1 Introduction Asbestos is a fibrous, silicate mineral that was commonly added to building materials such as insulation,fireproofing, plaster and tiles to improve the thermal and acoustical properties of these products.

For the purpose of hazard assessment, materials containing asbestos are generally classified as eitherfriable or non-friable. Friable materials such a acoustical or thermal insulation can be easily crumbled,powdered or pulverized by hand pressure when dry. Non-friable materials such as tiles or plaster cannotbe easily crumbled by hand pressure. The use of asbestos as an additive in friable building materialsceased in the early 1980s, however, asbestos-containing materials are still present in many buildingsconstructed prior to this date.

Asbestos presents a health hazard when asbestos-containing material is disturbed or removed so as tocause asbestos fibres to become airborne. Inhalation of these airborne fibres can lead to seriousrespiratory health problems.

2 PurposeThe purpose of this program is to ensure that the University community is protected from hazardsassociated with the uncontrolled disturbance or removal of asbestos-containing materials.

3 ScopeThis program applies to all employees, contractors and students of Carleton University, as well as to allbuilding occupants and visitors who may contact or disturb asbestos-containing materials in Universityowned buildings.

4 Roles & Responsibilities4.1 Department of Physical Plant4.1.1 Director4.1.1.1 Develop an Asbestos Management Program appropriate to the needs of the university which

responds to regulatory requirements.4.1.1.2 Administer the Asbestos Management Program.4.1.1.3 Monitor compliance with the Asbestos Management Program.4.1.1.4 Review the Asbestos Management Program regularly.

4.1.2 Managers - Construction Services; Maintenance Services; Technical Services4.1.2.1 Ensure that a pre-job review of all maintenance, repair, renovation or construction activity is

conducted to verify that asbestos-containing materials will not be disturbed by such activities.In the case where asbestos-containing materials will be disturbed by maintenance, repair,renovation or construction activity, ensure that adequate control and / or remediation measuresare implemented prior to beginning the activity.

4.1.2.2 Ensure that employees, contractors and consultants are informed about the location of asbestos-containing material prior to beginning any activities in the area.

4.1.2.3 Ensure that all personnel work in compliance with the Asbestos Management Program.4.1.2.4 Ensure that all personnel who will work in proximity to asbestos-containing materials are

trained to identify & report potential asbestos hazards.4.1.2.5 Consult with the Health & Safety Officer, Department of Physical Plant, to jointly classify and

plan all asbestos remediation activities.

4.1.3 Health & Safety Officer4.1.3.1 Maintain & update the inventory of asbestos-containing materials.4.1.3.2 Administer the regular inspection requirements of the Asbestos Management Program.4.1.3.3 Administer training requirements of the Asbestos Management Program.4.1.3.4 Administer respiratory protection training & respirator fit testing requirements of the Asbestos

Management Program.4.1.3.5 Administer medical surveillance requirements of the Asbestos Management Program.4.1.3.6 Provide technical advice on asbestos identification, hazard assessment & control measures.4.1.3.7 Respond to reports of asbestos disturbance or the discovery of previously undocumented

locations of asbestos-containing material and ensure appropriate remediation anddocumentation procedures are followed.

4.1.3.8 Notify the Manager, Environmental Health & Safety, of unintentional disturbances of asbestos-containing material.

4.1.3.9 Notify the Manager, Environmental Health & Safety of upcoming asbestos environmentaltesting and remediation activities.

4.1.3.10 Monitor compliance with the Asbestos Management Program.

4.2 Department of University Safety4.2.1 Manager, Environmental Health & Safety4.2.1.1 Notify the Ministry of Labour, orally and in writing, if, during demolition, alteration or repair,

material that was not referred to in the survey report prepared prior to undertaking the work andthat may be asbestos-containing, is discovered as per O.Reg. 278/05 s. 10 (8) (a).

