ARUNACHAL PRADESH

The Arunachal Pradesh handlooms are reputed for their production of colorful and

high textured woven cloths. Handloom weaving in Arunachal Pradesh is popularly

practiced in the districts of Lower Subansiri, Upper Subansiri, Papumpare, East Siang, Tirap,

Kurung Kumey. The weavers produce Towel/Napkin, Sarong, Gamchas, Lungi, Shawls,

Mekhla/Chaddar.

As per the Handloom Census 2009-10 the details of weavers household and persons

engaged in allied activities in the Arunachal Pradesh State are as under:-

NATIONAL HANDLOM DEVELOPMENT PROGRAMME (NHDP)

National Handloom Development Progeramme (NHDP) was introduced in

2013-14, having various components like consolidation of clusters, new cluster, new group

approach projects, marketing incentive (MI), strengthening of handloom organisation,

handloom marketing assistance, handloom census, committed liabilities of Integrated

Handlooms Development Scheme (IHDS), Marketing & Export Promotion Scheme (M&EPS)

and Diversified Handlooms Development Scheme (DHDS) etc. for its implementation

during XII Plan. Prior to 2013-14, Integrated Handlooms Development Scheme (IHDS) was

under implementation. The scheme is follow need based approach for integrated and

holistic development of handlooms and welfare of handloom weavers.

Cluster Development Programme

During the period 2007-08 to 2014-15, 22 Cluster Development Projects were sanctioned

and a sum of Rs.9.39 crore was released, benefiting 14800 handloom weavers. Details of

GUJARAT ON THE IMPLEMENTATION OF THE HANDLOOMS (RESERVATION OF ARTICLES FOR

PRODUCTION) ACT, 1985.

The Government of India had promulgated the Handlooms (Reservation of Articles for

Production) Act, 1985 dated 29.3.1985 with a view to protect the interests of the handloom

weavers and rich cultural heritage of the country from the encroachment of the

Powerloom and Mill sector on their livelihood.

Presently 11 reserved textile articles with technical specifications are reserved under the

Handloom Reservation Order dated 3rd September 2008. As one of the implementing

agencies, Government of Gujarat is implementing the Handlooms (Reservation of Articles

for Production) Act, 1985 with enforcement machinery, Head Quarter office at Gandhi

Nagar and subsidiary offices at Ahmedabad, Surat, Nadiad and Mehasana for the benefit

and continued employment of handlooms weavers of that State by way of carrying out

regular powerloom inspections in the field.

The performance of the State Government is monitored from the periodic reports on

powerloom inspections as follows:

CONCESSIONAL CREDIT TO HANDLOOM SECTOR

Under concessional credit margin money @Rs.10,000/- per weaver is provided and


Government of India subject to maximum of 7%.

So far total 172 credit cards have been issued by banks. An amount of Rs.98.20

lakh has been sanctioned and loan disbursed of Rs.88.35 lakh so far.

FINANCIAL PACKAGE FOR LOAN WAIVER

Of the 1 Apex and 372 functional Primary Weavers’ Cooperative Societies in the State of

Himachal Pradesh claim in respect of 2 Apex and 171 PWCS, 370 individual weavers and

26 SHGs has been approved of Rs.10.66 crore.

SIMRC has vetted total claim of Rs.10.66 crore upto 28.2.14 of which released Rs.8.96 crore

so far.

Concessional credit to Handloom Sector

Under concessional credit margin money @Rs.10,000/- per weaver is

provided and loan to the handloom weavers is given at 6% interest by way of interest

subvention by Government of India subject to maximum of 7%.




Of the 3 Apex, 532 Primary Weavers’ Cooperative Societies functional societies in the

State of Karnataka, 1 Apex and 219 PWCS are found viable and potentially viable

during special audit by NABARD. SIMRC has approved claims of Rs.9.37 crore being

claims of 1 Apex, 219 PWCs, 822 individual weavers and 2 SHGs. The entire amount has

been released to beneficiaries concerned.

An amount of Rs.56,86,688/- has been released to Karnataka Government on 28.10.14

being 50% mobilization amount for computerization of 195 PWCs of State of Karnataka.

woven cloths. Handloom weaving in Sikkim is popularly practiced in the districts of East

Sikkim, West Sikk im, North Sikkim, South Sikkim. The weavers produce Furnish,

Handloom Mark

The Handloom Mark Scheme was launched by GoI with the objective to give

distinct identity of the handloom products. The Textiles Committee is the Implementing

Agency for this scheme.

As on 31.04.2015, 15568 stakeholders (cumulative) including Co-optex have been

registered under Handloom Mark Scheme. 6.10 crore Handloom Mark labels have been

sold. 815 retail outlets are selling handloom products with Handloom Mark labels.

In the Tamil Nadu, 3 Weavers’ Service Centres are functioning at Chennai, Salem

and Kancheepuram to cater to the technical requirements of the weavers, designers,

exporters, co-operatives etc.

5) FINANCIAL PACKAGE FOR HANDLOOM SECTOR

Under the Revival, Reform and Restructuring (RRR) Package, a total of 1 Apex, 718 PWCs,

101 SHGs & 520 weavers have been covered & their claims to the tune of Rs.147.72 crore

have been approved by various State Implementation Monitoring & Review Committee

(SIMRC). The entire amount has been released for the eligible beneficiaries of Tamil Nadu.

6) 10% Price subsidy on Hank Yarn (2012-13 to 2014 -15 – as on March 2015)

(vii) Murshidabad Mega Handloom Cluster under Comprehensive Handloom Development

Scheme (CHCDS):

Murshidabad Mega Handloom Cluster was announced in the Budget 2009-10.

M/s Technopak Advisors Pvt. Ltd., Gurgaon appointed as Cluster Management &

Technical Agency (CMTA) on 04.03.2010.

Detailed Project Report (DPR) approved in December 2010.

The total project cost of Murshidabad Mega Handloom Custer is Rs.102.67 crore, of which

GoI share is Rs.67.22 crore and State/SPV/IA share is Rs.33.32 crore. Intervention as per

DPR/approved by PAMC in subsequent meetings are as follows:

(i) Silk Reeling Unit, (ii) Spun Silk Unit, (iii) Raw Material Bank, (iv) Loom Up-gradation, (v)

Worksheds, (vi) Marketing Centre, (vii) Common Facility Centres (CFCs), (viii) Printing Unit,

and (ix) Margin Money and Credit Subvention etc.

An amount of Rs.12.98 crore released to Implementing Agencies for implementation of

various interventions in Murshidabad Mega Handloom Cluster.
