1. Regular meetings of Senate will be recorded by the University to ensure the accuracy of the minutes and to promote the accuracy of any media articles regarding the matters discussed. In the spirit of transparency and accountability, the recordings will be posted to the Senate website. Recordings will be retained for six months unless determined otherwise by Senate, after which they will be deleted.

2. Audio recordings of public Senate meetings shall be allowed, provided that

recording devices do not disrupt the meeting. 3. In camera meetings of Senate will not be recorded.

4. Chair’s Report 4.1 President’s Report to Senate

The President’s Report to Senate was received. Senators were informed of the Science Rendezvous event at the Langley Campus on May 7, 2016 and were encouraged to attend KPU Day on June 13, 2016 at the Richmond Oval. The President’s memo proposing a change to the academic calendar was distributed at the meeting. Senate was informed that the day-off in lieu of New Year’s Day would change from January 3, 2017 to December 29, 2016. This change would result in KPU being closed from December 24, 2016 to January 2, 2017 inclusive. Senate requested that the following concerns be addressed:

Ensure that fish, small animals and plants in the science labs are fed andwatered.

Ensure that sufficient notice is given to student service areas, such as theprint shop and book store, so that the preparation of instructionalmaterials can be completed and made available prior to the closure.

4.2 Provost Report to Senate

The Provost provided Senate with an update on the following topics: Strategic Enrollment Management (SEM) Plan:

The SEM plan will be presented at the Senate Standing Committee of Academic Planning and Priorities, the Senate Standing Committee on the University Budget and Senate during the month of May 2016.

Experiential Learning: The Experiential Learning Implementation Task Group completed their consultations regarding advancing experiential learning at KPU and will be meeting with the Provost on May 19th to discuss the summary of the work and recommendations.

Learning Outcomes: The Learning Outcomes Task Group completed their consultations for this academic year and will soon be providing a report.

Prior Learning Assessment and Recognition (PLAR): An administrator from Thompson Rivers University has been working with Diane Purvey, Dean, Faculty of Arts, to develop a KPU PLAR framework. The PLAR framework will be presented to a number of Senate Standing Committees and Senate.

Vice Provost, Teaching and Learning: Dr. Stephanie Chui has been hired as the Vice Provost, Teaching and Learning and will be starting at KPU on July 25, 2016.

Teaching Fellows: The recommended attributes for Teaching Fellows at KPU have been developed. Before the positions are posted, the Provost will meet with KPU Faculty Association President Bob Davis to discuss articles within the KPU KFA Collective Agreement that address work secondments and assignment of other duties.

Senate was informed that the Festival of Learning, sponsored by the BC Teaching and Learning Council, will take place from June 6th to June 9th at the Delta Inn near the British Columbia Institute of Technology.

The Chair of the Senate Standing Committee on Curriculum, Jennifer Au, presented.

The report from the Senate Standing Committee on Curriculum was received.

5.1 Document Revision: Guide for Program Development and Program Revision

Moved by Jennifer Au; seconded by Tru Freeman: THAT Senate approve the revision to the Appendix A in Policy AC10, “Program Development Flowchart”, and the Guide for Program Development and Program Revision. For work already in progress, the implementation date of the Guide for Program Development and Program Revision will be June 30, 2016; for work that

has not been started, the implementation date will be concurrent with the date on which the document is approved by Senate.

The University Registrar will consult with the Dean of Arts to resolve the discrepancy so that this may be rectified for the 2016/17 University Calendar. 5.15 Program Revision: Bachelor of Interior Design Senate engaged in a discussion regarding required courses where students are charged a mandatory supplementary fee that is in addition to their tuition. The Provost advised Senate that the Ministry of Advanced Education (AVED) does not approve of institutions charging a supplementary fee for core courses that are required for programs; these supplementary fees are inclusive of travel expenses that are not covered by tuition. Moved by Jennifer Au; seconded by Carolyn Robertson: THAT Senate rescind making FINA 1106 a required course in the Bachelor of Interior Design and that Senate approve the revisions to the program’s General Education course listing for implementation on September 1, 2016.

