Economic News
The disbursement of the 2021 budget that was supposed to start on October 1st is likely to
be delayed after Dechapiwat na Songkhla, the director of the Budget Bureau, has sent an
urgent letter to all state agencies on September 10, informing them that the government
would be unable to disburse the budget for the next fiscal year on time.
Under Section 141 of the constitution and Section 12 of the Budget Procedures
Act, Dechapiwat said, the government is allowed to draw on last year’s budget to
cover its expenditures, pending the passage and enactment of a new budget to
prevent a crisis from disagreements during the budget deliberation process.
A source with the Finance Ministry confirmed that the delay in disbursing next
year’s budget will not affect salaries of state employees and welfare benefits but
likely to affect the government’s new investment projects.
It is reported that only about 25 per cent of the budget can be disbursed for
now
This is a similar problem to those seen last year when the October 1 budget
disbursement was delayed all the way to the start of this year amid all the political
wrangling in the country.

The budget disbarment problem was expected after the government was unable to
pay the 600 baht a month to the elderly who went to get their money last week but
were told that at the moment the government does not have the funds to pay the
millions of elderly people in the country.

The government plans to set up a special permanent committee to address the problem of
informal debt facing Thai people across the country.
Under the new committee, the government plans to gather complaints from the
public and draw a 1-week deadline to solve the problem, said deputy government
spokeswoman Ratchada Dhnadirek. In response, the Royal Thai Police Office has
set up the Centre for Informal Debt Suppression to crack down on influential
figures who operates loan sharks or personal loan business without permission.
The Thai Hotels Association (THA) issued a statement seeking assistant measures from
the government as the COVID-19 pandemic continues wreaking havoc on hotel
operators.
About 1 million hotel staff were laid off and demand for labour in the sector
shrank by 75 per cent because half the hotels nationwide remain closed, THA
president Marisa Sukosol Nunbhakdi, citing THA findings.
The findings reported that if the situation does not improve another
million could stand to lose their jobs in the next 6-12 months.
If the situation does not improve over the next 3-6 months, the number of
unemployed will likely escalate because the local market alone cannot sustain the
business of the vast majority of hotel operators, the THA president said,
complaining that the government’s tourism stimulus packages provide vague
details on improvements to the tourism industry.
In its statement, the THA asked the Ministry of Finance to set up a 100-billion-
baht development and rehabilitation fund for tourism businesses affected by the
COVID-19.
The association will propose that the Bank of Thailand grant a 20 per cent
increase in soft loans from the initial budget for small and medium-sized hotels at
2 per cent interest and allow hotels to pay back the loans within 2-3 years to ease
the burden from the effects of the pandemic. It will also ask the central bank to
offer a two-three-year year grace period for paying back loans at a fixed 2 per
cent interest.
Meanwhile the government of embattled Prime Minister Prayut Chan-o-cha seems to
have given in to the pressure by the public, who have complained that more than 300
million baht has been spent on fighting the case against the use of Section 44 of the
government of coup leader – Prayut, to close the Thai mining operations of Australian
mining firm Kingsgate Consolidated Ltd.
Kingsgate came out to state that the Thai government has loosened its stance by
allowing Kingsgate to be able to sell some of the things it has mined.
Kingsgate on September 10, 2020 gave an update on the ongoing case
“Kingsgate Consolidated Limited (ASX:KCN) (“Kingsgate” or the
“Company”) is delighted to announce that its subsidiary, Akara
Resources, has been granted permission by the Thai Government
to sell the high value gold and silver “sludge,” which is secured at
the Chatree Gold Mine, to a Thai refinery to be processed into fine
gold and silver.”
“Kingsgate sees it as a small but positive step, and seemingly as an
act of good faith, indicating a new willingness by the Thai
Government to pursue a negotiated settlement between the two
parties, a process KCN has advocated for some considerable time”

