GLOSSARY
Affected person / Affected household
- Means any person, household, firm or private institution who, on account of changes resulting from the Project, or any of its phases or sub-projects, will have its (i) standard of living adversely affected; (ii) right, title or interest in any house, land (including residential, commercial, agricultural, forest, salt mining and/or grazing land), water resources or any other moveable or fixed assets acquired, possessed, restricted or otherwise adversely affected, in full or in part, permanently or temporarily; and/or (iii) business, occupation, place of work or residence or habitat adversely affected, with or without displacement.
In the case of affected household, it includes all members residing under one roof and operating as a single economic unit, who are adversely affected by a project or any of its components.
Detailed Measurement Survey
- With the aid of the approved detailed engineering design, this activity involves the finalization and/or validation of the results of the inventory of losses (IOL), severity of impacts, and list of APs earlier done during RP preparation. The final cost of resettlement can be determined following completion of the DMS.
Compensation - Means payment in cash or in kind to replace losses of land, housing, income and other assets caused by the Project. All compensation is based on the principle of replacement cost, which is the method of valuing assets to replace the loss at current market rates, plus any transaction costs such as administrative charges, taxes, registration and titling costs.
Ethnic minority - People with a group status having a social or cultural identity
Distinct from that of the dominant or mainstream society.
Income restoration - This is the re-establishment of sources of income and livelihood of the affected households.
Income restoration program
- A program designed with various activities that aim to support affected persons to recover their income / livelihood to pre-project levels. The program is designed to address the specific needs of the affected persons based on the socio-economic survey and consultations
Land acquisition - Refers to the process whereby an individual, household, firm or private institution is compelled by a public agency to alienate all or part of the land it owns or possesses to the ownership and possession of that agency for public purposes in return for compensation at replacement costs.

Relocation
- This is the physical relocation of an AP from her/his pre-project place of residence and/or business.
Severely affected households
-
This refers to affected households who will (i) lose 10% or more of their total productive land and/or assets, (ii) have to relocate;
Stakeholders - Individuals, groups, or institutions that have an interest or stake in the outcome of a project. The term also applies to those potentially affected by a project. Stakeholders include land users, country, regional and local governments, implementing agencies, project executing agencies, groups contracted to conduct project activities at various stages of the project, and other groups in the civil society which may have an interest in the project.
Vulnerable groups - These are distinct groups of people who might suffer disproportionately or face the risk of being further marginalized by the effects of resettlement and specifically include: (i) single-female headed households with dependents, (ii) disabled household heads, (iii) households falling under the generally accepted indicator for poverty, (iv) children and the elderly households who are landless and with no other means of support.

SUMMARY
Introdution
1. The general objective of the Renewable Energy Development Project (REDP)
is to increase the supply of least-cost electricity to the national grid from renewable
energy sources on a commercially sustainable basis in an environmentally and socially
sustainable manner. Son Tay Hydropower Plant is built on Darkdrinh river,level-1
tributary of Tra Khuc river, flows from the Southwest to Northeast, the bedriver slope
is high, the terrain is totally mountainous, the vegetation cover is mainly primary
forest and regenerating forest. Son Tay Hydropower Plant will generate to supply
national grid electricity with installed capacity of 18MW.
2. Son Tay Hydropowerplant is located in Son Mua, Son Tan and Son Dung
Communes, Quang Ngai Province. It is far 3km away from Son Tay center, far 60 km
away from Quang Ngai city in the West, next to roads and there are natural conditions
which facilitate the construction. The main objective of Son Tay Hydropower Plant is
to supply electricity to the local and connect to national grid electricity, give
contribution to increase industrial output of the province, create jobs for people,
businesses and the area. With the capacity of 18MW, anually, Son Tay Hydropower
Plant will supply national grid electricity with around 72,85.106kWh. Besides, the
hydropower plant plays an important role in local economic development and
landscape.
3. According to the WB’s safeguard policies on Ethnic minority, the Borrower
must execute the safeguard measures for the ethnic minority as the project has certain
impacts on the ethnic minority. Based on such a basic, this EMDP prepared for Son
Tay Hydropower Project aims to ensure that negative and positive impacts have been
considered, and relevant measures have also been proposed to eliminate risks or
highly mitigate the impacts of the project on the lives and culture of the ethnic
minority at affected areas.
Legal Framework for the EMDP
4. Vietnam’s Constitutions in 1946, 1959, 1980 and 1992, along with other legal
documents (updated until 2014) related to works and the development strategies for
the ethnic minority as well as the ethnic development policies of the World Bank
(WB) – OP4.10 are the important legal foundations in the preparation of the EMDP
for the Son Tay hydropower project; the ethnic minority-related policies of the local
and government as well a WB have been applied in combination with the EMDP to
ensure that the ethnic minority community living around the Son Tay hydropower
project is consulted and provided with a full of information, and participated in the
implementing stages of the Project, benefits from the Project, and the negative impacts
of the Project on culture, economics and society are highly mitigated.
Socio-economic characteristics of ethnic minority community in the project area
5. Son Tay is located in the west Quang Ngai province, far 80km away from
Quang Ngai City. The center district is located in Son Dung commune. Son Tay is
adjacent to Kon Plong district (Kon Tum) in the West and Southwest; to Son Ha

