The following represents clarification, additions, deletions, and/or modifications to the above referenced bid. This addendum shall hereafter be regarded as part of the solicitation. Items not referenced herein remain unchanged, including the response date. Words, phrases or sentences with a strikethrough represent deletions to the original solicitation. Underlined words and balded, phrases or sentences represent additions to the original solicitation.
1. OPEN DATE/BIDS DUE EXTENSION & QUESTION DEADLINE
This bid opening has been extended to open on October 31, 2019 at 2:30 PM Location of opening remains that which is provided in the original solicitation package.
Question Deadline Notice: The question deadline for this package has been extended to October 22, 2019 at 5:00 PM. Any pending questions, inquiries, clarifications or equivalent must be submitted in writing to the Procurement Analyst listed in the bid package prior to this date and time. Late submission of a questions or similar against this solicitation may go unanswered at the sole discretion of the County.
2. BID SCHEDULE The Bid Schedule has been updated and a new Bid Schedule has been uploaded to the project webpage on the Lee County Procurement website.
Please ensure that your firm has downloaded the Bid Schedule and have been able to successfully use the Excel format. Any firm having compatibility issues or difficulty downloading the Bid Schedule needs to contact the Procurement Analyst for this project at their earliest convenience.
Do not wait until submission day to download! Procurement is not required to extend a closing due to Contractor delay or difficulty in receipt or download of documents.
Bidders MUST use the new Bid Schedule Excel form when submitting their bid. Failure to do so will result in Bidder being deemed non-responsive and therefore ineligible for award.
3. ARTICLE REVISION - SPECIAL CONDITIONS Article 4.1 of the Special Conditions is revised as follows:
4.1 . On the Bid Schedule Form, Vendors bidding categories for material plus hauling must specify the minimum order quantity their firm requires for delivery of the associated

line items. If the County requires less than the minimum order quantity stated by the av,rarded vendors on the Bid Schedule, Lee County reserves the right to purchase the material elsewhere. The County intends to purchase materials under this contract by the truck-load. However, no minimum or maximum quantities are guaranteed on delivery orders.
4. ARTICLE ADDITION - SPECIAL CONDITIONS Article 4.4 shall be added to Section 4 - MINIMUM ORDER QUANTITIES of the Special
Conditions as follows: 4.4 There shall be no minimum mileage imposed on the County. Vendor shall have
the capabilities to deliver ordered material where the County desires within the boundaries of Lee County, FL. Mileage charged to the County shall only be for one-way from point of origin (plant) to delivery location as provided by the County. The Vendor may not charge for return mileage.
5. ARTICLE REVISIONS - SCOPE OF WORK AND SPECIFICATIONS Article 2.2 of the Scope of Work and Specifications is revised as follows:

2.2 Product titles are used for convenience only and are not intended to convey any limitation or generic definition. A. Pea Rock - shall be in accordance with FDOT Standard Specifications, section 901, and
shall conform to size #89 of the gradation requirements of Table 1 of that section. B. 57 Stone Course Aggregate - shall be in accordance with FDOT Standard Specifications,
section 901, and shall conform to size #57 of the gradation requirements of Table 1 of that section.
C. Limerock Base- shall be in accordance with FDOT Standard Specifications, section 911. D. 131 Sand Screenings - shall be in accordance with FDOT Standard Specifications, section
902-5, and shall conform to the 3/8" sieve size. E. Concrete Sand and Top Dressing Sand - shall be in accordance with FDOT Standard
Specifications, section 902-3. F. Beach sand- shall have a mean grain size of .30 mm - .55 mm G. Rip Rap - shall be in accordance with FDOT Standard Specifications, section 530-2.2, and
shall be available in the following size ranges: 4 6", 6 12", 12 24", and 24 36" 3-6", 6-12", 12-24", and 24-36".
H. Crushed concrete - shall have aggregate µ 2.5" in diameter or less. I. Asphalt Millings - shall be~ Ein diameter or less J. Topsoil- shall consist of friable surface soil reasonably free of grass, roots, weeds, sticks,
stones, or other foreign materials. The topsoil shall consist of sandy loam, 1.vith soil particles within the follov,ringpercentages: clay; 0 25; silt; 25 50; sand; 50 70; decomposed organic matter; 5 10. The clay content is optional. The soil shall have a soil acidity range between a pH 5.0 to pH 7.0. The soil salinity shall not exceed 3 millimhos per centimeter at 25oC. shall consist of friable soil reasonably free of grass, roots, weeds, sticks, stones or other foreign materials. All material shall be suitable for plant growth with a reasonable amount of organics.
K. Clean Fill - shall be reasonably free of grass, roots, weeds, sticks, stones, or other foreign material.