ACTION: The Dean of Science and Horticulture will discuss the prerequisites of MATH 1116 and MATH 1115 as they relate to MATQ 1094 and MATQ 1099 with the Chair of Mathematics to determine if any revision needs to be made to the proposed prerequisites for MATH 1116 or MATH 1115. The Dean of Arts asked to have ASIA 2351 added to the list of new courses being approved. ASIA 2351 will be cross listed with HIST 2351.

The Vice Chair informed Senate that the agenda package copy of Policy HR15 inaccurately reflected the approving jurisdiction as the President instead of the Board of Governors. Moved by Jennifer Au; seconded by Wayne Tebb: THAT Senate endorse the revision to HR15 Diversity and Inclusiveness Policy and recommend approval to the Board of Governors. MOTION CARRIED

The University Registrar advised Senate that the student election results have been delayed because of a voter irregularity.

15.3 Election: Vice Chair of Senate

The University Registrar conducted the election for the Vice Chair.

A first call for nominations was given. Brenda Snaith nominated Jennifer Au. Jennifer Au accepted the nomination.

A second call for nominations was given – no nominations were put forward. A third call for nominations was given – no nominations were put forward. Nominations were closed. Jennifer Au was acclaimed as Vice Chair of Senate for the term of office from September 1, 2016 to August 31, 2017.

President’s Report to Senate

On April 25th I joined the BCNET Board by videoconference at its regular meeting.

On April 26th I was pleased to attend the last of this year’s KPU at Science World presentation, this one by Jana Kolac entitled “Exoplanets: What Are They and How Can We Find Them?”

On April 27th I attended the Vancouver Board of Trade luncheon and presentation by the federal Minister of Finance, the Honorable Bill Morneau where he spoke about the recent budget and some emerging issues related to the support of Aboriginal communities.

On April 28th I was able to attend and speak at the KPU Student Leadership Awards dinner.

On May 4th I attended the KPU Foundation Board meeting and presented an update on our capital and property-related activities.

I have visited with some of our federal MPs during their break from the house in Ottawa: Sukh Dhaliwal (Surrey-Newton), Randeep Sarai (Surrey-Central) and John Aldag (Cloverdale-Langley). The timing was such that I could brief them on our application for 7 infrastructure projects to the federal Strategic Investment Fund.

From May 9th to May 23rd I travelled to Spain for the International Association of University Presidents conference, and also I was able to visit a new partner: ElSIVA: the Barcelona School of Design and Engineering. I will provide a fuller report on the conference at the June meeting of Senate.

On May 28th to 30th I attended the Canadian Society for the Study of Higher Education annual meeting at the University of Calgary. I was part of a panel on May 30th entitled “Putting online and blended learning in line with institutional strategy” policy, practice and research.” Again, I will report further on this conference at the June meeting of Senate.

Save the dates:

Spring Convocation will entail 7 ceremonies from May 31st to June 3rd.

KPU Day will be held on June 13th at the Richmond Oval, starting at 8.30 am and ending by 2.30pm. We hope this will be an informative and entertaining day, with the chance for employees to connect with those from other departments and campuses.

Provost’s Report to Senate

In mid-April 2016, the Government of Canada announced a $2 billion dollar Post-Secondary Institutions

Strategic Investment Fund directed at sustainable and innovative post-secondary institution

infrastructure projects. This allocation of infrastructure funding has not been seen in Canada for several

years now. The deadline for the detailed and comprehensive application package was this past May 9th.

The Office of the Vice President, Finance and Administration and the Provost’s Office managed to prepare

seven distinct applications that were submitted in time for the deadline. We are hopeful that this major

effort will be successful and allow us to continue our quest for improvement, innovation, and renewal.

