The nomination of Ben Anthony B. Reyes to serve as member of the Cockpit License Board was made by Governor Edward J.B. Calvo on January 26, 2015. ·n1e nomination packet was received by the Office of Speaker Judith T. Won Pat. Ed.D., on January 26, 2015. and was subsequently referred by the Committee on Rules to the Committee on Finance & Taxation, General Government Operations, and Youth Development on January 27. 2015.
The Committee on Finance & Taxation, General Government Operations, and Youth Development held a public hearing on March 12. 2015. in l Liheslatura's Public Hearing Room. Among the items on the hearing agenda was the nomination of Ben Anthony B. Reyes to serve as member of the Cockpit License Board. The hearing convened at 10:01 a.m. and was recessed at 11:57 a.m. TI1e hearing reconvened at 2:03 p.m. and was adjourned at 5:35 p.m.

Chairman Michael San Nicolas: Next on the agenda. we have the nomination of Mr. Ben Anthony Reyes as a member of the Co<:kpil License Board. 1'v!r. Reyes. Oh sure. testimony. The only testimony we haYe today on behalf of Mr. Reyes is Mr. Mike Benito from Payless. 'vlr. Benito you may begin anytime. If I can ask that you expedite this a little bit as we arc pressed for time.
Mr. Mike Benito: Absolutely, good afternoon. Biba Mes Chamoru' Hello senators, thank you for allowing me to be here today. My name is Mike Benito. I work frir Payless Supermarkets. I am here in full support for Mr. Ben Reyes for his appointment on the Cockpit Committee. I've known Ben for twenty-five years. Our career paths have kind of mirrored each others. Over that time, I know we're sh,>rt on time but I got a lot to say about him, what I can tell you is that he has an amazing work ethic. But more importantly. he has amazing loyalty. not only for the company he has worked for as you'll see he's worked for us for many, many years. He's basically had one job. But more importantly to the employees that work underneath him. Th~'fe is a bunch of folks who have come on their own behalf to speak or to be here in support of Ben. He's an incredible teacher. Like l said, he cares Yery deeply about the employees that work underneath him. And I think that he would be a great member. I'm very happy that he has accepted this nomination. And I hope yoLJ will support him. Thank you.

Mr. Ben Anthony Reyes: My name is Ben Reyes. Good afternoon. Mr. Chainnan, senators. rvty name is Ben Anthony Reyes. And I appear here today as I nominee for the position a member of the Cockpit License Board. I was bom and raised on Guam. I am a resident of the village of Dededo. l attended John F. KL'llnedy High School and graduated in l 982. After high school, l worked at J&G Payless and continued my studies while attending the University t•f Guam. While working at Payless. I met and married my wife Julie Mantarnme Cabal es from the village of Sinajana. Soon after that, we relocated to the mainland but after a yc:ar. we decided to come back home. We have been here ever since.
Upon returning, I was hired by Payless Supermarkets and started there as a bagger. And with my past experience allowed me to advance quickly lo the different levels within the store. This includes the produce, grocery, and meat departments. [n less than two years, I was promoted to the position of store manager the youngest in their historv thus far. Having managed three store> since has placed me in direct contact with employees, well, I'm sorry. hundreds of employees and thousands of customers. I was able to work with the employees to ensure our goals were met and done. We solved problems together and worked lo rcsol ve issul's that came up time to time. 1 was there listening to the thousands of customers that frequent my store and as a direct result there was an increase in sales and profits every year.
Atler eleven years of managing stores, in the year 2000 I was offr:red the pmiti<m of the meat category manager for all of Payless where I oversee the entire meat operations of the company. One of my responsibilities is training the young employees l<J become the next meat cutlers in
our company. I have four of them behind me right now. Another important part l'fmy job includes developing procedures and policies that are used and followed in stores' meat departments to this day.
I have three children, tvw boys and one girl. My eldest son is currently working for me at one of my meat shops, where he was taught along with others by me personally of which many are still employed with us. My second son is currently a chef at Urban Salas restaurant San Diego, where at an early age he had a desire to cook and got a lot of his firsthand information on meat knowledge that assisted in his career from me.
l am a member of the Engineers. Surveyors. and Architects Golf Club. A social club that in the past and still to this day, donates proceeds in their tournaments to charity, most notably the Kama/en Karidat food kitchen for the past three years now. A club that is hut predominantly Filipino, I am one of four Chamorro members and only the seellnd to serve as their dl!b president in 2013 after being in their club less than five years.
1 have participated in the Payless Community Foundation and help painted the Kama/en Karidrll building about three years ago. I have continued to support the Payless Kick the Fat Run;Walk/Racc, one of the largest 5k races clll island. where proceeds again go to various charity organizations throughout the island.
Senators, it is truly an honor and privilege tu be nominated. l am confident I can live up to your expectations and mine. Thank you.

Mr. Ben Anthony Reyes: Yes.
Senator Anthony Ada: And that's great. And I think the biggest thing you got going for you right now is that your wife is frnm Didige. And that I tell you sir. the number one tlung you got going with me.

And so you know, what I've ht·ard during the ball that I attended, the respect and admiration they hav1;; for you speaks volumes. Senator Frank Aguon: I guess I would be remiscd if I didn't extend accolades also. You know one thing about going through this nomination process and being able to present your testimonies, one thing that always stands out in my mind is or are the individuals who are behind you, extending their support. not only Mike but also ev.:,'ryonc in uniform and those who are not I uniform who is in attendance, specifically. who are here to just endorse your nomination. And that says so much of your support of your employees, your continued support of the organization, imd you also mentioned your outreach with Kama/en Karidat, which is a tremendous nonprofit organization that is supporting our community in many. many ways. So. I thank you for your service to our wmmunity and I thank you for taking care. J'H say "troops," in the organization in Payless, But I also look forward to your contribution to serving in this particular capacity because any one that steps up on a volunteer basis to serve our community in this arena has certainly earned my support and I wish you the best in serving our people because it really boils down to our people's agenda. But also at a level that inspires many other employees wh,)Jn you work with. obviously. I think this is the first time I've sc:en Payless unifonns in the Public Hearing Room. I was wondering, I was looking at all the bills and saying, "These are all about pay adjustm<:nt for government. not Payless."
Mr. Ben Anthony Reyes: I'll be honest Senator. they surprised me as well when I came in.

Hafa adai! I write you and your committee members now in full support of the appointment of Ben Reyes to serve on the Guam Cockpit License Board.
I have known Ben Reyes for over ten years. I find him to be a man of high honor and integrity. He is always open to the discussion of others, is deliberative in his thoughts and, when he needs to, he has no problem speaking his mind and voicing his thoughts on any topic, all the while doing so with dignity and respect for all.
Ben Reyes would be an excellent asset to any Gov-Guam Board or Commission and, as mentioned eariier, I extend my fuli support of his appointment to serve on the Guam Cockpit license Board.
