Since 2011, NPA has awarded 29 grants worth $23,000 to local homeowners to help offset the costs of fixing up the exteriors of their homes. To qualify, your home must be more than 50 years old and your proposed renovations must meet certain standards, but this popular program has helped dozens of families stretch their renovation budgets. The suspect fled the Kroger parking lot in a white, four-door vehicle with the victim giving chase with a young child in her vehicle. Police say during the chase the suspect fired several shots out the window of his vehicle at the victim, who eventually crashed her car into a nearby retention pond. Both the woman and her young child were able to safely get out of the vehicle before it submerged. Police are continuing their search for the robbery suspect and the vehicle involved. The suspect is described as a black man with short hair, clean-shaven, mid-30s, approximately 5-foot-6, 260 pounds and wearing a dark blue T-shirt with jeans and tennis shoes. The Fishers City Council Finance Committee approved a resolution Wednesday resolrecommending the full council appropri- ate $7.1 million of that money aimed at infrastructure projects throughout the city. Initially, Mayor Scott Fadness had taken a go-slow approach to how the funds should be utilized. This action will allow the city to dip into that cash for various projects through- out the city. A public hearing on the appropriation will be held at the next city council meeting schedule for April 17th. In another matter, City Controller Oscar Gutierrez told the Finance Committee the E911 board is taking the position that updated Fishers census figures will not be used to distribute funds unless state lawmakers act. The distributions supporting the E911 service are made to municipalities by population numbers. Unless the legislature takes action, the E911 board will use the lower Fishers census figures from 2010. Fishers paid for a special census which showed a spike in population since the last regular census in 2010. The census from 2010 showed a Fishers population of 76,880. The special census completed in 2016 showed a city population of 86,459. Fishers Finance Committee recommends action on infrastructure funds

9 Tips To Keep Your Child Safe Around Water This Summer

The REPORTERFew things are as much fun as splashing around at the

beach or in a backyard pool but not every child is confi-dent about taking the plunge

ldquoFor some children the idea of getting in the water and trying to swim can be a bit frighteningrdquo says KJ Hales author of Itrsquos Hard to Swim the second and most recent addition to the Lifersquos Little Lessons by Ellie the Wiener-dog educational picture book series (wwwellietheweiner-dogcom)

ldquoBut with the proper positive reinforcement they can overcome their fears and discover just how much fun swimming can berdquo

May is National Water Safety Month a good time for parents to consider teaching their children how to swim The American Academy of Pediatrics supports swimming lessons for most children 4 years and older Water safety classes can also reduce the risk of drowning in younger children the pediatrics group reports but advises that because children develop at different rates not all will be ready to swim at the same age

Hales who offers teachersrsquo guides and educational activities to go along with the lessons in her books says she chose swimming as one of Ellie the Wienerdogrsquos adventures because itrsquos a valuable skill that all children should learn

ldquoMost children are around water in some form wheth-er itrsquos a pool a river a pond a lake or the oceanrdquo she says ldquoSo learning to swim isnrsquot just for fun Itrsquos also important for safetyrdquo

The Pediatric Academy cites several water-safety tips for parents including

bull Never ndash even for a moment ndash leave small children alone or in the care of another young child while in bathtubs pools spas or wading pools or near irrigation ditches or standing water

bull Empty water from buckets and other contain-ers immediately after use

bull To prevent drowning in toilets young children should not be left alone in the bathroom

bull Closely supervise chil-dren in and around water With infants toddlers and weak swimmers an adult should be within an armrsquos length With older children and better swimmers an adult should be focused on the child and not distracted by other activities Bath seats cannot substitute for adult supervision

bull If children are in out-of-home child care ask about exposure to water and the ratio of adults to children

bull If you have a pool install a four-sided fence that is at least 4-feet high to limit access to the pool The fence should be hard to climb (not chain-link) and have a self-latching self-closing gate Families may consider pool alarms and rigid pool covers as additional layers of protec-tion but neither can take the place of a fence

bull Parents caregivers and pool owners should learn CPR

bull Do not use air-filled swimming aids (such as in-flatable arm bands) in place of life jackets They can deflate and are not designed to keep swimmers safe

bull All children should wear a life jacket when riding in a boat Small children and non-swimmers should also wear one at waterrsquos edge such as on a river bank or pier

ldquoWhen Ellie finally swims she realizes that learning something new is wonderful and if you give it a try you can do anything you wishrdquo Hales says ldquoThis is a lesson I hope all children will take to heart not only when learning to swim but also when facing any challenge that comes their wayrdquo

