INTRODUCTION

The SFR three-phase step-voltage regulators are designedto give dependable service and to make installation, opera-tion and maintenance as simple as possible.

Technological advances, especially in the realm of the con-trol apparatus, make it efficient to provide a separate in-struction manual for the AcculStatTM control provided withthis SFR Regulator. For specific control information, refer tothe Accu/Stat control manual included with the regulator.

Distinctive signal words (DANGER, WARNING, CAUTION)are used in this instruction book to indicate degrees of haz-ard that may be encountered by the user. For the purpose ofthis manual and product labels these signal words are de-fined below.

RECEIVING INSPECTION

Check each item with the shipping manifest immediatelyupon receipt of the regulator. Make a thorough visual in-spection of the regulator. Check for evidence of damageattributable to mishandling in shipment. Should any short-age or damage be found, notify the local agent of the carriermaking the delivery and make appropriate notation on thefreight bill. A claim should be made immediately with thecarrier. Siemens should be notified.

INSPECTION FORDAMAGE IN SHIPMENT

STORAGE PRIOR TOINSTALLATION

The regulator may be stored without any particular precau-tions or protection. Assure, however, that

Note that oil may splash into the breather pipes during tran-sit. It is desirable, therefore, to be prepared with a containerto catch this oil upon removing the plugs.

The caps should be kept available for reuse on the pipes atthe time of relocating the regulator to its installation site.

The two caps of the undirectional breather are replacedwith screens to allow normal breathing. (See page 12).

• Handling. Type SFR regulators are designed to be liftedby use of the four lifting hooks on the side of the tank.The number of hooks has been established to providea margin of safety on lifting when all hooks provided areused.

Clamp type terminals for use through 668 amperes are ca-pable of accepting an aluminum or copper conductor.

Elevation. When the regulator will be used at an elevationabove 1000 meters (3300 feet) the kVA rating must bereduced to assure operating temperature limits are notexceeded.

Location. Type SFR regulators are designed for outdoorinstallation. When the regulator is installed in a substa-tion, it is recommended that a minimum elevation to thelive connection be established, as required by applicablecodes.

Type SFR regulators are designed and factoryconnected with three phases connected in wye. Theneutral connection of the wye is fully insulated andmade accessible at the SOLO bushing terminal

INSTALLATION

PROTECTIVE MEASURES

CONTROL CONNECTIONS

Many regulators can be used at different nominal systemvoltages. It is therefore necessary to assure that the regula-tor is properly connected at the 19 pin upper terminal blockfor the system voltage on which the particular regulator willbe used.

For this purpose, it is necessary to use the nameplate draw-ing and control diagram found in the control enclosure.

Depending on the regulator, there may be a second col-umn indicating that lead U2 is to be connected to U ( ).The same procedure is followed.

3. For regulators equipped with fans for forced air cooling,another set of connections will be shown.

Matters specifically relating to the Accu/StatTM

control used in conjunction with the regulatorsare not included in this manual. Refer to theappropriate instruction manual.

NOTE

Bypass Arresters. All SFR regulators are equipped withthree properly sized arresters, connected externallybetween the 'S' and 'L' line terminals. The arrester isprovided to protect the series windings of the regulatorfrom line surges. Of itself, a bypass arrester does notprovide lightning protection for the regulator.

Lightning Protection. The number of lightning arrestersused will be a judgemental decision on the part of theuser, considering such factors as frequency of thunder-storm occurrence, and degree of risk of damage to beaccepted. The minimum recommended lightning pro-tection consists of properly sized arresters between 'S'or 'L' bushings and ground. Additional protection canbe obtained with the use of arresters at both the 'S' and'L' terminals.

For best results, install lightning arresters adjacent tothe bushings near the top of the tank. Ground the ar-resters and the regulator tank solidly to the sameground connection. Be careful to keep the ground leadconnections as short as possible.

Through Fault. Type SFR regulators are rated undercondition of through faults for twenty-five times the OArated current for 2 seconds or 40 times the OA ratedcurrent for 0.8 seconds or 40 times the OA rated currentfor 0.8 second to a maximum of 20,000 amperes rmssymmetrical. The fault current may be asymetrical tothe extent that the peak of the first current loop is equalto 2.26 times the rms value of the current wave.

The user is advised to provide for additional sourceimpedance, bus sectionalizing or other means of limit-ing the available through fault current if these criteriaare exceeded at the installation.

Refer to the Nameplate Diagram. A column is indicatedto connect lead P2 to P( ), based on the applicablesystem voltage. The control diagram will aid inidentification of the appropriate pin on the 19 pin terminalblock.

Page 6PLACING THE REGULATOR IN SERVICE

The following checks will be useful in assuring the regulatoris ready for use. The list cannot be all inclusive, carefulattention on the part of a qualified operator remains imperative.

