JOB SUMMARY: Under the direction of the Manager, Communications, the Social Media Officer isresponsible for the initiation, management, and implementation of electronic, web, and social mediacontent, and the strategic development and implementation of new content delivery systems for the SanMateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), and theSan Mateo County Transportation Authority (Transportation Authority).

SUPERVISION: Works under the general supervision of the Manager, Communications, who assignstasks and responsibilities, and monitors and evaluates performance.

MINIMUM QUALIFICATIONS: Sufficient education, training, and experience to demonstrate the knowledgeand ability to successfully perform the essential functions of the position. Development of the requiredknowledge and abilities is typically obtained through but not limited to: Bachelor's degree inCommunications, Public Relations, Journalism, or a closely related field, plus sufficient full-timeexperience in a similar position performing the essential functions as described above or a combinationof education and experience demonstrating the ability to successfully perform the essential functions ofthis position. Demonstrated experience in photo editing, video editing, and graphic design, includingPhotoshop, InDesign, or comparable software. Must be able to demonstrate creativity, initiative, and goodjudgment, and the ability to communicate thoughts clearly and simply, orally and in writing. Decision-making, problem solving, and research skills also are important. Must be proficient in Word or similarprogram. Must have experience using desktop publishing. Must possess a valid California driver licensewith safe driving record.

The Deputy Director develops and manages the rail transportationoperating and capital budgets, serves as back-up, and provides support to the Director, Rail Transportation.

EXAMPLES OF ESSENTIAL FUNCTIONS* AND DUTIES*:

* Manages and administers rail operations, maintenance, and other contracts associated with Caltrainservice. These require interface with rail operations contractor staff and internal peers in Finance,Engineering and Construction, Contracts and Procurement, and other stakeholders as necessary.

* Hire, manage, mentor, establish goals and objectives, and evaluate staff. Lead the Rail TransportationBudget and Contracts Management team to effectively and efficiently perform their responsibilities.

* Develop and implement tools and comprehensive policies and procedures to effectively and efficientlymanage and administer rail-related contracts, consistent with contract terms and District policies.Maintain thorough documentation of all contract-related activities including contract change orders andamendments, assessments, performance fee reporting, and invoicing.

* Provides prompt evaluation, analysis and processing of invoices, consistent with the approved annualbudgets and contract terms. Responsible for the timely processing of all work directives and invoicesrelated to all rail transportation contracts.

* Provide policy and procedure recommendations, as well as management oversight for all other rail-relatedcontracts, including those with tenant and host railroads and other service providers (including ACE,Capital Corridor, Amtrak, Union Pacific, ARINC, etc.).

* Develop, in conjunction with District Finance Department, the annual departmental operating and capitalbudgets in support of the JPB's annual goals and objectives. Manages the annual work planning processthat rolls up into those budgets.

* Represents, serves as back-up, and provides support to the Director, Rail Transportation.

* Direct rail agreement audits and review. Make recommendations to Contracts and ProcurementDepartment regarding questioned costs. Facilitate contract claim settlements and resolution of budgetvariance issues. Provide research and interpretation in the resolution of agreement questions anddisputes.

* Direct/perform financial analysis of proposed expenditures for services and/or other extra work projects.Conduct analysis and evaluate options associated with determining which services are best provided bycontractors or performed in-house.

* Monitor annual and long-range Rail Transportation Departments' operating and capital budgets, includinganalysis of budget to actuals and year-to-date expenditures.

* Provide guidance on contract matters to project managers, engineering and construction, or otheroperational staff, including training new employees in practices and procedures.

Must have sufficient full-time experience supervising staff. Must have strongwritten, oral, and interpersonal communication skills. Must have strong computer skills. Must possess avalid California driver license with a safe driving record.