Billy Lee Taylor 71 of Corydon died Friday April 7 2017 at Baptist Health-Floydin New Albany Born September 15 1945 in Concord NC he wasthe son of Lloyd H and Viola B Pelton Taylor

He was a longtime Noblesville resident who was well respectedHe worked as a concessionaire with Carousel Foods

9 Tips To Keep Your Child Safe Around Water This Summer

The REPORTERFew things are as much fun as splashing around at the

beach or in a backyard pool but not every child is confi-dent about taking the plunge

ldquoFor some children the idea of getting in the water and trying to swim can be a bit frighteningrdquo says KJ Hales author of Itrsquos Hard to Swim the second and most recent addition to the Lifersquos Little Lessons by Ellie the Wiener-dog educational picture book series (wwwellietheweiner-dogcom)

ldquoBut with the proper positive reinforcement they can overcome their fears and discover just how much fun swimming can berdquo

May is National Water Safety Month a good time for parents to consider teaching their children how to swim The American Academy of Pediatrics supports swimming lessons for most children 4 years and older Water safety classes can also reduce the risk of drowning in younger children the pediatrics group reports but advises that because children develop at different rates not all will be ready to swim at the same age

Hales who offers teachersrsquo guides and educational activities to go along with the lessons in her books says she chose swimming as one of Ellie the Wienerdogrsquos adventures because itrsquos a valuable skill that all children should learn

ldquoMost children are around water in some form wheth-er itrsquos a pool a river a pond a lake or the oceanrdquo she says ldquoSo learning to swim isnrsquot just for fun Itrsquos also important for safetyrdquo

The Pediatric Academy cites several water-safety tips for parents including

bull Never ndash even for a moment ndash leave small children alone or in the care of another young child while in bathtubs pools spas or wading pools or near irrigation ditches or standing water

bull Empty water from buckets and other contain-ers immediately after use

bull To prevent drowning in toilets young children should not be left alone in the bathroom

bull Closely supervise chil-dren in and around water With infants toddlers and weak swimmers an adult should be within an armrsquos length With older children and better swimmers an adult should be focused on the child and not distracted by other activities Bath seats cannot substitute for adult supervision

bull If children are in out-of-home child care ask about exposure to water and the ratio of adults to children

bull If you have a pool install a four-sided fence that is at least 4-feet high to limit access to the pool The fence should be hard to climb (not chain-link) and have a self-latching self-closing gate Families may consider pool alarms and rigid pool covers as additional layers of protec-tion but neither can take the place of a fence

bull Parents caregivers and pool owners should learn CPR

bull Do not use air-filled swimming aids (such as in-flatable arm bands) in place of life jackets They can deflate and are not designed to keep swimmers safe

bull All children should wear a life jacket when riding in a boat Small children and non-swimmers should also wear one at waterrsquos edge such as on a river bank or pier

ldquoWhen Ellie finally swims she realizes that learning something new is wonderful and if you give it a try you can do anything you wishrdquo Hales says ldquoThis is a lesson I hope all children will take to heart not only when learning to swim but also when facing any challenge that comes their wayrdquo

Billy Lee Taylor 71 of Corydon died Friday April 7 2017 at Baptist Health-Floydin New Albany Born September 15 1945 in Concord NC he wasthe son of Lloyd H and Viola B Pelton Taylor

He was a longtime Noblesville resident who was well respectedHe worked as a concessionaire with Carousel Foods

Survivors include his adopted family Josh and Beth Orme OliviaOrme Mike and Diane Orme Dennis and Cheryl Reas Kyle and BlakeReas and Isaac and Jeremy Orme and all of their extended familiesand his ldquocousinrdquo Cliff McInnes

