Dear Secretary Chao,

On behalf ofthe Kirkland City Council, I am pleased to write in support of our joint application for "New Connections for Eastside Innovation Centers" to the U.S. Department of Transportation's FY 2017 Transportation Investment Generating Economy Recovery (TIGER) grant program.

When right of ways were cleared to make way for rail lines to snake across the country they shaped communities and supported massive economic growth. Today, in eastern King County, located in the Puget Sound region of Washington State, those same right of ways are evolving to connect people, places, businesses and local governments in new and exciting ways. With your help, in the form of a TIGER discretionary grant investment, our region will make significant progress in realizing the fully­built, master planned construction and repurposing of a 42-mile long, active transportation corridor in this historic Eastside Rail Corridor.

A TIGER grant investment will allow us to construct major projects- the Wilburton Center Segment in the City of Bellevue, and the Totem Lake Connector Bridge in the City of Kirkland- that bookend what will become the most heavily used portion of the corridor. These projects build on the multi-million­dollar investments in acquisition and development made by the State of Washington, King County, Snohomish County, Sound Transit, Puget Sound Energy, and the cities of Kirkland, Redmond, Woodinville. They will improve aging infrastructure and address significant safety issues in two urban centers that are seeing robust economic redevelopment. The opportunity will connect communities­urban, suburban and rural- to each other, support choices among transportation modes and enhance vitality and mobility within this network of job centers along the eastern shores of Lake Washington.

The finished projects will add value to recent public-private partnership contributions and leverage investments planned ahead. For example, the City of Kirkland and the State of Washington have invested over $9 million in acquisition and development of the corridor, while Google chose to expand its campus adjacent to this corridor in Kirkland, and has invested over $3 million in public amenities. Another public-private partnership involving a private health care organization, the City of Bellevue, King County, and the State of Washington has raised $7 .SM that will support improvements to the iconic Wilburton Trestle that will make it a new route for commuters from south and east King County and a tourist destination.

Another public-private partnership involving a private health care organization, the City of Bellevue, King County, and the State of Washington has raised $7.5M that will support improvements to the iconic Wilburton Trestle . At the heart of a rapidly growing city, Wilburton is envisioned to include a broader mix of uses to meet the area's expected 110,000 jobs and 21,500 housing units by 2035. Once complete, the corridor will connect communities to employment centers, health services, and community green spaces while accommodating utilities and near- and long-term light rail transit development.

A private health care organization, the City of Bellevue, King County, and the State of Washington have committed $7.5 million to support trail improvements on the iconic wooden Wilburton Trestle. The trestle trail experience will generate tourism industry benefits while at the same time opening a new route for commuters from south and east King County. In Bellevue's burgeoning Spring District, REI is moving 1,400 employees to a new headquarters campus next to a new light rail station and the Eastside Rail Corridor. Adjacent to REI is the Global Innovation Exchange, a first of its kind technology institute offering master's degrees through a partnership of the University of Washington, Microsoft and China's Tsinghua University. These and more public and private investments will leverage the TIGER grant investment for significant community and economic benefits in Bellevue.

The City of Redmond strongly supports King County's and the City of Kirkland' s joint application for "New Connections for Eastside Innovation Centers" to the U.S. Department of

Transportation' s FY2017 Transportation Investment Generating Economic Recovery (TIGER) discretionary grant program.

The proposed project will enable two catalytic connections along the Eastside Rail Corridor (ERC). The ERC is a 42-mile long corridor spanning six cities, including Redmond, two counties and provides a critical path for a trail, transit and utilities. Cities along the corridor need healthy, convenient transportation options.

King County has grown by over 100,000 residents since 2015. The ERC will play an integral role in these rapidly growing, diverse communities, forming a seamless connection among four regional growth centers and numerous neighborhoods along the eastern edge of Lake Washington. The proposed connections in King County's application will provide safe,

comfortable and useful access for thousands of people who live and work in the region whether they are riding a bike, walking or accessing high capacity transit.

The project harnesses public and private investments and serves two of the highest trafficked areas of the Eastside Rail Corridor. The City of Kirkland's Totem Lake Connector Bridge will

create access from the corridor to Kirkland's only urban center, which is expected to add 2,500 new homes by 2035 . The project will make vital connections to medical facilities, employment centers along with fostering economic growth opportunities. Eventually, Redmond's trail will

connect to Totem Lake, linking the Downtown Redmond urban center to the Totem Lake urban center and providing more access to transit via the Downtown Redmond light rail station.

The Wilburton segment, will enable access to Sound Transit' s Light Rail station that opens in 2023, to downtown Bellevue via a planned connection along with supporting a redeveloping

neighborhood that includes both residential and commercial development.

If selected for funding the Puget Sound Regional Council will work with King County and City of Kirkland to include the TIGER grant in the Regional Transportation Improvement Program.

