Summary:
1. The Angat Water Transmission Improvement Project (AWTIP) intends to improve the reliability and security of the raw water transmission system through the partial rehabilitation of the transmission system from Ipo to La Mesa as well as the introduction of water safety and risk and asset management plans. It will develop Tunnel 4, a 6.5 km tunnel from Ipo Dam to Bigte and associated intake and outlet works, as the priority scheme for the transmission system. Its completion will pave the way for the rehabilitation of Tunnels 1-3 and AQ-6 Phase II (aqueduct) as well as the whole transmission system.
2. The project is located in the province of Bulacan, at around 50 km north of Manila, close to Norzagaray, city of 150,000 inhabitants which hosts several important cement industries and which is easily accessible via highway or normal roads. The project site is within the property of Metropolitan Waterworks and Sewerage System along Bigte, Norzagaray (Outlet Portal) and Ipo Dam, San Mateo, Norzagaray (Inlet).
3. The proposed Tunnel 4 will have the following components: (i) Intake at Ipo Dam (site); (ii) A contractors’ work area (CWA) of one hectare at an elevated portion of the Ipo Watershed
(protected area) and which is incidentally a part of the ancestral domain claimed by the Dumagat. The area has been identified as the most feasible location for the CWA because of its proximity to the inlet area where big equipment needed for tunnelling will be installed;
(iii) Two (2) spoils disposal areas, one located downstream about a kilometer away from Ipo Dam and the other one at Bigte within the property of MWSS;
(iv) The use of TBM technology during excavation to avoid blasting and to minimize dust; (v) A 6.4-km tunnel (4 m in diameter) with 8 m ROW traversing two barangays (San Mateo
and Bigte) of Norzagaray, Bulacan; and (vi) Outlet at the Bigte portal located within the MWSS property.
4. The executing agency (EA) of the Project is the Metropolitan Waterworks and Sewerage Water Sewerage System (MWSS). A Project Management Office-Angat Water Transmission Improvement Project (PMO-AWTIP) was created to manage the day to day activities of the project including implementation of safeguards requirements.

6. Monitoring activities were carried out through the conduct of field visits, key informant interviews, and review of relevant documents. The highlights are: (i) serving of notice FBI was made in August 12, 2017; (ii) conduct of FBI activities from 17 to 18 August 2017; (iii) endorsement of FBI Team report to the NCIP Regional Office; (iv) issuance of temporary permit by the chieftains, leaders, and elders of IP communities residing within the Kabayunan Dumagat Ancestral Domain in 2 December 2017; and (v) conduct of IEC on the grievance procedure in 17 August 2017.

1. The Angat Water Transmission Improvement Project (AWTIP) intends to improve the reliability and security of the raw water transmission system through the partial rehabilitation of the transmission system from Ipo to La Mesa as well as the introduction of water safety and risk and asset management plans. It will develop Tunnel 4, a 6.4 km tunnel from Ipo Dam to Bigte and associated intake and outlet works, as the priority scheme for the transmission system. Its completion will pave the way for the rehabilitation of Tunnels 1-3 and AQ-6 Phase II (aqueduct) as well as the whole transmission system. The project is within the existing MWSS facilities. 2. The objective of the monitoring is to ensure the project’s compliance with ADB safeguard policies on involuntary resettlement and indigenous peoples. 3. MWSS is the executing agency of the project. The PMO-AWTIP was created to manage the day-to-day project activities, which involve the construction, contract management, environment and social safeguards. Environment and social issues are addressed by a specific unit within the AWTIP PMO, which is the Safeguards Unit.
II. Involuntary Resettlement and Indigenous Peoples Performance Monitoring
4. The project is Category C for Involuntary Resettlement, since the project has minimal or no involuntary resettlement impacts and that no further action is required. It is Category B for Indigenous Peoples, which means that it is likely to have limited impacts on indigenous peoples and that an IPP, including assessment of social impacts, is required. The regular social monitoring report is prepared in compliance with the loan covenant and social safeguards documents of the project. 5. During this period of monitoring, three (3) relocated families were found to be still residing within the MWSS portion of land that will be affected by the construction of the access road at the Ipo area. The head of the family continues to work with MWSS as Bantay Gubat. His spouse is a member of the indigenous group Dumagat.

6. On their three (3) separate housing applications with NHA, only one is being processed at the National Housing Authority. The two (2) families, Gregorio Delos Santos and Realiza DS. Paray, were temporarily relocated at Ipo Road, San Mateo, Norzagaray, Bulacan, where they are renting a house. Ruel Delos Santos built a nipa hut just beside the compound of Angat Hydro Electric Power Plant, Norzagaray, Bulacan. Gregorio is currently working as a member of Bantay Gubat and Ruel is employed as a boatman plying the route from the new boat landing site at Sapang Munti River. Realiza found employment with a local contractor.
7. A midterm review mission was held in 13 July 2017 at the CMC site office. Taken up during said meeting were updates on site monitoring activities, submission of monthly reports, and Contractor’s provision of support to MWSS. It was also during said meeting when the IP Specialist was introduced to the team and oriented on the project. Another review mission was held in 18 October 2017 at the ADB Headquarters in Pasig City. The meeting focused on the different required reports and process of submission to ADB. III. Information Disclosure and Socialization including Capability Building
6. The safeguards team attended the pre-FBI and MMT meetings together with IP tribal leaders to assess also current concerns and issues as well document project perceptions and recommendations. The activity is also an opportunity to provide Information, education and communication (IEC) campaign to inform the activities of people around the project site. The first MMT meeting was held in 27 July 2017 and the succeeding one was in 23 August 2017.
IV. Grievance Redress Mechanism
7. Figure 1 below shows the Grievance Redress Mechanism flow. Attached as Annex H is the Grievance Procedure Form in the local language (Filipino).

8. The table below shows the complaint received and resolved during the period:

July 20, 2017 Dust along Kalye Once outside the industrial area affecting residents in the area
The complaint was investigated and was found to be caused by MAPOLCOM vehicles passing along Kalye Once. It was resolved and accepted by one of the complainant; Mr. Rogelio Santos. Based on the In-Out Security Logbook, it was verified that the identified trucks along the vicinity does not belong to CMC or CMC’s sub-contractor.
July 31, 2017 IP Chieftain Mauro B. Mudlong led a noise barrage in the Ipo Area to complain the removal/dismissal of old workers and replacement with new ones without informing the chieftain. They raised their complaint against Mr. Alex Lim and Amang Samson. They also complained the boat scheduling.
CMC’s present work schedule status along Ipo Dam area was explained to them. It was explained that the work along Ipo Dam will be on-hold due to some technical concerns. The boat scheduling will be coordinated with Mr. Solomon instead of Mr. Samson. Mr. Peter Salonga mediated on the issue. It was agreed that only ten (10) workers will be accommodated:

five (5) will be chosen by Amang being the foreman and five (5) by the chieftain.
V. Conclusion
9. Monitoring activities (i.e., field visits, public consultation meetings, focus group discussions, key
informant interviews, and review of relevant documents) should be continuously undertaken to ensure
compliance with the safeguard requirements. The status of relocated families should be continuously
monitored to ensure that the standard of living is improved. Survey needs to be conducted to update project
data.
10. Items to be included in the next monitoring period.
For the IP activity, the conduct of FPIC with Dumagat stakeholders spearheaded by NCIP Bulacan
satellite office in Norzagaray, Bulacan. The process shall proceed as provided by the IPRA Law in order to
protect the rights of the IPs especially at the construction area.
