THE LEADING VOICE FOR THE BUSINESS OF CONSULTING ENGINEERING IN CANADA

The Association of Consulting Engineering Companies (ACEC) represents companies in Canada that provide professional engineering services to both public and private-sector clients. These services include the planning, design and execution of all types of engineering projects as well as providing independent advice and expertise in a wide range of engineering and engineering-related fields. Through offering these services, ACEC member companies have a direct influence on virtually every aspect of the economic, social and environmental quality of life in Canada. Moreover, as part of a regulated profession, the engineers employed by ACEC companies are obligated by law to act with fidelity to the public interest.

Founded in 1925, ACEC today is a member-governed association of nearly 500 independent consulting engineering companies, and 12 provincial and territorial Member Organizations. Consulting engineering in Canada is a $25.8 billion a year industry that employs more than 100,000 Canadians. Canada is globally recognized for its engineering services and is the fifth largest exporter of engineering services in the world with 30% of its work performed at the international level.

ACEC is a member of the Fédération Internationale d’Ingénieurs Conseils (FIDIC), the global voice of consulting engineering.

THE ACEC LOGO

The ACEC logo evokes a maple leaf encircled by the engineers’ Iron Ring – a recognized and respected symbol of the engineers’ great responsibility and duty to the public. In this vein, ACEC member firms aspire to be the trusted advisors to their clients – relied upon for innovative, sustainable solutions to some of society’s greatest challenges. The ring was designed with 12 discrete elements representing each of our provincial and territorial Member Organizations.

The resultant abstract presentation of the ring also suggests both a globe on its axis and a sense of motion and change. This represents the talented, business-minded professionals who apply their knowledge and expertise to improve quality of life for Canadians and the broader international community. This is reinforced by ACEC’s concise, aspirational tagline: “Shaping tomorrow’s world.”

As I noted at the beginning of my term as Chair, there is no question that the business of consulting engineering is changing. The Association of Consulting Engineering Companies - Canada (ACEC) will also need to evolve if it is to continue to be an effective voice for the sector and deliver value to its members. This is why ACEC has thoroughly reviewed its governance and strategic priorities in 2012-2013.

This past year ACEC has successfully implemented a new governance model that has focused the association on the future. In addition to its fiduciary responsibilities, the ACEC Board of Directors now spends more time identifying the major issues and trends facing our industry – not just in the coming year, but in the years ahead. This will allow us to adapt to the new risks and opportunities in our changing business and regulatory climate. ACEC has recognized that today, more than ever, it needs to be proactive and it needs to be agile in order to be effective.

This emphasis on the future and a forward-thinking approach is also reflected in ACEC’s new strategic plan for the period 2013-2016. For example, building upon its success as an industry advocate with the federal government, ACEC has committed more time and resources to engaging with our clients in the private sector. Not only is this important to firms active in areas such as buildings, industry, energy and resources, it also recognizes that our client base is changing across the board. With changing project delivery models, even traditional public sector owners are delivering more projects through private sector organizations. And as we broaden our interaction and advocacy into multiple client sectors in addition to our strong government relations program, we will also be creating more opportunities for member participation.

ACEC had more direct interaction and continuity with its provincial and territorial Member Organizations via the current cross-Canada tour and opportunities to participate in activities that engage a broader cross-section of member firms. ACEC is in a stronger position to support advocacy, image building and member recruitment/retention activities of the Member Organizations. Member engagement has been maintained this year and will continue to grow under the direction of the incoming Chair.

At the end of the day, if ACEC is to continue to be the recognized voice of the industry and help to make engineering firms more successful, we need to continue to be relevant and we need to be agile.

Our accomplishments this year would not have been possible without the support and advice of the 2012-2013 Board of Directors. I am proud to have worked with this great team – our industry is fortunate to have such dedicated and visionary people in its ranks.

