I. INTRODUCTION
A. HISTORICAL BACKGROUND
Compostela Valley, the 78thprovince in the country, was carved out of Davao del Norte
Province by virtue of Republic Act No 8!7", si#ned by President $idel V Ramos on %anuary &",
'((8 )n *arch 7 of the same year, the law was ratified throu#h a plebiscite conducted in the
twenty+two --. municipalities of the mother province
/nitiatives to create a separate province from Davao del Norte started in the 8"0s durin#
the time of Con#ressman 1oren2o 3 3armiento, 3r, the author of the division of the ori#inal
province of Davao into three &. provinces of Davao )riental, Davao Del 3ur, and Davao Del
Norte 4elievin# that the sheer si2e of Davao Del Norte, then the 8 th lar#est province in the
country, had #reatly hindered the reali2ation of the province0s full potentials, he filed a bill in
Con#ress see5in# to create a new province to be composed of *awab, *ara#usan, New 4ataan,
Nabunturan, *ontevista, *on5ayo, and Compostela, with the latter as the capital town 6owever,
this was not reali2ed until his death in the late 8"0s 6is son, Ro#elio * 3armiento, who became
his successor in Con#ress, made way for the passa#e of the bill creatin# the province
pon consultation with the then incumbent #overnor of Davao Del Norte, Prospero 3
Amaton#, the province0s other two le#islators, namely Con#ressman Rodolfo P Del Rosario of
the third district and Con#ressman 4alta2ar A 3ator of the - nddistrict and the other provincial and
municipal officials, it was decided that the addition of four municipalities, namely *aco, *abini,
Pantu5an, and 1aa5 to the proposed province would be ideal and e9uitable confi#uration as this
would ma5e both provinces on e9ual footin# in terms of area, population, and development
opportunities /t was also decided that Nabunturan would be the capital town because of its more
central location
:he name ori#inally proposed for the province was Davao Del Norte, the former name orso it was thou#ht, of the mother province 6owever, the 6ouse of Representatives0 Reference and
Research 4ureau which conducted the research and le#al wor5 on the creation of the province
found out that the mother province continues to be officially referred to as Davao Del Norte in
various official documents includin# the '(87 Philippine Constitution despite the passa#e of RA
No ;!&" on %une '7, '(7- renamin# it as Davao Province :edious technical and le#al issues
need to be resolved before the name could be adopted, the proposal was thus, shelved and the
name finally a#reed upon was Compostela Valley, referrin# to the #reat fertile plain in the
heartland of the province