A KPU delegation representing the consortium of KPU, Foresight Clean Technology, the City of Surrey’s

Economic Development commission, and Simon Fraser University provided a strong presentation to

Surrey City Councilors at the Investment and Innovation Committee on April 4th. The presentation

outlined the immediate and future plans for the development of a new Advanced Manufacturing program

at KPU Tech and the establishment of a KPU/Foresight CleanTech Growth and Manufacturing Centre.

The Provost’s Office is pleased to announce the appointment of Dr. Stephanie Chu as our new Vice

Provost, Teaching and Learning. Dr. Chu comes to us from Simon Fraser University where she has played

a major role in the building of a robust and transformational unit for the professional development of

faculty. In the last six years at SFU, Dr. Chu has served as Director of the former Learning & Instructional

Development Centre (LIDC), now called the Teaching & Learning Centre (TLC). Dr. Chu has a PhD in

Educational Psychology, is Adjunct Professor in the Faculty of Education at SFU, and currently serves as

co-chair of the BC Teaching and Learning Council (BCTLC) and Vice-Chair, Communications for the

Educational Developers Caucus (EDC). She has been actively involved in educational development and as

a member and executive in regional, provincial, and national educational organizations for two decades.

We are pleased to welcome her to lead the renewal of KPU’s Teaching and Learning Office.

Josh Mitchell, formerly our Associate Registrar, Student Awards and Financial Aid, has been appointed to

Senior Director, Student Affairs. Josh will report directly to Vice Provost, Students with oversight of the

student affairs units within Student Services. Josh has previously worked at both the University of British

Columbia and University of the Fraser Valley where his portfolios included academic advising, student

awards, and financial aid. At KPU, Josh held the positions of Director, Student Engagement, Director,

Enrolment Services, and Associate Registrar. Over his 12 year tenure at KPU, Josh has guided critical

initiatives such as Early Alert, Foundations of Excellence, Advisor Connect, and the Aboriginal Gathering

Place.

On the Trades training front, Stephanie Cadieux, Minister of Children and Family Development and MLA

for Surrey-Cloverdale, made an appearance at the KPU Tech campus on behalf of the Minister of

Advanced Education, Andrew Wilkinson, to announce additional funding of $339,000 for 176 additional

critical trades training seats to address growing demand in BC. The funding will be directed to KPU’s

electrical, industrial mechanic, and welding programs. This funding will alleviate waitlists in these high-

demand programs.

After many months of detailed and collaborative work, the office of the University Senate and the

Provost’s Office have finally completed the Guide and Flowchart for Program Development and Program

Revision. This comprehensive document will assist administrators, faculty, and staff in the development

of new and revised programming and will provide step-by-step guides, interactive forms, and other

information essential to navigating the curriculum governance process.

The newly designed KPU Bylaws and Policies webpage, found at http://www.kpu.ca/policies, was officially

launched on April 18, 2016. The goal of this newly designed website is to establish a standardized,

common layout for all KPU bylaws and policies. In addition, it will provide members of the University

community and visitors an easier way to navigate and browse information across the KPU bylaws and

policy repository. Key features of the new webpage include a redesigned user-friendly interface, a

restructured policy categorization system, as well as a standardized and updated layout for all KPU bylaws

and policies.

In late 2015 and early 2016 the Learning Outcomes group, a subset of the Academic Plan Task Force,

proposed and embarked on a consultation process that involved visiting Faculty Councils to share, gather

information and hold consultations about the development of Institutional Learning Outcomes (ILOs). The

intent was to generate interest and buy-in, attenuate concerns and raise awareness about this large

academic project. The conversations sought to explore potential issues or challenges and to learn about

the exciting work on course and program learning outcomes already underway within each faculty. In

addition, the group sought to seek advice on an appropriate process for developing Institutional Learning

Outcomes. Through the BCAIU KPU is able to access the services of Dr. Tom Carey to assist faculty

members as they explore and select one institutional outcome of particular importance to their division.

This team will carry out an analysis of research evidence, exemplary practices and emerging innovations.

