Scope

Kerala State has 39 Government Departments over 122 Field Departments and over 30000 offices spread across the nook and corner of the State.

Personnel and Payroll Management System using SPARK-Service and Payroll Administrative Repository for Kerala is to be implemented in all the Government Offices across the state covering over 5.25 lakh employees

Features of SPARK• A web based G2E integrated solution for Service and

Payroll Management which meets all requirements in Service and  Salary matters

• Structured information database of employees

• SPARK has the provision as such in the Service book to trace service history, track record, bills/ reports/orders etc.

• System allots Permanent Employee Number (PEN) on registering the Service Book of the employee Thereafter PEN will be the important code to identify the employee in the SPARK database.

• Capturing the details of Loans, Advances and other subscriptions like LIC, SLI, GIS, FBS etc

• Easy and speedy pay bill preparation

• Automatic generation of Employee Identity card

• Details pertaining to the Salary, Income Tax and GPF of each and every employee of any department can be obtained online easily. This will reduce the distance between head office and remote offices to a mouse click.

• The administration will be benefited since 90% of the activities are carried out through SPARK.

• Transparency and Smart Administration.

• Centralised database at the State Data Centre helps in quick decision making and applying rules and regulations uniformly for all employees

• Forecast the expenses on wages for planning

•  “What if analysis” on the expense on wages for various variations on allowances