district in the East and Southeast, to Nam Tra My district (Quang Nam province) in
the north.
6. Son Tay have 9 communal administrative units (the communes: Son Dung, Son
Bua, Son Lap, Son Lien, Son Long, Son Mua, Son Mau, Son Tan, Son Tinh), in which
03 communes are special difficult communes in Program 135 Phase II, they are Son
Mua, Son Tan and Son Tinh.
7. According to the statistics, in the district, there were 4,045 households with
17,475 people. In the number, 16,155 households are ethnic minorities. Main ethnic
group is K Dong ethnic people, with the 14,996 people (85.81%); Hre ethnic people
1,268 people (7.25%), the rest are Kinh ethnic people 1,211 people (6.96%). Ethnic
minority communities in the project area, especially the directly affected households
are mainly K Dong (123/131 households).
8. Socioeconomic survey of the area and the households affected by the project
was made in July and August 2014. The survey showed that agricultural production is
main source of income of the ethnic minority community in the project area
9. Regarding infrastructure, social and education services, the poverty reduction
programs and policies of the Government, such as the program 134, 135, 30A... as
well as benefits from former hydropower plants (Dakdring 1 Hydropower Plant,
Dakdring 2, Dak Ba Hydropower Plant...) have attracted more investment in
agricultural production as well as infrastructure for households, so that infrastructure
has also improved markedly in recent years, ethnic minorities in the project area have
been using the grid electricity, radio ....
Information dissemination and public consultation
10. A lot of public consultation meetings, discussions with stakeholders, especially
local governmental authority and affected people were held in July, August 2014 to
disseminate to them sufficient information relating to the project and its activities
from preparation to operation stages, compensation and assistance policy,
implementation plan, recording the people’s opinions or claim as the basis for
preparation of this resettlement plan. Public consultation meetings have been
organized in 3 communes Son Mua, Son Tan, Son Ding in Son Tay District, with total
175 participants including local officers and 123 heads of households.
11. During the next stage of the works, project information dissemination and
public consultation meeting with the local governmental authority and community
shall be held regularly at every important stage or at necessary point of time..
Assessment of impacts of the project
12. Direct affect lives of some households. The project accupiesy about 46.6
hectares of land in 3 communes, Son Tan, Son Mua and Son Dung, in which
permanently acquired land is 34.8 hectares. Most of acquired land belong to ethnic
minorities, most of the area are not cultivated regularly, now abandoned and
secondary forest has been developed because the region has rugged terrain, is difficult
for cultivation and far from living area of people. The land near residential land whose
tarrain is less rugged is used for planting Acacia, cassava, areca and some terraced rice
area.

13. Shuffling normal life of the community because many construction workers
have moved to the area, there are conflicts between construction workers and local
people
14. Since its construction, the site will attract a large number of workers, create
jobs and steady income for a part of the population in the region.
15. Ensuring the need of food and numerous other necessities for the site will give
opportunities for production activities and commercial service of people in the project
area.
16. The potential impactd of the project include the positive effects and negative
effects which were thoroughly discussed at the consultation meetings and group
discussions among project implementing agencies and the relevant agencies as well as
with the affected households. Basically, the negative impacts of the work do not have
serious effects on the lives and production activities, cultural beliefs and customs of
local people.
Mitigation and development measures for the ethnic minority
17. The construction of Son Tay hydropower project have impact on residential
land of local but the people do not need to displace (just compensation), no need
resettlement for the people. This is a huge advantage of the project compared with
other projects in Quang Ngai province. Additionally, due to some acquired
agricultural land and many activities in the construction process, it is difficult to avoid
unwanted effects. Accordingly mitigation measures or advanced measures have been
proposed to improve or help the ethnic minority to recover soon and stabilize the
production of households like initial time prior to the project implementation at least.
Institutional arrangement and implementation plan
18. The implementation of the ethnic minority development plan needs to have a
coordination of organizations and agencies from provincial level to local level and the
ethnic minority community at local. The investor of Son Tay Hydropower Project will
be a lead organization and coordination with other implementation organizations.
Quang Ngai Sovico Company has responsibilities to provide funds for implementing
all activities/tasks proposed in the EMDP and to report to stakeholders.
Complaints and Grievance redress mechanism
19. Complaints and Grievance redress mechanism in this EMDP have been made
based on Vietnam’s laws on complaints and denunciations, consulted with local
authorities, the ethnic minority community and also involving in particular cultural
characteristics and traditional culture mechanisms of the ethnic minority community
in the project area.
Monitoring and evaluation
20. Proposed measures and implementing timeframe of the EMDP for Son Tay
Hydropower Project will be monitored closely to (i) ensure the implementing progress
of the plan; (ii) undertake rightly the mitigation measures of the plan; (iii) assess
effectiveness of the measures and propose supplement measures if necessary; (iv)
identify potential or generated problems to the ethnic minority community during the

implementing period of the project; and (v) identify quick response measures to
mitigate these issues.
21. Independent and internal monitoring system, monthly and quarterly monitoring
reports will be submitted to the Project Management Board and World Bank (WB).
Independent monitoring agency will be recruited to implement the independent
monitoring, and the independent assessment will be made annually, except for the
beginning period of the project with monitoring requirement of twice per year.
Budget and disbursement plan
22. Total budget of implementing development measures within the EMDP is
401,500,000 VNĐ (approximately 19,119 USD) including the contingency cost of
10%. Implementation costs will be paid by Quang Ngai Sovico Company be
responsible to fund for implementing all activities of the EMDP required.

I. INTRODUCTION
A. Overview of the Renewable Energy Development Project
23. The goal of the Renewable Energy Development Project is to support the
development of the electricity–generated renewable energy sources with lowest costs to
share with the national electricity network based on the commercial sustainability, and
ensuring the social and environmental sustainability. The project has 3 components: (i)
Component of investment project implementation; (ii) Component of institutional
establishment; and (iii) Component of information channel development.
24. Component of investment project implementation consist of (i) Allow commercial
banks to re-borrow funds to provide valid loans for the renewable energy projects with a
maximum capacity of 30MW invested by private investors, and (ii) Technical support to
enhance the capacity of the participating banks and investors of sub-projects in the
preparation, appraisal, financing and the implementation of the renewable energy projects
in comply with international practice. This component will be coordinated by the
Renewable Energy and Rural Electricity Project Management Board (PMB) of Ministry
of Industry and Trade. This component consists of two sub-components as follows:
Provide credits to support investment in renewable energy: Provide credits to
support investment in renewable energy: Private investors will establish sub-
projects in small hydropower sectors, wind power and biomass with a maximum
capacity of 30MW in accordance with the criterions of the renewable energy
development project including environmental and social safety standards. Investors
commit to contribute equity with at least 20% of the total investment capital and
will make a maximum loan from the participating banks with 80% of the total
investment capital of the subproject.
The participating banks are selected based on competition and will be responsible
to appraisal the valid renewable energy sub-projects under the proposal of
investors, and provide loans for the projects meeting fully requirements of the
banks. The participating banks will allow the sub-projects to make a loan in
accordance with the commercial clauses identified by the market, and be fully
responsible to credit risks of the loans.
Valid loans will be refinanced 80% of loan value for the participating banks or
64% of the total investment value of the sub-projects, meaning that the
participating banks will commit to make a loan of at least 16% of the total
investment value in each sub-project’s budget and investors will contribute equity
of 20% total investment capital. After the letters requesting re-borrow were
approved, the participating banks will achieve re-loan from the renewable energy
development project (World Bank – WB) ratified by Ministry of Finance (MOF).
Re-loan from the renewable energy development project will be sponsored from
WB’s capital through the loan of MOF in accordance with the clauses of WB.
It is anticipated that about 20-25 subprojects will be sponsored through the re-loan
mechanism. When operating, the total design capacity of these projects will be at
210MW and generate the annual electricity capacity of 880GWh.

