Project progress – A2J Prisons & Mediation KEY ACHEIVEMENTSPRIORITIES FOR -Q4 Mediation 11 Stakeholder Discussions are held and operationalization plans finalized for establishment of LMBs and strengthening the Community Mediation Boards through training and community awareness. 86 awareness are being carried out. Facilitate stakeholder discussions and the operationalization of LMBs in Anuradhapura. Develop action plan for next 3 years for the Mediation Boards Commission. Legal Aid for Prisoners 358 remand prisoners were selected for legal aid. 78 bail applications and motions are filed and 13 referrals are made. Conduct follow-up clinics and initiate proceedings for the selected cases. Activities with DCBC The first draft of the hand book/ guide book for the use of Community Based Correction Officers is developed and the curriculum for training of Work Supervisors is being carried out. Completion of the draft by the experts from the Department of Community Based Corrections are completed Activities with DOP Draft training plan for 3 years has been designed. Two follow up workshops to be held with SPs and Chief Jailors on finalizing the draft training plan.

1. Successfully completed all expected number of mobile clinics in the estate sector

• All mobile clinics have been completed for the year. Reconciliation of expenditures and final reports will be priority for this quarter.

2. Establishment of pool of Volunteer Bilingual Facilitators is being completed • 354 applications received to establish pool of volunteer bilingual facilitators

• Documentary on volunteerism will be completed by end of November

Establishment of Two (02) language labs for NILET and DOL – Procurement process is being completed

• UNDP to award the contract to the successful bidder

4. Successfully completed programme on “ Media Dialogue to Promote Coexistence” conducted for young journalists5. Empower teacher as change agents for social cohesion - completed

6. Youth programme on “ Empower Youth as Change Agents for Coexistence & Transformation” is being completed.

• Presentations, seed grant activity implementation is scheduled in November

7. Follow up activities of Trained women leaders under women’s Empowerment Programme (2014) is being completed

OVERALL CHALLENGES No sustainable system which strengthens the SGBV referral system

– Therefore need to convene regular district/ divisional level meetings for information sharing & monitoring such as ‘SGBV Referral Forums’. Setting up of ‘vigilant committees’ at community level. No clear procedures/ guidelines to enable suitable persons to attend these meetings. Lack of a strong network system between National level and divisions – strengthen networking between National and divisional level through the provision of an intranet / internet facilities at all divisional level offices.

Lack of capacity among field level officers and need for gender sensitivity & attitudinal change among officials.

Need to strengthen field presence, through a dedicated officer for the SELAJSI programme

Many problems when addressing GBV, however funds/ resources are few

PIUs should prioritize and expedite project work as much as possible

Changes in procedures such as procurement procedures, with new administration; delaying planned activities – particularly those that need to be completed Q4Certain activities may reach a stage that is crucial for its completion, however results in delays beyond the control of the project (Legal Aid Policy presented to the cabinet, NAP formulation on Response to GBV)Departure and changes of staff from Government partners, as well as UNDP within a short frame of time, who work on this project/programme
