Welcome Welcome to the seventh Local Programs Workshop! This is our third workshop at the Hotel Roanoke and we appreciate the amenities offered at this location and hope you enjoy your time here. The local program continues to represent a large part of our overall transportation program and this workshop is an important part of VDOT’s continued effort to support localities in successful transportation project delivery. There are many challenges we face to meet our on time, on budget project delivery goals and the partnerships between localities, consultants, VDOT and FHWA are the keys to meeting these challenges. We hope that you will be able to take advantage of the numerous networking and information sharing opportunities made available in addition to the more structured portions of our workshop. This program guide offers information about each session as well as our information tables which provide a one on one opportunity for discussion on several topics. In addi-tion to our printed program, we have also included a mobile app. We have changed vendors this year for our mobile app to have a little more function-ality. Information Tables While the breakout sessions provide essential information for locally administered projects and local programs, information tables offer opportunities for attendees to talk one on one with topic experts. We have a variety of subjects represented. These tables will be located in the Crystal Court. Please take advantage of this opportunity to ask those unanswered questions or gather additional information.

Traffic Engineering Subject matter experts available to discuss VDOT policy and procedures that impact localities to include, engineering studies & data analysis, safety, and traffic control devices.

LAP-MAP Be among the first to see the finalized LAP-MAP and how it can help you! LAP-MAP is an intelligent project process flowchart to assist both novice and experienced project managers in project development, delivery, close out and audit.

Dashboard Once projects are funded, they are measured relative to their approved schedules and budgets for on-time and on-budget performance. See an overview of the Dashboard for Localities to show updates to the system to include green, yellow and red indicators that are used to track performance and schedules. VDOT staff will also provide a demonstration of the program and examples to show how the system is used.

Urban Come talk to staff from VDOT’s Local Assistance Division and the Weldon Cooper Center regarding payment eligibility, mapping, recent legislation changes regarding urban lane miles, the Weldon Cooper financial survey, as well State of Good Repair (SGR)/Primary Extension programs. Also see an overview and demonstration the current project that is geo-referencing the UMIS data and what that means for municipalities.

Stephen Brich, P.E.—Commissioner of Highways—VDOT In January 2018, Stephen C. Brich was appointed commissioner of the Virginia Department of Transportation (VDOT), the third largest highway agency in the country. Commissioner Brich oversees a $5.4 billion annual budget and a team of 7,700 people who are responsible for designing, building, maintaining and operating the state's nearly 58,000 miles of roadway, 21,000 structures and bridges, six tunnels and three ferry systems. Commissioner Brich possesses 26 years of extensive experience specializing in the areas of traffic engineering, safety, operations, transportation planning and research. Prior to his appointment, Commissioner Brich served as a vice president with Kimley-Horn and Associates, focusing on transportation matters in Virginia. He was responsible for leading strategic planning and pursuits relating to surface transportation for Kimley-Horn’s three Virginia offices. Commissioner Brich previously served in several senior roles with VDOT, including senior research scientist, assistant state traffic engineer for design and safety, and director of operations. He successfully led and managed a wide array of projects and research studies during his tenure with VDOT and as a consultant. He was instrumental in developing various policy directives for VDOT’s traffic engineering and transportation system management and operations. Commissioner Brich holds a bachelor’s degree in civil engineering from Old Dominion University and a master’s degree in civil engineering from the University of Virginia. He is a licensed professional engineer in Virginia and Maryland. Commissioner Brich is from the Hampton Roads area. He has two sons and enjoys surfing and boating.

Partnering and the Local Program Jessie Yung, P.E.—Division Administrator—Federal Highway Administration

On October 26, 2016, Jessie Yung was appointed to lead the Virginia Division of the Federal Highway Administration (FHWA). Ms. Yung became the first Asian-American woman in the Agency’s history to hold such a position. In this capacity, she leads the Office, in partnership with Virginia Department of Transportation and other transportation program partners, to deliver the $1 billion annual Federal-aid highway program. Prior to this assignment, Ms. Yung was the Special Assistant to FHWA's Executive Director in Washington D.C. She was responsible for supporting the Executive Director in every aspect of the day-to-day operations of the agency and managing the operations of the Office of the Administrator. She began her career with FHWA in 1998 as a highway trainee. Since that time, Ms. Yung has held positions in Arizona, Georgia, and Pennsylvania Division Offices, Office of Operations in Headquarters, and the Office of the Administrator. Additional experiences include an assignment with the National Transportation Safety Board in 2004, served as the Acting Senior Advisor to the Director of Field Services – North in 2010, and served as the Wisconsin Division Acting Assistant Division Administrator in 2011. Ms. Yung has received numerous performance awards, including the FHWA Administrator’s Award for Superior Achievement, FHWA Administrator’s Excellence in Teamwork Award, and the USDOT Secretary’s Meritorious Achievement Gold Medal Group Award. Ms. Yung received her bachelor’s and master’s degrees in Civil Engineering from the University of Maryland in College Park. She is a registered professional engineer in the State of Maryland.

Bringing Innovation to Transportation

Catherine C. McGhee, P.E.—Director of Research—Virginia Transportation Research Council Ms. McGhee has been with Virginia Transportation Research Council, the Research Division of the Virginia Department of Transportation, since 1993, becoming its Director in December of 2016. Prior to becoming Director, she led the research program in Safety, Operations, and Traffic Engineering. She has led VDOT’s research program on connected and automated vehicles and works with VDOT staff and University partners to develop, test, and deploy equipment and applications within the Virginia Connected and Automated Corridors to advance VDOT’s mission of delivering safe and efficient mobility. Ms. McGhee currently serves as the chair for the Transportation Research Board Committee on Regional Transportation Systems Management and Operations (AHB10), as a stakeholder for the National Surface Transportation Safety Center for Excellence at the Virginia Tech Transportation Institute (VTTI), and as a member of the NCHRP 20-30 IDEA Program panel. Ms. McGhee holds a B.S. in Civil Engineering from Cal Poly, San Luis Obispo and a M.S. in Civil Engineering from the University of Virginia. She is a registered professional engineer in the State of Virginia.