Technical Assistance to implement the investment project: The technical
assistance of Component 1 will support the general management of the renewable
energy development project, check validity of the loans and enhance capacity for
the participating bank, investors and other stakeholders. The Project Management
Board will manage the technical support. The technical support will focus on
providing investors with necessary skill guidelines to identify the feasible projects
and prepare the loan-making proposals from banks through the appraisal and
capital loan negotiation.
The technical assistance will also focus on training the ways of establishing
feasible research, optimize design, construction management, operation,
maintenance, financial risk management and consideration of social and
environmental safety issues. The banks will be supported to enhance the
understanding of investment risks in the renewable energy projects, and to monitor
the project to ensure safety, and to establish the credit policies and to appraisal the
sub-projects in accordance with these policies. The technical support will also
support the Project Management Board in managing the Renewable Energy
Development Project.
B. Introduction of Son Tay Hydropower Project
1. Legal base
25. Son Tay Hydropower Plant construction investment project is one of the projects
in the "Plan for electricity development in Quang Ngai province period 2011 - 2015 with
a vision to 2020" dated 07/12/2007, issued by Quang Ngai Provincial People's Committee
with Decision No. 2848/QD-Committee approving plan on small hydropower plants in
Quang Ngai province.
26. Decision No. 677/QD-Committee of Quang Ngai province dated 14th March 2007
approving Bac Ha Investment Joint Stock Company to survey and set up Son Tay
Hydropower Plant investment project.
27. Pursuant to Decision No. 80/2009/QD-HDQT on 02 March 2009 of Board of
Directors, Bac Ha Investment Joint Stock Company on the establishment of a member –
Quang Ngai Sovico Energy Limited Company who directly manage, invest in the
construction and manage operation of Son Tay Hydropower Plant.
28. Based on the report of Investment Project - Preliminary Design of Son Tay
Hydropower Plant on Dakdrinh river made by Power Engineering Consulting 1 Joint
Stock Company in October 2009.

2. Characteristics of the plant
32. Position of Son Tay Hydropower Plant was studied and approved in Additional
Planning of Hydropower System on Dakdrinh River, Quang Ngai Province, this is a plant
at the middle of two hydropower plants Dakdrinh 1 (now is Dakdrinh Hydropower Plant)
and Dakdrinh 2 (had been planned, not built yet) in order to utilize the remaining
unexploited catchment of Dakdrinh hydropower plant (the works of Son Tay hydropower
plant are all in energy route of Dakdrinh hydropower plant).
33. Son Tay hydropower plant is supplied water from two reservoirs: (i) the first
reservoir is catchment of major dam (the main water supply regulated by day and night)
and (ii) the second reservoir is catchment of sub-dam (no capacity regulated by day and
night). The total catchment area to dam system of Son Tay Hydro Power Plant is
186,0km2, in which the second reservoir cluster has catchment area of 8,0km2 and
catchment area of the first reservoir cluster is 178,0km2.
34. The whole proposed project includes two main components: the cluster headwork
(dam, spillaway dam, water intake, sand discharger, sub-dam, water transfer channel) and
energy route (collecting water channel,water intake, connecting concrete pipe, tunnel,
surge tank, penstock, plant, discharge channel. Pressure boosting station and operational
management buildings).
35. The operational buildings of Son Tay hydropower plant is only considered at a
sufficient size to serve operational personnel, with some items allocated as follows: (i) 2-
storey center management building. The structure is tempered wall with 220mm brick and
concrete floor. The center building is near the plant and transformer station, this can
ensure operational management is facilitated; (ii) houses for staffs are in the area with
enough space for the daily needs of about 15 people (iii) the scale of operational
management building for pressure is large enough for 1-2 staffs working 24/24 hours a
day; (iv) the scale of operational management building of cluster headwork is enough for
1-2 staffs working 24/24 hours a day.
36. Currently, in the area of Son Tay Hydropower Plant, Dak Drinh 1 hydropower
plant - far 500m away from Son Tay Hydropower Plant - is being built. Son Tay
hydropower plant with capacity of 18MW is expected to connect to the national grid by
110kV line through 110kV transfomer station of Dakrinh 1 hydropower plant. Under this
option, the 110kV line with AC-185/29 cables and length of 15km will be built from Son
Tay Son Hydropower Plant and connect to the 110kV transformer station of DakDrinh 1
hydropower plant. Dak Drinh 1 will connect National grid by 220 kV double-circuit line,
with length of about 15km to Son Ha 110/220k transfomer station. Connection option for
Son Tay hydropower plant is record and made in a separate contract and has submitted
the competent authority for approval.

