Scoring the TOD zone using a point-based system.

Similar to LEED, needs high data documentation.

Might not be feasible for data starved conditions of developing countries.

UTTIPEC

UTTIPEC has clear objectives for designing a TOD zone in Delhi

But, there is no indication of any evaluation/monitoring strategies within this document.

There is, however, a Final deliverable requirement of evaluation and monitoring

in the TOD methodology document.

Also, Evaluation of TOD using the Sustainability framework

URDPFIURDPFI is a guideline document from the Ministry of Urban Development for all

urban activities in India

Prescriptive TOD planning, financial implication and impact of TOD as a planning

tool is mentioned but there is no indication of evaluation and monitoring

techniques of TOD projects.

Outline Criteria for structuring and evaluating the

performance of TOD

a. Location Efficiency (additional mobility,

improved access to services and high quality

transit)

b. Value Recapture (from not depending on

automobiles: reduced parking/gasoline costs)

c. Livability (improved quality of life)

d. Financial Return (Evaluation should also weigh

the return to public and private investors)

e. Choices (More choices to a greater range of

income and age levels)

f. Efficient Regional Land Use Pattern

The evaluation and monitoring strategies for the TOD in the developing world must verify the

overarching goals of inclusive, sustainable and equitable design for the project.

In a pieces vs. whole strategy, how does one evaluate the success of a TOD project?

Does every Principle needs to be defined and set up for evaluation and monitoring as shown below?
