It is an eyesore and an embarrassment for everyone coming into South Seattle. This area was cleaned a few weeks ago when the squatter camp there was removed. Now they're all back. Lots of trash, needles, hazardous waste in the area. Please clean immediately. Also, garbage is being dumped on northbound Rainier Ave S along the sidewalk at the intersection where goes under I-90. The area is now infested with rats. Please bring in a crew before someone gets hurt.

Only action I have see is the city enable and de facto authorize this site by providing a dumpster which several illegal campers don't use. Photo attached shows one of the large piles of trash - you have to look beyond the stolen shopping carts and likely stolen bikes. They just fire their trash over the bank or stack it up against the fence. My favorite- a pile of trash yards from the dumpster. The most notorious bike thief that lives there strips the bikes and fires the frames over the bank. Have personally seen over a dozen frames in the piles of trash. Pretty sure this same guy has constructed a home using lumber. While walking my dog witnessed a campfire. This site continues to degrade and more people have moved in.

I know it has been cleaned before and people just keep returning, but it is more "established" than ever. Also, when this encampment gets established, the number of car prowls in our neighborhood increases (we've personally experienced 4x). I can't directly correlate the two, but I did see someone who tripped a car alarm the other night who I recognized from this corner. I think until additional fencing is added to block off the corner or the tree is removed where this camp gets established, people will continue returning to this spot. I'm sensitive to the homeless situation here in Seattle, but the suspected crime, public drug usage, and aggressive panhandling that stems from this site is definitely a problem.

16-00167085 10/5/16 Good Morning,This email is to make a consolidated referral of two separate reports of the same homeless encampments.SPU Source Control and Pollution Prevention received the attached ERTS referral (#667922) from Ecology reporting two encampments that were observed to have set up around 09/19/16. A similar report describing the same two encampments was received from a customer who wishes to remain anonymous via the Surface Water Quality Complaint Hotline. Both reports were received on 09/28/16 and attempts to contact each of the reporting parties by phone have been unsuccessful. The ERTS characterizes the group as dangerous and advises a police escort, however, specifics about why the reporting party made that statement were not included in the report. The presence of these encampments was confirmed by a site visit on 10/04/16 to be at the NEC of NE 93rd St / Sand Point Way NE and also the SWC of NE 95th St / Sand Point Way NE, no contact was made due to the secluded nature of the encampments.The encampment at the SWC of NE 95th St / Sand Point Way NE appears to be on Seattle Department of Parks and Recreation property, while the encampment at the NEC of NE 93rd St / Sand Point Way NE is on land which is owned by King County where their wastewater pump station is located. Both reports convey concern of pollution getting into the stream because of a strong odor of feces associated with these encampments. I do not have any direct evidence to support these claims but I can understand the concern.. Also, runoff from the camp zone, or possibly just from irrigation sprinklers, has created a mud-oozing zone that is spilling onto the trail right at a critical turn that is also a pinch-point in the two-way trail right there, creating a hazard for any unaware cyclist. There have been several incidents of near-collisions and wipe-outs as cyclists going opposite directions try to negotiate the corner while avoiding the mud.Also, with the large number of people who use this route each day for commuting purposes, the growing presence of rats and garbage is creating a health and safety issue all on its own.Thank you for your attention to this matter.