BEFORE INSTALLATION

Check oil level at oil sight window. If low, add sufficientoil (ASTM D-3487 Type II) to bring level to that desired.

Assure that the regulator is on the neutral tap position.This should be accomplished by observing the positionindicator pointer and by powering the control from a 120Vexternal source and observing the NeutraliteTM to be illu-minated.

Verify from the nameplate that the unit is connected forthe proper output voltage, motor voltage and controlpanel voltage.

AT INSTALLATION

Replace upper and lower breather caps with screens.Be prepared to catch a small amount of oil which willdrip from the pipe due to having splashed into thepipe in transit. Place caps in control cabinet for futureuse in shipping. (See also page 12).

Identify S1 L1, S2L2, S3L3, and S0L0 bushings on thecover. Make electrical connections per the appropriateinstallation diagrams, page 4.

Set Vari-AmpTM limits on position indicator, if necessary.See page 11.

Set Accu/Stat Control as desired. See Accu/Stat instruc-tion manual.

SWITCHING THE REGULATOR"ON THE LINE"

• It is absolutely imperative that the regulator be on the neutral tap position before switching the regulator on the line

Unit can fail. Electrical failure and high pressuremay occur.

Can cause severe personal injury or death andequipment damage.

Energize regulator only with regulator on neutraltap position.

Follow Instructions:

1. Make certain regulator is in neutral (N) position.

2. Turn voltage source switch to "OFF".

3. Remove power fuse.

4. Close, sequentially, the source and load switches.

5. Open the bypass switches.

6. Visually observe that bypass circuit has opened.

7. Replace power fuse.

8. Place voltage source switch to normal.

Iffound to be below 24 kV, filtering should be accomplishedand additional testing of oil integrity is justified. Note: Thisis not necessary if regulator is being installed immediatelyupon receipt from the factory.

Take power factor reading of all bushings (common)against ground (tank). Reading should be less than 2.0%

In order to remove a regulator from service without droppingload, it is imperative that the regulator be on the neutral tapposition. If, for any reason, the regulator cannot be run to theneutral position, the system must first be de-energized be-fore removal. The routine removal procedure is essentiallythe reverse of the procedure used to place the regulator onthe line.

WARNING

UNIT CAN FAIL. ELECTRICAL FAILURE AND HIGHPRESSURE MAY OCCUR.

CAN CAUSE SEVERE PERSONAL INJURY ORDEATH AND EQUIPMENT DAMAGE.

BYPASS REGULATOR ONLY WITH REGULATORON THE NEUTRAL TAP POSITION.

FOLLOW INSTRUCTIONS:

RUN THE REGULATOR UNDER NORMAL VOLTAGESOURCE TO THE NEUTRAL POSITION, ASREVEALED BY THE TAP POSITION INDICATOR

CONFIRM VIA THE NEUTRALITETM INDICATORTHAT THE REGULATOR IS ON NEUTRAL. IF THEINDEPENDENT CHECKS OF POSITION INDICATORAND NEUTRALITE INDICATOR DO NOT CONFIRMTHE NEUTRAL POSITION, BYPASSING MUST NOTBE ATTEMPED. IN SUCH EVENT, DE-ENERGIZETHE SYSTEM TO REMOVE THE REGULATOR FROMSERVICE.

AFTER ASSURING THAT THE REGULATOR IS ONNEUTRAL, TURN VOLTAGE SOURCE SWITCH TO"OFF" AND REMOVE MOTOR FUSE.

CLOSE THE BYPASS SWITCHES.

OPEN SEQUENTIALLY THE LOAD AND SOURCESWITCHES.

EXERCISE APPROPRIATE CARE IN THE REMOVALOF THE REGULATOR. HIGH VOLTAGE WILL STILLBE PRESENT AT THE BYPASS SWITCH AND THESOURCE AND LOAD SWITCH TERMINALS.

Turn the transfer switch to MANUAL.

Run the tapchanger in the lower direction, at least untilthe control is observed to go out of band "LOW".

Turn the transfer switch to AUTO. After a time delay, theregulator will return to an "IN" band condition.

MAINTENANCE

GENERAL INSTRUCTIONS OPERATIONAL CHECKS

Failure to properly maintain the regulator can result in se-vere personal injury and product failure. The instructionscontained herein should be carefully reviewed, understoodand followed. The following maintenance procedures shouldbe performed regularly:

1. Operational checks

• Control performance

• Tapchanger performance

• VARI/AMP limit performance

2. Periodic inspection

• Oil sample

• Oil oxidation inhibitor addition

• Contact wear

• Fans

This checklist does not represent an exhaustive survey ofmaintenance steps necessary to ensure safe operation ofthe regulator. Particular applications may require further pro-cedures. Should further information be desired or shouldparticular problems arise which are not covered sufficientlyfor the purchaser’s purposes, the matter should be referredto the local Siemens sales representative.