The Thai Gem and Jewellery Traders Association (TGJTA) said it expect 500 operators
to close down factories, accounting for around 30 per cent of 1,600 members of the
association until the end of this year, in the wake of the COVID-19 outbreak that caused
Thailand to shut its doors to foreign visitors.
In the first 7 months, gem and jewellery exports, excluding volatile gold, fetched
merely 79.432 billion baht, down 43 per cent year-on-year, a shortfall of 60.115
billion baht from last year, Somchai Phornchindarak, TGJTA president, said.
New land prices have been announced and
Lands on Silom Road are the priciest, according to data on estimates in Bangkok
gathered from 2016-2019 and reported by the Treasury Department on its website.
Silom had the highest estimated price at 700,000-1 million baht per square
wah (4 square metres), followed by lands on Phloen Chit Road (900,000
baht per sq.wah) and lands on Rajdamri Road (750,000-900,000 baht per
sq.wah).
Meanwhile, the cheapest lands in Bangkok are farmlands in Bangkhuntien
district, which are estimated at 500-10,000 baht per sq.wah.
SET-listed Tipco Asphalt Plc (TASCO), the country’s biggest asphalt maker, is expected
to see a drop in revenue by 50 per cent from its oil refinery in Malaysia which contributes
over 70 per cent of TASCO’s revenue following the US’s sanctions against Venezuela.
The company was told by the US State Department to stop purchase crude oil
from Venezuela or it could face sanctions from the US if it fails to pay heed to
this warning, said TASCO managing director Chaiwat Srivalwat.
As a result, TASCO stopped acquiring crude oil from Venezuela and closed its
refinery in Kemaman temporarily until the US lifts sanctions against Venezuela.
Krungsri Securities (KS) analysts said the news caused a negative impact on
TASCO refinery business in Malaysia, accounting for 50 per cent of TASCO’s
revenue. KS suggests investors to avoid TASCO stocks as the news will definitely
have an impact on TASCO’s stock price today.
Political News
The finance ministry portfolio that was left vacant following Predee Daochai’s
resignation remains a subject of speculation amid rumours that Deputy Prime Minister
Supattanapong Panmeechaow, who doubles as the Energy Minister, has a tendency to be
given the finance portfolio while there is a tendency for embattled Prime Minister Gen
Prayut Chan-o-cha to shift Suriya Jungrungreangkit from the industry portfolio to the
energy one.
There are reports that Supattanapong met with Phalang Pracharat Party (PPRP)
MPs during the past weekend. Than Settakij newspaper confirmed the possibility
that Supattanapong will be given the finance portfolio as there is no outsider who
is suitable for the Finance Ministry’s top job, citing a source with the PPRP.
There are reports that several factions inside the PPRP, especially a clique under
Capt Thammanat Prompao and the Saam Mitr group, gave full backing for
Sapattanapong to take over the finance ministry portfolio to push for Suriya to
take over the energy portfolio, Santi Promphat to become the Industry Minister
and Naruemon Pinyosinwat to replace Santi as deputy finance minister. The PPRP
will be able to secure another deputy minister’s post under the party’s quota.
However, another report said Gen Prayut has sent a clear signal that there will be
no shifting of portfolios among new ministers in the Prayut 2.0 cabinet. The
Prime Minister is quoted as saying that another cabinet reshuffle would be a waste
of time for the government to solve economic problems. Gen Prayut did not want
the public to perceive his cabinet as cabinet musical chairs.
However, Deputy Prime Minister Gen Prawit Wongsuwan, as PPRP leader, plans
to submit this formula to Gen Prayut soon. If this goes as planned, another cabinet
reshuffle is expected to take place at the end of September or early October.
Separately, Pheu Thai MP for Maha Sarakham Yutthapong Charasathien continues his
scepticism about the education credentials of Deputy Finance Minister Santi Promphat
after the latter came out to claim that he received a PhD degree in electric vehicles from
King Mongkut’s Institute of Technology Ladkrabang.
Yutthapong said he is dubious about Santi’s educational credentials because the
KMITL has no such degree in electric vehicles. The Pheu Thai MP said he
believed that Santi earned a degree in Industrial Business Administration, opened
in 2016. However, the question regarding Santi’s educational background came
after Santi told the parliament that he received a bachelor’s and master’s degrees
in Engineering from Ramkhamhaeng University before he went to pursue a PhD
in Industrial Business Administration. Yutthapong called for Santi to clarify
ambiguity about his educational background.
In regards to the ongoing protest moment, there were small protests held all over
Thailand during the weekend.

cause.