4.2.1.2 If Carleton University employees are engaged in Type 2 or Type 3 operations, then forward anasbestos work report to the Provincial Physician, Ministry of Labour for each worker. A reportmust be forwarded at least once in each 12-month period and immediately on the termination ofthe employment of the worker as per O. Reg. 278/05 s. 21 (1) (2).

4.2.1.3 If Carleton University employees are engaged in Type 2 glove bag or Type 3 operations, thennotify the Ministry of Labour in advance of such operations as detailed in O.Reg 278/05, s.11.

4.2.1.4 Notify the Carleton University Joint Health & Safety Committee of planned asbestosmanagement activities which require environmental testing and provide any reports resultingfrom the testing.

4.2.2 Patrol OfficersPatrol officers who discover any damaged material believed to contain asbestos must contact the DUSdispatcher to report the discovery. The DUS dispatcher will in turn contact the Health & Safety Officer,Department of Physical Plant who will investigate and arrange remedial action as required.

4.3 Instructional Media Services4.3.1 Director4.3.1.1 Ensure that a pre-job review of all installation, maintenance or repair activity is conducted to

verify that asbestos-containing materials will not be disturbed by such activities.4.3.1.2 In the case where asbestos-containing materials will be disturbed by installation, maintenance

or repair activity, contact the Health & Safety Officer, Department of Physical Plant, who willensure that adequate control and / or remediation measures are implemented prior to beginningthe activity.

4.5.1.2 In the case where asbestos-containing materials will be disturbed by installation, maintenanceor repair activity, contact the Health & Safety Officer, Department of Physical Plant, who willensure that adequate control and / or remediation measures are implemented prior to beginningthe activity.

4.5.1.3 Ensure that employees and contractors are informed about the location of asbestos-containingmaterial prior to beginning any activities in the area.

materials in their work area.4.6.1.3 Ensure that departmental personnel do not remove ceiling tiles to access the space above a false

ceiling in buildings where asbestos-containing insulation may be present.4.6.1.4 Ensure that occupants are notified of scheduled asbestos-related work in their workplace.4.6.1.5 Report the presence of any damaged material, located within departmental space, that is

believed to contain asbestos to the Health & Safety Officer, Department of Physical Plant.

4.6.2 Employees4.6.2.1 Be familiar with the Asbestos Management Program.4.6.2.2 Be aware of the presence of asbestos-containing materials in their work area.4.6.2.3 Work in compliance with the Asbestos Management Program.4.6.2.4 Refrain from removing ceiling tiles to access the space above a false ceiling in buildings where

asbestos-containing insulation may be present.4.6.2.5 Notify a supervisor to report the presence of any damaged material believed to contain

asbestos.

4.6.3 Contractor Supervisors & Project Managers (All)4.6.3.1 Ensure that all contract work is carried out in compliance with Ontario Regulations governing

asbestos and the Carleton University Asbestos Management Program.4.6.3.2 Ensure that all employees under their supervision are informed about the location of asbestos-

containing material in their work area.4.6.3.3 Ensure that all employees under their supervision refrain from disturbing asbestos-containing

material.4.6.3.4 Ensure that all employees under their supervision who will be working in proximity to

asbestos-containing materials are trained to identify & report potential asbestos hazards.

4.6.3.5 Stop work immediately and notify the Carleton University Project Co-ordinator in charge of thejob and the Health & Safety Officer, Department of Physical Plant, of the discovery of apreviously unidentified source of asbestos-containing material.

4.6.3.6 Notify the Carleton University Project Co-ordinator in charge of the job and the Health &Safety Officer, Department of Physical Plant, of the presence of any damaged asbestos-containing material.

5 InventoryAn inventory of known and suspected locations of asbestos-containing materials will be maintained aspart of the Asbestos Management Program. The inventory will be reviewed at least yearly and updated onan ongoing basis to reflect changes due to asbestos remediation activity or discoveries of previouslyunknown sources of asbestos-containing materials.