I also want to acknowledge our hard working staff in Ottawa, led by our President John Gamble. While the Board sets the direction of the association, it is our team in Ottawa that runs the day-to-day operations. Whether they are promoting the value of engineering services to clients or to Parliament Hill, providing programs or organizing events, we are fortunate to have such capable ambassadors and advocates for our members and our industry.

To my successor, Jason Mewis, and to the incoming Board of Directors, I want to extend my best wishes for another successful and productive year ahead, and to assure you of my continued engagement and support. Finally, I would like to encourage those of you not on the Board to consider becoming a Board member in the future. I can assure you it’s a rewarding experience and will be of benefit to you as well as ACEC.

ACEC and our industry are well positioned for continued success through 2013 and into the future. I have no doubt that our association will continue to add value and make this industry proud.

President’s Report

John D. Gamble, CET, P.Eng. President

ACEC remains committed to creating a business and regulatory climate that will allow our members to be successful and offer a high level of quality and value to their clients. No other profession or industry is more important to our social, economic and environmental quality of life.

The past year has clearly demonstrated that ACEC is strongly committed to providing value to its members and ensuring continuous improvement. This is reflected in both a new governance model and a renewed strategic plan that have guided ACEC activities over the past year. The Year in Review section of this report offers an overview of the many programs and activities undertaken by the association, as well as a look forward.

I believe that our national profile has never been higher. Record participation in both the Canadian Consulting Engineering Awards and our annual Parliament Hill Day has yielded national media coverage for ACEC and local media coverage for many of our members. We have earned a reputation as an important and influential voice for Canada’s consulting engineering sector in the eyes of the federal government and other national stakeholders.

We continue to leverage our influence and credibility by advocating on issues important to our profession and our industry. This year, ACEC has been one of the most effective voices in support of long-term infrastructure investment. ACEC continues to be at the table as key stakeholders work with Infrastructure Canada toward the development and implementation of the new plan announced in the federal budget this spring. In addition, we have continued to collaborate with our Member Organizations to educate provincial governments on the unintended implications of the New West Partnership Trade Agreement for our members and their clients. This issue is now back on the political radar in western Canada. And thanks to our work with other industry

stakeholders, the Canadian Nuclear Safety Commission has reconsidered administrative changes to its licencing requirements that would have cost our industry millions of dollars in financial guarantees.

Our authority on business issues important to our industry is well recognized. ACEC has been represented on the Canadian Construction Documents Committee, the Canadian Infrastructure Report Card Advisory Board and the Institute for BIM in Canada. To assist our members with business practice issues, we have now updated and improved our entire suite of contract agreements for consulting engineering services. These documents are now free to our members and their clients. And for the first time, these documents are now available in both official languages.

Building on our successes over the past several years, particularly in advocacy and profile building, ACEC has committed new resources to expand our influence and deliver value to members. Because the past year was also financially successful, we have been able to make significant investments in outreach to private sector clients and in member engagement.

Of particular note, we have reached out to private sector organizations that represent clients of consulting engineering firms and/or that impact the business and regulatory climate for consulting engineering. ACEC has already been discussing issues of mutual interest with organizations such as Canadian Association of Petroleum Producers, Canadian Chamber of Commerce, Mining Association of Canada and Canadian Energy Pipeline Association.

This year, Murray Thompson and I had the opportunity to travel across the country, meeting with many of our volunteers and with the Member Organizations that represent our industry at the

provincial and territorial level. The Member Organizations are also key to our successes across the country. As part of our annual tour, Murray and I have sought out more frequent and varied opportunities to participate in activities that engage a broader cross-section of the membership. This has allowed ACEC to support Member Organizations in their advocacy, image building and member recruitment/retention activities. This will continue and is being expanded.

The past year’s successes would not have been possible without the hard work of ACEC volunteers and staff. Volunteers, led by our Board, freely offer advice and expertise through participation on ACEC committees and task forces. We recognize many of ACEC’s volunteers in this report.