C. Objectives of the EMDP
37. OP4.10 policy of WB stipulates the requirements that borrowers must meet to
undertake the sponsoring measures for the ethnic minority in the projects financed by
WB. The documents involved in the targets and application scale, and emphasize the
requirements on: (i) process of assessing social impacts and making a plan; (ii) preparing
reports on assessment of social impacts and plan-making documents; (iii) publishing
information and implementing consultation including the agreement of the ethnic
minority vulnerable to the activities of the project selected; (iv) establishing complaint
solving, and (v) monitoring, inspection and reporting. The policy requirements will
protect rights of the ethnic minority maintained, and conserve cultural characters,
activities and living environment of the community and ensure the projects implement
necessary measures to protect these rights.
38. The general objectives of the EMDP are to: (i) mitigate and reduce the impacts of
the project on livelihood of the ethnic minority in affected regions; (ii) ensure the project
implementation procedure and promote the human-right respectability, original cultural
characters, the variance of ethnic minorities in the regions affected by the project, and
record the demands and aspirations of local people; (iii) find-out the impacts of the
project on the ethnic minorities and how to prevent or mitigate potential negative impacts;
(iv) ensure implemented benefits to be suitable to cultural aspects; (v) ensure the affected
communities to be consulted issues related to potential impacts and mitigation measures,
and they may join fully the making-decision procedure, implementation and monitoring,
and (vi) make a particular implementing plan with limited time; arrange budget and
institution, establish roles and responsibilities of various agencies in implementing,
monitoring and inspecting all activities required in EMDP.
39. Therefore, the EMDP aims (i) record the previous consultation process and
disseminate information to the minority living in the regions affected by the project and

mitigation measures in the resettlement plan (RP) and EMDP in the project implementing
period, and expressing the extensive support of the community;(ii) Find out the
implementation and consultation framework to undertake EMDP; (iii) Establish the
general measures to reduce or solve the impacts of the project in the ethnic minority
community sponsored through RP and EMDP; and (iv) Make budget to manage the
potential risks and the project impacts that were anticipated in the implementing stage.

II. LEGAL FRAMEWORK OF THE EMDP
A. Legal documents and national policies on the ethnic minority community
40. Constitution of the years 1946, 1959, 1980 and 1992 regulated that “The State
implements policy of equality, solidarity, mutual assistance among ethnic groups, creating
conditions for the groups develop in a civilized society, and respect for the interests,
culture, traditions, language and customs practices of the groups”.
41. National legal framework was updated in 2014 with a number of documents
relating to works of ethnic minorities and legal supporting policies to strengthen the legal
awareness of ethnic minorities, particularly in poor districts. The legal documents are
specified in Table II.1 as follows.

B. Policies and programs on ethnic minority community
42. The application of socialeconomic policy should be suit with each region, with
each race, go along with the care about ethnic minority groups. Socialeconomic
Development and Socialeconomic Development Strategy call for specific attention to
ethnic minority groups. Major programs targeting minority ethnic groups including the
Program 135 (infrastructure for poor, remote areas) and Program 134 (deleting temporary
houses). In addition, the state has health and education policies for ethnic minority
groups.

C. Policies of World Bank on ethnic minority community
43. To ensure the development period of all aspects related to human dignity, human
rights and cultural characters of the indigenous peoples. More specifically, is to ensure
that the indigenous peoples are not affected negatively in the development process and
they receive benefits that are suitable to their culture. The World Bank has developed,
updated and issued the enforcement policy "OP 4.10 - Indigenous Peoples", to apply for
all projects funded by the World Bank, which have certain influences on indigenous
peoples.
44. According to the policy OP 4.10 of World Bank, the proposed projects which is to
be financed by the World Bank and have certain influences on ethnic minority must
follow-up the steps as follows:
Screening to determine whether there are ethnic minorities living there or have any
collective attachments to the project sites or not;
If ethnic minorities are living in, Social assessment will be conducted to determine
positive and negative potential impacts of the project and to revise the design of
the project to mitigate negative impacts and increase positive benefits;
The previous consultation process, households are provided full of information
and freely participate in the affected ethnic minority community to determine
opinions of ethnic people about the project and to assert whether the project
receive the extensive support from the community or not;
Ethnic minorities development plan (EMDP) will be prepared in consultation
with the community, drafting benefits that the community will receive from the
project and the ways of how to minimize adverse impacts; and Publishing
extensive information on the plan.
45. The regulations above aim at making favorable conditions for the ethnic minority
groups adapting to opportunities, meaning that is to participate in designing the project
activities that have significant impact on them; and to ensure that opportunities for these
ethnic groups are included suitable benefits of culture, manners and customs; and to
ensure that any negative impacts of the project must be eliminated or if not they must be
mitigated and minimized.
46. The term “Indigenous Peoples” in the OP 4.10 of World Bank is used in a generic
sense to refer to a distinct, vulnerable, social and cultural group possessing the following
characteristics in varying degrees:
Self-identification as members of a distinct indigenous cultural group and
recognition of this identity by others;
Collective attachment to geographically distinct habitats or ancestral territories in
the project area and to the natural resources in these habitats and territories;
Customary cultural, economic, social, or political institutions that are separate
from those of the dominant society and culture; and

An indigenous language, often different from the official language of the country
or region.
47. In the process of preparing the EMDP for the Son Tay hydropower project,
policies on ethnic minorities issued by the Government, the World Bank, and the local
authorities has been applied in combination with the EMDP is to ensure that the ethnic
minority community under Son Tay Hydropower Plant has been consulted and provided
fully information, and joined the construction implementation phases, and achieve
benefits from the construction, and the negative impacts on cultural, economic and social
issues are minimized.

