1. IntroductionThe Maritime Industry Authority (MARINA), Department of Transportation and Communications, Philippines has the honor and privilege to invite ASEAN maritime transport officials, dialogue partners, delegates and members of the ASEAN Secretariat to the 31st ASEAN MTWG Meeting.

3. Registration 3.1 Online registration

All ASEAN member states, ASEAN secretariat, dialogue partners as well as invited guests are requested to register on-line at:

Online registration will be open from 25 January 2016 to 25 February 2016. Please complete ALL sections of the registration form prior to submission. A digital colored photo should be uploaded for each delegate.

3.2 On-site registration A dedicated site registration desk will be available at the Annex Lobby, Ground Floor of Boracay Regency at 1:00 p.m. to 5:30 p.m. on 05 April

2016. The delegates’ kit will be available at the registration desk on said date.

3.3 For identification and security reasons, all delegates will be provided with identification badges from Kalibo and Caticlan airports. Delegates are requested to wear their identification badges at all times within the conference venue and during the Fellowship dinner. Lost identification badge should be communicated to officials on duty or the Philippine Secretariat.

4. Hotel Booking/Reservation4.1 Delegates are requested to make their own arrangements for room reservation

directly with the hotel.

4.2 April falls on the high season in Boracay, which means that Boracay hotels and resorts  fill-up quickly and often 3-4 months in advance. Room rates also tend to be more expensive during this time.

5. Arrival and Departure Arrangements Delegates are requested to provide complete flight details to the Philippine Secretariat to facilitate hotel and airport transfer services.

5.1 Customs and Immigration Clearance Delegates are requested to proceed to the special Immigration counter/lane designated for ASEAN delegates at the Ninoy Aquino International Airport Terminals (NAIA Terminals 1, 2, 3 & 4), Godofredo P. Ramos Airport (also referred to as Caticlan Airport) and Kalibo International Airport.

5.2 Airport Transit /TransferTransfer desk or personnel at NAIA Terminals shall assist delegates with connecting flights to Caticlan Airport or Kalibo International Airport.

5.3 Luggage Handling Soft copy of the luggage tag can be downloaded once the delegate

has registered in the online registration.

Delegates are kindly requested to tag every piece of their checked-in luggage to facilitate arrival and departure.

5.4 Meet and Greet A Welcoming Team from the Philippine Secretariat will receive all delegates at the Kalibo and Caticlan airports and jetty port to provide guidance and assistance.

6. Suggested Attire During the travel to Boracay and social events it is advisable that delegates

wear comfortable clothes and shoes to be able to enjoy the activities scheduled after the meeting.

During the meetingThe dress code for the 31st ASEAN MTWG Meeting is business attire unless otherwise noted on invitations for specific events.

7. Transport Services Airport transfer shall be provided to all delegates upon arrival and

departure from and to Kalibo International Airport and Caticlan Airport between 05-09 April 2016.

Shuttle services between the meeting venue, Boracay Regency and accredited hotels shall be operational on the following schedules:

April 5, 2016 13:00H – 17:30H April 6 to 8, 2016 08:00H - 09:30H and 17:00-18:30 with a 15-

minute scheduled intervals

8. Conference/Meeting Facilities 8.1 Convention Hall

The resort and conference venue has free wifi connectivity. Free flowing coffee and water shall be made available at the

conference hall. Buffet lunch, a.m. and p.m. snacks will be provided during the period

06-08 April 2016 .

8.2 Bilateral Meeting Services

Bilateral meeting rooms shall be available at no cost to delegations from 08:00 to 17:00H on 06 to 07 April 2016.

Bilateral meeting rooms should be requested and reserved in advance to the Philippine Secretariat. Meeting rooms will be reserved on a first-come, first-served basis and would be appreciated if the meetings start and end on time, as requested.

8.3 Prayer RoomA prayer room for delegates shall be available near the meeting venue.

8.4. Medical ServicesBasic and emergency medical services shall be provided at no cost to registered meeting participants who require medical attention. However, charges for medicines and any subsequent treatment provided by hospitals, clinics, pharmacies, ambulances, or other medical providers must be paid directly by the delegate to the service providers. It is highly recommended that delegates are covered by health insurance.

9. Social Events 9.1 The following dinner events shall be hosted:

Welcome Dinner on 06 April 2016 to be hosted by the Secretary of the Department of Transportation and Communications (DOTC).

Farewell Dinner on 07 April 2016 to be hosted by the Administrator of the Maritime Industry Authority (MARINA).

Sunset Cruise and Dinner on 08 April 2016 to be hosted by the Maritime Industry Authority (MARINA).

9.2. There will be a half day free time on 08 April 2016, 1:00 p.m. to 4:00 p.m. which the delegates may wish to join:

- Water sports activities; or- Shopping at D’ Mall.

9.3. Interested delegates/participants may indicate/confirm this in the online meeting registration form.

11. SecurityAll participants are requested to visibly wear their meeting ID badges, at all times, from the airport, and in the meeting areas and the social events.

Security will be provided 24/7 throughout the duration of the event in coordination with other concerned government agencies. An Emergency Response Measure is available in anticipation of any threats or hazard in the area. There will be a security officer and a Security Plan which will be provided in the venue.

12. Philippine Secretariat The Philippine Secretariat shall be stationed in the Annex Lobby, Ground

Floor of the Boracay Regency from 05-09 April 2016 from 8:00 am to 05:00 pm to ensure the necessary logistical arrangements and requirements of the conference.

