1.4. Indicating for PVC insulated cables shall be in accordance with clause
13.5.2 of Israeli Standard SI 1516, part 1, or optionally using the
following letters:
NYY – unscreened cable with PVC insulation and outer sheath.
NYCY – screened cable with PVC insulation and outer sheath;
The following letters shall be used for indicating the cables whose
insulation is made of XLPE :
N2XY FR3 – Unscreened cable with XLPE insulation and PVC outer
sheath, flame retardant acc. to Category C.
N2XCY – screened cables with XLPE insulation and PVC outer
sheath.
1.5. Examples for cable code identification:
NYY 3x2.5, 0.6/1 kV: unscreened cable for rated voltage 0.6/1 kV with
three insulated and twisted together copper conductors of 2.5 mm²
cross-sectional area each.
N2XCY FR3 4x6/6, 0.6/1 kV: screened, flame retardant cable for
voltage 0.6/1 kV having 4 insulated and twisted copper conductors of 6
mm² cross-sectional area each and common screen of 6 mm² cross-
sectional area.
2. Cable design
2.1. The cables shall have 2, 3, 4, or 5 copper conductors with insulation of
PVC or XLPE. 2.2. The cross-sectional area of conductors shall be 1.5, 2.5, 4, 6, 10, 16, 25
or 50 mm².
2.3. The insulated conductors shall be twisted together.
2.4. The inner covering and fillers shall be applied over the insulated
conductors twisted together.
2.5. In the screened cables a screen of copper wires and/or copper tapes
shall be applied over the inner covering.
2.6. The PVC outer protective sheath shall be applied over the inner
covering for unscreened cables and over the screen for screened cables.

2.7. The list of the cables according to the Specification follows in Table 1.
2.8. Lists of cables and their catalogue numbers according to the type of
their insulation (PVC or XLPE) and conductor's insulation colour
follow in Tables 2 - 5.
3. Technical requirements
3.1 Conductors
3.1.1. The conductors shall be stranded with annealed copper wires
according to IEC 60228, Class 2 or 5.
3.1.2. The values of conductor resistance shall not exceed the
appropriate maximal values specified in IEC 60228.
3.2. Insulation
3.2.1. For cables with PVC insulation the nominal and minimal
insulation thickness shall be in accordance with Israeli
Standard SI 1516, part 1, or optionally, with IEC Standard
60502, Part 1.
3.2.2. For cable with XLPE insulation the nominal and minimal
insulation thickness shall be in accordance with Israeli
Standard SI 1516, part 1.
3.2.3 The colours of the insulated conductors shall be in accordance
with Table 7A of Israeli Standard SI 1516, part 1.
3.3. Insulated conductors twisting
The insulated conductors shall be twisted together with the lay ratio
not more than 20.
Definition: The lay ratio is the relation between the lay absolute
value and the outer layer diameter.

3.4. lnner Covering and Filler
3.4.1. The inner covering must be extruded.
3.4.2. The material used for inner covering and filler shall be
nonhygroscopic, suitable for the operating temperature of the
cable and compatible with the insulating material.
3.4.3. If the inner covering fills the interstices between the insulated
conductor (in direct contact or above a suitable separation tape)
it shall be possible to remove it from the insulated conductors
without leaving any remainder on the insulated conductors or
causing any damage to them.
3.4.4. The minimal thickness of inner covering shall be 0.4 mm.

3.5. Screen
3.5.1. The copper screen shall consist of a layer of spirally laid
wires with a tape applied in the form of an open spiral over
that wire layer-in the opposite laying direction or of tapes
only. If the screen is of tapes only they shall overlap.
3.5.2. The screen cross-sectional area is defined as geometrical
one. The screen geometrical cross-sectional area is
calculated as a total sum of cross sectional area of the screen
components (wire and/or tapes) when the wire cross section
is determined by its diameter and the tape cross section is
determined by the product of its width and thickness.
3.5.3. The value of cross-sectional area calculated according to
sub-clause 3.5.2 shall not be smaller than the values given in
Table 1.
3.5.4. The copper wires forming the screen shall be identical. Their
nominal diameter shall not be less than 0.5 mm. Electrical
resistivity of the wire shall comply with the requirements of
sub-clause 3.5.6.

3.5.5. Thickness of the copper tape applied over the screen wires
shall be in the range between 0.1 and 0.3 mm. Electrical
resistivity of the tape shall comply with the requirement of
Clause 3.5.6.
3.5.6. Electrical resistivity of the screen components shall not
exceed 0.01786 Ωxmm²/m at 20ºC. The test method is given
in Clause 4.
3.6 Outer protective sheath
3.6.1 The outer protective sheath shall be made of PVC (type ST2).
The sheath nominal and minimal thickness shall be in
accordance with SI 1516-1.
3.6.2 For cable with PVC insulation the sheath colour shall be black.
3.6.3 For cables with XLPE insulation the sheath colour shall be
green.
4. Test methods
4.1. General
All the tests except the test for flame retardancy (for flame retardant
cables) and the outer sheath Spark test shall be carried out in
accordance with the requirements of SI 1516-1 and IEC Standard
60502-1.
4.2. Measurement of the screen electrical resistance
The cable screen electrical resistance shall be measured on the screen
removed from the finished cable.
The screen electrical resistivity shall be calculated in accordance with
the following equation:

