Village Action Plan Requirements for drafting a Development Plan depending on the situational assessment
Convergence
Convergence between various
Departments and Government agencies
is needed to plan for holistic
development. The benefits of Economic
growth should be distributed across
every community, crossing all
geographic, economic & social barriers.
Collaboration
Every city/ Village need not reinvent the
wheel and develop all necessary
capabilities for development and
management. Collaborating with
Industry, Global leaders and specialist
groups could help achieve the goals at a
faster pace.
Research
The ever changing needs of the
population, increasing stress on
resources and long term climate change
need to be addressed differently for each
case through development of relevant
technology, products and processes.
14
Stakeholders Governance
The overall vision & strategy for the
programme and direct the development
activities across the state is managed by
the Governing Board and Executive
committee, consisting of representatives
from the Government, Corporates, NRIs,
NGOs and Development Agencies,
headed by the Ministers of Finance &
Rural Development.
Nodal Departments
All nodal departments are engaged at
various levels. Principal secretaries are
members of the Executive committee
and Nodal officers are appointed at
State, District and Mandal levels in each
department.
Community
At the heart of the programme are the
Partners who adopt villages/wards of
their choice and work towards achieving
the non-negotiables. Partners bring in
knowledge, resources & expertise to the
programme and contribute towards
infrastructure creation and community
mobilization.
Resource providers
Resource requirement for the
programme is in the form of Financial,
Technical, Knowledge, Labour and
Management. Partners collaborate with
the foundation to pool in the required
resources for development. The State
government strengthens the program by
providing matching grants to partner
initiatives.
Administration
The Programme is managed at state
level. Tracking & Monitoring happens
through District committees with all
relevant stakeholders- Local officials,
leaders & community representatives,
headed by the District Collector. Village
level development committees develop