These results will be shared, adapted and extended across other Faculties and beyond the institution as

scholarly contributions and/or open resources.

Through presentations and discussions at Faculty Councils, members of the ILO Group consulted with the

School of Business, the Faculty of Health, the Faculty of Arts, the Faculty of Academic and Career

Advancement, the Faculty of Science and Horticulture, and the Chip and Shannon Wilson School of

Design.

Emerging trends and themes included great interest about the openness of the ILO creation process and

how faculties could be inspired to conceive other potential ILOs such as self-efficacy, communication and

global citizenship.

Concerns expressed encompassed questions such as: What is the function of ILOs? Why they would be

needed? How they would distinguish KPU? Could they be made to be practical and meaningful? How

could they be applied across such program diversity such as exists at KPU?

All good questions and destined for much discussion.

The group recommended the following:

Ensure overt support for ILOs from upper administration

Ensure appropriate allocation of resources to realize proposal

Provide support for broad faculty involvement

Use ILOs to make meaningful changes within the institution

Ensure the involvement of new Vice Provost Teaching & Learning

The Experiential Learning Group of the Academic Plan Task Force produced a comprehensive review of

the current state of experiential learning at KPU.

Recommendations from the group centred around the following themes and subjects:

a. Innovation

Establish clear definitions and coordination between Experiential Learning, Community Engagement, and Community­Engaged Research

Showcase and highlight additional innovative teaching at KPU, including components that are applied, allow for significant reflection, etc.

Keep current with provincial developments around impact markers for Experiential Learning and Community Engagement

b. Provide an organizational structure to further promote Experiential Learning that is:

External­facing: Establish an Experiential Learning external advisory board with community members for proper representation of community partner voice

Internal­facing: Further clarify organizational structure to facilitate better communication and planning

Student­centered: Seek ways to incorporate the student and alumni voice on Experiential Learning committees

Establish mature partnerships that can be support through resource allocation,

Protect current and future partnerships through clear and professional lines of communication

Expand and support existing growth of Co­operative Education programs at KPU to capitalize on recent federal and provincial funding opportunities and policy directions that promote experiential learning.

Share an internal document about the benefits of Experiential Learning, around enrollment at KPU, made available in the report, “Measuring and Reporting the Value of Experiential Learning” by student Ryan Bacchus and prepared for Duane Radcliffe and Doug Fletcher

Work continues on the Healthy Universities Framework led by the Vice Provost, Students and the Human

Resources department. In addition, KPU is working with a BC sector-wide group to establish a common

sexual violence protocol for universities, colleges, and institutes. This protocol was well underway prior to

the introduction of the newly approved Sexual Violence and Misconduct Policy Act given assent by the

Legislature earlier this month. The act requires post-secondary institutions to establish policies to deal

with sexual violence and misconduct within one year. The protocol will form an important element within

KPU’s efforts to establish a safe and informed study and work environment for our entire community.

The Board and Senate approved Acupuncture Diploma has now concluded its review by public sector

institutions and the Ministry of Health. The final stage, prior to full implementation, is settling on an

approved distributed clinic model. In preparation for this stage, the Provost and Dean of the Faculty of

Health made a presentation to the Traditional Chinese Medicine Program Advisory Committee on April

27th and the Provost made an additional presentation to the College of Traditional Chinese Medicine

Practitioners and Acupuncturists (CTCMA). We are confident that a proposed amendment to revise a

CTCMA bylaw to allow the offering of clinical practicums in a distributed model will be accepted.

