Background

When the meeting is approving the draft minutes of a previous meeting as an accurate record, the only issue for the meeting is whether the minutes accurately record the proceedings of the meeting and the resolutions made at them It is irrelevant if the chairman or other councillors were not present at the meeting to which the draft minutes relate.

If it is necessary for the draft minutes of the previous meeting to be corrected because of an inaccuracy in them, then the amendments to the draft minutes must be approved by resolution. (Tharmarajah, 2013, p. 154)

7 Wild About Shaftesbury

To receive an update on the Wild about Shaftesbury competition and to resolve the process for managing the prize allocations (10 mins)

Summary

Full Council RESOLVED to form a working group to manage the details of the ‘Wild ABOUT’ Shaftesbury’ ecology competition.

The Clerk was delegated to manage the implementation of the competition within a defined budget and in consultation with the chairman of the ROSE Committee,

Up to £1,500 was allocated for advertising the competition and £3,000 earmarked for category winners to professionally plan out their proposals 3 proposals were presented for consideration. Financial Implications £4,500 Reserves and Projects.

Due to the minimal number of proposals In June 2019 GEM RESOLVED to: Hold a workshop including members from Open Spaces Group and Trees Group to consider the entries received. Defer the workshop to consider an appropriate date to hold the presentations of entries.

In July 2019 it was agreed at a workshop that no selection process was required due to the low volume of applications. It was agreed that each organisation was awarded up to £1,000 to support their project.

Proposals Received in June 2019: Nature Cadets – To create a series of holiday-time workshops aimed at children aged 3 –

8 years old, to encourage children to engage with their natural environment. A Plan for Shaftesbury to Increase Secure Nesting Sites for Swifts – Acknowledging the

historic swift colony of Shaftesbury and seeking to stabilise and increase swift numbers by ensuring the town and surrounding villages have dedicated and secure nest sites.

Peace Garden – a place of reflection and remembering. A team of ‘Green Giants’ made up of members of each class elected by their peers to champion ecology and environmental issues, children who need a safe haven who use ‘flight’ as a way of dealing with problems to have a safe place to run to and members of staff and PTFA.

Full details of the proposals will be made available to members on the weekly digest. Those shortlisted will be made publicly available ahead of a public vote on 22nd June

None – Line 4937 Wild about Shaftesbury has funds of £3,402 available Transfer £402 back into general reserves.

Reputational risk if funds are not allocated to those organisations that applied for the funding.

8 Payments

To consider payments for authorisation (5 mins)

Summary

A list of payments will be provided to Councillors 24 hours prior to the meeting to ensure that the most up to date list of payments requiring authorisation is produced.

Financial Implication

The RFO is required to prepare a schedule of payments requiring authorisation to be presented to the council or finance committee. Personal payments (including salaries, wages, expenses and any payment made in relation to the termination of contract of employment) may be summarised to remove public access to any personal information. (Shaftesbury Town Council, 2019)

Legal Implication

Every local council must ensure that it has a sound system of internal control which facilitates the effective exercise of its functions and the achievement of its aims and objectives. The council must likewise ensure that its financial, operational and risk management is effective. (Cleyden, 2016, p. 178) (Accounts and Audit Regulations, 2015)

Recommendation

9 Bowling Club Lease

To receive and note an update on the Bowling Club lease (10 mins)

Summary

The GEM committee RESOLVED to amend the Bowling Club lease to include the extra land for the carpark in January 2018. The car park works have been completed and are now operating the new area as part of the Bowling Club.

The GEM committee resolved to the renovation of the Barton Hill grounds unit to provide, under lease agreement, to Shaftesbury community organisations for storage of equipment and event related resources. (Delegated to the Town Clerk all aspects of renovation and Heads of Terms for lease, final lease to be authorised by the Council, management of the lease to be delegated to the Town Clerk. As part of the research for managing the Barton Hill lease it came to light the WC in the unit is under lease to the Bowling Club. The renovation plan includes the removal of the WC to make additional storage space.

The STC solicitor has been instructed (as part of the lease management delegated authority) to amend the lease plan for the Bowling club as follows:

Remove the use of the WC from the original lease. Note: permission has been sought from the Chair and Secretary of the Bowling Club and a signed copy of this agreement is held on file.

Extend the area of land (appended to this report) to include the extended car park area

Financial Implication

Cost of amendment to lease will be in the region of £500 – standard cost

10 2020/2021 Budget Recommendations

To consider the Committee’s budget requirements for 2020/21 (15 Mins)

Summary

A full review of the reserves and projects (901 and 902) has been undertaken. The figures annual draft budget report (GEM) below represent work undertaken on the budget to date. The figures at this stage are indicative.

11 Visitor Experience Advisory Committee Brand Identity Proposal

To consider the recommendation from VEAC to adopt the proposal for managing the brand identity for Shaftesbury (15 Mins)

Summary

The VEAC have been working on a strategy to raise the profile of Shaftesbury as a Visitor destination. The marketing sub-group made up of marketing experts have developed the branding proposal for the council to consider. The Shaftesbury brand is weak and does not have recognised identity. A brand is a reputation, an experience and a look. A memorable brand that will secure the core values of the town and grow the economic sustainability of the town is vital.

A strong brand identity needs to be part of the marketing and brand strategy. A brand develops over time but needs control. The branding is critical to underpin the pending navigational signage project to improve the visitor experience.

The full proposal will follow as a confidential paper due to commercial confidentiality relating to a tender process, this will be presented in a confidential session at the meeting.

Financial Implication

This cost of this project will be presented in the confidential session 50K has been allocated to the signage project as part of the NDDC funding allocation to Shaftesbury. A project brief was presented to NDDC and agreed as a substitute to Project Belle.

Risk

The BVTDC will not promote Shaftesbury as a destination post 2020 season. The tendering process will take in the region of 6 months to organise application and selection process hence the proposal is being presented now. The BVTDC will be invited to apply for this funding.

Recommendation

The GEM committee resolve to recommend the budget (as outlined in the confidential paper) is approved by Full Council to manage the branding process as part of the tourism marketing strategy.

12 Visitor experience Advisory Committee Tourism Marketing Tender Proposal

To consider recommendation from VEAC to adopt the proposal for managing the tender process for tourism marketing related services for Shaftesbury via an SLA agreement (15 mins)

Summary

Full Council resolved to manage the Service Level Agreement for tourism marketing for future years via a tender process at its meeting on 1st October 2019.

VEAC have been working on a strategy to raise the profile of Shaftesbury as a Visitor destination. The marketing sub-group is made up of marketing experts have developed the tender process for managing the SLA for tourism marketing.

It is not VEAC's intention to provide destination marketing services for Shaftesbury and VEAC does not suggest that Shaftesbury Town Council should take on this role either.

VEAC wants to outline key targets to enable STC to put this function out to tender. VEAC will also set measurable targets by which the council can assess the success of a future service provider.

The full proposal will follow in a confidential paper due to commercial confidentiality relating to a tender process, this will be presented in a confidential session at the meeting.

It is expected that the tender application process will start in the new year and the selection process will be complete mid-March and in advance of the tourism season starting in the Spring.