When powered, dangerous voltages are present in theequipment which can cause severe personal injury, deathand product failure. Always de-energize and ground theequipment before maintenance requiring access to highvoltage parts.

The use of unauthorized parts in the repair of the equipment,tampering by unqualified personnel, or faulty repair and ad-justments will result in dangerous conditions which cancause severe personal injury or equipment damage. Followall safety instructions contained herein.

Basic regulator operation can be checked while the regula-tor remains in service. Simply provide means to observe theoutput voltage (such as a voltmeter connected at the testterminals).

Run the tapchanger several steps in one direction in themanual mode until the output voltage is outside of thebandwidth. Return the control to automatic mode. After thepredetermined time delay, the tapchanger motor will beobserved to run to return the output voltage in-band.Repeat this operation, running the tapchanger in the op-posite direction.

The Vari-Amp limit switches can be checked by attempt-ing to run the tapchanger beyond the position to which theswitches are set. The limit switches should function toopen the circuit. Note: If the limit switch is set at the maxi-mum 10% range and fails to function, the tapchanger willstall against a mechanical stop. The motor is designed tobe stalled continuously without damage.

PERIODIC INSPECTION

A sample of oil from the regulator should be subjectedto dielectric breakdown test, per ASTM D-877. It is rec-ommended that oil testing less than 24 kV be filtered.Other tests, especially Neutralization Number, Interfa-cial Tension and Power Factor are also useful and maybe preferred by particular users.

The oxidation inhibitor in the oil will be depleted over aperiod of a few years and should be replaced. The in-hibitor is 2,6-ditertiary-butyl-para-cresol (DBPC) at aconcentration level of 0.2 to 0.3%.

The time interval between internal inspections will dependupon frequency of tapchanger operation and the load on theregulator. Regulators subjected to numerous overloads anda high load factor may require more frequent inspectionsthan those carrying normal loads. While internal inspectionis not a necessity, preventive maintenance inspections willhelp assure the continuity of service.

Observe that the voltmeter reads the voltage level settingrequired by the control, to within one-half of the band-widthtolerance. Note 1: The control must be “in” band. Note 2:Line drop compensation must be set to zero if the regula-tor is carrying load.

MAINTENANCE

SFR regulators are furnished with a side inspection door tofacilitate internal inspection without untanking of the regula-tor.

2. Lower the oil inside the regulator to a level below theelevation of the side inspection door, but above the maintransformer assembly.

When inspecting, check to be certain all hardware and con-nections are tight. The principal point of the internal inspec-tion will be the condition of the arcing contacts on thetapchanger. Since numerous factors influence the rate ofcontact tip wear, no one criteria can be stated to recom-mend when a contact should be changed.

Contact Deterioration.

A number of factors must be considered in the replacementof contacts. Even though two contacts are in identical condi-tion, their replacement depends on their individual histo-ries. As an example, assume that a moving contact hasbeen burned down so that a flat contact surface of approxi-mately 1/4 inch wide remains. If this occurred within threemonths after the regulator was installed, the deteriorationwould be abnormal and there should definitely be a de-tailed check made as to why it occurred. The cause for itshould be found and corrected, and the contact should bereplaced to put the regulator back in first-class condition.The operator may then expect the usual years of servicewithout replacement.

On the other hand, it is possible that the moving contactmight be burned to a 1/4 inch wide contact surface after tenyears of operation and the contact inspected on a mere rou-tine inspection program. The 1/4 inch flat contact surfacestill leaves a very adequate low temperature contact and agreat deal of material that can still be burned away. The rateof deterioration would indicate that there are many years ofservice left, and there would be no particular reason to re-place these contacts.

If a contact surface has burned down so that only a 1 /8 inchwide line contact area remains, the contact will probably begiving adequate service at low contact temperatures, butmuch further deterioration will probably result in decreasedspring pressure and possibly faulty operation. Therefore, thecontact should definitely be replaced. (See Figure below)

The figure also depicts the possible condition of stationarycontact wear after a period of operation. Generally, if A1 ex-ceeds 80% of A it will be desirable to change he contacts;however, it may be advisable to change at somewhat lessthan 80% depending on the loading of the particular unitand the time duration which resulted in the present condi-tion.

Fans.

The fans used for cooling (when supplied) feature a totallyenclosed weather proof motor with sealed ball bearings forlow maintenance. The motor is a permanentsplit-capacitor-type with automatic overload protection. Thedouble sealed motor bearings lubricated with a heavy dutygrease resist dirt and moisture and hold the permanent bear-ing lubricant. All motor parts including rotor, starter and shaftare treated to resist corrosion.

