel, in comparison with most of its competitors, offers a FDD technology.

A.2 - TECHNICAL INFORMATION

4G LTE is then divided in two categories: VoLTE and CSFB technologies.

VoLTE stands for Voice Over LTE, which means that the phone used allows the customer to use several apps at the same time, including calls, without any data drop.

Here again, Seatel offers you the best by giving you 4G LTE with VoLTE technol-ogy, when most of the competitors don’t.

Seatel networks cover above 70% of the Cambodian population, and national roads.

All of the BTS used by Seatel exclusively belong to Seatel and provide 4G experience only, when most of the other competitors usually use 4G – 3G – 2G BTS, saving costs by switch-ing from one to another, most of the time without warning their customers.

Since its creation, Seatel is developing a vast network construction plan which will lead it to get the largest 4G LTE network of the market, covering all areas of Cambodia, even the furthest! This project is now allowing Seatel customers to access 4G LTE in big cities and on national roads, and will be finished by mid-2016!

Moreover, the frequency used by Seatel is low (850 MHz), which improves the coverage experience of the customers, wherever they are. Plus, using a low frequency improves your overall experience by also saving more battery than regular devices.