III. SOCIO-ECONOMIC CHARATERISTICS OF ETHNIC MINORITY
COMMUNITY IN THE PROJECT AREA
A. Overview of ethnic minorities in the project are
1. General introduction
48. Quang Ngai is a coastal province located in South Central Coast of Vietnam.
Quang Ngai coast line is about 129 km in length of with vast territorial waters of 11,000
km2 and 6 seaports with rich seafood resources and many beautiful beaches. Quang Ngai
is located in the central key economic region where the Government select for the
construction of Dung Quat – the first refinery in Vietnam.
49. The population of Quang Ngai is about 1,221,600 people, population density
reaches 237 persons/km², in which the number of people living in urban areas is 178 900,
the number of people living in rural area is 1,042,700. The rate of natural population
increase of the province is 10.2%.
50. According to General Statistics Office of Vietnam, Quang Ngai province now has
29 ethnic groups living together, in which Kinh people occupy the largest portion with
1,055,154 people, the second largest portion is Hre ethnic group with 115,268 people. The
third largest is Co ethnic people with 28 110 people, Xo Dang ethnic group is 17 713
people, and other ethnic minorities such as Hoa, Muong, Tay, Thai...
51. Son Tay Hydropower Project is located in three communes in Son Tay (Son Dung,
Son Tan and Son Mua). Ethnic minorities living in the communes are mainly Ca Dong
and a few Kinh people.
2. Features and characteristics of culture, customs and modes of production of
Ca Dang ethnic group
52. Ca Dong is a branch of Xo Dang ethnic group in the north of Kon Tum. In Quang
Ngai, Ca Dong people resides mainly in Son Tay district, the westernmost area of the
province. Ca Dong people live primarily in cultivation and farming, gardening, hunting,
livestock and poultry. Ca Dong people have traditional weaving with beautiful
decorations. Ca Dong people also can bake lump ore, make sand ore become steel ingots
for forging steel production and hunting tools. Ca Dong people live together in villages,
each village has a community of people of the same or not the same blood, with many
rooftops. All roof owners form village council, headed by the most prestigious ones.
Language: use the Mon-Khmer language - a language group includes about
150 languages of South Asian linguistic majority concentrated in Southeast
Asia.
Agricultural production:
Ca Dong people mainly cultivate on uplands. Upland farming is rotation type, ie
closed cyclical mining. The land is used in the first season crop, then can be used in the
next two or three year, then they are abandoned for 10-12 years before being reused.
Cultivation calendar of Ca Dong people is: in March, April plough the fields; in May,
June burn the field; in July, August, Septamber intercrop many types of vegetables ...;
October, November, December harvest rice; January, February have Tet holiday.

Since 1975, local government has mobilized Ca Dong people changing rotation
farming to planting rice in water. Through exploration, the area of field gradually
increased androtation field area was narrowed because efficiency is not high. Ca Dong
people now can plant rice in warter effectively, the government supported to dam to bring
water to the fields. The terraced fields are generally small because the land is very
narrow. Production tools include hoes, plows, harrows. They know to use fertilizer and
pesticides. They have two harvests per year and the yield is relatively good.
Religion, beliefs and worship
As a resident of agriculture, Ca Dong ethnic people have religious rituals, mainly
relevant to moon god (y-co, y-ca), to pray that the gods will bless and shelter for peaceful
life, good season. Ca Dong people believe that banyan tree is the living place of gods,
symbolize immortality. They often take banyan leaves and put on their hair to wish to live
eternally.
Ca Dong people believe in supernatural powers, important gods such as the god of
thunder, god of sun, god of the mountain, rice god, god of water ... Embodiment of God
of water is Naga, or the "eel," or white nosed pig. Rice god is an ugly old kind woman,
often turn into a toad. In life and farming, they have many worship rituals to supernatural
forces, focusing on the purpose of parying for good crop, peace, to avoid the risk to
communities and individuals.
Custom of weddings and funerals:
Marital relations of Ca Dong people is based on the principle that men and women
are free in knowing each others, get married, respect for customary marriage. Marriage is
under the regime of both sides residence. Covenant marriage is prohibited. Man and
woman going to bed before marriage are punished seriously, even newly couple have
baby in the first year of marriage is considered as adultery. The mode of monogamy was
sustainable, the couple is often harmonious; divorce and adultery rarely happen. Ca Dong
people do not accept marriage between people of the same blood within three generations
of both father side and mother side. Two families can intermarried with each other, ie the
children often continue to be married to each other. Dualistic marriage principle presents,
situation that two bothers get married with two sisters rarely happens. The usual situation
is that the sister of wife gets married withbrother of husband.
Ca Dong people said that the dead people can still infest. Therefore when dead is
still at home, the foods and drinks must give to the dead. All people in the village give
condolence with the funeral family by helping the funeral. The coffin is wooden. The
normal deads are buried in the common cemetery of the village. The ritual is not the same
for all groups. There is leaving tomb ceremony as Ba Na and Gia Rai ethnic people... The
custom of "share assets" to the deads (clothing, jewelry, tools, home appliances...) is
popular.
Costumes and houses
Costumes: men wear loincloths, do not wear clothes; Women wear skirts, tops. If it
is cold, people use cloth as gown. In the past, many Ca Dong people had to used bark
clothes. Now, men often dress as the Vietnamese, women clothes are blouses, shirts,

skirts which are made of textile fabrics. Ca Dong traditional cloth is white or black,
pattern is not much and primarily black, white, red.
Housing: Ca Dong people live in stilts. In the past, the house was long, normally,
all member in the family live in the house together (now private household is more
popular). Houses in the village are arranged according to customs of each region: in some
area, the houses are around, the communal house is at the middle, in some places, the
houses are built on the horizontal layers and there is no communal house. Building
techniques is mainly using the fork and tie, each row of column are linked to a truss,
some houses have a truss, some houses have two truss.
Social Relationships
Each village has autonomous life led by the "elder". The territory of the village is
common ownership, in which every person has the right to own land to do business.
Although the area has formed rich - poor gap but there is no clearly exploitative.
Formerly, the slaves and servant were not treated badly. Community relations in the
village are appreciated.
B. Socio-economics characteristics of ethnic minority groups affected by the
project
1. Affected households are ethnic minority in socio-economic survey
53. Most of households affected by Son Tay hydropower project are ethnic minorities,
account of 95.74%, 100% households are surveyed on socio-economy. Table III-1 shows
the quantity of surveyed households and ethnic groups in the project area.

2. Occupation and income
54. For ethnic minorities in the project area, agriculture is the main source of household’s
income. Since the main source of income is from agriculture, income of the households is
very low. This has been proved by the survey results with 54 ethnic minority households
affected by the project. The result shows that there are 29 households with monthly per capita
income less than 1 million, 24 households earning between 1 -1.5 million/month (table III -
4). Thus, we can see that the expenditure and earning of the households is inadequate and
may even be short; the majority of ethnic minority households in the last 2 years are do not

have enough of food from 1 to 2 months.

55. In the total monthly income of the households, the main expenditures primarily
focus on food and monthly activities, its proportion is from about 48.11 to 59.10%. The
remaining expenditure are health care (13.27 to 23.11%; education (14.37 to 17.35%);
Other expenses (11.15 to 13.27%).