POLARIZED DISCONNECTSWITCH (JACK PLUG) ANDHINGED CONTROL PANEL

SPECIAL FEATURES

The Accu/Stat control panel is hinged and may be removedcompletely from the regulator control box by removing thewing nuts on the polarized jack plug and pulling the jackfrom its fixed portion. This will automatically de-energize theregulator to remove the control.

A spring loaded shorting bar in the plug automaticaly shortcircuits the current transformer secondary when the jack isremoved.

HAND CRANK OPERATION

A 2 1/2 inch NPT pipe plug, located above the 20° C oil level,provides access to a hex bar which may be driven using a3/4 inch socket to operate the tap changer in the event ofloss of power or drive motor failure. The tapchanger contactoperation, when driven in this manner, is the same as whenpowered by the motor, consequently this procedure may beused for under load tapchanging.

VARI-AMP POSITION INDICATOR

The Vari-Amp feature provides a method of operating theregulator at increased load by decreasing the range of op-eration. It provides operator flexibility by allowing the rangeof regulation to be adjusted in 1 1/4 percent increments. Thevarious regulation ranges together with the correspondingcurrent capacities for standard regulators are listed on page11. All that is necessary to adjust the range of regulationanywhere from +5 percent to +10 percent is to turn the ad-justing knobs until the proper range of regulation is shownon the side of the position indicator. The upper and lowerlimits need not be the same.

It is not necessary to remove the regulator from service tomake this adjustment. The switches are, however, in themotor power circuit so the motor should not be running whilethe switches are being set.

OPERATION ATLESS THANRATED VOLTAGE

SFR regulators may be operated atless than the voltage for which theywere designed. All system voltages forwhich control system taps have beenprovided are shown on the nameplate.When this is to be accomplished it maybe necessary to reconnect particularleads at the upper 19 pin terminalblock as illustrated on page 5.

Type SFR regulators are designed to operate as a nonsealedsystem in order to safely vent to the atmosphere the com-bustible gases produced during routine tapchange opera-tions.

The unidirectional breather protects the regulator and re-duces the number of times filtering is necessary. Ventilationlowers the possibility of moisture condensation and rust for-mation by providing a continuous flow of warm air over theoil.

SPECIAL FEATURES

UNIDIRECTIONAL BREATHERThe breather consists of a pipe with a screened openingnear the bottom of the regulator tank, extending up throughand projecting above the surface of the oil.

A second pipe exiting near the top of the tank provides theoutlet. Air enters the lower breather, is warmed by the hot oilin the regulator, rises in the pipe, blows across the air space,and out the upper breather.

An oil temperature indicator provides a clear indication of thevoltage regulator’s top oil temperature. This oil temperatureindicator is used to activate forced air cooling when provided.The oil temperature indicator is provided with a hand thatregisters the top oil temperature. A drag hand is provided toindicate the maximum temperature recorded since last re-set. This drag hand is easily reset by removing the plug onthe oil temperature indicator and wiping a magnet acrossthe face of the dial until the drag hand is reset on the record-ing hand.

FORCED AIR COOLING

The switches are normally set to start the fans at 65° C andto stop them at 55° C top oil temperature, but may be ad-justed plus or minus 5° C.

A thermal overload relay is mounted on each fan motor. Anyfan that develops trouble will be automatically disconnectedfrom the line without affecting the other fans of the system.One fan can be removed from the radiators without affectingthe operation of the others. When fans are out of service,care must be exercised to prevent overloading the regulator.Fans should be removed and replaced carefully to preventdamage to the radiators.

Certain ratings may be equipped for forced air cooling andinclude fans mounted on the radiators. The fans are usu-ally automatically controlled by means of the change in oiltemperature (see Connection Diagram). The thermometerlocated in the top transformer oil contains two identicalswitches which control fan operation when fan control switchis in “Auto” position.

Unit construction allows fast, low cost untanking of a volt-age regulator in a service shop or out in the field. To untanka three phase voltage regulator, proceed as follows:

1. Remove the three bolts that secure the control panelcabinet to the regulator tank. Note that one of thesebolts is located behind the control panel.

2. Disconnect any auxiliary equipment that may be con-nected to the control panel but not mounted on the con-trol panel or its enclosure.

3. Remove all the cover bolts securing the cover to theregulator tank.

4. The regulator can now be untanked by lifting the regu-lator from the untanking eyes located on the cover. Makesure that the lifting device is centered between the lift-ing eyes on the cover and utilize all lifting eyes pro-vided. Lift the regulator straight out of the tank.

SPECIAL FEATURES

UNIT CONSTRUCTION NOTE: On certain SFR regulators you may have to removethe oil temperature indicator prior to untanking. No internalmechanical or electrical connections must be disconnectedto untank the voltage regulator. With all assemblies sus-pended from the cover, operation and testing can be per-formed with the regulator untanked by using an external 120volt source. It is recommended to keep the core and coilassembly under oil while checking if possible.