ACEC is supported by a diverse and talented staff in Ottawa. I want to thank Susie Grynol, Jean-Marc Carrière, Randi Goddard, Martin Savard, Laura Allardyce and Julie Jacquard for their hard work, creativity and commitment to the association and to its members.

In closing, I wish to thank Murray Thompson and the 2012-2013 Board of Directors for their support and strategic leadership. Always moving forward, they hold the association and themselves to a high standard of professionalism and accountability. I look forward to continuing our important work with our incoming Chairman, Jason Mewis, and our new Board.

STRATEGIC PILLARS AND ACTIVITIES

ACEC’s four strategic pillars were realized through the following activities and initiatives.

ADVOCACY ON NATIONAL ISSUES – PUBLIC SECTOR AND PRIVATE SECTOR FOCUSED

We influence the federal government and other national stakeholders to create a favourable regulatory and business climate for engineering companies.

• Our annual Parliament Hill Day provides opportunities for representatives of ACEC member firms to meet with federal politicians on issues significant to our industry.

• We monitor federal government bills, regulations, programs and policies; and we develop position papers and briefing notes that support ACEC policies.

• ACEC staff meets regularly with federal politicians from all parties and with key government decision makers on priority industry issues.

• ACEC presents to House of Commons committees including Finance, Industry, Government Operations and Transportation and Infrastructure.

• ACEC participates in the Federal Budget “lock-up,” as we did again this year on March 21, and, within hours, reported on how the budget impacts consulting engineers and their clients.

IMAGE AND PROFILE BUILDING

We enhance the profile of consulting engineers and showcase the contribution of consulting engineering to Canada’s social, economic and environmental quality of life.

• The Canadian Consulting Engineering Awards showcase the year’s best projects by ACEC member forms before an audience of industry leaders and key stakeholders. This event serves to position ACEC as one of the highest profile industry associations in Canada. For information visit www.canadianconsultingengineer.com.

• We partner with other organizations and support programs that provide opportunities to raise the profile of consulting engineering to clients, politicians and other industries. Some of our partners include the Federation of Canadian Municipalities, industry and professional associations and federal government departments and agencies.

• Our Engineering Legacies student outreach campaign showcases consulting engineering as the career of choice for engineering students. Since 2009, ACEC and its Member Organizations have made presentations to over 6,000 engineering students across Canada. Visit www.engineeringlegacies.com.

• Canada is one of the strongest and most influential voices in the International Federation of Consulting Engineers (FIDIC) with ACEC members playing key roles on the Executive Committee, the Business Practices Committee and annually on the conference program.

• We work with the Department of Foreign Affairs and International Trade and with Export Development Canada to help ACEC members explore international market opportunities.

CLIENT LIAISON AND BUSINESS PRACTICES SUPPORT

We are recognized by public and private sector clients (and by the consulting engineering sector) as the authority on business practice issues.

• We work with members, insurance experts and leading industry lawyers to provide a suite of professional service agreements for consulting engineering companies and their clients.

• ACEC represents the consulting engineering sector on the Construction Industry Consultative Committee (CICC) and the Canadian Construction Documents Committee (CCDC).

• ACEC participated in the Canadian Infrastructure Report Card, the National Round Table on the Environment and the Economy and the Institute for Building Information Management in Canada.

Year in Review 2012-2013

• We are an official supplier of ACEC, FIDIC and CCDC documents. Members may also access documents from the American Council of Engineering Companies at members’ prices.

• We monitor industry trends through ACEC’s business benchmarking survey, compensation and benefits survey, client survey, and identify relevant external statistics and surveys.

• Our Annual Summit offers industry leaders and young professionals a business program focusing on key industry issues, business practices, forecasts and emerging trends. These leaders also share experiences and ideas through Market Sector Roundtables.

• We leverage international relationships with the American Council of Engineering Companies and FIDIC to observe trends and stay current on best practices in the industry.