Dr. Diane Purvey, Dean, Faculty of Arts From: Dr. Paul Tyndall, Former Chair, Department of English, and Dr. Robert Dearle, Chair, Department of English Subject: Proposed Changes to the Prerequisites for First Year ENGL courses Date: May 13th, 2016 At an extraordinary meeting of the English department held on Friday March 11, 2016, those in attendance voted in favor of changing the current prerequisite for ENGL 1100 and ENGL 1202/1204 from a blended or non-blended B in ENGL 12 to a C+ in ENGL 12. Presently the other prerequisites for first-year ENGL courses will remain the same. Rationale The main reason for proposing this change at this particular moment is to address the discrepancy between the general entrance requirements to KPU and admission into first-year English courses, specifically ENGL 1100 Introduction to University Writing. This discrepancy has existed for many years and is rooted in prerequisite structures that historically were intended to align the prerequisites for first-year English courses at Kwantlen with equivalent English courses offered at Simon Fraser University and the University of British Columbia. When the KPU English department launched its B.A. Major in English in the fall of 2008, it was felt this alignment was critical to ensuring external support for the new degree. However, as is well known, the discrepancy between KPU’s general entrance requirements and admission to ENGL 1100 has created problems for students who are accepted into degree programs but are unable to enroll in the courses needed to satisfy their English language requirements. Many students have been forced to delay satisfying these requirements until their last year, even their last semester of study at KPU. In fact, over the years, many have been forced to go elsewhere to satisfy their English language requirements, often to privately funded institutions such as Alexander, Coquitlam, or Columbia Colleges. There are two obvious problems with this situation. Besides a loss of enrollments, the success rates of students transferring in first-year ENGL credits from these private institutions have been much lower than the success rates of students who complete ENGL 1100 at KPU. In fact, a recent study by the Office of Institutional Analysis and Planning clearly demonstrates that students completing ENGL 1100 at KPU perform better in virtually all of their courses. By changing the prerequisites for ENGL 1100 and other first-year ENGL courses from a B in ENGL 12 to a C+ in ENGL 12, we aim to correct several problems. First, we enable students to enroll in first-year ENGL when they are accepted into a degree program, thereby gaining the critical reading, writing and thinking skills needed to perform well in ENGL and in other courses requiring writing. This change will also help students to satisfy their English language requirements sooner rather than later (within their first 60 credits of study according to KPU’s new declaration requirement). Finally, the change will encourage students to complete first-year ENGL courses at KPU rather than going to private institutions where they appear to receive inferior instruction.

The English department recognizes that a change in the prerequisites for ENGL 1100 and other first-year ENGL courses will require a change in the way these courses are taught. In fact, many faculty have already adapted to the changing needs of our students, by placing greater emphasis upon grammar and mechanics for students unfamiliar with the conventions of university writing, by providing students with more frequent opportunities for revision, and above all by requiring students to write shorter, sequenced assignments leading to a longer essay. Already these instructors have seen improved success rates. In addition, the English department has introduced writing labs to support students in ENGL 1100 and in ENGL 1202 and ENGL 1204. These labs consist of a series of modules linked directly to the courses mentioned above and are intended to provide students with extra instruction and practice in mastering some of the most basic and most important aspects of the writing process. Furthermore, they are taught by qualified and experienced English instructors. Finally, the English department has approved another prerequisite change intended to improve student success rates. By eliminating ENGL 1100 as a prerequisite for ENGL 1202 and ENGL 1204, we are enabling students to choose which course they take first. This change will only impact students requiring six credits of ENGL to satisfy their degree requirements. But for those students, ENGL 1202 Topics in Literature and ENGL 1202 Introduction to Literary Genres may be attractive options for their first semesters at KPU since these courses have more in common with ENGL 12 than does ENGL 1100 Introduction to University Writing. For such students, the transition from high school to university English is likely to be smoother than it is now. Furthermore, the fact that they will have completed at least three credits of first-year ENGL before enrolling in ENGL 1100 will inevitably improve their performance in in ENGL 1100. The changes we are proposing to the prerequisites for ENGL 1100 and ENGL 1202/1204 are aimed at improving student success rates but they are also entirely consistent with other changes made to the ENGL program and to prerequisite structure for ENGL courses as the result of our recent program review. In response to student surveys conducted during this program review, and to recommendations of the external review committee, the department has sought to make the English program and English courses more accessible to students. The proposed change to the prerequisites for ENGL 1100 and other first-year ENGL courses will accomplish this goal. We do realize that the proposed changes will impact other departments and areas, specifically the Faculty of Academic and Career Advancement. The Dean of the Faculty of Arts has consulted with her counterpart in FACA as well as with deans and associate deans in other Faculties. But the English department expects this consultation to continue and to involve not just deans and senior administration but faculty in all areas impacted by these changes.