What's the delivery per mile? The Hauling per mile is a fee for delivery of material from the point of origin to the County requested delivery site. The fee was designed on a per mile basis to consider delivery throughout the entirety of Lee County, FL, including locations like Pine island, Captiva, and Boca Grande. See added article 4.4 of the Special Conditions as provided herein.
I What are the minimum quantities for delivery? I See revised article 4.1 of the Special Conditions.
If we are delivering, we would deliver 20-22 tons not 16 ton, so the truckload should be based off of 22 tons. The sample quantities for bidding have been removed from the bid schedule. The sample quantities provided were intended to capture/represent a truckload as it is the County's intentions to purchase by the truckload. See also revised article 4.1 of the Special Conditions regarding delivery quantities.
The bid doc says quantity of material for bidding u oses. See revised bid schedule and Question/Answer 3.
What is the minimum mileage? Is 15 the minimum? See added article 4.4 of the Special Conditions as provided herein.
Is it a one-way mileage or two-way mileage? Allowable mileage to be charged is one-way from the point of origin (plant) to the County delivery location. Vendor may not charge mileage for return trip. See article 4.4 of the Scope of Services
Is there going to be a stipulation against ordering just one ton? See revised article 4.1 of the Special Conditions. It is not the intention of the County to order 1 ton or 1 yard of material under this contract.
When does the questions and answers have to be in by? 8 calendar days prior to the date when the submission is due. See article 8.1 of the Terms & Conditions found on page 5 of the solicitation package for further details.
Notice: A bid extension does not indicate nor guarantee an extension of the question deadline. Such shall be granted on a project by project basis. Please see above details regarding revised question deadline.

If you bid it per round trip mile, is the cost of a smaller truck an impact on total price vs. a larger truck? That's why it's usually bid per ton p·er mile. See article 4.4 as provided herein.
Based on award is it awarded on total bid or is it based off subsection? The basis of award shall be determined by the lowest subtotal per category of the most responsive, responsible and qualified Vendor meeting all bid specification, please see section 2 - Basis of Award as found on page 15.
The materials listed Shall conform to DOT or spec to size kind of a thing. Material shall conform to Florida DOT Standard Specifications for road and Bridge Construction per the provided specifications within the solicitation package. The Vendor shall meet or exceed the specification, please see page 17 section 2.
What about the top soil, we don't know anyone who could meet those specifications. See article revisions for article 2.2 of the Scope of Work and Specifications contained herein.
Is there a place that you're saying that you've found where this (topsoil) is listed? The specification regarding top-soil have changed. Please see Question/ Answer 12.
What about the crush concrete, to get one inch? Do you have a place for that, because typically it's two and a half inch? Do you want crush concrete base or crush concrete aggregate? See article revisions for article 2.2 of the Scope of Work and Specifications contained herein.
Do you want one-inch base or one inch ballased, because technically one inch is 57. See answer to question 14.
Do you want fines in it? See article revisions for article 2.2 of the Scope of Work and Specifications contained herein.
You want the crush concrete as a base? Yes

20. If the bid specs is saying, "shall be" in accordance to FDOT standards then are you not calling out the book?
Answer Products shall confirm to FOOT standard Specifications, but Vendors are not required to be FOOT certified.
21. Who will be listed as the additional insured? Answer Lee County Board of County Commissioners. See insurance requirements
as found on page 13-14.
23. What is the minimum & maximum mileage one way or round trip for delivery? Answer All hauling shall be within the physical boundaries of Lee County, FL. This
contract will be used on an annual basis and no specific locations or distances are currently established.
24. What is the speed limits or Mph for the traveling routes for delivery? Answer Please se~ answer to question 23.
25. How many traffic lights/ sto signs/ construction areas are there for delivery? Answer
26. For delivery you have 16 tons listed on bid sheet is this a minimum amount for delivery? Most full loads are 20 or 22 tons.

28. In the past Lee County has had different delivery locations/ zones by the Ton for delivery of materials. Zones would work out better than per mile for delivery.