The inventory must be referenced prior to the commencement of any installation, maintenance, repair,renovation or construction activities to determine whether any of these activities will take place in thevicinity of known asbestos-containing materials. In addition, the inventory must be made available to allworkers who may work in close proximity to asbestos-containing materials and to all building occupants.

6 Access ControlMechanical rooms, service shafts and tunnels that contain friable asbestos material will be locked andaccess will be restricted to authorized personnel from the Departments of Physical Plant and UniversitySafety or other personnel as authorized by the Director, Department of Physical Plant.

In areas where asbestos-containing insulation is present, access to the space above false ceilings will berestricted to authorized Physical Plant personnel and / or contractors approved by the Department ofPhysical Plant employing procedures for Type 2 asbestos operations.

7 InspectionVisual inspection of locations where asbestos-containing material is present will be conducted regularlyto ensure that damaged or degraded material is properly managed. Written records of the inspections willbe maintained by the Health & Safety Officer, Department of Physical Plant.

Damaged asbestos-containing material identified by employees during the course of their normal day-to-day activities must be reported to the Health & Safety Officer, Department of Physical Plant who willensure that appropriate remediation steps are taken.

8 Classifications of Asbestos OperationsOntario Regulation 278/05 classifies operations that may expose workers to asbestos into three differentcategories based on the severity of the potential hazard.

8.1 Type 1 Operations8.1.1 Installing or removing less than 7.5 m2 asbestos-containing ceiling tile without breaking, cutting,

drilling, abrading, grinding, sanding or vibrating the tile.8.1.2 Installing or removing non-friable asbestos-containing material, other than ceiling tile, if the

material is installed or removed without being broken, cut, drilled, abraded, ground, sanded orvibrated.

8.1.3 Breaking, cutting, drilling, abrading, grinding, sanding or vibrating non-friable asbestos-containing material if-

8.1.4 the material is wetted to control the spread of dust or fibres and8.1.5 the work is done only by means of non-powered hand-held tools.8.1.6 Removing less than one square metre of drywall in which joint-filling compounds that are

asbestos-containing material have been used.

8.2 Type 2 Operations8.2.1 Removing all or part of a false ceiling to obtain access to a work area, if asbestos-containing

material is likely to be lying on the surface of the false ceiling.8.2.2 The removal or disturbance of one square metre or less of friable asbestos-containing material

during the repair, alteration, maintenance or demolition of all or part of machinery or equipmentor a building, aircraft, locomotive, railway car, vehicle or ship.

8.2.3 Enclosing friable asbestos-containing material.8.2.4 Applying tape or a sealant or other covering to pipe or boiler insulation that is asbestos-

containing material. 8.2.5 Installing or removing ceiling tiles that are asbestos-containing material, if the tiles cover an area

of 7.5 square metres or more and are installed or removed without being broken, cut, drilled,abraded, ground, sanded or vibrated.

8.2.6 Breaking, cutting, drilling, abrading, grinding, sanding or vibrating non-friable asbestos-containing material if,

8.2.6.1 the material is not wetted to control the spread of dust or fibres, and8.2.6.2 the work is done only by means of non-powered hand-held tools.8.2.7 Removing one square metre or more of drywall in which joint filling compounds that are

asbestos-containing material have been used.8.2.8 Breaking, cutting, drilling, abrading, grinding, sanding or vibrating non-friable asbestos-

containing material if the work is done by means of power tools that are attached to dust-collecting devices equipped with HEPA filters.

8.2.9 Removing insulation that is asbestos-containing material from a pipe, duct or similar structureusing a glove bag.

8.2.10 Cleaning or removing filters used in air handling equipment in a building that has sprayedfireproofing that is asbestos-containing material.

8.2.11 An operation that,8.2.11.1 is not mentioned in any of paragraphs 1 to 10, 8.2.11.2 may expose a worker to asbestos and,8.2.11.3 is not classified as a Type 1 or Type 3 operation.