56. National grid electricity is the main source of lighting energy in daily activities of
affected households who are surveyed. No household has to use other alternative energy
sources for lighting.
57. Regarding fuel sources for daily cooking, 100% of the affected households use
firewood/coal as the main energy source.
58. Beside agricultural production, the region also has developed several traditional
craft industries such as forging knives, making wine…
3. Infrastructure and social services
59. Regarding infrastructure, social and education services, the poverty reduction
programs and policies of the Government, such as the program 134, 135, 30A... as well as
benefits from former hydropower plants (Dakdring 1 Hydropower Plant, Dakdring 2, Dak
Ba Hydropower Plant...) have attracted more investment in agricultural production as well
as infrastructure for households, so that infrastructure has also improved markedly in
recent years. More irrigation systems are built. Road between villages, communes have
been renovated regularly. In general, infrastructure has many changes compared to the
past, this facilitates ethnic minorities in daily life and production.
60. All communes in area affected by the project has national grid to serve lighting,
living demand and production of the people. The survey results showed that all

interviewed households said they had used the national grid during daily activities, and
they also said that 100% of communes have mobile phone wave. Most households also
have TVs to watch, and cultural life is also enhanced.
4. Environment and sanitation conditions
61. Environment sanitation is not a matter of interest since the awareness of the local
people on environment is still low. According to the survey result, local people still
maintain the habit of raising livestock under the floor and at the next door, the majority
households have no toilet, only few of them has temporary toilets.
62. At the present, the villages realizes that environmental pollution affect the human
health i.e. illness, diseases which are primarily due to the cattle barns are close to the
houses without drainage system; the toilet facilities do not follow technical requirements;
drinking water source is not clean, no composting technique is used for making organic
fertilizers etc. Some of the villagers have fixed the problems by moving away the cattle
barn and build drainage system, some of the households have toilets, however, the
environment condition in this area is still problematic: clean water is scare and livestock
are grazing so pollution is unavoidable.
5. Education system
63. Education for the EM people are concerned very much by the Party, State and Government. The children of school age are fully engaged (over 90%). Students in the villages have to study fully on their own without any instruction from parents, siblings or relatives because they are not knowledgeable enough or due to the life difficulties or due to no sense of responsibility. Traveling is also a problem to the students which cause high proportion of drop-out and mobilization of the students is also difficult especially in some communes such as Sa Tong commune. Furthermore, the scattered population make it more difficult to mobilize the students. The drop-out happens mostly after New Year holiday or during the harvesting seasons. The teachers have to visit the student’s house regularly to persuade them to go to school. Besides, there are some incentives to encourage the study to go to school.
64. Infrastructure of the school i.e. IT room with internet connection, concrete playground, surrounding fences etc have been invested and upgraded significantly. It can be said that the education system in the EM area is changing for the better which help raising awareness of the local people not only literacy but also the social aspects of life for the people.
6. Health care services
65. Public health practice has been receiving good attention. All the communes have health stations, which meet the health care need of the local people. The health care workers are equipped with more knowledge, skills and workmanship. Basically, there is a different between access to health services among EM groups and majority groups, among groups living in highly mountainous areas and lower lying areas.
7. Social evils
66. Because of high community commitment and each EM group has its own regulations ruling all aspect of the community live, social evils have little chance with H’mong community. They have civilized and united life. However, in some villages

where close to the neighboring region, some social evils such as drug addiction and theft happen but very rare among the communities in the project area.
8. Gender issues and gender equality in ethnic minority (EM) development
67. The ratio between women and men in the villages affected by the plant is not much different. Particularly, the total people of 3 affected villages are 11,415 people, in which 5,888 is women (or 51.58%) and 5,527 is men (or 48.42%). However, in reality, the level of participation in economic - social activities, division of labor between women and men, the access of each gender to resources and benefits, the views of each ethnic group values and standards for women and men are rooted from culture of each ethnic group. Therefore, this gender relation is very diversified and varies by each community group.

a. Gender equality for the ethnic minorities in education
68. The number of female children going to school is much lower than male children. The number of ethnic minority students leaving school is high the reason is difficult family economic situation. Despite tuition fee exemption policy, the other costs are burden and girls have to leave school to support the family.
b. Gender equality for the ethnic minorities in healthcare sector
69. There is the difference in the level of access to health services of the ethnic minority women. They only come to the health station when the diseases are too serious and cannot be cured. Public health officials frequently communicate, so the perception of ethnic women has changed. However, most of them do not care about their health. The ethnic women have been benefited from health insurance card program, so the health of communities in affected communes is improved.
c. Gender equality for ethnic minorities in labor and occupation
70. In working and jobs, ethnic people, particularly ethnic women have fewer opportunities to develop their economy. Over 90% of ethnic women do farm works for families. They have to take responsibilities of working on terrace field, breeding poultry, livestock and taking care of children, etc. Their limited education access is one of the main reasons that limit their opportunities to find non-agriculture jobs. Ethnic women are entitled to a lot of priority policies by the government, such as assistance in credit, seedlings and,breed livestock but as a result of limited knowledge and being unable to apply technical methods learnt from hamlet officials workers into practice of production,

the productivity is not high and some livestock die due to coldness and epidemic diseases, etc. The reasons mentioned above make ethnic women have even more difficulties.
d. Gender equality for ethnic minorities in family and ownership of land and
assets.
71. In family and land use right and property: Family assets are possessed, managed and decided by the men. Traditional regulations on the roles of men in a family in worshiping parents and ancestors in patriarchy society create gender inequity for women. Labor allocation within a family in ethnic group still appears gender discriminatory treatment. The work of men are "heavy" and require "engineering", communication with the outside world while the women works are often more “slight” work.

