• Art. 19 In order to encourage the habit of reading, a daily specific time will be devoted. (Primary education)

• Art. 35 Educative administrations promote measures and activities which estimulate the interest and the habit of reading as well as the capacity to express correctly in public. (Bachillerato).

• All schools will have a school library.• School libraries must be provided by the

educational administrations • School libraries will encourage reading

and make students accede to information and other resources easily.

• They must be places open to the educative community