4.3. Flame retardancy test
The test shall be carried out in accordance with the requirements of
IEC Standard IEC 60332-3-24, Category C.
4.4. The outer protective sheath's Spark Test
The test shall be carried out in accordance with the requirements of IEC
Standard 62230.
4.5. Outer protective sheath integrity visual inspection
4.5.1. The test shall be carried out by visual inspection during the final
stage of the cable manufacturing or during the cable rewinding
onto the delivery drum.
4.5.2. The sheath has to be reasonably round, its surface has to be
smooth, without visible irregularities, cracks, inflates, dents,
hollows and so on.
5. Marking and packing
5.1. Marking
The marking of the cables shall be according to Clause 13.5 of Israeli
Standard SI 1516, part 1.
5.1.1 Throughout whole cable length at intervals not exceeding 1 m
the following marking shall be made by printing or by
reproduction in relief or engraved on the outer protective
sheath:
- Manufacturer's (trade) name;
- Cable code identification as given in sub-clause 1.4 of
this Specification.
- Year of the cable manufacture;
- Words "The I.E.C. property".
- Cable running length, in meters.
5.1.2 Any part of the marking shall be indelible, clearly visible and
readable.

5.2. Packing
5.2.1. The cables shall be supplied on sturdy seaworthy wooden or
metal drums. The length of the conductors on each drum
shall be 500 meters + 3%. The drums will not be returned.
In addition the IEC reserves the right to order, on specific
occasions and as it sees fit, lengths of conductors that differ
from 500 meters, in which case the drums required may be
of different sizes, accordingly. Notice of such cases will be
given prior to execution of relevant draw orders or detailed
in the draw orders.
5.2.2. The bending radius of the cable on the drum shall be not less
than 15 outer cable diameters.
5.2.3. The cables shall be sealed at their ends and fixed reliably to
the drums.
5.2.4. The cable on the drum will be protected against damage by
wooden plates, mounted around the flanges of the drum, so
the drum will be closed from all sides.
5.2.5. A label shall be attached to the drum. The label shall bear the
following information:
- Drum serial number.
- Cable code identification (according to sub clause 1.4
of this specification), its cross sectional area and
I.E.C. catalogue number;
- Cable length;
- Gross weight;
- Year of the cable manufacture;
- Manufacturer's name;
- Purchaser's order number

6. Documents/samples for the proposal
The Bidder will submit together with his offer the following:
6.1 Reference list and the sold quantities of the proposed cable/s or for
"similar" cable/s manufactured by the same technology during a period
of at least two (2) years (in the last five years) preceding the date of the
bid. "Similar" means: "Cable of the same type but a different/smaller
cross sectional area.
6.2 For each "group" proposed - Complete type test report according to the
specification requirements for the proposed cable or for a "similar"
cable manufactured by the same technology in which case must include
obligation to submit a complete type test report for the proposed cable
upon award of the bid.
6.3 Valid ISO 9001:2015 or ISO 9001:2008 certificate, issued by an
authorized inspection agency.
6.4 For each "group" proposed: 1 m' long sample of the cables will be
submitted together with the tender documents.
6.5 License issued by the Standards Institution of Israel (SII), that the
proposed cable\s meet\s the requirements of the official Israeli Standard
SI 1516-1 or bidder declaration that the proposed cable/s meet/s the
requirements of the official Israeli Standard SI 1516-1. In the last case,
the proposal must include obligation to submit the above license upon
award of the bid.
6.6 The summary of data completed and filled in.
All documents will be in English or Hebrew.
7. Documents for approval before supply (by awarded Contractor)
7.1 Routine and Sample Test reports of the batch should include the test results
and must be received by I.E.C at least two weeks before cable supply.
7.2 Complete type test report of the same type of cable, if it was not
submitted at the technical stage, must be received by R&D Laboratory

of I.E.C at most six (6) weeks after the date on which a binding
contractual obligation has been created.
7.3 License issued by the Standards Institution of Israel (SII), that the
proposed cable\s meet\s the requirements of the official Israeli
Standard SI 1516-1, if it was not submitted at the technical stage. This
license must be received by I.E.C at most 3 months after the date on
which a binding contractual obligation has been created.
8. Acceptance tests
8.1 The I.E.C reserves the right to verify the compliance of the delivered
items with this specification.
8.2 Acceptance tests may be performed by I.E.C. before the release of the
cables from the contractor’s stores.
The Contractor shall make all the arrangements which are necessary
to enable IEC’s inspectors to perform the test for acceptance of the
cable.
The tests will be performed according to I.E.C. internal Specification.
Delivery which will not pass the acceptance tests will be rejected.
9. Access to Contractor's facilities and documents
I.E.C. shall have the right to inspect the cable manufacturing process and the
testing facilities at reasonable time.