IV. INFORMATION DISCLOSURE, CONSULTATION AND PARTICIPATION
A. Information disclosure
72. According to the safeguards policy of World Bank on resettlement and ethnic minorities, Quang Ngai Sovico Company together with group of consultants coordinate with District Compensation, Assistance and Resettlement Board (DCARB) in Son Tay district to disclose information about frameworks which has been approved for the project about Resettlement Action Plan (RAP) and Ethnic Minority Development Plan (EMDP) rectified by MOIT and WB, RP report and EMDP report shall be translated into Vietnamese to make it easier to read and understand; also help implementation of EMDP and application of compensation and resettlement policies to affected people in a more convenient manner. List of land affected HHs who lost land and property on land with compensation payments shall be indicated clearly.
73. Organization several communication of public consultation to disseminate and address project information to affected people, communities in affected communes in project area. The affected people shall be clearly informed implementation plans for resettlement actions, including (i) contents of public consultation regarding project, its implementation plan, land acquisition plan and construction plan; (ii) investigation and detailed measuring survey; (iii) official and eligible list of affected people and their entitlement; (iv) quantity and compensation unit price; (v) compensation and other assistance payment plan; and (vi) other issues such as framework for income restoration for affected people, grievance redress mechanism, monitoring and evaluation etc.. Notices and related documents shall be posted at affected commune people’s committees (CPC)/or community cultural house or posted at easily seen places. Project information booklet (PIB) shall be provided to affected HHs and is available at CPC, hamlet cultural house. (PIB is described in details in Appendix 2)
B. Public consultation and participation
74. During preparation of this resettlement plan, several public consultation meetings with affected ethnic minority people were taken place in June and July 2014 to discuss and evaluate the impacts as well as ensure that comments and opinions from local communities shall be taken in the report.(Minutes of meetings and participants taken are in Appendix 2 and Appendix 3, meeting pictures taken are attached in Appendix 4 ).

75. Methodologies used in public consultation are meeting, individual interview and group discussion. People from affected hamlets were ready to discuss and share information. Women and youngsters were invited to participate and encouraged to contribute their ideas, especially ethnic groups in affected communes were consulted. Ethnic groups in project area also had their representative organizations to connect with Women’s Association, Farmers’ Association, Commune and Hamlet Youth Association.
C. Results of information dissemination and Public consultation
76. Public consultation meetings on RAP and EMDP with participation of representatives of Quang Ngai Sovico and consultant team and local communities were held during the survey process. The opinions and desire of the ethnic minority people on Son Tay Hydropower project are shown below.

V. ASSESSMENT OF PROJECT IMPACTS TO ETHINIC MINORITIES
78. In preparation for the construction of Son Tay hydropower project, many consultative meetings on project implementation with local authorities, relevant agencies and local people have been organized with the purpose of disseminating information and activities related to the project from the preparation, the design, the construction to the operation stage. Thereby, the investor of Son Tay hydropower project, local authorities and people can identify potential impacts caused by construction activities in the process of implementation, including positive and negative impacts that affect the life and culture of ethnic minorities in the construction area of the project.
A. Positive impacts
79. Son Tay hydropower project is a scaled work with many ancillary items to be built
to meet the operational efficiency, so the construction of Son Tay hydropower plant will
have positive and meaningful impacts for the productive life and socio-cultural activities
of the people in the project area and in the neighboring areas. Specifically, positive
impacts are described in detail in Table V-1 below.

B. Negative impacts
80. In addition to positive impacts as mentioned above, the construction of a public
work like Son Tay hydropower plant is unavoidable of negative effects, which will affect
people’ lives, production and cultures, especially for ethnic minorities in the project area.
Therefore, in the consultation meetings and interviews with local authorities as well as
local residents, negative impacts are considered and discussed very carefully in order to
determine the true and full impacts from the preparation phase to the operational phase.
81. In general, Son Tay hydropower plant does not have much influence on the culture
and production life of ethnic minorities, particularly effects related to customs, religious
beliefs and village relationships. According to the survey on potential impacts in 6/2014,
in the total of 157 ethnic minority households affected by the land acquisition, only 3
households will be affected 10% to 30% of their total cultivated land, 154 households will
be affected less than 10% of their total productive land and none of them are relocated.
However, to ensure the living conditions of the households in the project area, smallest
impacts must be taken into account and particular consideration during the preparation
process through consultation meetings and group discussions with local people. (Please
refer the detailed description of negative effects in Table V-2).

VI. THE MITIGATION MEASURES AND DEVELOPMENT FOR ETHNIC
MINORITIES
82. The identified potential impacts, including positive and negative impacts of Son
Tay project, with local authorities, residents in the project area, are screened and
developed by computational methods to have mitigation measures for negative impacts
and maintain and improve positive impacts to overcome and give maximum supports for
those affected by the project in order that they can early recover their living conditions at
least as before the project is implemented.
A. The mitigation measures
83. As mentioned above, although Son Tay project does not have great influence on
the cultural life and production of the people, to ensure the livelihood security to
households, especially ethnic minority households, smallest impacts require to be
carefully considered to build respective mitigation measures in accordance with actual
conditions and to achieve the consensus of the stakeholders. Table VI-1 below describes
in detail the mitigation measures agreed at the consultation meetings and group
discussions with locals during the preparation process of Son Tay hydropower project.

VII. INSTITUTIONAL ARRANGEMENT AND IMPLEMENTATION PLAN
A. Institutional Arrangement
86. Implementing Ethnic Minority Development Plan requires cross-sectoral
collaboration from many sectors and branches at all levels from provincial, to district,
commune, village and ethnic minority groups. Investor of Son Tay Hydropower Project
will be the host agency for implementation and collaborate with other entities during
implementation. The institutional arrangements for implementation of the Ethnic Minority
Development Plan are specified as follows:
- Quang Ngai Sovico company will assume responsibility for providing funding for
implementing all activities set out in the Ethnic Minority Development Plan;
developing regulations for oversight of workers gathering of construction materials;
conducting community consultations; monitoring resettlement compensation;
executing and collaborating to implement measures to mitigate negative impacts
generated by the facility; and file reports with the relevant authorities.
- District Resettlement Compensation Committee will assume responsibility for
providing exact compensations based on market price; providing one-off support for
affected households.
- District Women’s Union in collaboration with Commune Women’s Union and
associated Village Women’s Unions implement effectively the gender-based
propaganda programme on women’s roles and propaganda campaigns on prevention
and control of HIV/AIDS and women and children trafficking.
- Commune authorities will support Son Tay Hydropower JSC in management of
workers, prevention of social evils; conduct monitor and collaborate in monitoring
with various sectors and branches in the district, together with Provincial Ethnic
Minority Committee as regards the implementation of EMDP of Quang Ngai Sovico
company.
87. Investor will coordinate with various sectors and branches in the commune and
villages together with District Resettlement Compensation Committee to regularly update
the EM community of progress, effectiveness of implementation of the EMDP; conduct
monitor and inform monitoring results to commune people’s committee and investors;
assisting EM people in filing complaints in an effective manner.
88. Leaderships of villages, social mass organizations and EM people will conduct
monitoring and evaluation of implementation of EMDP of the investor of Son Tay
Hydropower.
89. Provincial Ethnic Minority Committee will on a regular basis check and comment
on implementation outcomes of the EMDP of Quang Ngai Sovico company.