9 Tips To Keep Your Child Safe Around Water This Summer

The REPORTERFew things are as much fun as splashing around at the

beach or in a backyard pool but not every child is confi-dent about taking the plunge

ldquoFor some children the idea of getting in the water and trying to swim can be a bit frighteningrdquo says KJ Hales author of Itrsquos Hard to Swim the second and most recent addition to the Lifersquos Little Lessons by Ellie the Wiener-dog educational picture book series (wwwellietheweiner-dogcom)

ldquoBut with the proper positive reinforcement they can overcome their fears and discover just how much fun swimming can berdquo

May is National Water Safety Month a good time for parents to consider teaching their children how to swim The American Academy of Pediatrics supports swimming lessons for most children 4 years and older Water safety classes can also reduce the risk of drowning in younger children the pediatrics group reports but advises that because children develop at different rates not all will be ready to swim at the same age

Hales who offers teachersrsquo guides and educational activities to go along with the lessons in her books says she chose swimming as one of Ellie the Wienerdogrsquos adventures because itrsquos a valuable skill that all children should learn

ldquoMost children are around water in some form wheth-er itrsquos a pool a river a pond a lake or the oceanrdquo she says ldquoSo learning to swim isnrsquot just for fun Itrsquos also important for safetyrdquo

The Pediatric Academy cites several water-safety tips for parents including

bull Never ndash even for a moment ndash leave small children alone or in the care of another young child while in bathtubs pools spas or wading pools or near irrigation ditches or standing water

bull Empty water from buckets and other contain-ers immediately after use

bull To prevent drowning in toilets young children should not be left alone in the bathroom

bull Closely supervise chil-dren in and around water With infants toddlers and weak swimmers an adult should be within an armrsquos length With older children and better swimmers an adult should be focused on the child and not distracted by other activities Bath seats cannot substitute for adult supervision

bull If children are in out-of-home child care ask about exposure to water and the ratio of adults to children

bull If you have a pool install a four-sided fence that is at least 4-feet high to limit access to the pool The fence should be hard to climb (not chain-link) and have a self-latching self-closing gate Families may consider pool alarms and rigid pool covers as additional layers of protec-tion but neither can take the place of a fence

bull Parents caregivers and pool owners should learn CPR

bull Do not use air-filled swimming aids (such as in-flatable arm bands) in place of life jackets They can deflate and are not designed to keep swimmers safe

bull All children should wear a life jacket when riding in a boat Small children and non-swimmers should also wear one at waterrsquos edge such as on a river bank or pier

ldquoWhen Ellie finally swims she realizes that learning something new is wonderful and if you give it a try you can do anything you wishrdquo Hales says ldquoThis is a lesson I hope all children will take to heart not only when learning to swim but also when facing any challenge that comes their wayrdquo

9 Tips To Keep Your Child Safe Around Water This Summer

The REPORTERFew things are as much fun as splashing around at the

beach or in a backyard pool but not every child is confi-dent about taking the plunge

ldquoFor some children the idea of getting in the water and trying to swim can be a bit frighteningrdquo says KJ Hales author of Itrsquos Hard to Swim the second and most recent addition to the Lifersquos Little Lessons by Ellie the Wiener-dog educational picture book series (wwwellietheweiner-dogcom)

ldquoBut with the proper positive reinforcement they can overcome their fears and discover just how much fun swimming can berdquo

May is National Water Safety Month a good time for parents to consider teaching their children how to swim The American Academy of Pediatrics supports swimming lessons for most children 4 years and older Water safety classes can also reduce the risk of drowning in younger children the pediatrics group reports but advises that because children develop at different rates not all will be ready to swim at the same age

Hales who offers teachersrsquo guides and educational activities to go along with the lessons in her books says she chose swimming as one of Ellie the Wienerdogrsquos adventures because itrsquos a valuable skill that all children should learn

ldquoMost children are around water in some form wheth-er itrsquos a pool a river a pond a lake or the oceanrdquo she says ldquoSo learning to swim isnrsquot just for fun Itrsquos also important for safetyrdquo

