Record Notes of 2nd Meeting of Scheduling and dispatching of
Adani Solar Power Project held on 23rd December 2016 at SRPC, Bengaluru
The 2nd meeting to discuss the scheduling and dispatch of Adani solar Power Project at
Kamuthi in Tamil Nadu was held on 23rd December 2016 with participation from Adani GEL, TANGEDCO, SRLDC and SRPC. The list of participants is given at ANNEXURE 1.
Background
a) 1st meeting on scheduling and dispatch of Adani solar Power Project was held at SRPC
Bengaluru on 3rd November 2016. In the meeting M/s. Adani Green Energy (Tamil Nadu) Ltd. (AGEL) had been requested to furnish the details of share holding pattern of M/s. AGEL solar projects at Kamuthi, Tamil Nadu to TANGEDCO, TANTRANSCO, SRLDC and SRPC. Subsequently they had submitted the documents (ANNEXURE 2).
b) On receipt of the documents from AGEL(TN), TANTRANSCO had requested TANGEDCO to examine the same (ANNEXURE 3).
c) SRLDC had sought clarity on DSM accounting in the backdrop of tariff being subjudice with Hon’ble TNERC (ANNEXURE 4).
d) As per the documents submitted by AGEL (TN), 5 PPAs were entered with TANGEDCO for total capacity of 648 MW solar power project. The following PPAs were signed by the companies with TANGEDCO.

e) AGEL(TN) had requested SRPC, SRLDC to consider the 648 MW project as single project and under the scheduling jurisdiction of Southern Regional Load Dispatch Centre (SRLDC).
Deliberations in the Meeting
1. Shri S.R. Bhat, Member Secretary, SRPC welcomed the participants to the meeting and sought the views from SRLDC and TANGEDCO.
2. SRLDC informed the forum that they have taken up the Scheduling of Kamuthi, Adani solar power plant with their legal wing and they were unable to come to a firm conclusion regarding this issue.
3. SRLDC also stated that they are prepared to carry out the Scheduling and Dispatching of Kamuthi Solar Power Project (AGEL), with 10-15 days advance notice, in the event it is decided so.
4. TANGEDCO informed the forum that they have also scrutinized AGEL submitted documents and had sought more information from Kamuthi Solar Power Project (AGEL) to finalize the scheduling issue. TANGEDCO informed that AGEL would be informing the details to them with in a week’s time.
5. AGEL informed the forum that they would also consult their legal wing or Legal Advisor obtain more clarity on AGEL, Kamuthi scheduling issue.
6. After deliberation it was decided that M/s. AGEL would obtain legal advice and submit the same to SRPC & SRLDC. Subsequently SRPC would refer the matter to CEA for legal advice. Tamil Nadu was also requested to consider furnishing their inputs to SRPC/CEA at the earliest.