The Senate Executive Committee (SEC) met on May 17, 2016 and approved the agendas for the regular and in-camera Senate meetings. As provided for in its mandate to act on behalf of Senate on urgent items of business between regular meetings of Senate, SEC approved the revisions to ANTH 3190 and ACCT 4650 for implementation on September 1, 2016. Due to considerable operational impact if the prerequisite changes to ANTH 3190 and ACCT 4650 are not implemented for the 2016/17 academic year, it is important that these changes be approved. This item is now being brought forward to Senate for ratification. The committee discussed the need for Senate to constitute an Elections Appeal Committee and appoint three Senators and a Chair to said committee in order to consider an appeal and a complaint from the recent student election to the KPU Senate. Context & Background:

As provided for in its Mandate, the Senate Executive Committee approved ANTH 3190 and ACCT 4650 for implementation on September 1, 2016. The Senate Subcommittee on Course Curriculum (SCC) reviewed the revisions to ANTH 3190 and ACCT 4650 at its May 11, 2016 meeting, and the committee approved the courses for recommendation to the Senate Standing Committee on Curriculum (SSCC). If these course revisions are forwarded to the next SSCC meeting on June 8, 2016 for recommendation to Senate, then they will have past the deadline for inclusion in the 2016/17 University Calendar. This means that the revisions cannot be implemented for September 1, 2016.

Key Messages:

Therefore, this is an urgent request requiring Senate approval in May, 2016.

The University Registrar and Chief Returning Officer (the “Registrar”) investigated a potential breach of the Election of Representatives to the University Board and Senate Rules and Regulations (“election rules”) in the recent student election to the KPU Senate. The outcome of the investigation and the Registrar’s decision respecting the enforcement of the election rules (the “decision”) was communicated to the student nominee alleged to have been involved in the breach. The student nominee has filed an appeal of the Registrar’s decision and the appeal has been forwarded to the Senate Office. The Senate Office has also received a complaint respecting the eligible voters list maintained pursuant to the election rules.

On the matter of appeals/complaints, the election rules state the following: COMPLAINTS/APPEALS Any complaint or appeal with respect to election procedures or results must be made to the Registrar within 7 days of the announcement of election results. In addition to the three members from the Senate, the Registrar will be a non‐voting member and act as its Chair. Decisions of the Elections Appeal Committee are final and binding.

The Senate Standing Committee on University Budget (SSCUB) met on May 20, 2016. Jon Harding, Vice-President, Finance and Administration, presented a draft 2017-18 budget development process with key dates and used the document to initiate a discussion with SSCUB about the timeline and the new budget model process. As part of the transition to a hybrid-based budget model which includes performance metrics, Financial Services is recommending using a zero-based budget model for the development of the fiscal 2017-18 draft budget. This will be a change from the past practice of using an incremental based budget. During the week of June 20, 2016, the Vice-President, Finance and Administration, will be presenting the final 2015-16 financial statement results at four campus forums. He will also present changes to the budget process as we move forward to a new budget model. Financial Services can also make presentations at regularly scheduled Faculty Council meetings in June, and they will be contacting the Deans to find out when the Faculty Councils will be meeting. The Senate Office had scheduled SSCUB meetings for the 2016-17 academic year to align with the key dates in the fiscal 2017-18 budget development process, and these were presented to SSCUB for information.

In September, committee members will also receive an update on an initiative called “Human Books” used by the Surrey Public Library, which facilitates the booking of time with interesting people through the library for discussion and to hear their stories.
