2. History of SJ Trails Inc

3. Review of previous meeting notes

The following strategies were suggested as priority actions; 1. Dealing with the current facilities and ensuring that these are up to

scratch. 2. Find the constitution, 3. Formalize an executive committee at the next meeting

4. Election of Executive Committee 4.1 Positions required as per constitution Chairperson Nominations - Jayne Lavender- declined -Barry Urban – declined, however depending on outcome of the

election in March 2013, may accept. Position left vacant. Vice Chairperson Nominations -Richard Threnoworth- accepted Secretary Nominations- none Left open- however Natural Reserves Officer will temporarily perform requirements for the committee. Treasurer Nominations- Belinda Lewis – accepted only if the treasurer’s position does not become amalgamated with the secretary position. • Some changes that may need to occur within the constitution include affiliations to include community members and discussions regarding each suburb having one vote.

Political lobbying- Developers, Tonkin highway crossings Identifying how to join existing trails Potential new trails- Walk, horse, bike Assisting existing groups with funding, advice etc

5. Where the community sees the priorities for trails 5.1 Linkages of existing trails

• The concern was raised regarding residents who have had permission to graze unmade road reserves in the past under agreement with the Shire and those that continue to do so once their agreement has expired. There were some concerns regarding adverse possession of land from other residents.

• It was advised that adverse possession does not exist in Western Australia, which means that no land can be claimed by a person who does not legally own the land. The question was raised as to which legislation states this?

5.2 Mapping and brochures

• Concerns were raised regarding the lack of access for the public to source relevant maps for the trails and the requirement to find out where to get maps from.

• The Peel Trails is looking at doing some regional branding for trails and signs where the signage will meet international standards across the region. This will mean that each Shire would have the same designs for brochures and signage, but may have a slight difference such as a different colour to represent individual Shires.

• It was noted that ATHRA is currently mapping trails. • An audit of trails has recently been completed through the Shire of

Serpentine Jarrahdale which highlights some of the areas that require attention.

5.3 Langford Park

• The Department of Environment and Conservation have remarked the bridle trail in the Langford Park area. The float parking area

within the park itself has been removed and relocated closer to Jarrahdale on Buckland Road.

• Concerns were raised regarding this decision and the question was asked as to who/ which organisations were consulted before the changes occurred.

• The suggestion was made that Officers from DEC (Jamie Ridley) be notified of the presence of this group.

• Comments were made that the area has not been maintained and that Buckland Road requires maintenance.

• A suggestion was made, that this group ask for documentation from DEC regarding the decision behind moving the float area. It would also be beneficial for a solution to be presented to DEC so that there are alternatives to the existing option.

5.4 Linkage concerns- general

• Concerns regarding the lack of connection between Darling Downs and Kardan Boulevard, where residents have to navigate down a steep drainage ditch before crossing Thomas Road.

• There is a need for a bridge to create a safe link to the school for people who are walking.

• Hopkinson Road is also a concern for crossing safely. • Barry Urban offered to speak to the Shire

5.5 South Western Highway Bridge- Linkage

• The Byford Envirolink (BEL) has applied for some funding to control the blackberry found underneath the bridge located on the South Western Highway along the Wungong Brook.

• The suggestion was made that there may be large enough volumes that may require earth moving equipment. Essentially this is part of the Main Roads land.

• There is a potential for using this bridge as an underpass for a trail to connect areas such as Darling Downs with the Wungong Regional Park. There is access through the unmade road reserve of Butcher Road behind the Oscar Bruns reserve, where people can

then travel parallel to the South Western Highway on the road reserve/ property boundary line to the bridge.

• There would still be issues regarding getting over the railway. • The suggestion was made that the group should be focussing on the

low hanging fruit to increase successes. 5.6 New Bridle Trail at Kalimna Estate

• The new trial behind Racy Prince court that has been constructed by Australand (Kalimna Estate) is in need of some maintenance.

• There are issues regarding the area being used by motorbikes because the gates that have been installed are not currently locked.

• The suggestion was made that signage at the beginning of the trail stating no Motorbikes should be installed to deter people.

• There is a need to find out whether the bridle trail is still under the maintenance period of the developer or whether the trail is now under the maintenance of the Shire.

5.7 Tonkin Highway underpasses • Tony Simpson brought up the discussion about the need for

highlighting areas of need along the Tonkin Highway extension for underpasses to connect the community.

• Concerns were raised regarding the current underpass along the Kevin Murphy Trail being too low and the need for these to be higher.

• Tony confirmed that there will be an underpass located at Abernethy Road. There is a need to identify other priority areas along the Tonkin Highway extension where other underpasses will need to be created.

• It was suggested that we look at the Shire’s Trails Master Plan ASAP to identify key crossing areas so that these can be presented to the next Tonkin Highway meeting that will be held on the 19th February 2013.

• It was discussed that Thomas Road will change drastically once the Tonkin Highway extension has been completed.

• A decision about these key locations will need to be finalised by April 2013.

5.8 General

• Concerns were raised regarding the amount of Patersons Curse in the drain located off/ between Lakeman Place and Bullock Drive.

6. Peel Trails Group- Councillor Urban to give an update 6.1 Funding available

• There is currently a funding round open through Lotterywest and Department of Sport and Recreation for funding where groups can apply for up to $100 000 for the development and planning of trails. This application closes in March 2013.

• In addition to this, there is a grant round that is open all year round for a maximum of $15000 for items such as brochures and signage.

6.2 Advertising

• The Peel Trails Group has a website where group members were encouraged to put their organisations events on the events diary to utilise the service. Members were asked to send Barry Urban the event details to be put on website.

• The WA Horse Trekkers Club will be holding two planned events weekends this year in the shire.

7. General Business

• There is a need for people to find out where the bridle trails are in the area. The Shire will be creating a new website in the new financial year where this information will be included.

• Suggestion to use an existing trails application (Everytrail website) for mapping sites. Any person can map a trail and then upload the information to the website.

• Top Trails is another website which can be used. 8 Date for Executive Committee Meeting

The next meeting will be held on the 12th March 2013 at the Byford Town Hall at 7.00pm.
