4.0 SIX MONTH ENVIRONMENTAL CLEARANCE

COMPLIANCE STATEMENT

A. Specific Conditions

1 Wet scrubber along with stack of

adequate height shall be provided to

2. AAQ data shall be collected as per

NAAQS standards notified by the

ministry vide GSR No. 826 (E) dated

16th sep 2009 the levels of PM10, PM2.5,

SO2 NOx CO, VOC and HC (methane

and non methane) shall be monitored in

the ambient air and emission from the

stacks and displayed at a convenient

location near the main gate of the

company and at important public places.

The company shall upload the results of

monitored data on its website and shall

update the same periodically. It shall

simultaneously be sent to the RO of

MoEF, the respective ZO of CPCB and

TNPCB

3. In plant control measures for checking

fugitive emission from all the vulnerable

sources shall be provided. Fugitive

emission shall be controlled by providing

closed storage, closed handling and

conveyance of chemicals/materials, multi

Cyclone separator and water sprinkling

system. Dust suppression system

including water sprinkling system shall

be provided at loading and unloading

areas to control dust emissions. Fugitive

emission in the work zone environment,

product, Raw material, storage area etc.

necessary steps should be taken for

monitoring of chlorine as well as VOCs

in the proposed plant

vulnerable sources the following measured

The fugitive emissions will be regularly

monitored by providing Gas Vapor Detector

of chlorine as well as VOCs in the plant

4. The gaseous emission from DG sets shall

be dispersed through adequate stack

height as per CPCB standards. Acoustic

enclosure shall be provided to the DG

sets to mitigate the noise pollution.

The gaseous emission from DG sets will be

dispersed through stack of 11m height as per

CPCB. Acoustic enclosure is Provided with

250KVA –DG Set.

5. Total fresh water requirement from

SIPCOT water supply should not Exceed

100 M3/day

The total usage of fresh water per day is

below the limit 100 M3/day. The latest bill

on 05th April, 2017 from SIPCOT is enclosed

in the Annexure 3.

6. Total industrial effluent generation shall

not exceed 7m3/day. Effluent will be

treated in the ETP followed by RO to

achieve Zero discharge. RO Rejects shall

be evaporated in the MEE. RO permeates

shall be recycled/ reused in the process.

No effluent will be discharged outside

the plant premises. Domestic sewage

shall be treated in STP. Water Quality of

treated effluent shall meet the norms

prescribed by CPCB/SPCB

The total effluent generation is not exceeding

7m3/day and therefore the condition is

complied. An Effluent Treatment Plant with

capacity 8 m3/day followed by RO is

provided. The plant produces zero discharge

(ZLD) and the RO Permeate is reused in the

cleaning activity. The norms of CPCB and

TNPCB are also met by providing STP for

domestic sewage treatment.

7. Continuous online monitoring system

(24X7) to be installed and data to be

provided to company’s website and

respective RO MoEF&CC, and

concerned CPCB

The letter attached to TNPCB for waiving of

the condition is enclosed as an Annexure 11.

As DG is for back up only & capacity is

250KVA and thermo pack 850 Kg/hr.

8. Process Effluent/any wastewater shall not

be allowed to mix with storm water.

Storm Water drain shall be passed

through guard pond.

A Separate Piping system is provided for

ETP inlet and STP inlet and so the storm

water will not be allowed to mix with ETP

and STP, therefore the condition is complied.

9. The company shall obtain authorization

for collection, storage and disposal of

hazardous waste under the hazardous

waste (Management, Handling and Tran

boundary Movement) Rules, 2008 and

amended as on date for management of

Hazardous wastes and prior permission

from TNPCB shall be obtained for

disposal of solid/ hazardous waste in the

TSDF. Measures shall be taken for

firefighting facilities in case of

emergency.

Hazardous waste (Management, Handling

and Tran boundary Movement) Rules, 2008

and amended as on date for management of

Hazardous wastes and prior permission from

TNPCB has been obtained for disposal of

solid/ hazardous waste in the TSDF. HWM

authorization is enclosed an Annexure 12

10. The company strictly comply with the

rules and guidelines under manufacture

storage and import of hazardous

chemicals (MSIHC) Rules, 1989 as

amended time to time. All transportation

of hazardous chemicals shall be as per

Motor Vehicle Act (MVA), 1989

11. The unit shall make the arrangement for

protection of possible fire hazardous

during manufacturing process in material

handling. Fire fighting system shall be as

per the norms. Fire hydrant system shall

be provided along with fire monitor and

flame detection system in the process as

well as storage areas.

Fighting system is provided as per the norms

along with the fire monitor and flame

12. Occupational health surveillance of the

workers shall be done on a regular basis

and records maintained as per the

13. Green belt over 10632 m2 area should be

developed within plant premises with

atleast 10 m wide green belt on all side

along the periphery of the project area, in

downward direction, and along road side

etc. Selection of plant species shall be as

per the CPCB Guidelines in consultation

with the DFO.

The Greenbelt Area has been developed in

the project site around 10700 Sq.m (34.11%).

(Near warehouse and production block 1170

Sq.m) and also the plant species are selected

as per CPCB guidelines with consultation of

DFO. Greenbelt photographs and site plan

marked with greenbelt are enclosed in

Annexure 5 & 10

14. At least 2.5% of the total cost of the

project should be earmarked towards the

corporate social responsibility and item-

wise details along with time bound action

plan should be prepared and submitted to

the ministry’s RO at Chennai

implementation of such program should

be ensured accordingly in a time bound

manner.

B. General condition

1. The project authorities shall strictly adhere to

the stipulations made by the state

government and TNPCB

2. No further expansion or modifications in the

plan shall be carried out without prior

approval of the MoEF. In case of deviations

or alternation in the project proposal from

those submitted to this ministry for

Clearance, a fresh reference shall be made to

the ministry to assess the adequacy of

conditions imposed and to add additional

environmental protection measures required,

if any.