The problem arose in Lopburi province where both those who are supporting the
‘Free Youth Movement’ and those who opposed it gathering and came come face
to face. They had a small argument but the intervention by the police helped calm
the situation and stopped it from escalating.
Meanwhile CSI LA Facebook page unveiled a document signed by Chon Buri Governor
which was sent out to university rectors including rector of Rajamangala University of
Technology Tawan-ok’s Uthen Thawai campus, rector of Burapha University, rector of
Kasetsart University, Sriracha campus and Sripatum University in Chon Buri.
The document, deemed the “most urgent”, contains the outcome of a meeting on
measures to deal with planned political rallies by the “Free Youth” Group and the
Student Union of Thailand (SUT). The document also addressed concerns about
inappropriate behaviours of some group of people.
Former rector of Thammasat University Charnvit Kasetsiri, also a member of the Faculty
of Political Science’s alumni, revealed his open letter to Kesinee Withoonchart, the
current rector, expressing his confidence that generation Z students adhere to former
rectors Sanya Dharmasakti and Puey Ungpakorn’s “Santi Prachatham” philosophy.
Charnvit urged the university’s administrators to provide safe space for students to hold
the rally.
On the contrary, Suvinai Pornavilai, strategic chairman of the Thai Direction
Institute, said on his Facebook page that the Thai Direction Institute and former
rector Kaewsan Atibodhi objected use of university venue for the rally, perceiving
the organisers for their lack of transparency, responsibility and the ability to hold
a peaceful protest.
On the charter amendment push, there are reports that Phalang Pracharat Party (PPRP)
list MP and deputy leader Paiboon Nititawan will submit a petition at 10.30 hrs today
(September 14) to the House speaker to oppose 4 motions filed by the opposition parties
on September 10 seeking to amend the Constitution.
Paiboon said he found a technical problem regarding the 4 motions from the
opposition bloc. He claimed that same MPs have signed their names to support
the opposition’s 4 motions and the opposition’s petition seeking an additional
amendment to Section 256 of the constitution filed on August 17. Paiboon said
this problem cast doubt on the legality of the opposition’s motions, fearing that
they could lead to legal problems later.
Meanwhile, Gen Somjet Boonthanom, an appointed senator, decried the
opposition’s push to “switch off” the Senate’s power to vote for the prime
minister along with the Lower House. He said the push is unnecessary because
political parties are the one who decide on prime ministerial candidates, not
senators. In Somjet’s view, senators do not have enough power to elect a prime
minister. Gen Somjet hit back at the opposition as he said that the real “slave
Senate” was apparent during the previous government of former prime minister
Yingluck Shinawatra in 2013 when the coalition parties under her government
sought to amend Section 11 of the charter regarding the origin of senators.
Senator Seri Suwannapanont already came out to announce that the Senate is
likely to vote down all 4 motions filed by the opposition to pave the way for the
writing of a new constitution. He said it was clear the intention behind the 4
motions was to throw the blame on the 250 senators and make them look bad.
The Senate whip will discuss the opposition’s 4 charter amendment bills at a
meeting today (September 14).

Thailand has confirmed 7 new imported cases of the novel coronavirus, raising the total
tally to 3,473.
Seven new cases imported from Bahrain, India and Australia, the Centre for
Covid-19 Situation Administration (CCSA) said yesterday (September 13).
The new cases were four Thai and three Indian nationals. Fatalities remain
unchanged at 58.
On Friday the government announced that a footballer had tested positive for the virus
and now close to 100 people are under surveillance for possible spreading of the virus
and are set to go for 2nd
test today after having gone through their 1st test over the

Globally the numbers are set to reach 30 million infections and near 1 million deaths
