Texas Citizen Fund- Just Transportation Alliance
• Genesis: Research and demonstration project commissioned by Congress in 1988
• Pre-ADA: To improve access to public transportation for people with disabilities
Expanded post-ADA mission:
• Promote cooperation between the disability
community and the transportation industry
• To increase mobility for people with disabilities under the ADA and beyond
Objectives: Assess Use Patterns & Gather Data Directly
Objective: Respond constructively to Citibus’ challenges
• Mayor-City Council appointed a seven-member Public Transportation Strategic Task Force to prepare a plan to respond
• Public Transportation Strategic Task Force accepted and endorsed each recommendation made by the Collaborative to the Mayor-City Council
• Mayor-City Council provided Citibus with significant Community Development Block Grant (CDBG) funds of consumer concern
Objective: To grow the number of those who see themselves as having ownership/interest in Citibus
• Public Transportation Strategic Task Force: Major employers & opinion leaders
• City Council members met with Texas Transportation Commissioners on behalf of Citibus
• Members of the disability community and residents urged the MPO to increase the funds allocated to Citibus in the long-range 20 year plan (MTP) and to prepare strategically for a regional transportation system (UPWP)
• Mayor-City Council appoints first person with a disability to Citibus Board
• Currently, the South Plains Transportation Alliance is pressing the City Council for additional funds to Citibus to restore half-hour services
• Currently, discussions are ongoing about piloting a Medicaid Transit Pass program