VIII. COMPLAINTS AND GRIEVANCE REDRESS MECHANISM
91. To make sure the complaints and grievance redresss mechanism which will be
established is practical and acceptable to the affected households, especially ethnic
minority communities, this content has been consulted with local authorities and ethnic
minority communities with aglance to the unique cultural characteristic as well as the
traditional cultural mechanisms in addressing and resolving complaints and in the specific
cases (such as the negative impacts are not minimized or new negative impacts have
arisen, EMDP has not been done, etc.) EM people can complain for their rights.
Grievance redress mechanism has been discussed as follows:
92. Stage 1: If EMDP has not been implemented or the implementation EMDP will
raise the negative impacts to the ethnic minority community and no activities for
mitigation, or any issue related to ethnic minorities people, the local ethnic minority
people can elevate directly by verbally or in written to CPC or verbally or in written to
community consultation board member at commune then this board will work with CPC
and CPC will resolve the issue within 15 days from the date the complaint is received.
93. Stage 2: Within 15 days from the date the complaint is received, If the EM people
are in the absence of any response or EM people is not satisfied with the decision, they
can complaint to DPC.
94. Stage 3: Within 15 days from the date the complaint is received, If the EM people
are in the absence of any response or EM people is not satisfied with the decision of DPC,
they can complaint to Provincial Ethnic Minority Board..
95. Stage 4: Within 15 days from the date the complaint is received, If the EM people
are in the absence of any response or EM people is not satisfied with the decision of PPC
the EM people, as a last resort may submit his/her case to the district court.
96. The procedure to resolve the grievance of EM people that have been described in
the document “ Information of Son Tay hydropower plant”- PIB and delivred to all EM
people in the community. For assitting EM people to find the person inchage for this
resolve, PIB provide all infomation of name, adress as well as telepnone number of these
person incharged . EM people dont have to pay any fee for their administraive and legal
cost, as well as free cost for submit the complaint at the court.
97. The external monitoring agency will be recruited to monitor and evaluate
independently. This agency will be responsible for checking the procedure and the status
on resolving the complaints. The external monitoring agency may propose other solutions
(if necessary) to resolve the pending complaints.

IX. MONITORING AND EVALUATION
A. General requirements for monitoring and evaluation
98. The internal and external monitoring and evaluation system will be established to
monitor the implementation of the EMDP. The main purpose of the program is monitored
and evaluated to ensure that all of the proposed measures in EMDP are comply with
policies and procedures of the EMDP. In particular, the independent monitoring and
evaluation will focus on the social impact to AHs and AHs can restore their living
standards at least equal to or better than their living standards before the construction.
99. The scope of the monitoring and evaluation program will include activities related
to the EMDP, providing feedback to management agencies on carrying out their tasks,
identifing issues and resolving as soon as possible to facilitate for adjustments with the
implementation timely.
100. Objectives of monitoring and evaluation system are: (i) ensure the implementing
progress of EMDP; (ii) undertake rightly the mitigation measures of the plan; (iii) assess
effectiveness of the measures and propose supplement measures if necessary; (iv) identify
potential or generated problems to the ethnic minority community during the
implementing period of the project; and (v) identify quick response measures to mitigate
these issues.
1. Internal Monitoring
101. The investor will be responsible for internal monitoring the EMDP
implementation. The monitoring reports will be prepared and submitted to PMB. This
reports will be monthly reports, from distributing Project Information Booklet to
disbursing compensation costs and completing EM development activities.
102. The monitoring reports will summarize the progress of EMDP implementation,
compare with monitoring indicators; and when required, propose changes to ensure the
EMDP implementation in accordance with objectives and procedures in EMDP. This
resport is a part of the external resettlement monitoring report and will be submitted to
PMB and WB for reviewing. PMB will submit the quarterly monitoring reports to WB.
These reports will summarize the progress of land acquisition and resettlement and
EMDP for the project.
2. External monitoring
103. The external monitoring agency will be recruited to to conduct independent
checks, monitoring and evaluation as regards the implementation of EMDP. The
independent monitoring and evaluation will be conducted on an annual basis, except for
the first stage when it is possible to conduct independent monitoring and evaluation twice
a year.
104. The independent monitoring and evaluation will focus on 5 main issues, that is (i)
how measures to mitigate negative impacts set forth are implemented; (ii) what negative
impacts on ethnic minority that have been not assessed and hence mitigation measures not
identified; (iii) how interventions for community development of ethnic minority groups
have been implemented; (iv) information provided is sufficient or not and whether the

consultations with EM people have been conducted or how effectively they are
implemented; and (v) complaint procedures for ethnic minority as regards EMDP and any
other issues faced by them.
B. Monitoring indicators
105. The monitoring indicators in Table IX.1 should be should be periodically
monitored during EMDP implementation as well as monitoring indicators mentioned in
Resettlement Plan.

X. BUDGET AND DISBURSEMENT PLAN
106. Total cost of the EMDP is estimated to be 401,500,000 VNĐ (approximately
19,119 USD). including development measures and contingency. The budget for EMDP
is taken from the loan. The cost for monitoring and evaluation EMDP is included in RP
cost. The items of road upgrading, building a new road and public works will be prepared
at technical design phase.
