Senior FSM scheme
Background
FSM scheme
Public Buildings – 1994
Industrial Buildings - 1997
Rapid urbanization of Singapore led to the
evolvement of infrastructure
Projects that incorporate Performance Based Fire
Safety solution have posed new challenges to the
FSMs
Enhance FSM Competency
Background - FSM requirement
Public Building
is of 9 storeys or more (including any basement) in height;
is used, constructed or adapted to be used as a hospital;
has a floor area of 5,000 square metres or more; or
has an occupant load of 1,000 persons or more.
Industrial Building
has a floor area or site area of 5,000 square metres or more; or
has an occupant load of 1,000 persons or more.
Affected Buildings
Buildings with multiple floors/large floor area and
high occupant load
Performance Based Design
Buildings with multiple floors/large floor area and high
occupant load
31 Storey and more and has an Occupant Load of 5,000 persons or
more.
Floor area of 50,000 square metres or more (or large basement
more than 10,000 square metres) and with an occupant load of
5,000 persons or more.
Affected Buildings – Large/High Premises with High OL
Affected Buildings – Performance Based Design
Adopt performance based design approach that are
deemed to pose significant impact on the tasks of the
FSMs
Premises that has PB solutions (a) Means of escape; (b)
Structural protection; (c) Fire fighting operations/systems;
and (d) Engineered smoke control system; and
Require FSM to conduct routine checks to ensure that
features tied into performance based design are as specified
in the Operations & Maintenance Manual.
Affected Building – High Buildings/Large Premises
Significantly increase the difficulty in incident
Management
Evacuation
Pre-Planning
Co-ordination
Exit Route, Assembly Area
Evacuation Dynamics, Human Behavioural
Factors
Evacuation Strategies
Fire Risk Assessment, Incident Management.
Affected Buildings – Performance Based Design
Why Buildings with PB design?
Need basic understanding of Fire
Safety design & concept
Maintaining the intent of the fire protection/safety features
Factor the consideration in the FEP/ERP
Shortfall in Exit Capacity
Use of Horizontal Exit to area of refuge
Use of non-dedicated means of escape
Use of Bed Lift
Phased Evacuation
Non-compliance to Fire Rating requirements
No Commercial activities
Control Fire Load
Omission of Fire Safety Provision
Sprinkler
Affected Buildings – Performance Based Design