This grant would support the region’s efforts to build a new regional trail that will connect some of King County's largest and fastest growing communities with new opportunities for non-motorized recreation and transportation. A historic freight railroad, the Eastside Rail Corridor (ERC) is a publically-owned, 42-mile former rail corridor in King and Snohomish counties, Washington. As a corridor for commuting, transit, utility access, and recreation, the ERC will connect tens of thousands of people to community destinations services, and to large employers such as Google, Microsoft and Kaiser Permanente Washington. In its entirety, the trail will connect urban, suburban and rural communities to each other, and support choices among transportation modes; which will enhance the vitality and mobility within this network of job centers along the eastern shores of Lake Washington. Funding through the TIGER grant will allow King County to begin construction on two major projects of the ERC -- the Wilburton Center Segment in the City of Bellevue, and the Totem Lake Connector Bridge in the City of Kirkland; these two segments bookend what will become the most heavily used portion of the corridor. These projects will build on the multi-million-dollar investments in acquisition and development made by the State of Washington, King County, Snohomish County, Sound Transit, Puget Sound Energy, the cities of Kirkland, Redmond, Woodinville, and private contributions – including funding from Group Health Cooperative -- now Kaiser Permanente Washington -- to support the trail. The Spring District is already home to hundreds of residents, and the Global Innovation Exchange, a new graduate institute focused on innovation and jointly run by the University of Washington and Tsinghua University in China, welcomed its first cohort of students for classes last month. REI Inc. is moving its corporate headquarters to The Spring District in 2020, and the Spring District / 120th Eastlink light rail station opens in the district in 2023. Supporting retail, restaurant, childcare and other mixed uses are opening throughout this time to provide service to residents, employees and the local community. All these new tenants and users of facilities at The Spring District are potential users of the Eastside Rail Corridor. REI anticipates a high percentage of its 1,100+ employee workforce will commute to work by bike. Together with REI and others we are working closely with City of Bellevue and regional interests to ensure robust bicycle connections to The Spring District and throughout Bellevue and the Eastside. The Eastside Rail Corridor is the spine of this network and offers a tremendous opportunity for increasing multi-modal transportation options along its entire 42-mile length.

If granted, the TIGER funds requested by King County and City of Kirkland will make possible significant progress toward completion the rail corridor. Local, regional and private sector Eastside Rail Corridor funding has already been secured, meaning the federal funds will be highly leveraged and effectively used to support job growth and regional connectivity. In the BelRed Corridor alone, from Bellevue through Kirkland and northeast through Redmond and Woodinville, 75,000 new jobs are anticipated by 2030. Once opened for use, the Eastside Rail Corridor will see immediate and measurable use.

I am writing in support of an application submitted by King County and the City of Kirkland for the U.S. Department of Transportation's Transportation Investment Generating Economic Recovery (TIGER) Discretionary Grants program for the New Connections for Eastside Innovation Centers project.

King County and the City of Kirkland are jointly seeking a TIGER grant to complete access and safety improvements in two key areas along the historic 42 mile Eastside Rail Corridor. The project would consist of two segments, the Wilburton Center Segment in Bellevue and the Totem Lake Connector in Kirkland, which bookend what would become the most heavily used portion of the Eastside Rail Corridor. The Wilburton Center Segment would run from north ofi-90 to NE gth Street and connect to the East Link light rail which is scheduled to open in 2023. The Totem Lake Connector would establish an elevated pedestrian and bicycle crossing over the busiest intersection in the City of Kirkland's designated urban center and provides a link to the entire Eastside Rail Corridor from Renton to Snohomish County. This project would connect tens of thousands of people to numerous communities, six cities, employment centers, health services, and schools.

The New Connections for Eastside Innovation Centers project would expand transportation alternatives for two rapidly growing areas in east King County. Bellevue's Wilburton neighborhood is expected to add 110,000 jobs and 21,500 housing units by 2035 and Kirkland's urban center is expected to add 20,600 jobs in the near future, with 3,500 new housing units and 550,000 square feet of new development currently under construction or in the permitting process.

King County and the City of Kirkland, regional partners, and local companies have invested in this project, securing over 40 percent of the project cost through local, state, and private funding. The New Connections for Eastside Innovation Centers project would provide residents with safe and expanded transportation choices and support continued economic growth along the Eastside Rail Corridor and surrounding areas.

The New Connections for Eastside Innovation Centers project will address significant infrastructure demands in King and Snohomish counties and help stimulate additional economic growth. The New Connections project will complete two segments of a project to repurpose a 42 mile long historic freight railroad known as the Eastside Rail Corridor into an active transpmtation corridor connecting tens of thousands of people to community destinations, services, and economic centers, including large employers such as Google, Microsoft, Boeing, T-Mobile and Kaiser Permanente. The corridor will facilitate the growing area's need for transpmtation options, utility access and active recreation.

King County and the City of Kirkland have substantial community support and investment in the New Connections project. Project partners include the State of Washington, King County, Snohomish County, Sound Transit, Puget Sound Energy, and the cities of Bellevue, Kirkland, Redmond and Woodinville, as well as major employers such as Google. The total project cost is $44 million of which the non-federal contribution is $19 million. The project pattners have been successful in implementing public-private partnerships a long the Eastside Rail Corridor, including a $3 million investment from Google which chose to expand its campus adjacent to this corridor.

