Ann Cavoukian, Ph.D., LL.D (Hon.), M.S.M.
Dr. Ann Cavoukian is recognized as one of the world’s leading privacy experts. She is presently the
Distinguished Expert-in-Residence, leading the Privacy by Design Centre of Excellence at Ryerson
University. Dr. Cavoukian is also a Senior Fellow of the Ted Rogers Leadership Centre at Ryerson
University, and a Faculty Fellow of the Center for Law, Science & Innovation at Sandra Day O’Connor
College of Law at Arizona State University. Dr. Cavoukian served an unprecedented three terms as the
Information & Privacy Commissioner of Ontario, Canada. There she created Privacy by Design, a
framework that seeks to proactively embed privacy into the design specifications of information
technologies, networked infrastructure and business practices, thereby achieving the strongest protection
possible. In 2010, International Privacy Regulators unanimously passed a Resolution recognizing Privacy
by Design as an international standard. Since then, PbD has been translated into 40 languages.
Dr. Cavoukian has received numerous awards recognizing her leadership in privacy, including being
named as one of the Top 25 Women of Influence in Canada, named among the Top 10 Women in Data
Security and Privacy, named as one of the ‘Power 50’ by Canadian Business, named as one of the Top 100
Leaders in Identity, she was awarded the Meritorious Service Medal by the Governor General of Canada
for her outstanding work on creating Privacy by Design and taking it global (May, 2017), named as one
of the 50 Most Impactful Smart Cities Leaders, (November, 2017), and most recently, was named among
the Top Women in Tech.

COMMISSIONER BY DESIGN
Former Commissioner, Dr. Ann Cavoukian – Ontario's longest serving Information and Privacy Commissioner
Initially appointed Commissioner in 1997, Dr. Ann Cavoukian served for an unprecedented three terms. In that time, she elevated the Office of the Information and Privacy Commissioner (IPC) from a novice regulatory body to a first-class agency, known around the world for its cutting edge innovation and leadership.
Dr. Cavoukian began her career in the early 1980s, working as the head of the Research Services Department at the Office of the Attorney General of Ontario. At that time, the Honourable Justice Sidney Linden was serving as Ontario's first Public Complaints Commissioner, conducting independent reviews of complaints against the police. When he was subsequently appointed Ontario's first Information and Privacy Commissioner in 1987, he asked Ann to join him as the first Director of Compliance, overseeing the investigative side of the IPC. A decade later she received her first appointment as Commissioner.
Now recognized as one of the leading privacy experts in the world, Dr. Cavoukian is an avowed believer in the role that technology can play in protecting privacy. Her ground-breaking 1995 paper, Privacy-Enhancing Technologies: The Path to Anonymity, laid the foundation for her magnum opus, Privacy by Design (PbD) – which is now recognized as the world's gold standard in privacy protection.
Building upon PbD, Dr. Cavoukian also developed Access by Design to demonstrate the vital role access to information plays in our democratic society. One of Dr. Cavoukian's favourite quotes with regards to freedom of information came from former Ontario Attorney General, the Honourable Ian Scott, who once said, "We do not, and never will, accept the proposition that the business of the public is none of the public's business." She often liked to tell her audience that the government must always be reminded that it is there at the pleasure of the governed, and that access to government information is not a privilege, but an essential right that is vital to a healthy and functioning democracy.

Throughout her tenure as Commissioner, Dr. Cavoukian has delivered keynotes at countless forums and conferences around the world, published hundreds of white papers, issued thousands of Orders and authored two ground-breaking books on privacy – Who Knows: Safeguarding Your Privacy in a Networked World, in 1997, and The Privacy Payoff: How Successful Businesses Build Customer Trust, in 2002. She also received numerous awards as Commissioner, the latest being the 2014 Corporate Knights Award of Distinction, and sits on a number of boards and advisory councils.
In 2014, Dr. Cavoukian ended her tenure as Commissioner after two decades of a long road marked with many challenges and victories. She has left behind a legacy of excellence that has been earned through a lifetime of hard work. If anything, her efforts have always been to advance a noble cause – to continually strive for the pursuit of open, transparent government and the protection of our privacy – which lies at the very heart of our freedom and liberty.

Ilene Klein, CISSP, CISM, CIPP/US
For almost 20 years, Ilene Klein has been evangelizing security to anybody who would listen … and to
management. During that time, she built and led compliance, governance, incident response, privacy,
policy, security awareness, and vulnerability management programs and frameworks. Ilene has earned
multiple security and privacy certifications, and she’s won awards such as the Certified Information
Security Manager (CISM) Geographic Excellence Award for earning the highest score in the North
America geographical region on the December 2011 CISM examination.
For fun, you might see Ilene running up Camelback Mountain rescuing stranded bunnies, arranging
neighborhood children into a living replica of van Gogh’s Starry Nights, or making her world famous
pineapple sorbet surprise. Surprise — it’s made with strawberries.

Christine Figueroa
Christine Figueroa serves as the Protective Security Advisor (PSA) for the State of Arizona. Mrs.
Figueroa supports homeland security efforts, serving in an advising and reach-back capacity to state
Homeland Security Advisors. She contributes to the development of the national risk picture by assisting
with the identification, assessment, monitoring, and minimizing of risk to critical assets at the local level.
As a PSA, Mrs. Figueroa coordinates, and performs vulnerability assessments for local critical
infrastructure and assets, and acts as a physical and technical security advisor to Federal, state, and local
law enforcement agencies. She supported many high level events including the 2013 Presidential
Inauguration and most recently Super Bowl XLIX and Super Bowl 50.
Prior to becoming the Arizona PSA, Mrs. Figueroa was the Washington, DC National Capitol Region
(NCR) PSA. She served as the Lead PSA for the 2009 Presidential Inauguration and the 2008 G20
Summit, focusing on the Nation’s Critical Infrastructure & Key Resources (CIKR) by identifying assets
critical to the success of the Inauguration. Prior to becoming the NCR PSA, Mrs. Figueroa was a
Headquarters PSA working as the Program Manager for Special Events, Exercises & All Hazards
Contingency Planning for the Department of Homeland Security (DHS) Office of Infrastructure
Protection, Protective Security Coordination Division (PSCD).
Mrs. Figueroa spent 20 years Active Duty Officer in the United States Coast Guard (USCG). Her last
assignment in the USCG prior to her retirement was the Lead U.S. Coast Guard Liaison Officer at the
Department of Homeland Security National Operations Center (NOC). Mrs. Figueroa was responsible
for operational communications and information sharing pertaining to domestic incident management
between the NOC and U.S. Coast Guard Command Center during Hurricane Katrina. She assisted in
assessing Critical Infrastructures and Key Resources surrounding Ports and Waterways. Mrs. Figueroa
coordinated and briefed/advised incoming Coast Guard Operations and Intelligence data among
Department of Homeland Security components and lateral agencies. She provided Coast Guard
operational/law enforcement situational awareness to the Secretary of the Department of Homeland
Security. Routinely interface with the Secretary and other cabinet level executives. She also served in the
Department of Transportation (DOT) Crisis Management Center (CMC), Washington DC.

She briefed the DOT’s Chief of Staff, the DOT Military Advisor-Aide, the Office of Security and
Intelligence, the Operations Officer for the White House Situation Room and other high-ranking officials
on terrorist issues and concerns as well as other significant events that affected National Security.
