Spatial Imagery Acquisition Program 2016

Purpose

The purpose of this document is to provide a plan that optimises the acquisition of spatial imagery in Queensland for government agencies. The program operates in conjunction with the Spatial Imagery Subscription Plan which raises funds for, and enables coordination of imagery acquisition projects for participating organisations.

Benefits to participating agencies are: -

Access to imagery acquired at different resolutions,

Optimise acquisition of imagery of different resolutions to provide better coverage over time,

Lower costs through coordination and cost sharing with other agencies, and

Improved budget planning and support for agencies’ business cases for imagery acquisition.

Introduction

Spatial imagery provides a record of Queensland’s natural and physical assets and environment recorded from an aircraft or satellite. It contains measurable data about a feature that enables complex analysis of the feature or location and the examination and mapping of geographical locations and issues without the need to visit the site. As with all spatial imagery it may be recorded at a range of scales to suit a variety of applications.

With uses ranging from the management of the land, emergency response, infrastructure planning, asset management and assessing the condition of soils and vegetation, spatial imagery is fundamental to efficient government and resource management.

The Department of Natural Resources and Mines is facilitating a coordinated program to maintain the spatial imagery infrastructure for Queensland. Spatial imagery infrastructure includes an imagery storage, management and distribution system. The Queensland Spatial Imagery Acquisition Program

The Queensland Spatial Imagery Acquisition Program identifies general reference requirements for imagery to support public administration across a range of activities in Queensland. The Program has identified three resolutions ranges using colour (Red, Green, Blue) imagery:-

High Resolution; less than 20cm resolution, Medium Resolution; 20cm to 70cm resolution and Low Resolution; 75cm – 2.5m resolution.

Programmed projects include capturing imagery over:- Urban South East Queensland (SEQ) local government areas of Noosa,

Sunshine Coast, Moreton Bay, Brisbane, Ipswich, Logan, Redland and Gold Coast at 10cm resolution on a yearly cycle,

Provincial cities of Toowoomba, Gympie, Hervey Bay, Maryborough, Bundaberg, Gladstone, Rockhampton, Mackay, Bowen, Townsville and Cairns at 10cm resolution on a yearly cycle from 2016.

Coastal towns at 10cm resolution on a three year cycle. Three coastal areas between Noosa and Cooktown and regional SEQ (local

government areas of Somerset, Lockyer Valley, Scenic Rim, Southern Downs and Toowoomba) at medium resolution on a three year cycle,

Towns in rural and remote areas at high resolution on a five year cycle.

Councils and other organisations are invited to contact the Spatial Imagery Coordinator for assistance and possible funding for their projects from the Spatial Imagery Subscription Plan. In recent years, councils have seen a significant decrease in the cost of spatial imagery when coordinating projects and cost sharing with the State Government. Since 2008 coordinating imagery acquisition between the three levels of government has provided value for money for all participants. Projects include, regional SEQ (local government areas of Somerset, Lockyer Valley, Scenic Rim, Toowoomba and Southern Downs) in 2013, Central Queensland Coast in 2013, Surat Basin South in 2013, Surat Basin North in 2014, Capricorn - Wide Bay in 2014, North Queensland in 2015 and urban SEQ councils each year. High Resolution Program Imagery at less than 15cm resolution will be acquired over urban areas at varying time intervals depending on location and the degree of landscape change. An on-going program is now in place for SEQ local government areas to be captured at 10cm resolution each year with major provincial cities to be acquired every year from 2016. Medium Resolution Imagery

Imagery at 20cm -75cm will be acquired over three coastal regions and regional SEQ on a three cycle, Imagery acquisition will be scheduled to complement urban imagery in each area. Queensland mining basins are also being captured with the Bowen Basin captured in 2012, Surat Basin South in 2013, Surat Basin North in 2014 and the Galilee Basin in 2015. See page six for the extents of these projects. Low Resolution Imagery

Imagery is typically acquired by satellite. In 2012, Airbus Defence and Space captured all of Queensland with the SPOT 5 satellite at a resolution of 5m and pan-sharpened the imagery to 2.5m. The 2.5m imagery, known has SPOTMaps, is available for State and Local Government agencies. 2013-14 SPOTMaps 1.5m resolution is now available only via a web map service to State and Local Governments. The Program will endeavour to maintain satellite coverage at resolution of 1.5m or higher resolutions over the state on a three year cycle. Natural Disasters

Acquisition of imagery is programmed for the optimum time of a natural disaster event. The Spatial Imagery Acquisition Program cannot address these needs but the Spatial Imagery Subscription Plan has contingency funding provided by the Queensland Public Safety Business Agency for disaster imagery. Local Governments are invited to contribute to the acquisition of disaster imagery when an event occurs. The Public Safety Business Agency has established procedures for the contingency funds to be available when events occur.

The Spatial Imagery Subscription Plan

The Spatial Imagery Subscription Plan was established by the Queensland Spatial Information Council’s Spatial Imagery Working Group and is managed by the Imagery Coordination Unit in DNRM. Funds are raised through subscriptions (currently $33,000 per 12 month period) that entitles a subscriber to all imagery acquired by the fund, licence permitting. Individuals or organisations can also purchase imagery if not subscribing to the Subscription Plan, contact [email protected] for full details and cost.

All the Spatial Imagery Acquisition Program’s current imagery is viewable on the Queensland Globe. To see the extent of individual projects, turn on the “Imagery Footprint” layer.
