Competition is a staple of life inschool. Athletic events, UIL academictournaments, the performing arts,debate clubs, and farm and ranchcontests all give students opportunitiesto earn credit toward graduation andgain lifelong skills that can’t always beoffered within the walls of a classroom.Yet one of the best-kept secrets in ourpublic schools is another competitive,hands-on program which prepares overa million Texas students for high-paying careers in specific, skilled trades.SkillsUSA, was founded in 1966 asVocational Industrial Clubs ofAmerica and changed its name in1999. It sends in skilled workers fromvarious trades to train teachers andstudents alike on how to performspecialized work. Its goal is to preparestudents for a future in a wide varietyof trade, technical and skilled serviceoccupations.Easily recognizable by their bright redblazers at events, the studentsparticipate in competitions – featuringa wide variety of contests from graphicdesign to sheet metal assembly alongwith leadership conferences.SkillsUSA includes with its masonryof career training programs ethicallessons. The students recite a creedthat teaches the importance ofeducation, fair play, the satisfaction ofhard work, the American way of life,and having moral and spiritual

standards. “Forty-five years and not everyoneknows about us,” said LindaHolcombe, executive director of theTexas Industr ial Vocat ionalAssociation (which works withSkillsUSA to train career technologyteachers). However, awareness of SkillsUSA isbuilding in Texas. Holcombe said thatone of the highlights of the year fortheir teachers and students occursduring the SkillsUSA-Texas Day at thestate Capitol, where a mock legislativesession is held. The exposure at the Capitol isapparently paying off. “In 2007 ... we aligned 19 career andtech courses to fulfill the fourth yearof science and math,”

Holcombe said. “We’ve also created acareer technology course for a speechcredit, and another for a fine-artscredit.”The organization recently wrapped upSkillsUSA Month in March,celebrated in many public schools.Holcombe said SkillsUSA saw a 10percent membership increase over thepast year.According to Holcombe, industryrequired certifications are tickets towell-paying jobs in specialized, high-tech fields. “The certifications keep them frombeing ditch-diggers,” Holcombe said.

“They prepare them for the world ofwork because they get the trainingindustries need.”As one example, home constructioncourses offered through SkillsUSA donot simply train a student how to be acarpenter. Skills learned may lead to acareer in architecture and structuralengineering -- “not just hammering innails,” she added.“Career technology is not the old shopclass,” she said. “If you’re in class andjust making ash trays for four years, itshould be shut down! Schools need tobe up to date with technology and thejob market.”Safety is another aspect of careertechnology training that can be appliedto a wide variety of jobs. OSHAcertifications are available for studentsat the entry level, which is aprerequisite in many manufacturingenvironments.If you know a junior high or highschool student who is interested in 3-Danimation, plumbing, advertising art,cosmetology, radio production,firefighting, aircraft repair, drafting,cabinetry, commercial baking,machinery, collision repair, nurseassisting (there are so many I’ll haveto cut this list short), let them knowabout SkillsUSA – as well as the good-paying career opportunities that awaitin skilled labor fields.

TEXAS EMPLOYERS ADD JOBS FOR 20TH STRAIGHT MONTH

TEXAS UNEMPLOYMENT RATE DOWN TO 7.0 PERCENT

Texas added 10,900 jobs in March, marking the 20th consecutive month ofgrowth in the state’s total nonfarm employment, which now stands at10,741,700 positions. Texas added 245,700 jobs over the year for an annualjob growth rate of 2.3 percent. Private sector employers in Texas added 8,000jobs over the month, totaling 300,600 private sector job gains over the year foran annual growth rate of 3.5 percent.

The state’s seasonally adjusted unemployment rate dropped to 7.0 percent inMarch, marking the seventh consecutive month of decline. March’sunemployment rate was down from 7.1 percent in February, and from 8.0percent a year ago. Texas’ unemployment rate is significantly below thenational unemployment rate of 8.2 percent.

“The Texas economy continues to show strength,” said Texas WorkforceCommission (TWC) Chairman Tom Pauken. “We've remained below thenational unemployment rate for 63 straight months, and Texas continues toshow private sector job growth.”

Eight of the 11 major industries in Texas added jobs over the month. Leisureand Hospitality led the way with the addition of 6,000 jobs. Over the past year,this industry has added 49,900 jobs for an annual growth rate of 4.8 percent.

“The prospects for Texas job seekers continue to improve,” said TWCCommissioner Representing Labor Ronny Congleton. “We encourage thosestill searching for employment or affected by layoffs to contact a localWorkforce Solutions Office to take full advantage of the services they offer.”

Texas’ Manufacturing industry added 2,900 jobs in March for a total of23,700 jobs gained over the year, and an annual growth rate of 2.9 percent.

“Employment in Mining and Logging rose by 2,000 jobs in March, continuingthat industry’s expansion over the last 29 months,” said TWC CommissionerRepresenting the Public Andres Alcantar. “TWC stands ready to assist jobseekers in capitalizing on the opportunities available across our diverseindustries.”

The Midland Metropolitan Statistical Area (MSA) had the lowest Marchunemployment rate in the state at 3.7 percent. The Odessa MSA came insecond at 4.4 percent, and the Amarillo MSA third at 4.8 percent (notseasonally adjusted).

Texas Comptroller SusanCombs was recognized todayfor her groundbreaking reportthat analyzes academicachievement and cost-effectivespending in Texas schools. Shereceived the 2012 TexasReference Source Award for theFinancial Allocation Study forTexas (FAST) from the TexasLibrary Association’s ReferenceRound Table. The awardrecognizes an outstandingreference tool in Texas.

1. The FAST report was firstreleased in December 2010 andupdated in 2011. It providesextensive details on spendingand academic progress in everyschool district in Texas.

“I’m honored by the recognitionof the work we did on FAST,”Combs said. “It’s a wonderfulinteractive reference tool foranyone to see how schools orschool districts compare to eachother. And we also providemany examples of schoolsaround Texas that are usinginnovative cost savingpractices. FAST can help fostermore dialogue on howcampuses can look for cost-effective spending that helps getthe best results in theclassroom.”