The application submitted by King County and the City of Kirkland will greatly enhance safety and quality of life for those choosing active transportation modes while meeting the infrastructure demands for a growing and economically active region. Dear Secretary Chao,

On behalf of the Bellevue Downtown Association (BDA), I write to communicate support of the joint application

from King County and the City of Kirkland for the U.S. Department of Transportation’s FY 2017 Transportation

Investment Generating Economy Recovery (TIGER) grant to help fund the "New Connections for Eastside

Innovation Centers.”

The Puget Sound Region is growing rapidly, and the State, County and surrounding Cities have been working

together to accommodate this ongoing growth. In east King County, there has been a collaborative effort to

transform the unused historic 42-mile-long Eastside Rail Corridor (ERC) into a functional pedestrian and bike

pathway. The corridor will open up a new mobility option that will serve tens of thousands of people,

connecting communities and providing access to new areas.

A TIGER grant investment will allow the region to complete vital segments of the ERC. The two major projects

identified in "New Connections for Eastside Innovation Centers” are expected to be the most heavily used

portions of the corridor.

Wilburton Center Segment – Located in the City of Bellevue, an area expecting 110,000 jobs and

21,500 housing units by 2035.

Totem Lake Connector – Located in the City of Kirkland, an area with 3,500 new homes and 550,000

square feet of new development under construction or in permitting process.

Funding from the grant will improve aging infrastructure and address safety issues in two urban centers that are

experiencing robust economic redevelopment. Additionally, the finished projects will help complete the 42-

mile-long network, establishing a reliable mobility option that’ll connect urban, suburban and rural

communities.

The BDA is a nonprofit organization that represents downtown stakeholders committed to the continued

development and success of its urban center. As an organization, we see the need to improve mobility options

in our region, and we acknowledge the completion of the ERC as a step in the right direction. I encourage you

to review this application favorable and consider the "New Connections for Eastside Innovation Centers” as an

appropriate recipient for the TIGER grant.

When right of ways were cleared to make way for rail lines to snake across the country, they shaped communities and supported massive economic growth. Today, in East King County, located in the Puget Sound region of Washington state, those same right of ways are evolving to connect people, places, businesses and local governments in new and exciting ways. With your help, in the form of a TIGER discretionary grant investment, our region will make significant progress in realizing the fully-built, master planned construction and repurposing of a 42-mile long, active transportation corridor in this historic Eastside Rail Corridor. 

A TIGER grant investment will allow our partners to construct major projects – the Wilburton Center Segment in the City of Bellevue, and the Totem Lake Connector Bridge in the City of Kirkland – that bookend what will become the most heavily used portion of the corridor. These projects build on the multi-million-dollar investments in acquisition and development made by the State of Washington, King County, Snohomish County, Sound Transit, Puget Sound Energy, and the cities of Kirkland, Redmond, and Woodinville. They will improve aging infrastructure and address significant safety issues in two urban centers that are seeing robust economic redevelopment. The opportunity will connect communities – urban, suburban and rural – to each other, support choices among transportation modes and enhance vitality and mobility within this network of job centers along the eastern shores of Lake Washington.

Another public-private partnership involving a private health care organization, the City of Bellevue, King County, and the State of Washington has raised $7.5M that will support improvements to the iconic Wilburton Trestle that will make it a new route for commuters from south and east King County and a tourist destination .

Dear Secretary Chao,

I am pleased to support King County’s and the City of Kirkland’s joint application for New Connections

for Eastside Innovation Centers to the U.S. Dept. of Transportation’s FY 2017 Transportation Investment Generating Economy Recovery (TIGER) grant program.

When right of ways were cleared to make way for rail lines to snake across the country, they shaped communities and supported massive economic growth. Today, in eastern King County, located in the Puget Sound region of Washington State, those same right of ways are evolving to connect people, places, businesses and local governments in new and exciting ways. With your help, in the form of a TIGER discretionary grant investment, our region will make significant progress in realizing the fully-built, master planned construction and repurposing of a 42-mile long, active transportation corridor in this historic Eastside Rail Corridor.

A TIGER grant investment will allow our partners to construct major projects – the Wilburton Center Segment in the City of Bellevue, and the Totem Lake Connector Bridge in the City of Kirkland – that bookend what will become the most heavily used portion of the corridor. These projects build on the multi-million-dollar investments in acquisition and development made by the State of Washington, King County, Snohomish County, Sound Transit, Puget Sound Energy, and the cities of Kirkland, Redmond, and Woodinville. They will improve aging infrastructure and address significant safety issues in two urban centers that are seeing robust economic redevelopment. The opportunity will connect communities – urban, suburban and rural – to each other, support choices among transportation modes and enhance vitality and mobility within this network of job centers along the eastern shores of Lake Washington.

Transportation Choices Coalition’s mission is to define a future for Washington that offers real transportation choices to connect people with jobs, housing, communities, and each other. As such, we are part of the Eastside Greenway Alliance (EGA), a coalition of nonprofit organizations partnering to advocate for an end-to-end multi-use trail and linear park along the Eastside Rail Corridor. Our vision is a 42-mile corridor that is actively used and enjoyed by a diverse range of people, and connects communities to each other and to other regional travel options. King County and Kirkland’s project represents significant steps forward toward realizing this vision.