8.3 Type 3 operations:8.3.1 The removal or disturbance of more than one square metre of friable asbestos-containing material

during the repair, alteration, maintenance or demolition of all or part of a building, aircraft, ship,locomotive, railway car or vehicle or any machinery or equipment.

8.3.2 The spray application of a sealant to friable asbestos-containing material.8.3.3 Cleaning or removing air handling equipment, including rigid ducting but not including filters, in

a building that has sprayed fireproofing that is asbestos-containing material.8.3.4 Repairing, altering or demolishing all or part of a kiln, metallurgical furnace or similar structure

that is made in part of refractory materials that are asbestos-containing materials.8.3.5 Breaking, cutting, drilling, abrading, grinding, sanding or vibrating non-friable asbestos-

containing material, if the work is done by means of power tools that are not attached to dust-collecting devices equipped with HEPA filters.

8.3.6 Repairing, altering or demolishing all or part of any building in which asbestos is or was used inthe manufacture of products, unless the asbestos was cleaned up and removed before March 16,1986. O. Reg. 278/05, s. 12 (4).

8.3.7 Work on ceiling tiles, drywall or friable asbestos-containing material is classified according to thetotal area on which work is done consecutively in a room or enclosed area, even if the work isdivided into smaller jobs.

9 Procedures for Asbestos OperationsSpecific procedures must be applied to all asbestos operations as detailed below:

9.1 Type 1 Procedures9.1.1 Before beginning work, visible dust shall be removed with a damp cloth or a vacuum equipped

with a HEPA filter from any surface in the work area, including the thing to be worked on, if thedust on that surface is likely to be disturbed.

9.1.2 The spread of dust from the work area shall be controlled by measures appropriate to the work tobe done including the use of drop sheets of polyethylene or other suitable material that isimpervious to asbestos.

9.1.3 When removing less than one square metre of drywall in which joint-filling compounds that areasbestos-containing materials have been used, the material shall be wetted before and kept wetduring the work to control the spread of dust or fibres, unless wetting would create a hazard orcause damage.

9.1.4 A wetting agent shall be added to water that is to be used to control the spread of dust and fibres.9.1.5 Frequently and at regular intervals while performing the work and immediately on completion of

the work,

9.1.5.1 dust and waste shall be cleaned up and removed using a vacuum equipped with a HEPA filter,or by damp mopping or wet sweeping, and placed in a container that is -

9.1.5.1.1 dust tight9.1.5.1.2 suitable for the type of waste9.1.5.1.3 impervious to asbestos9.1.5.1.4 identified as asbestos waste9.1.5.1.5 cleaned with a damp cloth or a vacuum equipped with a HEPA filter immediately before being

removed from the work area, and9.1.5.1.6 removed from the workplace frequently and at regular intervals9.1.5.2 drop sheets shall be wetted and placed in a container as described above, as soon as practicable

after the dust and waste has been cleaned up and removed as described above.9.1.6 Drop sheets shall not be reused.9.1.7 After the work is completed, polyethylene sheeting and similar materials used for barriers and

enclosures shall not be reused, but shall be wetted and placed in a container as described above assoon as practicable after the dust and waste has been cleaned up and removed as described above.

9.1.8 After the work is completed, barriers and portable enclosures that will be reused shall be cleaned,by using a vacuum equipped with a HEPA filter or by damp wiping, as soon as practicable afterthe dust and waste has been cleaned up and removed.

9.1.9 Barriers and portable enclosures shall not be reused unless they are rigid and can be cleanedthoroughly.

9.1.10 Compressed air shall not be used to clean up and remove dust from any surface.9.1.11 Eating, drinking, chewing or smoking shall not be permitted in the work area.9.1.12 If a worker requests that the employer provide a respirator to be used by the worker, the employer

shall provide the worker with a NIOSH approved, air purifying half-mask respirator with N-100,R-100 or P-100 particulate filter.