• We offer training seminars to help principals, senior management and project managers make their projects and their firms more successful.

MEMBER ENGAGEMENT AND COMMUNICATIONS

We encourage member participation and demonstrate value for membership through effective communications and engagement.

• We invite member firms to participate in high-profile annual events including Parliament Hill Day, the Canadian Consulting Engineering Awards, and the ACEC Summit.

• Our Chairman and President continue to conduct a national tour of Member Organizations to solicit industry feedback on issues and trends.

• We work cohesively with Member Organizations to deliver products and services to our members.

• We are improving and modernizing our communications tools.

• We use social media to build the profile of the association and engage with members, stakeholders, government and engineering students.

CALLING FOR A NATIONAL LONG-TERM INFRASTRUCTURE PLAN

During Parliament Hill Day in 2012, ACEC representatives from across Canada met with over 40 Members of Parliament to voice the association’s support for a long-term infrastructure plan.

ACEC took a strong message to Parliamentarians: infrastructure investments are vital to Canada’s prosperity and they provide value to Canadian taxpayers.

ACEC also made a formal pre-budget submission to the House of Commons Standing Committee on Finance in support of the government’s commitment to a long-term infrastructure plan for Canada.

ACEC, working with its provincial and territorial Member Organizations, was prominent at regional infrastructure roundtables across Canada organized by federal Infrastructure Minister Denis Lebel. Member organizations across Canada have also taken this message to their respective provincial and municipal governments.

On March 21st in the House of Commons, the Honourable James Flaherty, Minister of Finance, tabled the federal government’s budget, Economic Action Plan 2013, which includes funding for the largest and longest federal infrastructure plan in Canadian history and refelcts a number of recommendations put forth by ACEC and its many partners.

SAVING FIRMS MILLIONS IN FINANCIAL GUARANTEES

Pressure from ACEC and the Canadian Council of Independent Laboratories (CCIL) stopped a Canadian Nuclear Safety Commission (CNSC) proposal to require over $14 million in financial guarantees from users of nuclear devices such as densometers to ensure their safe disposal. An independent risk assessment determined that the annualized financial risk associated with disposal of densometers would be more realistically around $16,000 (less than 0.15% of the $14 million in guarantees).

The CNSC has accepted the findings of the risk assessment. Going forward, the CNSC will work with the industry to explore more realistic alternatives.

FIXING THE NEW WEST PARTNERSHIP TRADE AGREEMENT (NWPTA)

ACEC is taking a leadership role in promoting interprovincial trade rules that will improve our industry’s ability to provide value to taxpayers and improve the quality of life of all Canadians.

ACEC and its Member Organizations support increasing the flow of goods, services, capital and people across borders in Canada. However, language in the NWPTA puts pressure on public clients to treat professional engineering services as a commodity. The potential consequences of this have led to renewed efforts by ACEC’s Member Organizations to re-engage their provincial governments have put this issue back on the political radar.

OPENING DOORS TO PARTICIPATE IN FOREIGN AID

ACEC has long advocated that Canada’s foreign aid programs return to an emphasis on community and economic infrastructure that helps create long-term self-reliance. In November 2012, the federal government made a commitment to refocus Canada’s foreign aid priorities and facilitate the private sector and non-government organizations (NGOs) in leveraging their respective strengths and expertise.

Federal aid programs have the potential to alleviate poverty and increase self-reliance in developing countries, showcase Canadian expertise and provide business opportunities for Canada’s engineering sector. ACEC and its member companies across Canada welcome opportunities to work closely with the government and NGOs as the government refocuses its foreign aid priorities.

IMPROVING PUBLIC PROCUREMENT

ACEC encourages the use of InfraGuide Best Practice for Selecting a Professional Consultant and the use of qualifications-based selection (QBS) to provide the best long-term value to clients.

ACEC made significant progress with Defence Construction Canada (DCC) in terms of changes to the way in which proposals are evaluated and scored which will improve the quality of engineering services by reducing the influence of price in proposal evaluation. Early results suggest the changes have been successful.

