About us

Poltava Regional Public Health Charity Fund– non-profit organization founded in 1995, working to public health in the field of HIV / AIDS prevention, drug addiction, tuberculosis, sexually transmitted infections and other socially negative phenomena.

Our Mission – reduction of socially dangerous diseases, formation of physical, mental, social, health and social welfare on the principles of charity and humanity.

Activities

Harm reduction among injecting drug users (IDUs) – needle exchange, HIV and sexually transmitted infections (STIs) testing, psychological, medical and social assistance. 3017 IDUs are covered from 1996 to 2011.

Harm reduction among commercial sex workers (CSW) – mobile counseling points on the highway "Kyiv-Kharkiv", testing for HIV/STI, psychological, medical and social assistance. Currently, 450 CSW are our clients.

Activities

HIV/AIDS prevention through pharmacies – distribution of syringes, condoms, antiseptics and prevention information through pharmacies, pharmacists training as harm reduction consultants. The project currently works with five pharmacies in Poltava.

Preventive work in correctional facilities –training of volunteers on HIV prevention among prisoners, preparing for release and re-socialization. During the period 2009-10/2011 440 volunteers among the prisoners are trained in three prison colonies (PC №№ 16, 64, 65) and the jail.

Interregional Information and Resource Center (IRC) on HIV/AIDS – providing of technical and organizational assistance to non-governmental and governmental organizations in Poltava, Sumy, Kharkov and Kirovograd regions (trainings, expert assistance, development of harm reduction projects), site http:// pirc.org.ua

IRC’s partners are 38 governmental and non-profit organizations.

Activities

Information and educational activities, publishing – edition of national newspaper "White Arbour" (since 1994), thematic booklets, brochures, guidelines, training manuals. 58 editions of newspaper are published, 45 items of information and educational materials (booklets, brochures, flyers) on HIV/AIDS, STIs, Harm Reduction, tuberculosis etc. are created.

Case-management service “Altair” – individual work with people who live with HIV/AIDS (PLWH) and their families on the model of case management, organization of medical, psychological, social assistance and trainings for staff of HIV-service organizations.

The main qualitative results and achievements in 2010-2011:

• developed a complete package of project reporting documentation (bylaws on "Altair", Standards and Policy, Clients documentation)

• personnel of Service "Altair“ are well-trained, all employees have higher education (social workers and psychologists)

• network of partner organizations in the cities of Poltava, Lubny, Kremenchug and Kobelyaki (156 of governmental and non-profit organizations)

• 290 PLWH are covered with the project• 280 PLWH are provided with essential medicines,

The main quantitative results and achievements in 2010-2011:

7500 information and educational materials had been published for Service’s "Altair" clients and their inner circle

Clients’ evaluation of service quality in 2010-2011(Evaluation is based on analysis of clients’ feedback from

questionnaires, service plans, reviews)

• quality of services provided by Service "Altair" is evaluated by clients on a 5-point scale - 4.9

• clients associated positive changes in their lives and health improvement, mostly, with participation in the program and access to health care and treatment on 90%

• improvement in relations with inner circle associated with the emotional and psychological support by specialists of "Altair“, also assistance in the recovery of documents, passport, etc. - 10%

• clients evaluate the relationship that developed with the experts of Service "Altair" as friendly and trusting - 100%

• clients evaluate psychological services as excellent - 89%, good - 11%

• clients evaluate attitude of specialists of governmental organizations as satisfactory - 90%

• for the period of participation in the program "Altair" clients evaluate attitude of specialists in governmental organizations as good - 96%

• clients evaluate attitude of NGO specialists as good - 100%

Plans for development of Case-Management Service "Altair" in 2012-2013

• inclusion into the target group of the project PLWH who are in the terminal stage and require palliative care (the total coverage of 350)

• strengthening and development case-management in Poltava city and regional centers of Poltava region (Kremenchug, Komsomolsk, Lubny, Kobelyaki, Piryatin, Grebenka, Gadyach and Mirgorod)

• training of inner circle for care and support of PLWH in terminal stage by qualified nurses who will carry out all the procedures prescribed by a doctor first

• providing of PLWH who need it with medicines and medical assistance

Plans for development of Case-Management Service "Altair" in 2012-2013

• training of "Altair" social workers and a partner network specialists on the subject of palliative and psychological care providing in crisis situations

• the necessary equipment and instruments, electronic thermometers and tonometers, germicidal lamps and disinfecting machines, kits for providing first aid, etc. will be purchased

• publishing a new series of IEM for PLWH:1) "Palliative care"2) "Hospice care"3) "Best practices for careof uncureable patients"