The Pediatric Academy cites several water-safety tips for parents including

bull Never ndash even for a moment ndash leave small children alone or in the care of another young child while in bathtubs pools spas or wading pools or near irrigation ditches or standing water

bull Empty water from buckets and other contain-ers immediately after use

bull To prevent drowning in toilets young children should not be left alone in the bathroom

bull Closely supervise chil-dren in and around water With infants toddlers and weak swimmers an adult should be within an armrsquos length With older children and better swimmers an adult should be focused on the child and not distracted by other activities Bath seats cannot substitute for adult supervision

bull If children are in out-of-home child care ask about exposure to water and the ratio of adults to children

bull If you have a pool install a four-sided fence that is at least 4-feet high to limit access to the pool The fence should be hard to climb (not chain-link) and have a self-latching self-closing gate Families may consider pool alarms and rigid pool covers as additional layers of protec-tion but neither can take the place of a fence

bull Parents caregivers and pool owners should learn CPR

bull Do not use air-filled swimming aids (such as in-flatable arm bands) in place of life jackets They can deflate and are not designed to keep swimmers safe

bull All children should wear a life jacket when riding in a boat Small children and non-swimmers should also wear one at waterrsquos edge such as on a river bank or pier

ldquoWhen Ellie finally swims she realizes that learning something new is wonderful and if you give it a try you can do anything you wishrdquo Hales says ldquoThis is a lesson I hope all children will take to heart not only when learning to swim but also when facing any challenge that comes their wayrdquo

9 Tips To Keep Your Child Safe Around Water This Summer

The REPORTERFew things are as much fun as splashing around at the

beach or in a backyard pool but not every child is confi-dent about taking the plunge

ldquoFor some children the idea of getting in the water and trying to swim can be a bit frighteningrdquo says KJ Hales author of Itrsquos Hard to Swim the second and most recent addition to the Lifersquos Little Lessons by Ellie the Wiener-dog educational picture book series (wwwellietheweiner-dogcom)

ldquoBut with the proper positive reinforcement they can overcome their fears and discover just how much fun swimming can berdquo

May is National Water Safety Month a good time for parents to consider teaching their children how to swim The American Academy of Pediatrics supports swimming lessons for most children 4 years and older Water safety classes can also reduce the risk of drowning in younger children the pediatrics group reports but advises that because children develop at different rates not all will be ready to swim at the same age

Hales who offers teachersrsquo guides and educational activities to go along with the lessons in her books says she chose swimming as one of Ellie the Wienerdogrsquos adventures because itrsquos a valuable skill that all children should learn

ldquoMost children are around water in some form wheth-er itrsquos a pool a river a pond a lake or the oceanrdquo she says ldquoSo learning to swim isnrsquot just for fun Itrsquos also important for safetyrdquo

The Pediatric Academy cites several water-safety tips for parents including

bull Never ndash even for a moment ndash leave small children alone or in the care of another young child while in bathtubs pools spas or wading pools or near irrigation ditches or standing water

bull Empty water from buckets and other contain-ers immediately after use

bull To prevent drowning in toilets young children should not be left alone in the bathroom

bull Closely supervise chil-dren in and around water With infants toddlers and weak swimmers an adult should be within an armrsquos length With older children and better swimmers an adult should be focused on the child and not distracted by other activities Bath seats cannot substitute for adult supervision

bull If children are in out-of-home child care ask about exposure to water and the ratio of adults to children

bull If you have a pool install a four-sided fence that is at least 4-feet high to limit access to the pool The fence should be hard to climb (not chain-link) and have a self-latching self-closing gate Families may consider pool alarms and rigid pool covers as additional layers of protec-tion but neither can take the place of a fence

bull Parents caregivers and pool owners should learn CPR

bull Do not use air-filled swimming aids (such as in-flatable arm bands) in place of life jackets They can deflate and are not designed to keep swimmers safe

bull All children should wear a life jacket when riding in a boat Small children and non-swimmers should also wear one at waterrsquos edge such as on a river bank or pier

ldquoWhen Ellie finally swims she realizes that learning something new is wonderful and if you give it a try you can do anything you wishrdquo Hales says ldquoThis is a lesson I hope all children will take to heart not only when learning to swim but also when facing any challenge that comes their wayrdquo