9.1.13 If a worker requests that the employer provide protective clothing to be used by the worker, theemployer shall provide the worker with protective clothing that

9.1.13.1 shall be made of a material that does not readily retain nor permit penetration of asbestos fibres9.1.13.2 shall consist of a head covering and full body covering that fits snugly at the ankles, wrists and

neck, in order to prevent asbestos fibres from reaching the garments and skin under theprotective clothing

9.1.13.3 shall include suitable footwear9.1.13.4 shall be repaired or replaced if torn.

and the worker shall wear the protective clothing.9.1.14 A worker who is provided with protective clothing shall, before leaving the work area, 9.1.14.1 decontaminate his or her protective clothing by using a vacuum equipped with a HEPA filter, or

by damp wiping, before removing the protective clothing,9.1.14.2 if the protective clothing will not be reused, place it in a container as described above.9.1.15 Facilities for the washing of hands and face shall be made available to workers and shall be used

by every worker when leaving the work area.

9.2 Type 2 ProceduresThe procedures detailed in O.Reg. 278/05, s. 15, 16 must be followed for all Type 2 Asbestos operations.

9.4 Glove Bag ProceduresThe procedures detailed in O.Reg. 278/05, s. 15, 16, 17 must be followed for all Glove Bag operations.

10 RemediationDamaged or degraded asbestos-containing material must be remediated via removal, encapsulation orenclosure to ensure that asbestos fibres do not become airborne.

10.1 Removal Removal is a remediation method whereby all materials containing asbestos fibres are permanentlyremoved from an area. Whenever possible, removal should be chosen as the preferred method ofremediation.

10.2 Encapsulation or EnclosureEncapsulation or enclosure are alternative methods of remediation whereby asbestos-containing materialis left in place and covered to prevent the release of asbestos fibres into the air. Encapsulation orenclosure are safe and effective remediation methods that are typically used in areas where removal is nottechnically or economically feasible. Locations with encapsulated or enclosed asbestos remain subject tothe requirements of the Asbestos Management Program.

11 Emergency Procedures11.1 Unexpected Discovery of Potential Asbestos-Containing MaterialIn the event that potentially asbestos-containing material is discovered in an unexpected area, contact theHealth & Safety Officer, Department of Physical Plant. The Health & Safety Officer will initiate anassessment of the area to determine if the material does contain asbestos, and if so, initiate remediationaction as required and ensure the location is added to the Inventory of Asbestos-containing Materials.

11.2 Unintentional Disturbance of Asbestos-containing MaterialIn the event that material believed to contain asbestos is unintentionally disturbed, the procedure detailedbelow must be followed:

11.2.1 The worker must immediately stop all work activity in the area to avoid further disturbance of thematerial.

11.2.2 The worker must ensure that any clothing and / or tools contaminated with asbestos fibres aredecontaminated via damping wiping or HEPA vaccuuming prior to leaving the area.

11.2.3 The worker must notify his or her supervisor and the Maintenance Control Centre of the incident. 11.2.3.1 The Maintenance Control Centre will call personnel to shutdown the ventilation system in the

area and call the Health & Safety Officer, Department of Physical Plant to assess the area andinitiate appropriate clean-up and remediation actions.

11.2.3.2 The supervisor must complete a Carleton University Accident Investigation Form to determinewhy the disturbance occurred and what corrective action must be initiated to prevent re-occurrence.

12 Information & Training12.1 Asbestos AwarenessAll members of the University community who may come into contact with asbestos-containingmaterials must receive asbestos-awareness information that details the hazards of asbestos and locationswhere asbestos may be present.

