As an important fundamental industry and a public service with various special functions, forestry is stepping into the foreground

Specific objectives: on the basis of 2005, by the year of 2020, 40million ha of forest will be increased, 1.3 billion cubic meter offorest stock volume will be added, forest cover will reach 23%,and total forestry output value will reach 4 trillion yuan (2.8trillion yuan in 2011).

In recent 30 years, under the great support of relevant national authorities, forestry authority has conducted comprehensive y y pforestry project cooperation with international aiding organizations like UNDP, FAO, WFP, ITTO, and national g , , , ,governments including Germany, Japan, Australia, Canada, South Korea, and NGOs such as WWF, etc. , ,

Implementation of this model of projects has provided a series of demonstration for national programs. Successful experiences in project implementation process like contracting responsibility mechanism, project afforestation model, PLUP, fund reimbursement system have been adopted in national programs.

Development cooperation project between started in 1979. In 2006, Swedish government approved new strategy of cooperation andSwedish government approved new strategy of cooperation and development with China between 2006 and 2010.

1) Forestry cooperation with Sweden

Forestry cooperation between China and Sweden started in 1980’s, techniques and equipments of Swedish forest industry have played important role for the development of forest industry in China. On Oct. 25, 2004, SFA and Swedish Forestry Bureau signed MOU. SFA has sent staff to attend SIDA training for several times.

On Oct.15 2011, by witness of Zhong Shan, Vice Minister of Ministry of Commerce of China and Swedish State Secretary Gunnar OOM, IFCC of SFA and Federation of Swedish Farmers signed MOU in Guangzhou.


During 2005-2011, Swedish IKEA Group invested 2.83 million SEK to cooperate with SFA for implementing the p p gproject of SFM technical guideline drafting and planning in China.


On May 21 2010, by witness of Swedish King and Li Keqiang, Vice Prime Minister of China “Forestry CooperationVice Prime Minister of China, Forestry Cooperation Framework Agreement between IFCC and SKF China” was signed in Beijing SKF Group granted 25 million SEK tosigned in Beijing. SKF Group granted 25 million SEK to implement afforestation cooperation project in Fuxin, Liaoning.


Cooperation between SFA and LRF started in 2007, a Chinese delegation led by Lei Jiafu, Vice Administrator of SFA visited Sweden.

Firstly, Swedish forestry is very well developed. How to adopt the advantages of Sweden in techniques, management and development ideas to play role in crucial fields of forestry development in China, needs our discussion.


Secondly, integrated with collective forest tenure right system reform in China, conduct deep level cooperation in policy field aimed at hard problems in forestry reform of China.

Thirdly, strengthen cooperation and communication with your organization. We hope to strengthen contact and communication, motivate cooperation in wider range and deeper level, and promote health and rapid development of forest farmer cooperatives in China.