SUPPORTING BUSINESS PRACTICES

ACEC has completed an update of its entire suite of standard agreements for use by consulting engineering firms. These documents are available free of charge to ACEC members and their clients.

ACEC has endorsed two new CCDC contracts: CCDC 14 – Design-Build and CCDC 15 – Construction Management. The Committee was successful in negotiating changes to CCDC 14 and 15 to ensure their fairness and balance, especially with regard to risk to designers. Issues concerning insurance have also been clarified to the satisfaction of the ACEC representatives on CCDC.

NEW PROGRAMS AND INITIATIVES FOR 2013-2014

In light of uncertainty in the industry, ACEC’s advocacy on behalf of its members and its outreach to its members is more important than ever. Not only will ACEC be maintaining its core programs, it will also be strengthening programs that support its key strategies.

EXPANDED MEMBER OUTREACH AND ENGAGEMENT

ACEC will have more direct interaction and more continuity with MOs. ACEC has allocated resources to increase engagement among a broader cross-section of member firms. ACEC will also be able to support advocacy, image building and member recruitment/retention activities of the MOs.

Looking Forward: Creating more Value for Members

EXPANDED PRIVATE SECTOR OUTREACH

Private sector outreach has been identified as a standalone item with a dedicated budget to allow ACEC representatives the resources to have direct interaction with organizations that represent private sector clients, especially in the commercial, industrial, energy and resource sectors.

GOVERNMENT RELATIONS CONSTITUENCY WEEK

ACEC will coordinate an outreach program for ACEC members to meet with Members of Parliament in their local ridings on key industry issues. This will strengthen ACEC’s political presence and brand with federal politicians and expose members to, and directly engage them in, ACEC’s advocacy on behalf of its members. ACEC would also engage the local MOs and provide them with a template for similar initiatives at the provincial or municipal level.

ANNUAL CHIEF EXECUTIVES ROUNDTABLE FOR ACEC MEMBERS

ACEC will explore the feasibility of a facilitated national annual one-day CEO roundtable to ensure that ACEC is in tune with the leadership of ACEC member firms (or their Canadian operations) both in terms of value for membership and issues and trends. This focused business and networking opportunity, exclusive for industry leaders, would result in a report distributed to the participants and to the ACEC Board.

MEDIA STRATEGY

ACEC will create and execute a robust media strategy including proactive media outreach and media events, key contact with journalists, regional media outreach for members, a strategic social media plan and crisis communications.

ACEC has developed a strong partner program, building relationships with all of its four partners. Each one brings their own distinct expertise to ACEC members and offers a multitude of services. ENCON, ACEC’s Platinum Partner, has a special relationship with the association and has been a strong supporter of the industry for over 40 years. ACEC also has a special partnership with Miller Thomson LLP and DeGrandpré Chait LLP who provide valuable support on the ACEC Contracts Committee. 2012 CANADIAN CONSULTING ENGINEERING AWARDS

The Canadian Consulting Engineering Awards are presented annually by the Association of Consulting Engineering Companies with Canadian Consulting Engineer Magazine. Awards are bestowed to ACEC member firms who have achieved the highest level of excellence in quality of engineering, innovation and societal benefit. Categories recognize projects that are both technical and non-technical in nature and winners are selected by a panel of judges overseen by Canadian Consulting Engineer Magazine.

SCHREYER AWARD

The Schreyer Award is presented to the designers of the project with the highest technical merit. The Award is named in honour of former Governor-General Edward Schreyer.

We expressed an unmodified audit opinion on those financial statements in our report dated June 20, 2013.

The summary financial statements do not contain all the disclosures required by the Canadian accounting standards for not-for-profit organizations. Reading the summary financial statements, therefore, is not a substitute for reading the audited financial statements of the Association of Consulting Engineering Companies - Canada.