12.2 Type 1 Asbestos Operations TrainingAll personnel engaged in Type 1 Asbestos Operations must complete an asbestos safety training programthat includes the following elements:12.2.1 The hazards of asbestos12.2.2 Personal hygiene and work practices12.2.3 The use, cleaning and disposal of respirators & protective clothing.12.2.4 Respirator fit & use12.2.4.1 the limitations of the equipment12.2.4.2 inspection & maintenance of the equipment12.2.4.3 proper fitting of a respirator, and12.2.4.4 respirator cleaning and disinfection12.2.5 Standard Operating Procedures for Type 1 Asbestos Operations 12.3 Type 2 & Type 3 Asbestos Operations TrainingAll contractors engaged in these operations must receive training as detailed in O. Reg. 278/05, s. 19, 20.

13 Recordkeeping13.1 Inventory of Asbestos-containing materialsThe Health & Safety Officer, Department of Physical Plant, will administer and update the Inventory ofAsbestos-containing Materials on an ongoing basis.

13.2 Training Records13.2.1 Training records for Carleton University employees participating in Asbestos Awareness training

and Type 1 Asbestos Operations training will be maintained by the Health & Safety Officer,Department of Physical Plant.

13.2.2 Contractors engaged in asbestos operations at Carleton must maintain training records for all oftheir employees working on-site at Carleton and present the records upon request to the Health &Safety Officer, Department of Physical Plant.

13.3 Notification of Project – Ministry of LabourA copy of the “Notification of Project” document sent to the Ministry of Labour for asbestos remediationprojects will be filed and maintained by the Health & Safety Officer, Department of Physical Plant.

13.4 Clearance Air TestsClearance air test results will be maintained by the Health & Safety Officer, Department of PhysicalPlant, for at least one year as per O. Reg. 278.05, s. 18(9).

13.5 Inspection RecordsWritten records of the visual inspections of asbestos-containing materials will be maintained by theHealth & Safety Officer, Department of Physical Plant.

14 Notification14.1 Unexpected Discovery of Asbestos-containing MaterialUnexpected discoveries of asbestos-containing material must be immediately reported to the Health &Safety Officer, Department of Physical Plant. The Health & Safety officer will forward all pertinentinformation to the Manager, Environmental Health & Safety, who will ensure that notification is sent tothe Ministry of Labour and the joint health & safety committee as detailed in O. Reg. 278/05, 10(8).

14.2 Asbestos Work ReportIf Carleton University employees are engaged in Type 2 or Type 3 operations, then the Health & SafetyOfficer, Department of Physical Plant, will forward all pertinent information to the Manager,Environmental Health & Safety who will ensure that an asbestos work report is forwarded to theProvincial Physician, Ministry of Labour for each worker as per O. Reg. 278/05 s. 21 (1) (2).

All contractors must ensure that an asbestos report is submitted for each contractor employee that isengaged in Type 2 or Type 3 operations.

14.3 Advance Notice of Type 2 (glove bag) and Type 3 OperationsIf Carleton University employees are engaged in Type 2 glove bag or Type 3 operations, then the Health& Safety Officer, Department of Physical Plant, will forward all pertinent information to the Manager,Environmental Health & Safety, who will ensure that the Ministry of Labour is notified in advance ofsuch operations as detailed in O.Reg 278/05, s.11.

All contractors engaged in Type 2 (glove bag) and Type 3 operations must notify the Ministry of Labourin advance of such operations as detailed in O.Reg 278/05, s.11.

15 Medical SurveillanceIf Carleton University employees are engaged in Type 2 or Type 3 operations, then the Health & SafetyOfficer, Department of Physical Plant will forward all pertinent information to the Manager,Environmental Health & Safety, who will ensure compliance with the medical surveillance requirementsas detailed in O.Reg. 278/05 s.21, 22.

Contractors engaged in Type 2 and Type 3 Asbestos Operations must comply with the worker medicalsurveillance requirements as detailed in O.Reg. 278/05 s.21, 22.

16 ReviewThe Asbestos Management Program will be reviewed on a regular basis and updated to reflect regulatoryor best practice changes. As a minimum the Program will be fully reviewed every five (5) years.
