• Developed in August 2007 • A need to develop a quantitative assessment tool to enable

SME Corp to evaluate the impact of our programmes to the SMEs’ growth. (RMK-9 financial assistance has benefitted more than 10 000 SMEs and MEs)

Objective• This diagnostic tool is intended to measure companies’

capabilities as a basis to understand their areas of strength and weaknesses, and needs to assist companies to move up to higher level of performance.

Functions• Identify strength and weaknesses of SMEs in order

to recommend measures for improvements.• Facilitate linkages of potential SMEs with large

companies / MNCs.• Link export-ready companies to MATRADE.

SCORE ResultThe capability and performance are measured based on seven parameters that vary across sectors. SCORE results are being graded by the number of stars acquired (max. 5 Stars) and also being portrayed by the radar diagram (examples) such as follows:

SCORE RATING CRITERIA – MANUFACTURING & MANUFACTURING RELATED SERVICES

No Star Very basic operation, manual process and informal negative average growth

Manual process, Minimal quality management system in place, negative average growth

Semi-automated process, Basic certification/ compliance, Minimal activities in product & process improvement, Minimal average growth

Extensive automation, Quality management system in place, Product & Process improvement carried, IPR registered, Moderately ready for export compliance certification

Fully automated, High potential for export, High investment in Product & Process Improvement, With certification for export e.g. CE Marking, GMP, HACCP

Have good branding, packaging, already exporting to other countries, Have compliance to exporting countries certification requirements

SCORE Milestones• Internally, SCORE has been regard as the entry point to SME Corp.’s Development

Programs enrollment i.e. The Business Accelerator Program (BAP) & The Enrichment & Enhancement Program (E²).

• Construction Industry Development Board (CIDB) undertakes SCORE as part of their Contractor Development Service. http://www.cidb.gov.my/v6/?q=en/content/1045

• Multimedia Development Corporation (MDeC) has announced SCORE as mandatory for all MSC Malaysia companies. http://biz.thestar.com.my/news/story.asp?file=/2009/12/9/business/20091209145700&sec=business

• Telekom Malaysia (TM) is in the process of exercising SCORE for monitoring their vendors performance.

• The High Performance Bumiputera SMEs (HPBS) program by TERAJU required a minimum of 3 Stars on SCORE as the preference for enrollment. http://www.teraju.gov.my/06-03_hpbs.html

• PEMANDU wants 109 companies under Medical Devices Sector to be SCORE-ed (ETP)
