Has anyone other than me noticed how quickly time seems to be flying by? It’s hard to believe that I have been Chairman of the Southern 14 Workforce Investment Board for almost a year and am already preparing my comments for the Program Year 2007 Annual Report. Many thanks to last year’s Chair, Chris Howton for his assistance in getting me started off on the right foot. I would also like to express my thanks and appreciation to all the Southern 14 Board members who have devoted their time, energy and expertise to maximize the benefits of the Workforce Investment Act available to the busi-nesses and individuals residing in Workforce Investment Area No. 26. Program year ‘07 was a year of mixed signals. The possible rescission which Congress and the Department of Labor had contemplated for two years finally happened. Workforce areas across the state and nation were required to turn back in excess of $275,000,000 from the current and prior years funding. Area No. 26 lost over $95,000 in programmatic and administrative dollars. My hat is off to the staff of the LWIB and the service providers for keeping the board informed as the events occurred and for their innovative ability to keep the programs operating to serve the needs of the clients and businesses. Program year ‘07 also saw a change of policy from the state. The Title 1-S (Rapid Response) program which provided funding for business closings affecting over 50 employees was termi-nated. A program titled 1-E replaced the Title 1-S program, but with criteria which will make it extremely difficult if not impossible for our area to access these funds. The already over-stretched Dislocated Worker funds will now have to cover business closings as well as the un-employed clients. Even with the loss of funding through the rescission and the elimination of the Rapid Response program and its attendant funding, the area still met or exceeded all 17 of the performance criteria and received incentive funding accordingly. As we go forward into Program Year ‘08 all of us; service providers, staff to the board and the board as a whole must tighten our belts and look for ways to do more with less. Two projects have already been implemented. The Board now receives materials for its meetings by e-mail, saving paper and postage. In addition, a state sponsored initiative called the Illinois workNet program will make use of the internet to publicize local events and allow participants to obtain information and services at home, eliminating or greatly reducing travel time and expenses now required. I believe these projects appear to be steps in the right direction. Once again my thanks to each and every one. We undoubtedly have some tough times ahead, but by pulling together we should be able to remain a valuable resource to the businesses and clients needing our services and to the community in general.

In December of 2004, Vickie’s husband died three days before Christmas. The devastating news of his sudden death left Vickie a single unemployed mother of three young children. Her life as she knew it was about to change dramatically. During the grieving process of a life altering event, she quickly realized the need to prepare for entering the work force. With help from Wabash Area Development, Inc. Vickie seized the op-portunity to enter the nursing program at Frontier Community College as a WIA student in Au-gust 2006. Vickie excelled in her training program in spite of the stress of arranging child care, maintain-ing a high grade point average and being both mother as well as father to her three children. Vickie graduated on May 16, 2008 with an Associate Degree in Nursing, high honors, member of Phi Theta Kappa, Officer of the Student Nursing Association, active member of student gov-ernment and was awarded the CEO for a 4.0 grade point average. Vickie is currently employed at St. Mary’s Hospital in Evansville, IN as a RN in the Intensive Care Unit.