There is no modification in the plan. In

case of any change(s) in the scope of the

project, a fresh appraisal by the MoEF

shall be obtained.

3. The location of AAQ monitoring stations

shall be decided in consultant with the SPCB

and it shall be ensured that at least one

station is installed in the upwind and

downwind direction as well as where

maximum ground level concentration are

anticipated

4. The overall noise levels in and around the

plant area shall be kept well within the

standards providing noise control measures

including acoustic hoods, silencers,

enclosure etc. on all sources of noise

generation. The ambient noise levels shall

conform to the standards

premises is within the standards. Noise

generation levels are enclosed in the

monitoring report. Annexure 2

5. The company shall harvest rainwater from

the roof tops of the buildings and storm

water drains to recharge the ground water

and use the same water for the process

activities of the project to conserve fresh

water.

The required condition has been

complied and the photographs of rain

water harvesting, ditch and storm water

drains are all enclosed in Annexure 5

6. Training shall be imparted to all employees

on safety and health aspects of chemicals

handling. Pre-employment and routine

periodical medical examinations for all

employees on handling of chemicals shall be

imparted.

M/s Jesons Industries Limited is

imparting training to all employees on

safety and health aspects of chemical

handling regularly. Routine medical

checkup and pre-employment medical

checkup are carried out regularly and the

photos are enclosed in Annexure 5

7. Usage of Personnel Protection Equipments

(PPEs) by all employees/workers shall be

ensured

All PPEs will be provided to workers.

Also, adequate training and information

on safety and health aspects will be

given to workers. In-site safety signage

is also provided. Photographs are

enclosed in Annexure 5

8. The company shall also comply with all the

environmental protection measures and

safeguards proposed in the documents

submitted to the ministry. All the

recommendation made in EMP/EIA in

respect of environmental management, risk

mitigation measures and public hearing

relating to the project shall be implemented.

9. The company shall undertake all relavent

measures for improving the socio-economic

conditions of the surrounding area.. CSR

activities shall be undertaken by involving

local villages and administration.

11. A separate Environment Management Cell

equipped with full fledged laboratory

facilities shall be set up carry out the

environmental management and monitoring

We are setting up a laboratory for

Environment management with all the

responsibility is enclosed as Annexure

8.

12. The company shall earmark sufficient funds

towards capital cost and recurring cost/

annum to implementation the conditions

stipulated by the MoEF as well as the state

government along with the implementation

schedule for all the conditions stipulated

herein. The funds so Earmarked for

environment management/ pollution control

measures shall not be diverted for any other

purpose.

M/s Jesons Industries Limited adheres to

the condition and will not divert

environment management fund for any

other purpose.

13. A copy of the clearance letter shall be sent

by the project proponent to concerned

panchayat, zilla parised /municipal

corporation, urban local body and the local

NGO, if any from whom suggestions /

representations if any, were received while

processing the proposal.

14. The project proponent shall also upload the

status of compliance of the stipulated EC

conditions, including results of monitored

data (both in hard copies as well as by e-

mail) to the respective Regional Office of

MoEF, the respective Zonal Office of CPCB,

and TNPCB. A copy of EC and status of EC

report shall be posted on the website of the

company

upload the status of compliance of the

stipulated EC conditions, including

results of monitored data to the

respective Regional Office of MoEF, the

respective Zonal Office of CPCB, and

TNPCB.

15. The environmental statement for each

financial year ending 31st March in Form V

as is mandated to be submitted by the project

proponent to the concerned state pollution

Control Board as prescribed under the

Environmental (P) Rules 1986, as amended

subsequently, shall also be put on the website

of the company along with the status of

compliance of EC conditions and shall also

be sent to the respective Regional Office of

MoEF by e-mail.

The condition is agreed upon.

regulation and the copy is attached in

Annexure 9

17. The project authorities shall inform the RO

as well as the ministry, the date of financial

closure and final approval of the project by

the concerned authorities and the date of start

of project.

The condition is agreed upon.

M/s Jesons Industries Limited has

informed RO and will also inform the

Ministry.

5.0 ENVIRONMENT CLEARANCE SIX MONTHLY REPORT

It is mandatory to submit six month compliance report to MoEF Regional Office by the

proponent. For the purpose of obtaining six month compliance certificate the environmental

monitoring was carried out at site by M/s. Hubert Enviro Care Systems Pvt. Ltd for the period of

June – November 2016.

5.1 Ambient air quality monitoring

During operation phase particulate matter and gaseous emissions are likely to arise from

the site movement of vehicles, operation of DG sets etc., the ambient air quality

parameters such as suspended Particulate matter (PM10), Respirable Particulate matter

(PM 2.5), Sulphur dioxide, Oxides of Nitrogen (NOx), VOC, Hydro carbons and Carbon

monoxide were monitored at 2 location. The test report of ambient air quality for the

period of October 2016 – March 2017 is enclosed as Annexure-2.

5.2 Ambient Noise level monitoring

During operation phase the ambient noise level likely to be generated due to machinery

operations and movement of vehicles. 1 location was selected for monitoring the noise

level. The test report of ambient noise recorded during period of October 2016 – March

2017 is enclosed in Annexure-2.

5.3 Soil quality monitoring

During operation phase soil contamination may occur due to oil spills from machinery,

during maintenance and operation of DG sets on site. 1 location was selected for

monitoring the soil quality. The Soil samples were collected and analyzed for nutrients

and heavy metals. The test report of soil samples collected and analyzed during October

2016 – March 2017 is enclosed as Annexure2.

6.0 CONCLUSION

1. The environmental monitoring was carried out at site during the period of October

2016 – March 2017.
