Seminar Focuses on Investing in France An "Invest in France" seminar will be held in Houston on Oct. 27 for companiesinterested in establishing or expanding operations in two French provinces: Normandie and Toulouse. The program is organized by the In- vest in France Agency, the North American branch of DATAR, the French governmentalentity that assists foreign companies wishing to establish or expand their operations in France. Three Industries The upcoming seminar is de- signed to encourage investment in three industries: biotechnology, petrochemicals and space. On Nov. 9-12, the Expoship Riomar ’93 Conference and Exhibition will be held in Rio de Janeiro. The con- ference is one of South America’s largest international maritime events. China and Florida Marintec China ’93 is scheduled for Dec. 7-10 in Shanghai. The event will be China’s seventh international ship- ping, shipbuilding and offshore engi- neering conference and exhibition. Several Carriers SignNew Agreement

Several major steamship lineshave signed an agreement coveringthe trade between the U.S. East andGulf coasts, Puerto Rico/the VirginIslands and the West Coast of SouthAmerica.

The new agreement, called theWest Coast of South America Agree-ment, was scheduled to go into ef-fect Oct. 1, after which a new tariffwill be applicable. The agreementcovers the South American coun-tries of Colombia, Ecuador, Peru,Chile and inland points in Boliviaand Argentina.Previous Agreements

Service contracts and timevolume rates arranged betweenshippers and carriers before Oct. 1will be carried over into the newagreement. The new agreement willreplace existing discussionagreements in the trade, and ex-isting conferences covering Ecuadorand Peru/Chile will be dissolved.

The West Coast of South AmericaAgreement will be managed by theoffices of ACS of Hollywood, Fla.Keith Pomkoski, executive directorof ACS, says the carriers par-ticipating in the agreement are com-mitted to a "customer friendly andmarket responsive policy."Benefits to Shippers

"In the future, shippers and con-signees will have the benefit ofdealing with one agreement and willbe able to sign service contracts andtime volume rates covering the en-tire West Coast of South America,both northbound and southbound,"Pomkoski said. "The agreement willbenefit shippers with more sailingsand uniform and simplified tariffs."

Improvements Slatedfor TB Bunker Dock

Plans are under way to repair abunker dock between Wharves 9and 10 in the PHA Turning BasinTerminal. The Port Authority beganaccepting bids for the work, whichwill cost an estimated $250,000.

The sheetpile bulkhead betweenthe wharves was built in 1947. Ex-xon Chemical Co. later modified thebulkhead so it could be used as abunker clock and has been leasingthe facility from the Port Authority.

The bunker dock has beendamaged and must be repaired toensure safe operation. Since Exxonplans to use the facility well intothe future, the chemical companyand the Port Authority have agreedto split the cost of repairs. Plans callfor installation of a new steel sheet-pile bulkhead, installation of a newconcrete cap, walkway and timberfenders.

Arrow Trucking Co. of Tulsa, Okla.,was recently recognized for its safetyrecord by the Interstate TruckloadCarriers Conference (ITCC) and Amer-ican Inter-Fidelity Exchange.

Arrow received the grand prizefor best overall safety program inthe "Over 25 Million Miles" divi-sion of the two organizations’ Na-tional Fleet Safety Contest. Thetrucking company was one of manycontenders for the award given tothe company with the lowest acci-dent frequency ratio per onemillion miles of driving. Other fac-tors considered for the award weredriver training, equipment main-tenance, accident investigation,driver supervision and participationin outside safety programs andorganizations.National Association

ITCC is the only national tradeassociation solely representing the$44 billion-a-year irregular routecommon and contract truckloadmotor carrier industry. ITCC mem-bers operate more than 110,000tractors and 210,000 trailers con-sisting of dry vans, fiat-bed, refriger-ated and clump trailers, whichrepresents the largest segment ofthe for-hire motor carrier industry.

NOL Orders NewContainer Vessels

Neptune Orient Lines Ltd. (NOL)has ordered new container shipsand general purpose containers tomeet market demands and maintaina modern fleet.

NOL recently ordered two4,369-TEU container vessels fromImabari Shipbuilding Co. Ltd. ofJapan. The vessels were ordered inJuly and are expected to be de-livered in 1995. The cost of the twovessels, which will sail under theflag of Singapore, is approximately$140 million. Each ship willmeasure 294 meters long, morethan 32 meters wide and will weigh92,000 metric tons deadweight.Future Orders

NOL’s other newbuildings onorder include two double-hulltankers weighing 92,000 tonsdeadweight, to be delivered in1994. Four 4,392-TEU containerships also are scheduled to bedelivered in 1995 and 1996.

The steamship line also recentlyordered 2,000 40-foot general pur-pose containers from AmalgamatedContainers BHD in Malaysia. Thecontainers will cost approximately$7 million and are expected to bedelivered at a rate of 200 containersper month between September1993 and June 1994.Worldwide Deployment

NOL will deploy the containersworldwide. The units will be builtusing corrosion-resistant steel. NOLrecently committed to additionalcontracts for the purchase of 5,000TEUs of general purpose containers;these boxes are scheduled to bedelivered between the fourthquarter of 1993 and the secondquarter of 1994.

NOL currently owns and operatesa fleet of 66 vessels. NOL isrepresented in Houston by TricomShipping Inc.

PORT DATAImprovement projects costing morethan $9.1 million are under way at thePort of Houston Authority’s TurningBasin Terminal to keep this generalcargo facility in top operating condi-tion. Projects include railroad andwharf maintenance, new fender systemsand slab and pavement replacements.
