To speed up service delivery to its rural villages, the Elias MotsoalediLocal Municipality leased road maintenance machinery from Bell SouthAfrica. The eight machinery include four graders and four TLBs. Thelease to purchase agreement with Bell forms part of the municipalityprogramme of the new fleet that is acquired by the municipality to replacethe old that was booted by breakdowns. The municipality saw a need of the machinery after poor road conditionswere raised by both public and representatives of public transportduring the IDP consultation with the Mayor.“The municipality hopes that the machinery will improve the livingstandard of community members during emergencies such as in times offunerals and the others,” said Simon Makua from Elias Motsoaledi LocalMunicipality. He said the machinery will also assist in new projects that fall under EliasMotsoaledi Local Municipality. The Elias Motsoaledi Local Municipality Mayor Cllr Julia Mathebe saidthe machinery will change the perception of people’s thinking that roadsare maintained only when there are funerals.“Access roads will be a major priority and now the municipality will beable to maintain every road without prioritising some of the roadsincluding those leading to cemeteries. Indeed this is a good story to tell,”she said.MMC for Infrastructure in Elias Motsoaledi Local Municipality DellyMatjomane said: “The eight machinery from Bell are the best Easterpresent that the municipality received to give services to all residents inthe municipality,”

Made up reportabout missing

rollerThe Municipal Council of Makhuduthamaga has, during its SpecialCouncil Meeting held on Wednesday 1 April, received a report fromAudit and Risk Management Solutions (AMRS), a forensic investiga-tion company appointed to recover the disappeared roller compactor. The company was tasked among others to investigate and identify theresponsible individuals and recommend fleet management tools toprevent similar occurrences. The Roller Compactor disappeared in July 2011 and it was never tracedby the municipality. Two officials working in the municipality’s infra-structure department were held accountable for the missing rollercompactor.According to the Communications Manager in Makhuduthamaga LocalMunicipality Lemson Moropjane, the council welcomed some recom-mendations to work on the issue during a seating. He said they agreedon the reopening of the case with SAPS with new information foundduring the investigations. “The, then, two responsible officials shouldbe held liable for the loss of the municipal roller compactor by failing totake proper care of the municipal equipment. The council agreed that themunicipality should consider instituting civil claim against the saidofficials and that criminal cases be renewed with the SAPS,” he said. Heconcluded by saying that the council agreed that the MakhuduthamagaLocal Municipality should consider installing tracking devices on allmunicipal plants assets to enable tracking of their movements.DA councillor in the Makhuduthamaga Local Municipality CllrMashiyanoke told the Dispatch that as oppositions they don’t acceptthe outcomes of the report. “We were never given the full report in thecouncil and we cannot accept a report that is already done by someofficials in the municipality,” he said.He said they made it clear during the council meeting that they do notform part of the resolution as the investigators’ findings were changed.“The actual investigator that was appointed to deal with the issue waschanged without the knowledge of the rest of the councillors. We justdiscovered during the meeting that the findings are coming from a newinvestigator,” added Mashiyanoke. He further said that theMakhuduthamaga Local Municipalilty Mayor Cllr Ali Matlala and theMunicipal Manager Eric Moropa must be held accountable for thatmissing roller compactor.“The two individuals know nothing about the missing fleet, they are justbeing framed as they were working in the infrastructure department. Themayor and the municipal manager are the ones responsible for themissing roller compactor,” he said.

Recently, the Elias Motsoaledi Local Munici-pality was given a grant amounting to morethan R1.3 Million by the Treasury Departmentto implement an Extended Public Works Pro-gram (EPWP) that would employ 65 people foran eight (8) months period. The budget wasgiven to the municipality to start with the projectand the employees, most unemployed and frompoor background, were appointed around Oc-tober last year to start in January this year. Now the unemployed Elias Motsoaledi resi-dents, were left hanging by the municipalityafter they were told the project will be delayed. This worries some of the oppositions in themunicipality as now the council delayed theproject and announced that the project will nowrun for only three months with a budget of R 828750.00.According to Mpumalanga Party’s SeunMogotji the council’s decision to delay theproject came up as a surprise because theTreasury Department allocated the requiredbudget to start with the project.Mogotji added that all required processes werefollowed. After advertising the positions, ap-plicants submitted their applications and evalu-ations were done on those applied to seewhether they were suitable candidates for thejob. But the council, a day before the contractwas due to be rolled out, sent messages to allemployed candidates to return the appoint-ment letters as the project was suspended,”said Mogotji. He went on and said; “How coulda project that was financed by the Departmentof Treasury for a eight month period at a totalcost of R 1 326 000 be cut back to a three monthcontract and this in effect would only cost the

EPWP’s Treasury Department allocationbudget cut to half by EMLM

municipality the amount of R 497 250.00 ex-trapolated at 65 employees earning R 85.00 perday for three months. Where would the othermoney go? The other question that the munici-pality should account for is what is it doing withthe surplus of the grant that it received from theTreasury amounting R 828 750.00 to createemployment and assist the indigent, poor andunemployed people in the area? asked Mogotji. He said the municipality is most probably chan-nelled the grant to pay for other expenseswithin its territory such as creating the possi-bilities even exists that it could have used it topay performance bonuses to senior managers.“So if you want to be unemployed with nosource of income, be indigent, poor and ma-nipulated, cast your vote in favour of thosewho deprived you from having any kind ofincome which is in particular the ruling govern-ment none other than the African NationalCongress. Does the ruling government reallycare about your welfare. The contrary is evi-dent. Remember President Jacob Zuma say thatthe ANC will rule until Jesus comes, so thatmeans you will be un-employed, indigent, and poor for a verylong time to come,” hesaid. The Dispatch’s at-tempt to reach the EliasMotsoaledi LocalMunicipality Munici-pal Manager MarindaBurger went fruitlessas she failed to answerher cellphone.