PART II: GENERAL INFORMATION

1. About Boracay IslandBoracay is a small island in the Philippines located approximately 315 km (196 miles) south of Manila and 2 km off the northwest tip of Panay Island  in the Western

Visayas region of the Philippines. Boracay Island and its beaches have received awards from numerous travel publications and agencies. Part from its white sand beaches, Boracay is also famous for being one of the world's top destinations for relaxation. It is also emerging among the top destinations for tranquility and nightlife.

The island is approximately seven kilometers long, dog-bone shaped with the narrowest spot being less than one kilometer wide, and has a total land area of 10.32 square kilometers. White Beach, the main tourism beach, is about four kilometers long and is lined with resorts, hotels, lodging houses, restaurants, and other tourism-related businesses. In the central portion, for about two kilometers, there is a footpath known as the Beachfront Path separating the beach itself from the establishments located along it. North and south of the Beachfront Path, beachfront establishments do literally front along the beach itself. Several roads and paths connect the Beachfront Path with Boracay's Main Road, a vehicular road which runs the length of the island.

2. How to get to Boracay Boracay is served by two (2) airports in Aklan: the Kalibo International Airport and Godofredo P. Ramos Airport , commonly referred to as the Caticlan Airport. From the airports, delegates will be provided with land transfers to the jetty port and boat transfer to the conference venue. Approximate travel time are as follows:

3. It is strongly recommended that delegates and accompanying individuals who

require visas for entry to the Philippines should check with a Consulate or Philippine Embassy on visa requirements.

4. Travel and medical insuranceIt is the sole responsibility of the delegates/speakers to make sure that they are adequately insured and financially protected for death, injury or medical costs arising from accident or illness attributable to the attendance or participation at the Meeting while in the Philippines or while travelling to and from the venue of the Meeting. The event organizer will not be in a position to offer any compensation for the above and other related costs.

5. WeatherBoracay has a tropical climate, with an average temperate around 30°C (88°F) and humidity of 75%. The hottest months are March, April and May when mid-day temperatures can reach 39°C (102°F).

6. CustomsVisitors are advised to fill out the Baggage Declaration Form before disembarking to facilitate customs examination. The following are allowed inside duty-free: reasonable quantity of clothes, jewelry, and toiletries; 400 sticks of cigarettes or two tins of tobacco; two bottles of wine or spirits of not more than one liter each.

8. Dining OutFilipino food is an exotic, tasteful blend of Oriental, European and American culinary influences. There is a wide variety of fresh seafood and delectable fruits. First class restaurants offer gourmet specialties as well as Filipino cuisine.

9. TippingTipping is expected for many services. The standard practice is 10% of the total bill. Tipping is optional on bills that already include a 10% service charge.

10.Getting Around The two main modes of transport are via motor-tricycles along the main road or by walking along the beaches. Pedicabs, known as sikads, are also available along the Beachfront Path. Other means of transportation include mountain bikes, quadbikes, tricycle and motorbikes, all of which can be rented.

11. ShoppingThree main malls located in Boracay are, as follows:

11.1 White Beach - Take the time to walk white beach end to end to find some of the unique shops Boracay has to offer. As you leisurely stroll white beach you will be approached by men from the Muslim Vendors Association selling sunglasses, pearls, model sailboats, fake watches, belts and numerous other trinkets. There are a few stalls offering made to order bracelets customized with your name or whatever wording you decide upon. There will also be other people with laminated cue cards selling

scuba diving, water sports, sailboat adventures and other activities. There are other services you will be offered as you enjoy your walk such as pedicures and manicures, beach side massages, henna tattoos, and hair braiding.

11.2 D'Mall is a one stop shopping experience for everyone's needs and desires. Starting at Budget mart on the main road all the way through to white beach you will find designer clothes, pharmacies, souvenir shops, travel agents, optical and dental services, fantastic European Deli not to mention upscale and budget restaurants and a number of fine happy hour establishments.

From Crafts supermarket/department store heading towards white beach you will find a wet market offering all kinds of fruits, vegetables, meat and seafood. There are also cell phone repair vendors, souvenir shops, an alcohol store and some budget friendly hotels and restaurants.

11.3 D'Talipapa which means "small market place" is by no means small as suggested by its Tagalog name. With numerous alleyways you can search around for an afternoon of shopping for all the souvenirs you can carry. There are vendors selling fresh vegetables, fruits, meat and seafood for you to cook up yourself as well as many of the restaurants in the marketplace will cook to your pallets content.

12. Business and Banking HoursPrivate and government offices are open from 0700H to 1800H and from 0900H to 1800H, respectively. Some private companies hold office on Saturdays from 0900H to 1200H. Most shopping malls, department stores, and supermarkets are open from 1000H to 1900H daily. There are also 24-hour convenience stores and drugstores.

Banks are open from 0900H to 1500H, Mondays to Fridays, with automated teller machines (ATMs) that operate for 24 hours.

13.Credit CardsInternational credit cards such as Visa, Diners Club, Mastercard and American Express Card are widely accepted.

14.ElectricityThe Philippines uses 220 volts of electricity, 60 cycles.

15.WaterWater in Boracay and in key cities and towns is not recommended for drinking. Bottled water is available in many hotels, restaurants, resorts, supermarkets and convenience stores.

16.Communications FacilitiesBoracay Island is serviced by three (3) mobile providers, SMART, SUN and GLOBE. Visitors can purchase a SIM card with phone number for 65 PHP and then purchase load in amounts as low as 10 pesos. Local text messages cost ₱1/text, international texts cost ₱15-25/text, and local calls cost ₱6-8/minute.
